EVENTS, INCIDENTS & OPERATIONS Slowing economy has some ships tying

up early for winter It was still October when news came that the 730-foot long ship Edward L. Ryerson would be tying up for winter. That was with more than two months left before ice closes lake shipping for the season. Since then, more ships have joined the Ryerson, tied up at docks including those in Superior's Frazier shipyards. Dozens more are idled in other Great Lakes harbors. It was a surprising turnaround to a promising shipping season, according to Adolf Ojard, who directs the Duluth Seaway Port Authority. "This year started out very strong," Ojard said. "We expected to see record coal, and we still may, as well as record iron ore. These are near-term records on iron ore that I'm talking about. "All of a sudden, October started to hit and by November, tonnage was falling off drastically," Ojard continued. "Now we're into early layup, so we're not going to have anywhere near the season that we had originally anticipated." October is when the economy took a drastic turn for the worse, pushing down the Dow Jones industrials, the steel industry and the region's taconite mines with it. A harbor feels it when cargo stops moving. There's money made for every ton of cargo moved. It creates jobs for railroad and dock workers, the people who sell ship provisions like food and fuel, and others, like ship inspectors. James Weakley is president of the Lake Carriers Association, whose members own the cargo ships that ply the Great Lakes. Weakley said two of the lakes' three primary bulk cargoes have been hard hit by the economy -- limestone, which is used in construction, and taconite for the steel industry. "Towards the end of the year, the bottom fell out quicker than certainly I anticipated, so we had ships laying up early in the season," Weakley said. "And more of them laying up than probably I've seen since the early '80s." The first ships to tie up were the least efficient, including older and smaller ships that can't compete with the efficiency of the bigger vessels. "The smaller the boat, the less efficient the carrier, the more likely it is to lay up earlier in the season. Our thousand-footers, our largest boats, will be out towards the end," Weakley said. "We still have quite a bit of coal to move out of the Duluth-Superior harbor to the lower lakes. So, we'll still have boats that will be out right until the locks close on the 15th of January, and hopefully some of those ships will be out when the locks open up again." Now, Weakley wonders how the coming season might shape up. He describes shipping as a lagging indicator that won't pick up until the industry does. "The last report I heard was 20 of the 29 blast furnaces in North America are currently idled, so we'll have to see how that plays out and how our business can get back," he said. Eleven ships are scheduled to winter in Duluth and Superior. That's not a bad thing, according to port director Ojard. Each ship will generate $500,000 or more in local business. There's a small industry maintaining the ships for winter. "There's a lot of work that goes on during the winter months," Ojard said. "This is two months of catchup on maintenance. There's main engine overhauls. There's a lot of inspection that goes on."

And there's always reason to be hopeful. While the next shipping season may start off slowly, Ojard thinks a federal program to build new infrastructure could quickly help shipping. "If we have a stimulus package, we're going to see a lot of limestone being moved for aggregate business, for highway construction, etc.," Ojard said. "And if there's any recovery in steel capacity that, again, is tied to the stimulus package, we could see a rebound in the iron ore production by the second quarter or start of the third quarter." It may not be a bad year to tie up early for another reason -- winter has set in with a vengeance. There's already 18 inches of ice in the Duluth harbor. That puts harbor tugs to work pushing ships through the ice, but it drives up the cost to ship owners. Source : Minesota Public Radio

Somalia pirates hold 300 sailors captive - Russian shipping daily

Over 300 sailors are being kept hostage by Somali pirates, who have dealt a severe blow to busy shipping routes off the East African state, a Russian maritime news website said on Wednesday. The editor of Sovfracht Maritime Bulletin said the pirates have seized some 50 vessels this year, including two yachts, and more than 25 Russian sailors, though some have since been released. "More than 300 sailors are being held captive, to be precise 287 plus an indefinite number of crew members from fishing boats of Yemen and Kenya," Mikhail Voitenko said. "The average ransom they demand is $1.8 million per vessel, and 60 days is the average amount of time spent in captivity." The editor said 15 vessels have been released for ransom in the last half a year, and the pirates are still holding 17 boats and two yachts. The current captives include 11 Russians, one Estonian and one Georgian on board the CEC Future as well as two Russians, 17 Ukrainians and one Latvian on board the Faina. Eight Ukrainian nationals were also seized along with the Bosphorus Prodigy cargo ship. Pirates have been increasingly active in the waters off Somalia, where more than 120 ships have been attacked this year. The navies of at least 16 countries are involved in anti-piracy operations off the coast of the East African nation. The UN Security Council adopted a resolution in December authorizing countries and multinational organizations involved in tackling piracy to "undertake all necessary measures in Somalia, including in its airspace" to prevent "acts of piracy and armed robbery at sea." Cynthia McKinney aboard yacht intercepted by Israeli ships

