Wullar mishap toll 24, Navy says sorry The Indian Navy on Wednesday said that "suitable disciplinary action" would be initiated against those found responsible for Tuesday's Wullar lake boat accident. A teacher and 24 schoolchildren were drowned when a boat carrying them during a picnic capsized. The Army, under whose command the Naval Commandos operate in the Wullar lake area, has also ordered a Court of Inquiry to investigate the incident. A Naval spokesman said the army inquiry was statutory and would run parallel to the judicial inquiry ordered by the state government. "Navy deeply regrets the accident", a Naval statement said making it clear that the force was committed to providing all assistance towards expeditious investigations. Chief of Personnel at the Naval Headquarters, Vice Admiral N K Verma has flown to Srinagar to call on the Chief Minister Ghulam Nabi Azad to offer condolences. He will also hand over a cheque of Rs 20 lakh for disbursement to the bereaved families, the spokesman said. The Naval statement said a detachment of the Naval Marine Commandos, called MARCOS is deployed at Wullar Lake, Asia's largest fresh water lake to assist the army in counter insurgency operations.

Naval officials said preliminary investigations indicated that a group of teachers and children from Primary school, Handwara, had approached the sailors on duty at the post and requested for a boat ride in an BAUT(Assault Boat). Officials said the BAUT has the capacity to carry 16 fully equipped combat troops and two crew members. "The school children along with their teachers embarked on the BAUT which capsized after covering a distance of 50 to 60 metres from the shore". "The sailors in the boat were able to rescue one teacher and about 11 children but unfortunately the rest had drowned", the statement said.

SC to consider interim report on Blue Lady The Supreme Court on Wednesday fixed 5 June to consider the interim report of the high-level Committee of Technical Experts on Ship Wrecking which has recommended safe anchorage of the Norwegian Ship, carrying asbestoes and other toxic materials, in Indian territorial waters, off Alang Coast in Gujarat. The order to this effect was passed after Additional Solicitor General Gopal Subramanian mentioned before a vacation Bench comprising Justice Arijit Pasayat and Justice L S Panta that the apex court appointed committee has deliberated on the issue of anchorage, beaching and dismantling of S S Norway, popularly known as Blue Lady. In its interim report, the Committee recommended that in view of the coming monsoon which is likely to cause difficult weather conditions in the high seas the ship may be permitted to acnchor safely off the Alang coast. The report said the owner of the ship would have to follow the procedure for safe anchorage as stipulated by the Gujarat Maritime Board in consultation with Director General of Shipping and abide by other conditions necessary for it. With regard to beaching, the Committee recommended that the Customs may complete the inspection as soon as safe anchorage of the Ship is accomplished after which the Gujarat Pollution Control Board (GPCB) will undertake verification of all hazardous materials on board. The report said the question of permission for dismantling of the ship would be considered subsequently on the basis of a dismantling plan to be submitted. The Court on May 12 had asked the Committee to examine the concern raised in the application by environmental activists while seeking to stop Blue Lady from entering into the Indian waters for its scrapping at Alang port in Gujarat. It was alleged that the world's largest ocean liner S S Norway has left Port Klang, Malaysia with huge toxic wastes and likely to arrive in India within 15 days.

Hopes fade for missing crew in Aegean ship collision

Hopes of finding five missing crew of a Turkish-operated cargo ship that sank after colliding with a Greek tanker in the Aegean Sea, were fading on Friday after fruitless night-long rescue efforts, officials said. The Morocco-bound, Panamanian registered "Han" cargo ship, which was operated by a Turkish ship owner and had a crew of 13, collided on Thursday with a Greek tanker off the island of Hydra, killing one Turkish sailor. Authorities said it appeared that the collision was an accident. The tanker safely plucked seven Turkish crew from the sea as well as the body of the Turkish sailor. Several rescue helicopters, coastguard vessels and dozens of fishing boats worked through the night some 16 nautical miles southeast of the island, to locate the cargo ship's missing five crew members.

"They have not yet found anything," a Greek Merchant Marine Ministry official told Reuters. "Hopes of finding them alive are fading quickly despite this very big rescue operation that has been ongoing for almost 24 hours." The cause of the collision was not known but Greek officials said the Greek tanker, which had left the nearby oil refinery of Agii Theodori, had blown its horn to warn the cargo ship of the imminent collision but the ship did not change course. The Greek ministry official said the crash had not caused any oil leak.

