I am grateful to them,” he said sarcastically. Yeddyurappa was sent to judicial custody and had to spend time at the Parappana Agrahara Central Jail for his alleged involvement in ille- gal land denotification cases. Justice Hegde had mentioned Yeddyurappa’s name in the report on illegal mining report presented to the gov- ernment, which led to the BJP strongman re- linquishing his post soon after. Advocate Sirajin Basha too obtained per- mission from governor H R Bhardwaj to prose- cute Yeddyurappa who was the chief minister then. Basha later filed five private complaints against Yeddyurappa before the Lokayukta special court, which sent him to judicial custody. “I have written a diary of my 24-day stay in the jail. I will publish my accounts very soon,” Yeddyurappa said. He came out of the jail after obtaining bail in two cases from the Karnataka High Court. The Central Bureau of Investigation has arrested the two for their alleged involvement in illegal mining activities in Anantapur district of Andhra Pradesh, bor- dering with Karnataka. The CBI special judge conducted the hearing of the two accused through video-conferencing. The two accused have been lodged at the Chanchalaguda Central Jail. The CBI arrested the two on September 5 from Bellary and they have been in custody since then. Inflation rises to 9.73% in Oct New Delhi: India's wholesale price index (WPI) rose 9.73 per cent in October from a year earli- er, government data showed on Monday. The fig- ure was higher than the median forecast for a 9.61 per cent rise in a Reuters poll. While Yeddyurappa himself said that he would not be able to canvass for the party of- ficial candidate Gaadi Lingappa due to per- sonal reasons, party state president K S Es- hwarappa announced that the BJP strong- man would take up active campaigning from November 18. Eshwarappa said at Udupi that it was Yed- dyurappa who was at the forefront of the by- election strategy and he would call a meet- ing of all the ministers and area MLAs to chalk out a plan for the by-poll campaigning. “The meeting has been convened for No- vember 17, and Yeddyurappa would start the tour of the area the next day.” Yeddyurappa, who was at his home con- stituency of Shikaripur in Shimoga, said that he would not be able to canvass in the by- election. At a time when we are fac- ing a huge deficit of power, peo- ple must, in a small way, try to make use of solar energy. This will reduce pressure and de- pendence on hydro-electricity, thermal and nuclear energy,” she said. Karandlaje urged citizens to adopt solar energy to meet the domestic energy needs. “Today, our people build house costing lakhs, but fail to install solar systems with few lakhs. These sources of energy can meet do- mestic requirements,” she added. Arson suspected; 8 vehicles burnt Bangalore Beat Bureau Bangalore: In a suspected case of arson, eight vehicles, including a four-wheeler, were found destroyed at an apartment complex in Raja Rajeshwari Nagar this morning. Seven two-wheelers were found com- pletely burnt at Namma Mane Apart- ment. There is a transformer just next to the parking lot, but the residents said short-circuit might not have triggered such a huge blaze. The residents were woken by a huge bang, created by bursting tyres, around 5.15 this morning. When they rushed to the parking lot, the vehicles were all found burning. The residents reasoned that if it was due to a spark from the transformer the vehi- cles would have caught fire one by one and not all of them would be burning at the same time. The residents said some miscreants might have set fire to the ve- hicles. Kiran, who lost his year-old mo- torbike, said, “It looked like a case of ar- son. It looked intentional. The board is expected to explore ways out of the turmoil during the meeting. According to reports, the board is like- ly to look at options of selling property, converting loans from its parent compa- ny into equity, and changing the terms un- der which it leases aircraft. The airline has cancelled 200 flights in the past one week. The meeting has been called even as the government remains non-committal on the issue of allowing direct investment by foreign airlines in the aviation sector. KF board meetsto resolve crisis

New Delhi: The Kingfisher Airlines boardis holding an internal meeting as the cri-sis concerning the airline refuses to end.The board is expected to explore ways outof the turmoil during the meeting.

Bangalore: NarayanaNethralaya, a super-specialtyeye hospital, and Karolinska In-stitute, Sweden, better knownas the home of Nobel Prize inmedicine and physiology, havejoined hands to foster researchinto regenerative medicine, re-garded as the “future medicine”for various pathological condi-tions of the eye.

The joint initiative involvesexchange of medical knowledgethrough various forums for thebenefit of medical students, spe-cialist physicians in training,doctoral students, basic scienceadvanced students andnon�physicians.

As a first step, Karolinska Institute and NarayanaNethralaya are jointly hosting an interaction/workshopwith experts from world-renowned institutes on “Regen-erative and Transplantation Med-icine in Ophthalmology”.

“This interaction is a primerto prepare our Indian medicalas well as biological sciencesstudents to embrace the knowl-edge of regenerative and trans-plantation medicine. The forumwill focus on the basics as wellas the recent advances of trans-plantation research includingstem cell biology, tissue engi-neering, and gene therapy,” saidDr K Bhujang Shetty, chairman& managing director, NarayanaNethralaya.