Cynthia McKinney, a former U.S. congresswoman and presidential candidate for the Green Party, was one of the 16 people aboard a medical supply ship bound for Gaza which collided with an Israeli warship and was forced to turn back. McKinney was aboard the yacht "Dignity" to assess the impact of Israel's aerial attacks on people living in the Gaza strip, according to human rights group Free Gaza, which had organized the delivery of more than 3 tons of supplies "Israeli patrol boats...tracked us for about 30 minutes...and then all of a sudden they rammed us approximately three times, twice in the front and once in the side...the Israelis indicated that [they felt] we were involved in terrorist activities," she said. The group said several Israeli warships surrounded the boat and fired rounds near it at 6am (UST) about 90 miles off the coast of Gaza. They then intentionally rammed it three times, they said. The group issued a call for the Israeli government to "STOP attacking the civilian population of Gaza and STOP using violence to prevent human rights and humanitarian assistance to the Palestinian people." T&T Bisso Salvages Miss Janice T&T Bisso has successfully salvaged the 72 ft 1600 hp vessel, Miss Janice, which recently sank in the Port of New Orleans in the Mississippi River. T&T Bisso was contracted by owner’s representatives to immediately respond to stabilize the fuel and lube oil then remove the vessel from the busy ship channel where it sank in 85 ft of high current, zero visibility water. T&T Bisso used its own divers and the Gulf of Mexico based 600t capacity D/B Lili Bisso to lift the 375t vessel

The owners of Masindra 7, a Port Klang registered vessel which was seized by pirates in Somalian waters on Dec 16, are still in talks with the captors over the release of the vessel. National Security Council Secretary Datuk Muhamad Hatta Abdul Aziz said the Government was not involved in the negotiations which were being done by owners of the vessel. “We are only advising the owners. We are not involved in the negotiations. “They will deal with the pirates directly, ” he told reporters after the launch of RTM’s Disaster Unit by Information Minister Datuk Ahmad Shabery Cheek here. Asked on the fate of the crew, Muhamad Hatta said he was not privy to divulge the details as the negotiations were ongoing. Earlier reports suggested that the vessel, which has 11 crew members, was returning to Malaysia from West Asia when the hijacking took place. It did not have any cargo on board.

Afgelopen zondag werd groot alarm geslagen toen het schip onder de vlag van Antiqua Barbuda water had gemaakt. Het water reageerde met de lading: afval van de alumiumverwerking. Gevaarlijke dampen met ammoniak kwamen vrij, meldt het Algemeen Dagblad. De lading van het schip is in containers gestopt en onder water gezet om de boel te koelen, maar daarmee is het probleem nog niet opgelost. De containers met het aluminiumschroot, met bestemming Engeland, kunnen niet eeuwig onder water blijven staan. De lading wordt naar de Maasvlakte gebracht. Een gespecialiseerd bedrijf zal het afval dan daar op een veilige plek verwerken, zodat het alsnog de reis kan vervolgen. De milieudienst DCMR houdt continu een vinger aan de pols. Uiteindelijk moet het werk worden gedaan door de rederij, die vanaf zondagvoortdurend in de weer is met het schip, en de scheepseigenaar. Pas als het alumiumschroot is verwerkt, kan naar de oorzaak van de problemen worden gezocht. Vooralsnog wordt gedacht aan een pompfout. Het slechte weer op de weg van IJsland naar Rotterdam zou niet de oorzaak zijn. De rederij noemt dat 'niet uitzonderlijk voor de winter'. Bron : AD

North Sea search for inflatable penguins cost £20,000

A SEARCH and rescue mission for what turned out to be two inflatable penguins which had fallen into the North Sea cost £20,000. The operation was launched amid fears a small aircraft had plunged into the water off the coast of Rosehearty, near Fraserburgh, on July 22. Floating debris thought to be the wreckage of a plane turned out to be two inflatable penguins. The details of the bill, obtained under the Freedom of Information Act, revealed it came to £20,000. An Sea King helicopter from RAF Lossiemouth was scrambled after a well-meaning member of the public reported seeing what they thought was a microlight aircraft getting into difficulties. The helicopter crew searched the sea between Fraserburgh and Rosehearty with two coastguard crews and the Fraserburgh RNLI lifeboat, while air traffic controllers tried to establish if any flying clubs had aircraft in the area. The search was called off an hour-and-a-half later when the lifeboat crew recovered what they thought was debris, but turned out to be two 3ft inflatable balloons which were reflecting the sunlight. Fraserburgh lifeboat coxswain Victor Sutherland described the incident as a false, but innocent, alarm.

