Hearing in Sampangi case begins Bangalore Beat Bureau Bangalore: The trial in the case of BJP MLA Y Sampangi, who has been accused of re- ceiving bribe at the Legisla- tors’ Home in 2009, came up for hearing be- fore the Lokayukta special court today. The defence advocate, rep- resenting Sampangi, was intending to cross-ques- tion the main witness and complainant in the case, Farooq. In the morning, special judge N K Sudheen- dra Rao began the hearing. Farooq, deposing be- fore the court, narrated how he was being pestered by the MLA to pay bribes. He com- plained to the Lokayukta police, who caught Sampangi redhanded on the premises of Leg- islators’ Home on January 28, 2009. Farooq gave the account that has already been mentioned in the Lokayukta police chargesheet and stood by the version. His statement was recorded at the City Civil Court Complex for 40 minutes. Legal experts told Bangalore Beat that the cross-questioning is crucial and if Farooq fails to give convincing answers, the case would fall through. Rajiv killers' plea hearing adjourned Chennai: The Madras High Court today ad- journed the petition hearing of the three convicts on death row in the Rajiv Gandhi assassination case. The next hearing will take place on No- vember 29. The convicts are seeking commu- tation of capital punishment. The court had, on August 30, stayed for eight weeks the execution of Murugan, Santhan and Perarivalan and admitted their pleas for commuting their death sentence to life term. After hearing arguments by senior counsel Ram Jethmalani, who appeared for the three convicts, the court issued notices to the Centre, the state government and police. The high court stay came as a major relief for the three convicts as their execution was then fixed for September 9. The award selection committee, head- ed by chief minister D V Sadananda Gowda, met at the Karnataka Power Cor- poration Ltd offices on Race Course road on Wednesday to decide on the awards list. The first thing that the meeting did was to put aside all the recommended entries. Even those coming from former chief minister B S Yeddyurappa, other minister and MLAs were straight away taken off the list. The rest were taken up only on the ba- sis of merit. The government has received 4,000 ap- plications for the 50 awards, sources told Bangalore Beat. The award carries Rs 1 lakh cash, 20 gm gold medal and a plaque. The award winners also become eligible for ‘G’ category residential sites. The lure has made the aspirants to pull all strings to get themselves selected. Some have even gone to the extent of get- ting the recommendations from as many as 10 ministers and MLAs. But to give cred- it to the chief minister, he has chosen to not take any of them into consideration. To avoid lobbying and last-minute ad- ditions to the list that are being present- ed on Monday, the Kannada Rajyotsava day, the list is likely to be announced only late in the evening tomorrow or on Sun- day. The winners will be intimated by the government to attend the function and re- ceive the award. Last year, the list bloated to include over 180 award winners, with many being added at the last minute. The state government has taken an im- portant decision to stop the practice of as- pirants applying for the awards with their biodata and additional recommen- dations from the elected representatives, influential officers and swamijis. Henceforth, the government will only consider the shortlists from different academies, literary, drama, yakshagana etc, and then draw up the final list from them. Another important decision is to con- sider only those who are above 50 years of age, except in the sports category. Dis- trict wise representation too will be giv- en importance, sources said. Ashok has been accused of denotifying two pieces of land at Lottegollahalli on the outskirts of the city with the help of then chief minister B S Yeddyurappa. The case has been filed by a former employee off Visvesvaraya Iron and Steel Ltd, Jayakumar Hiremath, be- fore the Lokayukta court. Lokayukta special judge N K Sudheendra Rao has ordered the Lokayukta police to in- vestigate the case and submit a report by No- vember 5. The judge had also asked the po- lice officials to take up the case under Sec- tion 356 which necessitates filing of an FIR before taking up the case. Some within the BJP and the entire op- position were of the view that it would be em- barrassing for the government if a sitting min- ister that too handling the home portfolio un- der which the police falls would have to ap- proach courts for anticipatory bail in the case. The BJP and party state president K S Es- hwarappa have been defending Ashok, say- ing that the FIR did not prove his involvement in the case and they were only allegations. “The minister would fight the case legally and come out clean,” he said today before unveiling raths that would go around Ban- galore before Advani’s visit to the city. But Ashok would ultimately