The interactive forum waslaunched at NarayanaNethralaya under the aegis ofNarayana Nethralaya Post-Grad-uate Institute of Ophthalmology,Hosur Road, Bangalore, on Sat-urday. The interaction/workshopwill conclude on Wednesday.

AYUSH docs demand payparity with other physicians Get a salary of Rs 11,000 as against Rs 27,000 for allopathy practitioners

Bangalore: They are exponents of an-cient systems of medicine. But doctorspursuing Ayurveda, Unani, Siddha,Homeopathy (AYUSH) have been com-plaining that they face a huge disparityas compared to physicians practisingother systems of medicine.

While allopathy doctors get aroundRs 27,000 per month, AYUSH practi-tioners numbering around 700 in dif-ferent parts of the state have to be sat-isfied with just Rs 11,000.

“Such discrimination exists only inKarnataka. In other states, like Maha-rashtra and Gujarat, AYUSH doctorsare treated well,” said Dr Mallikarjuna,who has been a government doctor inBangalore Rural district.

Similar grievance was also expressedby Dr Manjunath and Dr Sanjiv Kumar,who have been working at Bagalkotedistrict.

They said AYUSH doctors have beenproviding best medical care and serviceto the people in hinterlands. “Our serv-ices have been hailed by the people inthe north Karnataka region and fromvillages,” they added.

The Nanjundappa Committee thatwent into the issue has recommendedthat “those who have served under andbeing back bone of healthcare serviceneed to be treated on par in terms of

the scale of the salary paid and benefitsthey are entitled to get”.

But what is being practised in thestate is exactly the opposite, AYUSHdoctors lament. “Any medical need giv-en under AYUSH should be consideredas general medical care provided tothe people. Especially through Ayurve-da, far-reaching and significant medicalcare is being given to patients, especiallythose suffering from arthritis, asthmaand others. Ayurvedic medicines workquickly without side-effects and at amuch lower cost to patients,” said DrSanjiv Kumar

“When AYUSH doctors have beencarrying out their work, despite lapseson the part of the government in reach-ing medicines to us, is it right on thepart of the government to make us sur-vive on a meagre salary of Rs 11,000?”he questioned.

The cost of living has gone throughthe roof. “Our doctor friends outside ofAYUSH are getting a salary of Rs 27,000.The government should seriously con-sider our request and the recommen-dations of the Nanjundappa committeeand bring parity,” he added.

“Medical education minister S A Ra-madass and AYUSH director have totake an immediate decision,” he said.

AYUSH doctors today began a protestat Banappa park in the city, demandingthat their grievances be addressed im-mediately.

The police said Kiran aliasJimmy was the leader of the gangwho had incited six others to bepart of a murder-cum-robberyplot.

The police said Kiran had fall-en victim to a lot of bad habitsand had run out of money. Hehad plotted to carry out an attackon a hotel employee, whosemovements had been trackedfor a while. Kiran had come toknow that the employee carriedcash from the hotel to the bankat a stipulated time every dayand lay in waiting.

Bangalore: “Chief minister D VSadananda Gowda does not haveany clue about governing andadministering the state. His per-formance has been zero,” saidCongress state president G Para-meshwara here this morning.

He said that Gowda has completed 100 years in office.“Forget development, we are not even seeing signs of governance. The people have been kept in the dark aboutthe administration of the state. He has not contributedanything for the welfare of thestate in these 100 days.”

Obama to China: Behave like ʻgrown upʼ economyHonolulu: President Barack Obamatold China on Sunday that the UnitedStates was fed up with its trade andcurrency practices, as he turned up theheat on America's biggest economicrival at an Asia Pacific summit.

"Enough's enough," Obama saidbluntly at a closing news conference atthe annual Asia-Pacific Economic Co-operation meeting where he scored asignificant breakthrough in his pushto create a pan-Pacific free trade zone.

Using some of his toughest languageyet against China, Obama - a day afterface-to-face talks with President HuJintao - demanded that China stop 'gam-ing' the international economic systemand create a level playing field for USand other foreign businesses.

"We're going to continue to be firmthat China operate by the same rulesas everyone else," Obama said. "Wedon't want them taking advantage ofthe United States."

There was no immediate responsefrom China, which has in the pastshrugged off US demands that it allowits currency to float freely and takesteps to reduce its huge trade surplus.

And it was unclear how much ofObama's tough rhetoric was, at least inpart, political posturing aimed at eco-nomically weary US voters who willdecide next November whether to givehim a second term.

Obama insisted that China must letits currency rise faster in value, sayingit was being kept artificially low andwas thus hurting American companiesand jobs. He said China, which oftenpresents itself as a developing country,is now 'grown up' and should act thatway in global economic affairs.

Obama's remarks came as Asia-Pacificleaders sought to present a unifiedfront, with a pledge to bolster theireconomies and lower trade barriers inan effort to shield against the falloutfrom Europe's debt crisis.