“The man who phoned said that from where he was watching, the aircraft had flown down and never come back up. He thought it was a microlight aircraft – it was a false alarm, but the gentleman had good intentions,” he said. NICO BUDEL ISSUES A MAYDAY CALL Nico Budel, racing Leg 2 of the Portim Global Ocean Race aboard his Open 40 Hayai, has sustained irreparable damage to the keel of his yacht and has issued a MAYDAY call seeking immediate assistance. The 69 year old veteran of numerous offshore races is one of two solo sailors participating in the race and is currently deep in the Southern Ocean. His position at the time of the distress call was 240 nautical miles NNE of the Crozet Islands, a bleak archipelago deep in the Southern Ocean’s Roaring Forties inhabited by a handful of scientists in a research station. The MAYDAY and subsequent activation of his EPIRB (Emergency Position Indicating Radiobeacon) has launched a full rescue operation with two ships and a fellow competitor diverting to his location to affect a rescue. Since early this morning the situation has developed rapidly from some concerns about the keel to a full blown rescue operation, said Race Director Josh Hall. Nico is in no immediate danger but it’s clear that his yacht will not survive the approaching gale force winds without further damaging the keel and it is in danger of capsizing. Hayai is the only canting keel boat in our fleet but, more importantly, I believe that the keel has hit something for this to happen. We will not rest easy until Nico is safely aboard another vessel and out of this dangerous situation." The nearest competitor in the race capable of offering assistance is the highly-experienced Belgian solo sailor, Michel Kleinjans on his Open 40 yacht, Roaring Forty. At the time Kleinjans was just under 500 miles to the east of Budel. At the request of Hall, Kleinjans responded immediately by turning his boat around, sailing into the teeth of an approaching low pressure system. It’s normal in this kind of situation for a fellow competitor to be diverted to lend assistance, Hall continued. Michel did not hesitate when asked and we are grateful to him for his courage. The lead torpedo-shaped keel bulb is twisted at a 20 degree angle to the carbon fibre keel fin and the risk of the bulb separating from the keel fin and the yacht inverting in the desolate Southern Ocean is now a stark possibility. Reunion), two commercial ships have diverted from their original headings and are now steaming towards the damaged yacht. Kleinjans aboard Roaring Forty, is making steady but slow progress toward the stricken yacht. Strong headwinds are hampering his speed but despite the grim conditions the Belgium sailor is determined to help his long-time friend. While Kleinjans ETA for a rendezvous with Budel is currently hard to assess, timing for the cargo ships is more certain: the 17,000 tonne CSK Radiance can travel at 9-10 knots resulting in a possible ETA with Hayai of 16:00 GMT on Tuesday 30th December. Although the second ship, Nord Kraft, is further from Hayai at 700 miles distance, her steaming speed of 13.5 knots may produce an earlier rendezvous. Nico Budel’s separation from the other five boats in the Portim Global Ocean Race is due to an intense series of low pressure systems that have chased the fleet and delivered immensely strong and potentially boat-breaking conditions. On Day 8 (21st December) of Leg 2, Nico Budel was one of the southernmost sailors in the fleet and Hayai was knocked flat by a 60 knot gust. Two days later, while sailing close to the remote Prince Edward Islands at 46° South, Budel suffered damage to his on-board satellite communications gear and damaged his mainsail forcing him to lower the sail thereby losing further miles on the fleet. Despite these setbacks Nico Budel continued to race hard until this latest development. About Nico Budel Born in Velp, near Arnhem, 70 miles from the Dutch coast, Budel has amassed a huge amount of sailing experience as well as a large family with five children and ten grandchildren.

Factors that are fundamental to his participation in the Portim Global Ocean Race. My most important goal is to come back safely, to my wife Myrna, my children, he explains. I have two daughters, three sons and my grandchildren. That’s the most important thing for me. With a background in property development, Budel began sailing with his sons in dinghies before chartering cruising yachts for extended family holidays in Norway Britain, France, Spain and Portugal. Deciding to switch from cruising to racing he has taken part in North Sea races from Holland to Norway via the Shetland Islands, the AZAB (Azores and Back Race) and

has completed six double-handed Fastnet Races with his wife, Myrna, operating as shore crew, preparing the boat, buying supplies and handling all logistics. Opting for a faster, more powerful yacht, in 2005 Budel and Hayai were first in class in the OSTAR, a single-handed transatlantic race from Plymouth, England to Newport, Rhode Island. At 69 years-old his participation in the Portim Global Ocean Race was met with mixed reactions. Some people have called me crazy, some say Whoa! Do you dare do it? explains Budel. Some say, Awesome adventure, and other just say simply, Enjoy. That’s what I plan to do. Enjoy myself. And when it’s over I will return to my career as a real estate developer, work I really like, and life will go on.

Stena seeks redundancies among Rosslare ferry staff

STENA Line are seeking redundancies among their staff working on the Rosslare to Fishguard service. The company confirmed Tuesday that it sent a letter to the Rail, Maritime and Transport Workers' Union (RMT) on Monday informing them that they were seeking a reduction in 'on-board staff '. There are currently 61 onboard staff operating on the Stena Europe service between Rosslare and Fishguard, working in areas like the ferry's bar and restaurants. This does not include deck officers and ship management.

Stena Line said that it's seeking a 'small reduction' in those numbers. Their communications manager Eamonn Hewitt said they were hoping to avoid compulsory redundancies and instead get the figure down through voluntary redundancies, redeployment and 'natural wastage'. However, compulsory redundancies are not being ruled out. Mr. Hewitt said the action was a response to a downturn in their business. A staff member, speaking to the Wexford People, said that the on-board staff had already been reduced to the 'bare bones' following cuts in recent years. He felt that many Co. Wexford residents working on the ferry were now in danger of losing their jobs. Source : wexfordpeople

De organisatie van deze jubileumeditie was net als alle voorgaande eindejaarsraces in handen van Ivo van Dooren. De race van 17.7 NM voert van het Spaanse Water naar de Annabaai in het hart van de hoofdstad Willemstad en vice versa.