be asked to put in his papers, as the ruling party BJP is already facing intense embarrassment in the face of former chief minister B S Yeddyurappa and former ministers Katta Subramanya Naidu and Ess Enn Krishnaiah Shetty land- ing behind bars. The decision to delay the resignation is to avoid embarrassment to Advani, who iron- ically is campaigning against corruption. Ashok’s resignation would come by early next week, the sources said. The Lokayukta police, which has taken up the investigation, collected all the documents related to denotification of lands in the case from the Bangalore Development Authority and revenue department. The police paid a visit on Wednesday and took the docu- ment, it is learnt. The Lokayukta police have formed two teams to probe the case. R Ashok Accused IAS officer in review panel Bangalore Beat Bureau Bangalore: There have been al- legations of corruption and in- volvement in illegal mining cas- es against one of the officers who is part of the review com- mittee formed by the state gov- ernment to go through the report on illegal mining filed by former Lokayukta Justice Santosh Hegde. B S Ramprasad, who is the principal secretary in the com- merce and industries ministry, is facing the charges on the very same counts that he has been re- viewing. The state government has formed the committee under ad- ditional chief secretary K Jairaj, which is ready with the report running into 315 pages. He has made 155 recommendations against the officials, who have been known to be part of illegal mining. Jairaj has made recommen- dations against 617 government officials, of the 787 mentioned in the Lokayukta report, which also lists 20 IAS, IPS and IFS officers and a host of Karnataka Admin- istrative Service officials. Questions are now being raised about the advisability of having one of the “guilty” offi- cers, read Ramprasad, in the committee. Meanwhile, Justice Mohan Kumar, who was investigating the coal supply scandal from 2002-09 submitted the report to chief minister D V Sadananda Gowda today. Three officers – Gangaram Baderia, K E Shivalinga Murthy and K S Prabhakar – have raised a banner of revolt, saying the rec- ommendations made by the re- view committee smacks of favouritism and discrimination. Of the recommendations, Jairaj has also advised the gov- ernment about instituting a sin- gle-window system for mining activities as a step towards in- creasing transparency in the mining operations. Sources said there has been in- tense heart burn among the of- ficials, against whom the review committee has recommended action. They have pointed out that the committee chief Jairaj himself has been facing charges of corruption. Specifically, they point out to the awarding of contract in the Rs 132 crore desilting operation when he was Bangalore Ma- hanagara Palike commissioner. The issue had even been raised on the floor of the assembly by Congress MLA D K Shivakumar. Dharam Singh was the chief minister in the Congress-JD(S) coalition government then. But once the government fell and the JD(S) to form an alliance with the BJP, the issue was put on the backburner, they add. The MLA had demanded a CoD inquiry into the misappropriation. They say Jairaj was also ac- cused of illegalities while grant- ing coal washing contract to in- dustrialist M A M Ramaswamy. He was then the principal secre- tary to the energy department. The size of the contract to wash coal before being used at the Raichur Thermal Power Station ran into Rs 200 crore, they add. Now, Jairaj accuses the former Lokayukta of not resorting to norms of natural justice before recommending action. Even the review committee, while prepar- ing the report, had not given a chance for the officers to ex- plain themselves, they point out. Despite allegations of Justice Bannur- math possessing a house, constructed on a civic amenities site in Judicial Layout, the chief minister has tried to defend his decision. Today, he said, “We cannot keep looking for those who don’t have any allegations against them. There is bound to be some allegations against all.” But leaders of opposition in the as- sembly Siddaramaiah and legislative council Motamma, who are part of the panel to decide on the Lokayukta, have asked the government to convene a meet- ing to decide the next corruption watch- dog. But the chief minister has shot it down, saying there has been no prece- dent. The last time too, when Shivaraj Patil was made the Lokayukta, the two oppo- sition leaders had recommended Supreme Court Justice R V Ravindran for the post. Encouraging the noble act ofeye donation, Dr UmapathyPa-nyala, COO, Apollo Hospital,Bangalore, said, “Impairment ofvision threatens one’s ability tobe physically or financially self-sufficient. More than 90 percentof corneal transplant operationssuccessfully restore vision inpeople suffering from blindnessdue to corneal problems. This isone act which does not requireyou to think twice before com-mitting to it.”