Iran Books Supertankers Iran has confirmed the booking of two supertankers to store 4.5 million barrels of oil for 120 days, reports Reuters News. Shipbrokers said it was not yet clear whether the new bookings by state firm the National Iranian Tanker Company (NITC) were to replace any of the supertankers already being used for storage, estimated to be above 20 million barrels. NITC has booked the 319,000-deadweight tonne "Athina" and the 300,000-deadweight tonne "Titan Virgo". The delivery of the tankers is scheduled to be on June 17 into the United Arab Emirates' Port of Fujairah. The time-charter rate on these double-hulled tankers were set at about $55,000 per day.

Oil from tanker may reach Indian shores India's western coast faces one of its biggest environment threats as a marooned bulk-carrier could spill nearly 650 tons of furnace oil into the sea, a news report said on Sunday. The ship, Ocean Seraya, was wrecked on the Oyster Rock lighthouse in the Arabian Sea off Karnataka state's Karwar coast on May 30. The ship split into two and its front keeps crashing into the rear portion which is wedged against a rock, the report said. Stormy weather has delayed a 15-member team of expert divers and engineers from western Mumbai city and Singapore from launching emergency operations to pump out the oil on board, the Hindustan Times reported. Coast Guard officials estimated that 20 tons of oil had already spilled into the sea and that the oil slick was nine kilometres from the Karwar coast. Officials said the beaches and shoreline would be polluted if the spill is not checked. "If the remaining 650 tons of fuel oil and 40 tons of diesel oil spill into the sea, then there will be a one-inch oil film in the sea and marine life will be endangered, not to mention the communities dependent (on the sea)," the paper quoted a coast guard official as saying.

Coast Guard to Investigate Tanker Collision The Coast Guard is scheduled to convene a one-person formal investigation to look into events leading up and contributing to the collision between two tank ships at mile 178 of the Lower Mississippi River near Donaldsonville, La. The collision occurred May 19 when the crews of the southbound motor vessel Stolt Zulu and the northbound motor vessel Bow Fortune tried to pass each other at 81 Mile Bend, a sharp curve in the river. As a result of the collision, the Bow Fortune sustained a 28-ft. gash in the port bow while the Stolt Zulu sustained inset side shell and damaged guard rails to the port side. "This was a significant accident that could have been avoided," said Capt. Frank Paskewich, commander of Coast Guard Sector New Orleans. "After the collision, we were very glad that there were no

associated injuries, pollution or significant impact to the waterway and flow of maritime traffic, but the incident could have turned out far worse than it did. My investigators are committed to looking at all the factors to see what could be done to try to prevent a similar incident from occurring in the future."

VIRUS HITS SEA PRINCESS A vomiting virus has forced Princess Cruises to cut short a seven-day cruise from Southampton on Sea Princess by a day after 200 passengers became ill. The 1998-built, 77,499 gt ship is missing out a planned call at Lisbon in order to dock at Southampton tomorrow, one day early. A 30% refund has been offered to the 2,258 passengers and Princess Cruises says only 15 people are still sick. It is thought the virus involved is novovirus, which lasts 48 hours. The BBC quotes Princess Cruises as saying there had been a smaller outbreak on the last two days of the boat's previous cruise but it does not believe the two outbreaks are linked. Princess cruises is offering passengers a 30% refund and a £150 discount (US$279) on future voyages.

Dead Filipino hostage a "rumour" Reports that one Filipino seafarer has died following the seizure of a tanker by pirates in Somalia in March have been labeled as “rumours” by the vessel’s manager. Kostas Kaimenakis of Akron Trade & Transport in the United Arab Emirates (UAE) says reports that an unidentified member of the 19-strong crew on board the 4,000-dwt Lin 1 (built 2001) has died of natural causes cannot be confirmed, despite the manager being in regular contact with the ship’s captain. The Panama-flagged vessel, which is owned by Juneau Navigation Corp of Liberia, was seized on 29 March as it lay in ballast at the port of Mogadishu having unloaded its cargo. The Filipino crew have been held hostage ever since. Kaimenakis says that Akron is in constant contact with the vessel’s captors with regard to the vessel and crew’s release and is also speaking with the Maritime Liaison Office (Marlo) in Bahrain as well as the Piracy Reporting Centre in Kuala Lumpur. Although there have been reports that, due to food shortages, the crew are being fed only once a day by their captors, Kaimenakis said that “everybody is in good condition and has food and water”. Responding to questions about the possibility of paying a ransom for the safe release of the vessel and its crew, Kaimenakis replied, “these things are always complicated. Sometimes they ask for so much.” He added, “For us this is not the important thing. The most important thing of course is the safety of our crew”. Although Kaimenakis could not elaborate on the issue of a ransom being paid, he remained optimistic that the vessel and its crew would soon be released, citing information from Marlo which indicated the pirates would look to hold the vessel and crew members for around three months, which will soon elapse. “As per our discussions with local tribes and charterers, soon the vessel will be released”, he added.