In de stad trekken de zeilers veel bekijks, niet alleen van lokale zeilenthousiasten maar ook van de passagiers van de twee in Willemstad afgemeerde cruiseschepen. Op de foto lijkt de Ocean Dream zich te mengen tussen de deelnemende jachten Cap de Long, Sol y Mar en Melody. Global container liners? India operations in choppy waters

Global container liners like Hapag Lloyd, Maersk Line, P&O Nedlloyd and Mediterranean Shipping Company are not having it easy when it comes to running their businesses out of India. Every container liner is losing in excess of Rs 50 crore each month, as the number of unclaimed containers have increased in various ports in the country. Deepak Tewari, chairman, The Container Shipping Lines Association (India), said: “With the economic downturn, there are over 50,000 unclaimed containers stuck in various ports, Container Freight Stations (CFSs) and Inland Container Depot (ICDs). These are largely in Delhi, Ludhiana, Nagpur, Kolkata and Kandla.” According to him, the situation is worsening, as importers are shying away from claiming their cargo. There have been instances where some of containers have been

in CFSs for five years or even 10 years. It is learnt that importers dealing in scrap have not collected their cargo because of the crash in prices that has been prevalent over the past few months. “We are losing money as much as Rs 50 crore a month which goes into paying the penalty charges,” added Mr Tewari. According to industry estimates, against an average of 300 uncleared containers at any point in time, there are over 5,000 containers in CFSs and at various ports. This is ever since the clogging started a month ago. Congestion at the Inland Container Depot (ICD) has increased by 60% in the past couple of weeks alone. The situation becomes more difficult to handle, as there have been thousands of containers coming in from various parts of the world. “The government should have decided on this container issue a long time ago. Everyday, we are losing business, as there are customers who need these containers for shipments,” said a senior industry official. Meanwhile, the container ship charter rates also crashed to all-time low in the recent past with the demand for tonnage going down. A 3,500-TEUs gearless Panamax carrier was fetching $15,000 a day currently. That is down from a level of $25,000 in September. The rate for a 2,750-TEU sub-Panamax ship has fallen by nearly 45% since September to just $10,500 a day from $19,500. In the current situation, the container liners, instead of committing to long-term charters of 12 months and more, are fixing ships on a spot basis for between one and three months to meet immediate requirements. There are, however, fewer containers available in the country to do the shipment and run the business from India. Source: Economic Times

Ferry collision A passenger ferry crashed into the harbor of the Dodecanese island of Kasos yesterday, causing minor damage to the vessel but no injuries to anyone on board. The Marina, part of the GA Ferries fleet, had just set sail from the island with 20 passengers and 45 crew members when a it was struck by a freak wave that knocked it back against the harbor. The captain refused to dock at the same port again, fearing worse damage and asked for permission to sail to Rhodes or Piraeus for repairs.

Fire on board MV Atlantic Vision (ex M/S SUPERFAST IX)

Marine Atlantic is investigating the cause of a fire that broke out aboard its new ferry over the weekend. The MV Atlantic Vision, which is not yet in service, is the Crown corporation's newest vessel. Tara Laing, spokeswoman for Marine Atlantic, said the fire broke out in one of the two thermal heating units of the MV Atlantic Vision at about 11:50 p.m. Saturday. Staff immediately called for help, she said. Firefighters from the North Sydney volunteer fire department, who battled the blaze for about an hour, helped contain the fire to the boiler room. The fire was completely out by 1 a.m. Sunday. No one was hurt in the blaze. The ferry was docked in North Sydney at the time.

"The cause and how long it will take for repairs to be effected are still under investigation" Laing told CBC News on Monday. "We should know that information once that investigation is complete," she said. The MV Atlantic Vision was expected to go into service in March but that could be delayed. Marine Atlantic engineers were assessing the damage to the new vessel.

OCEANJET 3 RANS AGROUND The 2001 built passenger ro/ro Oceanjet 3 which was carrying 63 passengers, ran aground off Tagbiliran City, in the central Philippine province of Bohol. Commodore Rolando Dizon of the Coast Guard District in Central and Eastern Visayas said all the passengers had already been transferred to the sister ship Oceanjet 5, and are being ferried to their destination in Cebu. Dizon added that Oceanjet 3 is already being safely towed back to the Tagbilaran port with its 14 crew members. Source : Lloyds

Beached barge spent Christmas morning on Beach Strip

A small armada of boats aided by construction equipment finally succeeded Christmas morning in removing an oddity from Burlington’s Beach Strip — a barge the size of a football field. “The lake level came up again and at 11:10 a. m., she floated free,” said Chris Kirby of McKeil Marine. “We were pushing and pulling and away she came.” The sight last Thursday was a welcome Christmas present, as the steel vessel was lodged in the Beach Strip for days after breaking free while being towed on Dec. 21. The barge, with an estimated weight of more than 1,400 tonnes, resisted attempts at being moved on that day and last Wednesday (Dec. 24). After six hours of work on Christmas Eve, efforts to free the barge were postponed, said Kirby, director of vessel management and special projects for McKeil Marine. “We stopped at about 11 p. m.,” he said. “There were westerly gales and the lake level dropped 10 inches, that worked against us. There was too much loss of buoyancy.” In addition to rising lake levels, it took a lot of mechanical muscle to separate barge from beach. A 600-horsepower work boat, 1,500-horsepower tugboat and a 3,200-horsepower tugboat were used, while four excavators and two bulldozers helped from land. After being freed, the vessel was towed to Hamilton Harbour for winter storage. The barge’s unscheduled visit raised eyebrows among beachgoers. “You never know what you’re going to run into in your daily adventure,” said Hal Charlton, who found the barge behind the beach’s snack bar. “You could put six tractor trailers on it quite easily.” The Hamilton man located the barge the same day it landed on the beach after a little detective work. The recreational sailor was having a coffee in the parking lot at Spencer Smith Park when he noticed something strange on the lake.