“Anybody from the age of onecan be an eye donor. There is no

maximum age limit. Poor eye-sight and age make no difference.Those who wear spectacles, thosewho have had cataract surgery,diabetics and those who are hy-pertensive can also donate eyes.Even a person who is blind fromretinal or optic nerve diseasecan donate eyes, provided thecornea is clear. However, thosewho have died of unknown caus-es, or due to infectious rabies,syphilis, infectious hepatitis, sep-ticemia, and AIDS cannot bedonors,” said Dr ShaliniShetty,consultant ophthalmologist,Apollo Hospital Bangalore.

Justice Hegde, who pledgedto donate his eyes, called out tothe people to follow suit. “Re-member, you are helping some-one in need and this can lead toonly good! Eye donation gives agift of sight to others. There arestill many people who either donot understand the importanceof eye donation or have misun-derstandings and superstitiousbeliefs about this notable gesture.Some of the reasons for peopleshying away from taking thisstep include lack of awareness& objection from members ofthe family,” he said.

ophthalmologistBangalore: Dr Mathew KurianKummelil, ophthal-mologist (cataract andrefractive lens sur-gery), NarayanaNethralaya, has beenawarded the presti-gious ORBIS Medal atthe Congress of the Eu-ropean Society ofCataract and RefractiveSurgeons (ESCRS) inVienna, Austria recent-ly.

The Orbis medal was awardedto Dr Mathew for the best pres-entation (paper or e-poster) atthe ESCRS Congress on prevent-ing or treating avoidable blind-ness in developing countries –in line with the mission of theinternational sight-saving charityOrbis International.

The medal was presented byRobert Walters, chairman of OrbisInternational, at the ESCRS con-ference for the work titled “Telesurgical training to enhance safe-ty and effectiveness of phaco-training”. India has the largestnumber of cataract blind in the

world. Few surgeons performphacoemulsificationas most perform man-ual cataract surgery.The complication rateof phacoemulsifica-tion during supervisedtraining is reported at8 percent. Anecdotal-ly, there is a high rateof complicationsamong surgeons whohave recently complet-

ed training. “We at NarayanaNethralaya, Phacotraining andSurgical Skills Training Centre,demonstrated the feasibility ofhaving an experienced preceptorat a tertiary teaching hospital,remotely supervising phacoemul-sification in a community hos-pital using real time video stream-ing with two-way audio link. Thesurgical videos were compressedand transmitted while maintain-ing a telephone link. The chal-lenges for this innovative use oftechnology were the need to min-imize the latency in the videolink, audio-video synchronisa-tion,” he said.

Infy China signs MoU with Dalian High‑Tech Zone Bangalore: Infosys Technologies (China)Co. Ltd has announced that it has signedanMoU with the Dalian High-tech Zone(DHTZ) Governmentto establish a branchcompany of Infosys Technologies (China)in DHTZ.

The branch will focus on software de-velopment and outsourcing business inthe region.Infosys Technologies (China)and DHTZ will work towards developmentand innovation intheDalianHigh-tech in-dustry. The MoUmarks a milestone in In-fosys’ cooperation efforts with a provincialgovernment in China, and will encourage

FKCCI: RBI rate hike worrying

Bangalore: It is rather disturbingthat the RBI continues with itsaggressive monetary stance, tocontrol Inflation, by increasingthe bank rates the 13 time sinceMarch 2010, in the mid-quarterreview on October 25.

FKCCI is surprised that theRBI is continuing with this ag-gressive policy even after thefact that not only inflation is notregulated by its policy measures,but is also adversely affectingthe industry and economicgrowth. The RBI has decided toincrease these rates despite ad-mitting that “It must be empha-sised, however, that several fac-tors – structural imbalances inagriculture, infrastructure ca-pacity bottlenecks, distorted ad-ministered prices of several keycommodities and the pace of fis-cal consolidation – combine tokeep medium-term inflation risksin the economy high. These riskscan only be mitigated by con-certed policy actions on severalfronts.”

The only saving grace is thatRBI assured that “notwithstand-ing current rates of inflation per-sisting till November (Decemberrelease), the likelihood of a rateaction in the December mid-quarter review is relatively low.”

Bangalore: The state BJP unveiled fiveraths today that will go round the citywhipping up support for party seniorleader L K Advani’s Jan Chetana yatraagainst corruption.

The five raths will go round 28 as-sembly constituencies in the city forthree days before Advani arrives in thecity for a public rally on Sunday. Advaniwill address the public at National Col-lege grounds.

Briefing about Advani’s itinerary inthe state, party state president K S Esh-warappa denied that it was cowardicethat led to the BJP skipping Advani’syatra through the state. “If it was cow-ardice, we would have not announcedhis yatra to Bangalore in the first place.Now there is no question of skippingthe city. We are against corruption inevery form. It is the Congress that hasto answer questions about corruption.”

“Jan Chethana yatra is nothing but Advani’s and BJP’s initiative to cleanse the political system of corruption. Just like Gandhian Anna Hazare’s crusade against corrup-tion, this is not targeted against theCongress, but all areas. It could evenbe within the BJP,” he said.

On the action against home andtransport minister R Ashok and indus-tries minister Murugesh Nirani, whoare facing charges of land grabbing,Eshwarappa said, “Just FIRs againstthese ministers do not mean they areguilty. Only allegations have been madeagainst them. Our party is against cor-

Expert panel meets today to discuss A‑I turnaroundNew Delhi: A group of minis-

ters (GoM), headed by financeminister Pranab Mukherjee, willmeet today to look at the turn-around plan for Air India, inparticular at an additional equityinfusion of Rs6,000 crore. Mostimportantly, the GoMwil alsodiscuss whether the airline willgo ahead with the purchase ofthe 27 Boeing 787s (the Dream-liner).