The government of the Philippines is also in contact with the vessel’s owners with a view to arranging the release of the crew.

Navy probe into security breaches Security at a Devon naval base and aboard a warship is being investigated after an undercover reporter gained access using a lost cleaner's pass. The Sun reporter spent one hour aboard HMS Ocean at the Devonport naval base in Plymouth on Tuesday and took video footage of the deck. He said guards waved him into the base without closely inspecting his pass. A Ministry of Defence spokeswoman said a full investigation by both the ship and the naval base had begun. She said: "We take all security breaches very seriously and keep security procedures under constant review."

Navy Re-Charters WestPac Express The Austal-built WestPac Express has been re-chartered by the U.S. Navy for a further period of up to 55 months (commencing on the expiry of thecurrent charter in February 2007) in which it will continue to support the operations of the US Marine Corps’ Third Marine Expeditionary Force (III MEF) in the Western Pacific theatre. Originally described as a Theatre Support Vessel (TSV), WestPac Express is now more commonly referred to as a High Speed Connector (HSC), and was first chartered to the III MEF in July 2001 for a proof of concept period. This was the first time the US military had contracted a commercial vessel of this type for military support. This charter was so successful that, after competitive tenders, the US Navy’s Military Sealift Command (MSC) signed a three year charter in January 2002 which was subsequently extended to February 2007. In 2005, MSC again sought competitive tenders for a new charter of up to 55 months and, after strong international competition from other high speed vessel designs, WestPac Express once more proved to offer the best value, commercially and technically. Joint High Speed Vessel (JHSV) Program Update Also in May the Pentagon approved development of a new, high-speed ship (JHSV) that will use technology from the commercial ferry industry. The vessels will be about 320 feet long, able to carry about 175 troops between islands or on other short-range missions. The Navy wants $554 million for the program over the next five years, and the Army also will seek funding. The White House's most recent budget request includes about $57 million in research funding, among other related budget items. Current plans call for buying three ships in 2009, two vessels in 2010, and two more in 2011. Three of those ships are destined for the Navy; the first ship should be available for deployment by 2011, the Navy said. The Navy and the Army will work together on the program, which was approved last month by chief weapons buyer Ken Krieg. That decision was announced May 5. The Navy will lead the purchasing process.

Aker Yards and Damen Plan Joint Venture Aker Yards and Damen Shipyards Group are planning to establish a joint venture owning the Damen Shipyards Okean yard in Mykolayiv, Ukraine. The plans will contribute to an increased steel- and shipbuilding capacity of Aker Yards. The Okean yard is able to build a variety of vessels, steel sections for all the three business areas of Aker Yards, as well as the existing Damen range of vessels. Karl Erik Kjelstad, CEO & President of Aker Yards states in a comment: "This planned cooperation meets Aker Yards strategy to increase its steel and shipbuilding capacity." Rene H. Berkvens, CEO of Damen Shipyards Group emphasizes that the product range of Aker Yards matches very well with the capacities of the Okean yard and for that reason this is a very valuable cooperation. For Aker Yards ownership share it will pay EUR 10 million cash at closing. Further payments will be dependent on financial performance of the yard. Other terms and outstanding conditions are to be settled before the transaction is closed. The transaction is subject to approval by relevant governmental authorities and settlement of other outstanding conditions.