“I could see the waves were breaking where they don’t usually break,” said Charlton. After a short drive, he joined joggers and walkers on the beach looking at the massive metal vessel. “The waves pushed it up onto the shore and it’s stuck,” he said when interviewed last week. “At least two feet of it is down on the site (into the beach). It will take at least one tugboat and maybe two to move it.” Kirby said the barge was being transported by tugboat on Dec. 21 to Hamilton after being used in the Kingston area earlier to ferry parts for a windmill farm on Wolfe Island. “We were bringing it back for winter layup,” said Kirby. “It was being towed in, but the weather was deteriorating.” As the vessels approached from Lake Ontario, a call was made for a second tugboat to help guide them through the Burlington canal. “Once the other tug deemed it was unsafe, they (the original tugboat and barge) had to abandon their approach,” said Kirby. He said when the vessels turned, the barge was caught broadside by the wind and tow line connectors failed, setting it adrift. “It’s not the way we had planned it,” said Kirby. He believes the barge sustained only minor damage, but added an in-depth survey of the vessel will be made to confirm this. The company had been leasing the barge. Kirby said the firm has cooperated with authorities and no environmental hazard was posed by the barge, with is more than 100 metres long, 12.5 metres wide and 3 metres deep. “There’s no cargo and no pollutants and no oil involved,” he said. NAVY NEWS Sea trials of Russia's Yury Dolgoruky

submarine postponed Sea trials of Russia's first Borey-class strategic nuclear submarine have been postponed until spring 2009, a high-ranking Navy source said on Tuesday. The fourth-generation Yury Dolgoruky was built at the Sevmash plant in northern Russia and was taken out of dry dock in April 2007. It will be equipped with sea-based Bulava ballistic missiles upgraded from Topol-M (SS-27) missiles. "There still are issues with the placement of a nuclear reactor on board the submarine. Sea trials have been postponed until 2009 so that Sevmash specialists could deal with the remaining problems," the source said. "The trials will start most likely after the spring thaw [in the Barents Sea]," he added. Sevmash and Northern Fleet specialists conducted successful testing of the submarine's nuclear reactor on December 16, but Russia's state nuclear power corporation Rosatom has introduced heightened safety measures due to a recent accident on board the Nerpa nuclear-powered submarine and the failure of the test launch of a Bulava missile. The failed submerged launch of the Bulava ICBM took place in December from the Dmitry Donskoi strategic nuclear-powered submarine in the White Sea, off Russia's northwest coast, targeting the Kura firing ground in Kamchatka, the Far East. Russia earlier planned for the Bulava to enter service with the Navy in 2009. But a senior Russian Navy official said earlier this month that several more test launches must be conducted next year from the Yury Dolgoruky before a final decision to bring it into service was made. The Yury Dolgoruky submarine is 170 meters (580 feet) long, has a hull diameter of 13 meters (42 feet), a crew of 107, including 55 officers, a maximum depth of 450 meters (about 1,500 feet) and a submerged speed of about 29 knots. It can carry up to 16 ballistic missiles. Two other Borey-class nuclear submarines, the Alexander Nevsky and the Vladimir Monomakh, are currently under construction at the Sevmash shipyard and are expected to be completed in 2009 and 2011. Russia's Navy commander, Adm. Vladimir Vysotsky, said in July that the construction of new-generation nuclear-powered ballistic missile and attack submarines was a top priority for the Russian Navy's development. Under the Russian State Armaments Program for 2007-2015, the Navy will receive several dozen surface ships and submarines, including five Project 955 Borey-class submarines, two Project 885 Yasen nuclear-powered attack submarines, and six Project 677 Lada diesel-electric submarines. Companies to Invest $1.27B in Peruvian E&P Projects in 2009

A total of $1.27 billion is to be invested in Peru's oil sector in 2009, including $943 million for production and $328 million for exploratory activities, state-owned Perupetro said. That figure would surpass the investment received in 2008, which through November totaled nearly $1.1 billion, the official Andina news agency reported. France's Perenco, which operates Block 67 in the Amazon region of Loreto, will invest the most next year in oil production -- a total of $350 million to develop a heavy crude project. That company plans to drill six development wells next year and build part of the infrastructure it will need to start producing oil by 2011. Meanwhile, Argentina's Pluspetrol plans to invest $273 million to develop the Cashiriari natural gas field, part of the giant Camisea gas project in the southern province of Cusco, where it will drill five wells and also begin preliminary activity for the expansion of its Malvinas gas-liquids separation plant. Pluspetrol also plans to invest $130 million to drill wells at Block 1-AB and Block 8 in northern Peru. Other companies such as PetroTech Peruana, Olympic ad BPZ plan to invest $50 million each to drill wells in Blocks Z-2B, XIII and Z-1, respectively, all of which are located along Peru's Pacific coast. In the area of exploration, the top investor will be Canada's Talisman Energy; that company plans to spend $100 million to drill the Situche Central well, which at a planned depth of 19,763 feet will be the country's deepest. Brazil's Petrobras also plans to invest $37 million to explore Block 58, near Camisea, with work set to begin in May. U.S. Navy sub commander fired A U.S. Navy ballistic-missile submarine skipper has been relieved of his duties over a loss of confidence in his ability to command, a Navy spokeswoman said. Cmdr. Charles "Tony" Hill, 45, was fired as skipper of the West Virginia Monday, not long after returning to Naval Submarine Base Kings Bay in Georgia, Navy Times reported Wednesday. It was Hill's first deployment. "There were no specific incidents, just a number of indications related to command climate," said Lt. Rebecca Rebarich, a spokeswoman for Submarine Group 10. "It had nothing to do with the (nuclear) reactor and at no point was the crew or the public in danger." The Ohio-class submarine is armed with 24 Trident II nuclear missiles. Hill has been assigned temporarily to Submarine Squadron 20 at Kings Bay. Capt. Stephen Gillespie was named temporary commander of the West Virginia, which is conducting training at its home port