The 21 members of APEC - which ac-counts for more than half of the world'seconomic output - said they had agreedon ways to counter "significant downsiderisks" to the world economy.

That followed an appeal by Obama,seeking to reassert US leadership tocounter China's expanding influencearound the Pacific Rim, for a commit-

ment to expand trade opportunities asan antidote to Europe's fiscal woes.

It is a "time of uncertainty" for theglobal economy, the summit's final

communique said, with growth andjob creation weakened not only by theeuro zone crisis but by natural disasterslike Japan's devastating earthquake and

tsunami. "We recognize that further trade lib-

eralization is essential to achieving asustainable global recovery in the af-termath of the global recession of 2008-2009," the leaders said after talks inHonolulu.

The communique expressed a firmresolve "to support the strong, sustainedand balanced growth of the regionaland global economy" - a clear referenceto US concerns about a huge tradedeficit with China's export-driven econ-omy.

In another bow to US pressure, APECcommitted, albeit in somewhat vagueterms, to reducing tariffs on environ-mental goods and services, even thoughChina had resisted the idea. APEC alsocommitted to support clean energy.

Differences persist over currenciesand trade - a point hammered homeby US-China tensions at the summit -and the question remains how far lead-ers will be able to go in turning promisesinto action when they return home.

Many, Obama included, will face re-sistance to opening markets further toforeign competition.

New Delhi: Pitching for openingof the domestic airlines for for-eign investment, industry bodyAssocham Sunday warned thatthe airlines could suffer a lossof Rs 15,000 crore this fiscal withAir India accounting for half ofit.With the Kingfisher Airlineslanding into a severe financialproblem, the chamber said taxesmust be reduced on the jet fuelto make the airlines viable sothat the industry can grow com-mensurate with the expansionof the traffic. "Airlines couldsuffer losses worth about Rs15,000 crore in the current fi-nancial year with Air India alonelikely to account for more thanhalf of it," Assocham secretarygeneral DS Rawat said. Latestestimates show that Air Indiawas had a net cumulative lossof Rs 20,320 crore between April2007 and March 2011. Assochamsaid the aviation industry hasall ingredients to grow, but air-lines are facing huge losses asover one-third of operating costs

A three-judge bench headedby Chief Justice SH Kapadia willtake up the joint petition urgingthe apex court to declare as "un-constitutional" the Civil Liabilityfor Nuclear Damage Act, 2010and "appoint an expert inde-pendent body to conduct a thor-ough safety reassessment of allexisting and proposed nuclearfacilities across the country".

The petitioners, including for-mer Cabinet Secretary TSR Sub-ramanian, former Chief of NavalStaff L Ramdas, former ChiefElection Commissioner NGopalaswami, KR Venugopal -former Secretary to the PrimeMinister, and nuclear scientistPM Bhargava, have said an expertnuclear regulator, independentof the government be set up toconduct comparative cost-benefitanalysis vis-a-vis other sourcesof energy.

They submitted the apex courtshould declare that in the caseof a nuclear accident, all nuclearoperators and nuclear supplierswould be jointly and severally,and absolutely liable for civildamages, and their financial li-ability would be unlimited.

"Issue an appropriate writ can-

celling clearances given to pro-posed nuclear power plants andstay all proposed nuclear powerplants till requisite safety as-sessment studies, thorough com-parative cost-benefit analysis andmeaningful

public hearings are carriedout by or under the supervisionof an independent expert body,"the petition said.

The members have also plead-ed the apex court to quash allthe agreements signed betweenthe government and private com-panies for supply of nuclear re-actors and equipment based onprivate negotiations, without anycompetitive process and

safety evaluation."The government's plans for

expansion of nuclear power pro-gramme and construction ofnewer and huge nuclear power

plants without undertaking athorough safety and comparativecost-benefit analysis, clearlymade under the influence of for-eign countries and multi-billiondollar nuclear industry, showsarbitrary decision-making, basedon extraneous considerationsand non-application of mind,"the petition said.

"The Civil Liability for NuclearDamage Act, 2010 by cappingthe financial liability of operatorsand by making suppliers not li-able, violates the polluter paysprinciple and the absolute lia-bility principle which have be-come recognised as part of thelaw of the land and puts to graveand imminent risk the right tosafety, health, clean environmentand life of the people," it said.

It pointed out Nuclear PowerCorporation of India Ltd is plan-ning to construct 36 importedreactors by 2032. Four 700 MWPressurised Heavy Water Reac-tors, two each at Rawatbhata inRajasthan and Kakrapur in Gu-jarat are under construction. Tworeactors each in Tamil Nadu'sKoodankulam district and WestBengal's Haripur district are un-der construction based on Russ-ian design, the petition said.

The Koodankulam plant hasmet with stiff opposition frompeople in the area and the projectwork has come to a standstillsince last month as the agitatorsintensified their protest by block-ing roads leading to the site.