$2.49 billion Navy contract for Northrop Grumman Northrop Grumman Corporation (NYSE:NOC) has received a $2.49 billion U.S. Navy shipbuilding contract for the construction and further development of two San Antonio (LPD 17)-class ships. The contract is for the construction of two new amphibious transport dock ships, LPD 22 and LPD 23, as well as the purchase of long-lead materials and equipment for a third ship, LPD 24. Current Navy plans call for Northrop Grumman to build at least nine ships in the class. Northrop Grumman delivered the first ship, USS San Antonio (LPD 17), last summer, and the ship was commissioned in January of this year. Currently, New Orleans (LPD 18), Mesa Verde (LPD 19), Green Bay (LPD 20) and New York (LPD 21) are each under contract and in various stages of construction at the company's shipyards in New Orleans, La., and Pascagoula and Gulfport, Miss. The ships under this new contract will be named San Diego (LPD 22), Anchorage (LPD 23) and Arlington (LPD 24). The LPD 17 class, 684 feet long and 105 feet wide, will replace the functions of the LPD 4, LSD 36, LKA 113 and LDT 1179 classes of amphibious ships. The ship has a navigational draft of 23 feet and displaces approximately 25,000 tons. Four turbo-charged diesels power the ship to sustained speeds of 22 knots This new class of ship gives the Navy's Expeditionary Strike Group the technology and flexibility to launch and recover two amphibious Landing Craft, Air Cushions (LCAC), operate an array of rotary-wing aircraft, as well as the ability to carry and launch 14 Marine Corps Expeditionary Fighting Vehicles. Each ship will have a crew of 360 officers and enlisted Navy personnel and be capable of embarking a landing force of up to 800 Marines

World's largest shipping fair opened in Athens

The Posidonia maritime exposition, the world's largest shipping fair, opened in Athens on Monday with over 15,000 exhibitors from 78 countries scheduled to participate. Bringing together companies representing every sector associated with shipping, the five-day biennial event is expected to attract more than 16,000 visitors through to June 9.

The list of first-time entrants at the 20th edition of the event -- named after the ancient Greek god of the sea Poseidon -- includes Australia, Belgium, Ireland and Italy. A total of 25 national pavilions will be represented, among them Austria, Belize, Cayman Islands, China, Croatia, Cyprus, Denmark, Finland, France, Japan, Liberia, Malta, the Netherlands, Panama, the Republic of Korea, Russia, Singapore, Turkey, Ukraine, the United Kingdom and the USA. Vokos argued that the global shipping community's "strong interest" in Posidonia is also linked to the renewal programme of the Greek shipping industry, which is implementing a private investment strategy aimed at decreasing the average age of its fleet, currently standing at 15.3 years "There are currently 364 ships on order for Greek account," he said. The Greek merchant marine sector generated 12.3 billion euros (15.6 billion dollars) in revenue in 2004, constituting a seven-percent share of the country's GDP, Hellenic Chamber of Shipping chairman George Gratsos told the conference. The industry also directly employs 50,000 people and provides an additional 250,000 jobs in shipping-related activities, he added. Posidonia exhibitors cover the full range of shipping sectors, including shipbuilding and repairyards, banking, insurance, port authorities, classification societies, surveyors, suppliers and publishing companies. This year's participants include the Japanese Marine Equipment Association, the Irish Maritime Development Office, Vivodi Telecom, Thrustmaster of Texas and Flanders Investment and Trade of Belgium, in addition to local players such as Elefsis Shipyards, Neorion Syros Shipyards, Thyssenkrupp Marine Systems, Hellenic Shipyards SA and Chalkis Shipyards. For the first time in its 37-year history, the fair will be held away from its traditional venue at the main Greek port of Piraeus, moving instead to the Hellenikon Exhibition Centre at the site of the former Athens International Airport. Relocation to Hellenikon, on the southern outskirts of Athens, has allowed organisers to expand the event by 15 percent in total exhibition space to 26,500 square metres, the largest held to date.

One hundredth UT 755 ordered Rolls-Royce in Norway has announced that it has received an order for the one hundreth UT 755 PSV, making the UT 755 the world's most popular PSV design. The 100th order for the UT 755 was signed on May 23rd, when Norwegian shipowner Myklebusthaug Offshore ordered its second vessel of the design. “The UT 755 has good seakeeping qualities, low noise and vibration levels and a lower fuel consumption,” said Roar Myklebusthaug of Myklebusthaug Offshore. With a deadweight of 3,250 tonnes at a 5.8m draft, Myklebusthaug’s new vessel will have an overall length of 76.6m, and a beam of 16m.

It will be able to carry a wide range of cargo types, including 320m3 of bulk powder in five tanks, and will have approximately 688m2 of deck area, about 40m2 more than the earlier vessel. With an extra 5m of hull length inserted in the midbody, the cargo deck area and the deadweight are both increased. Alternatively, a moonpool can be installed, together with ROV hangars, without affecting the basic supply capability, opening up a wider range of functions including offshore inspection and maintenance. The vessel will be built at Simek shipyard in Norway. “We at Simek regard the UT 755 to be an easy vessel to build. Our engineers co-operate very well with Rolls-Royce, and together we deliver a quality vessel,” said managing director of the yard Simek Verft, Øyvind Iversen. The yard will now start building its sixth UT 755.