Er komt even geen order meer binnen De opdrachtenstroom in de scheepsbouw is, als gevolg van de kredietcrisis, wereldwijd in buitengewoon snel tempo volledig opgedroogd. ‘Het jaar 2008 is in feite twee maanden geleden afgesloten', zegt secretaris-generaal Reinhard Lüken van de Community of European Shipyards Associations (CESA). ‘Het derde kwartaal is nog een recordaantal opdrachten geboekt, terwijl de orderintake in het vierde kwartaal op vrijwel nul uitkomt.' Hoe de situatie zich in 2009 zal ontwikkelen kan Lüken nog niet zegen. ‘Tussen het beste en slechtste scenario zit een heel grote bandbreedte. Misschien is er halverwege het jaar alweer groei, maar het is ook mogelijk dat het hele jaar geen opdracht wordt binnengehaald. Wel ziet de situatie er voor gespecialiseerde Europese werven een stuk beter uit dan voor de Aziatische, die zich vooral hebben toegelegd op de bouw van grote vrachtschepen.' De CESA is daarom optimistisch over de toekomst van de Europese werven. ‘Ze zijn veelal goed gepositioneerd in de verschillende nichemarkten en hebben goed gevulde orderboeken. In die markten is nog geen sprake van overcapaciteit. In de bulk- en de containervaart is dat wel het geval, zeker als alle orders worden uitgevoerd. Voor die sectoren komt de crisis misschien net op tijd. Er staat in Azië een enorme overcapaciteit in de orderboeken en hoe minder daarvan wordt gebouwd hoe beter het is. ‘Wereldwijd bestaat meer dan de helft van de orders uit bulkcarriers en containerschepen. Die opdrachten kunnen beter niet kunstmatig worden gefinancierd. Voor schepen die al in aanbouw zijn geldt dat niet, die moeten worden afgebouwd. Anders worden de werven het slachtoffer van een crisis die de banken hebben veroorzaakt.' In tegenstelling tot de vrachtenmarkt, waar de crisis tot een sterke daling van de charterprijzen heeft geleid, is de exploitatie van gespecialiseerde schepen, zoals kabelleggers, pijpenleggers, baggerschepen en olie-exploratieschepen, nog wel zeer winstgevend, volgens de CESA.

Ook de in reparatie en ombouw gespecialiseerde werven hebben de komende jaren nog goede vooruitzichten ‘Je kunt onze scheepsbouw daarom niet over een kam scheren met de Aziatische', zegt directeur Martin Bloem van Scheepsbouw Nederland. Hoewel de marktsegmenten waarvoor de Europese werven bouwen vrij gezond zijn, trekken Europese banken de kredietfaciliteiten voor de scheepsbouw in. ‘Wij dringen er nu bij banken en politici op aan de beschikbaarheid van werkkapitaal voor scheepswerven te garanderen. Politici mogen niet accepteren dat banen in de scheepsbouw verdwijnen door onverantwoordelijk gedrag van banken', zegt Lüken. ‘Solide en winstgevende projecten komen op de tocht te staan wanneer de banken Europese werven beoordelen op de wereldwijde situatie. De banken die ons in de crisis hebben gestort hebben de afgelopen jaren veel verdiend en moeten nu niet roepen dat de risico's te groot zijn. Je werkt in "good times" en "bad times" samen.' Lüken onderstreept dat het perspectief voor de scheepsbouw op lange termijn goed is. ‘Opkomende economieën als China en India blijven groeien en de globalisering gaat door. Dat zorgt voor meer transport. De scheepvaart blijft daardoor een sterke groeimarkt.' Een deel van de Europese werven krijgt waarschijnlijk wel klappen door de overcapaciteit op de container- en bulkermarkt. In Europa is 22 procent van de orderboeken gevuld met deze scheepstypen. ‘In deze sector actieve Europese werven zijn echter al enige tijd bezig hun aanbod aan te passen en op te schuiven naar andere marktsegmenten', zegt Lüken. ‘Zij zijn juist bezig deze omschakeling af te ronden.' ‘Ook in Nederland merken we dat banken zeer terughoudend zijn met kredietverstrekking', zegt Bloem. ‘Die terughoudendheid maakt het binnenhalen van nieuwe orders nog moeilijker dan het al was. Opdrachtgevers en werven krijgen de financiering dan niet rond.' Voor de werven gaat het vooral om de voorfinanciering. 'En dat terwijl er een borgstellingsregeling bij de overheid op de plank ligt met twintig miljoen euro voor kredietgaranties. Dat is voldoende voor een ordervolume van een miljard euro.' Probleem is, dat de banken het niet eens zijn met een aantal uitgangspunten en voorwaarden van deze regeling. Banken zijn bang dat ze voor de schade, of een deel daarvan opdraaien wanneer er iets fout gaat. ‘De werven kunnen de regeling daardoor niet gebruiken.' Merkwaardig is in dit verband dat de Nederlandse borgstelling sterk lijkt op de Duitse, die wel werkt. ‘De Duitse garantieregeling is iets uitgebreider, maar er is verder nauwelijks verschil. Ook Frankrijk kent een garantieregeling voor de scheepsbouw. Dat geeft Nederland een concurrentienadeel. We hebben minister Van der Hoeven gevraagd haar schouders eronder te zetten en snel met de banken tot een overeenkomst te komen. We hebben de regeling nu heel erg nodig.' Hoewel een sector als de offshore gezond is, betekent dat niet dat ze immuun is voor de economische ontwikkelingen. ‘Een dalende olieprijs legt druk op deze investeringen. Maar de heftigheid is niet te vergelijken met de tariefdalingen die je in de container- en bulkermarkt ziet.' In tegenstelling tot andere industriële sectoren, zoals de auto-industrie, heeft de scheepsbouw nog niet om overheidssteun gevraagd. ‘Onze positie is, mede door de goed gevulde orderportefeuilles, nog solide. We zijn in principe ook niet tegen marktcorrecties', zegt Lüken. ‘Wanneer landen in Azië massief gaan interveniëren en Europa niet, dan is dat onacceptabel. Dan moet de politiek ingrijpen en vastbesloten reageren.' De kans dat de Aziatische landen hun scheepsbouw massief gaan steunen lijkt groot. ‘In een land als Korea is de regering niet in staat zich tegen de industrie te keren. De grote industrie is daar oppermachtig. En op termijn keert de vraag naar grote schepen terug, het blijft een groeimarkt.' Naarmate de crisis langer duurt, groeit volgens Bloem de kans dat Aziatische werven zich op de Europese markt voor speciale schepen storten. ‘Werven in Korea en Singapore halen al een toenemend aantal offshore-orders binnen en Japan bouwt voor de eigen markt.'