An order of 27 aircrafts worth$4 billion (Rs. 20,000 crore) was

placed in 2005. The group todaywill decide whether they will goahead with the full order, reducethe number of aircraft purchasedor defer it altogether.

In the last meeting in Sep-tember, Air India had battled infavour of these Boeing 787s say-ing they were crucial for the sur-vival of the national carrier.

A-I pilots threaten togo on strikeNew Delhi: The Air India pilotsunion on Friday threatened togo on strike claiming that theywere being discriminated against.

The union has as many as 400pilots from erstwhile Air-India.

The pilots have alleged thatno career progression plan is inplace, adding that their salaryhas been delayed by four months.They said that the erstwhile In-dian Airlines pilots were beinggiven priority for 787 dreamlinertraining.

A decision on the strike willbe taken by ballot.

New Delhi: Key figures of AnnaHazare's team will meet in Ghazi-abad tomorrow sans the Gand-hian, who is on a vow of silence,to discuss the crisis facing theteam after they were enmeshedin a series of controversies.

Interestingly, the Core Com-mittee meeting is being held inKejriwal's office while last time,the meeting which took placedays after the attack on Bhushan,was held at his Noida residenceand was chaired by his fatherand former Law Minister ShantiBhushan.

The issue also resulted in aflip flop by Hazare who changedhis stand on Bhushan at leastthrice. Initially, he said the com-mittee will decide on Bhushan'scontinuance, only to retract infew hours blaming media.

However, he removed the blogposting supporting Bhushansoon and later gave a TV inter-view only to reiterate his aversionto Bhushan's views on Kashmir.He followed it up with a blogposting which discussed hisviews on Kashmir.

New Delhi: Uttar Pradesh chiefminister Mayawatitoday wroteto Prime Minister ManmohanSingh over a letter sent by Unionrural development ministerJairam Ramesh.

Mayawati said in the letterthat the allegations made byRamesh were baseless and didnot even have specific allegationsabout the misuse of NationalRural Employment GuaranteeScheme (NREGS) funds. TheBahujanSamaj Party (BSP) chieffurther alleged that the lettersent by Ramesh was politicallymotivated. Explosives found onAdvani's yatra route

Madurai: Explosives have been found under abridge at Almapatti village near Tirumangalam,Madurai today on the yatra route of senior BJPleader LK Advani. Investigations are still on.

The 84-year-old BJP leader addressed a rally inMadurai today during Tamil Nadu leg of his ya-tra.

Soon after the bomb was found, the organisersof the yatra said the route would be changed toavert any untoward incident.

The discovery led to a panic-like situation for awhile.

H D Kote: A wild elephant that had strayedinto a village here was caught and shiftedto Bandipur National Park this morning.

The operation that involved three trainedelephants had been going on since lastevening. The forest department officialswere successful in catching the wild elephantthat had wreaked havoc in Belagana vil-lage.

The forest department officials used Marie,Arjuna and Abhimanyu, which took part inthe Mysore Dasara festivities, to capture thewild pachyderm. While the first two hadbeen in operation since yesterday morningwhen the elephant was seen, Abhimanyuwas brought in only last night.

Abhimanyu is said to be an expert insuch operations. He prodded the wild ele-phant with his tusks to put the male to sub-mission.

Dr Prayag from the Chamarajendra Zoo-logical Gardens, Mysore, shot the tranquil-ising dart to the elephant. When it wokeup, the elephant was forced into a lorryand transported to the Bandipur forest. Thewild elephant had received some injurieson its stomach and it would be treated onceit is put into a barricade, the veterinariansaid. It will take some time before the ele-phant is released back into the wild, headded.

The elephant had run rampage in thefields of Belagana village tank. In the morn-

ing, it moved to a tribal settlement of MaidanaColony before it was caught. It had destroyedcoconut and other crops.

Villagers cheered and clapped when theelephant was taken away. The difficult op-eration lasted more than 18 hours with alarge number of forest officials taking part

in it. The forest department announcedcompensation to all farmers and tribals whowere affected by the elephant attack.

There have been increasing incidents ofelephant attacks across the state. The gov-ernment has been doling out compensationand passed orders to avoid such incidents.

Shrenik Shah is one of thekey witnesses in the case againstsuspended IPS officer SanjeevBhatt, who has been accused offorcing a constable to sign afalse affidavit, and has gonemissing since Tuesday, policesaid on Thursday.