Oceanteam confirms order for newbuild Oceanteam has confirmed that it has ordered a second multipurpose vessel from Metalships & Dock in Vigo in Spain. The new vessel, Northocean 102, is due to be delivered in the first quarter of 2008. Oceanteam also has an option for another vessel of the same type which has to be declared by the end of of 2006. If confirmed, this vessel will be delivered in the third quarter of 2008. Earlier this year, Oceanteam placed a contract with Metalships & Dock, which is a subsidiary of Rodman Polyships Group, for a sophisticated construction vessel, Northocean 101.

This 120m vessel will be capable of subsea construction, laying umbilicals, maintenance work on subsea infrastructure, and of general support duties, and will have a beam of 27m and be of diesel electric design with a total of 10,000kW. The vessel will have a pair of 3,500kW CRP azimuthing thrusters, and will bear class notation including DNV +1 A1, EO, Hldk, dk(+), DP 11 , COMF and will have accommodation on board for 120. This is the second contract Metalships has secured from this owner, having delivered the offshore vessel Arbol Grande, which is currently operating in the Gulf of Mexico, in May 2003

K LINE, PIL BOOST JOINT SERVICE JAPAN-based K Line and Singapore-based PIL are upgrading their fixed day weekly China Straits Gulf (CSG) service. The new CSG service will, according to K Line, be operated by five 2,000 TEU ships instead of six 1,200 TEU ships. A statement says: “The calling ports in the new CSG and PIL’s independent Middle East Express (MEX) service (which has a slot exchange agreement with K Line) will be revamped and expanded to include Qingdao, to the current extensive PRC market coverage, and Kaohsiung will offer more a comprehensive and reliable service with the transit time from Shanghai to Dubai shortened from the current 18 to 14 days.” It adds that the new upgraded and revamped CSG and MEX services are expected to start at the end of this month. The “tentative” port rotations are: CSG Shanghai – Ningbo – Xiamen – Singapore – Port Kelang – Jebel Ali – Bandar Abbas – Karachi – Singapore – Laem Chabang – Hong Kong – Shanghai MEX Qingdao – Shanghai – Kaohsiung – Hong Kong – Singapore – Port Rashid – Damman – Mundra – Port Kelang – Singapore – Pasir Gudang – Kuantan – Hong Kong – Qingdao.

Nomis orders another Seabrokers says Nomis Shipping is to build another new AHTS. The UK-based company recently took delivery of the Dea Olympian, and has announced that this latest newbuild will be similar to that design. The vessel will be built in China with expected completion in April 2007.

Solstad buys construction vessel Solstad Offshore in Norway has entered into an agreement with North Sea Invest AS for the purchase of the construction vessel Bold Endeavour.

The vessel is presently in operation in Mexico under a five year term contract with DeepOcean. The vessel was built in 1999, has a length of 129m, breadth of 22m, 1,600m2 working deck and is equipped with DP class 2.

GOLDEN OCEAN BACK IN BLACK JOHN Fredriksen-controlled bulk carrier owner Golden Ocean Group made a Q1 net profit of US$5.1m and earnings per share of US$0.02, compared to a net loss and loss per share of US$1.3m and US$0.01 per share for Q4 2005. Total operating revenues were US$40.8m, gain from sale of assets was US$3.8m, total operating expenses were $27.3mn and net other expense was US$12.2m. A statement says: “The company has continued to expand its operating revenues from US$37.6 million in the fourth quarter to US$40.8m the first quarter despite a weakening in market rates. This has largely been achieved by continued expansion of chartering in activity.” Golden Ocean has also announced that Geir Karlsen, who has been working with Frontline since 2001, has taken over as chief financial officer, replacing Tom Jebsen who resigned in March.

Singapore Star Cruises Sells Ship Singapore-listed Star Cruises Ltd. said Monday it is selling a ship to Fred Olsen Cruise Lines Pte Ltd. for $110 mn, but will charter the vessel for about a year, reports Dow Jones International News. The 34,000 gross-ton "Norwegian Crown", built in 1988 and registered in the Bahamas, will be chartered back to Star Cruises for about 14 months, and will be redelivered to Fred. Olsen in November 2007. Star Cruises has a fleet of about 22 ships. A charter hire fee of $30,000 per calendar day will be payable in cash. The net book value of the ship as at Dec. 31, 2005 was approximately $94 million.

Maersk Line Order Maersk Line ordered the four 3,100 TEU ships its was looking for from Hanjin Heavy Industries for delivery in 2009, reports Dyna Liners.