Tirrenia Ferry Operator Fined EU215,000 for Misleading Ads

Tirrenia SpA, Italy’s state-owned ferry operator, was fined 215,000 euros ($303,000) by the country’s antitrust authority for misleading advertising. Tirrenia in a summer campaign advertised tariffs at “extremely advantageous rates” without specifying extra charges and the limited space available, the regulator said in a faxed statement.

Grimaldi Lines: First Departure from Hamburg As the first vessel to be used in the new Euro-Aegean service of the Grimaldi Lines shipping company, the RoRo ship Grande Sicilia was dispatched at Hamburg's Unikai Terminal on 27 December 2008.

Together with its sister ship the Grande Italia, the Grande Sicilia forms part of a new service offering fortnightly departures from Hamburg in the first instance. The ports of call are Setubal, Valencia, Leghorn, Civitavecchia, Salerno, Piraeus, Beirut, Lattakia (only when carrying sufficient cargo), Gemlik and Alexandria. In transshipment Grimaldi also serves the ports of Tunis, La Goulette, Tripoli (Libya), Misurata, Limassol, Mersin and Tripoli (Lebanon). The ships that are used allow for the loading of all kinds of RoRo units, like vehicles and self-propelled construction machines, as well as conventional and project cargo with item weights of up to

75 tons, including any rolltrailers that may be used. With a gross register tonnage of 38,650, the Grande Sicilia has a length of 577 ft, a breadth of 102 ft and a maximum draught of 29 ft. Dockwise subsidiary takes delivery of mv TRUSTEE

Hamilton Bermuda, 30 December 2008. Following the delivery of mv "TRIUMPH" earlier this month, the final vessel out of a series of six, mv "TRUSTEE" joins the fleet of Dockwise Transport, a wholly owned subsidiary of Dockwise Ltd. As was the case with the earlier five, this vessel was also delivered in accordance with the delivery schedule. After successfully completing the submerging test and sea trials, mv " TRUSTEE" has been delivered to the owners on 30 December 2008. The heavy transport vessel is designed to transport complex, high-value cargo like jack- up drilling units and has a carrying capacity in excess of 35,000 tons. The Trustee will load its first cargo in China after the vessel has been prepared. This vessel was converted at the COSCO shipyard at Zhoushan, China. During the conversion, the entire midship section has been replaced and machinery and equipment were fully revised and renewed. The conversion of TRUSTEE forms part of Dockwise's USD 220 million Capex program for 2008. This program can be completed from operating cash flows. Remaining payments due, relating to the conversion of TRUSTEE and TRIUMPH will be settled in January 2009. Capex expenditure as of 2009 will return to maintenance levels of some USD 50 million per annum. To ensure the most effective way of operating the vessel, Dockwise has appointed Anglo-Eastern Ship Management to provide technical and crew management. As such, the new vessels will operate under the same management systems as the existing Dockwise vessels.

IJSBREKEN IN ROTTERDAMSE HAVEN Voor het eerst sinds begin 1996 zet het Havenbedrijf Rotterdam patrouilleboten in om de haven ijsvrij te houden vanwege het vriesweer. Vrijdag 2 januari begint de RPA 24 met ijsbreken in de Delfshavense Schie. Tussen de Parksluizen en de Hoge Brug in Overschie is sprake van ijsvorming. Het Havenbedrijf verwacht vooralsnog niet dat op korte termijn ook op andere plaatsen in de haven het ijs moet worden gebroken.

Cosco Falls on Outlook for 1st Profit Drop in 6 Years

Cosco Corp. Singapore Ltd., the shipbuilding unit of China’s biggest shipping company, had its steepest decline in almost three weeks in Singapore after saying 2008 profit may fall for the first time in six years. Cosco Singapore fell 7.8 percent to close at 95 Singapore cents in the island city. The stock dropped 83 percent this year, the worst performer on the 30-member Straits Times Index. The market traded for half a day today, the eve of the new year. The worst global recession since the Great Depression has caused funds to dry up, making it difficult for shipping lines to arrange loans for new vessels and pay for the ones they’ve ordered. The meltdown has prompted trade to slump, with the World Bank projecting the first decline in almost 30 years. “In the wake of the credit crunch, smaller ship owners may have difficulties financing new ships as banks tighten lending,” Serene Lim, an analyst at DMG & Partners Securities Pte in Singapore, said in a note dated today. “We have previously expressed our concerns that a heavy concentration of bulk carrier newbuilds in its order backlogs are from smaller ship owners with weak balance sheets and poor financing means,” she said, referring to Cosco Singapore’s order book. Cosco Singapore said yesterday this year’s profit will be lower than the record S$336.6 million ($234 million) in 2007 because several shipowners have asked for delayed payments for vessels being built. Earnings will also be eroded by higher costs as construction of several ships has exceeded the budget. The World Bank on Dec. 9 projected global trade may shrink 2.1 percent next year, the first decline since 1982. The company said in a separate statement yesterday it received a request from shipping lines in Europe and Asia to delay deliveries of seven bulk carriers by as many as three years. The announcement came after Cosco said on Dec. 4 that a client, whose identity it didn’t disclose, canceled orders for two bulk carriers and asked to postpone deliveries of three ships. The order book stands at $8.1 billion with deliveries stretching into 2011, Cosco Singapore said on Oct. 30, without giving a comparative figure. The company builds ships at its yards in Dalian, Nantong, Shanghai, Zhoushan and Guangzhou in China. Deel reddingboten KNRM uit dienst door ijsgang

Door het winterse weer is er een aantal reddingboten van de KNRM buiten dienst gesteld. Eens in drie tot vier jaar melden verschillende reddingboten zich uit omdat ijsgang het niet meer mogelijk maakt om uit te varen. In noodgevallen kan de KNRM gelukkig een beroep doen op reddingboten van de oude vloot.

Op Lauwersoog ligt de Gebroeders Luden paraat. Het schip voer van 1965 tot 1996 als reddingboot van Lauwersoog en keerde na een kort verblijf in IJsland terug in Lauwersoog en is eigendom van "Stichting tot behoud reddingboot Gebroeders Luden". Schipper Bert de Boer van KNRM Lauwersoog is blij dat de operationele inzetbaarheid gewaarborgd is door de inzet van een boot uit de oude vloot. “Eén telefoontje was genoeg om het schip aan de steiger van de KRNM in Lauwersoog te krijgen. De reddingboot Koning Willem I van Schiermonnikoog ligt gevangen in het ijs. In principe worden patiëntenvervoeren vanaf Schiermonnikoog bij ijsgang per helikopter uitgevoerd, maar nu, met de potdichte mist, zijn we met de Gebroeders Luden vanuit Lauwersoog in staat om in geval van nood het werk te doen. Er gaat dan een machinist van de vaste Ludenploeg mee en de rest van de bemanning bestaat uit de opstappers van de huidige reddingboten van Lauwersoog.” KNRM Directeur Roemer Boogaard is ook blij dat de KNRM een beroep kan doen op de leden van Nautische Verenging Oude Redding Glorie, de vereniging waar bijna alle eigenaren van voormalige reddingboten lid van zijn. “Bij ijsgang kunnen de planerende boten van de Redding Maatschappij soms niet meer uitvaren en de oude conventionele schepen nog wel. Zo zijn er

naast de Gebroeders Luden afspraken, de Johanna Louisa op IJmuiden, en de Javazee en Tjerck Hiddes in Den Helder.” Zodra de dooi invalt is het wachten totdat het ijs weg is. Pas dan zullen de reddingboten weer operationeel ingezet kunnen worden. Op dit moment zijn uit dienst: Enkhuizen, Marken, Huizen, Den Oever, Schiermonnikoog en Ameland.

A new high-speed passenger ferry service linking Devon and Wales could be operating by spring 2010, according to the man behind the plan. Chris Marrow, from Mariners Marine Consultants, said he is negotiating to secure the use of a pair of ferries. The crossing between Ilfracombe, in north Devon, and Swansea, in south Wales, would take about 50 minutes. Mr Marrow said it was being discussed with the Welsh Assembly Government and South West Regional Development Agency. Mr Marrow, who is from Cornwall, said: "Initially this will be a fast passenger service, but there might be a demand for a car ferry as well. "There's currently no infrastructure for a car ferry in Ilfracombe, but it's under discussion." He denied the passenger service was unnecessary and said he could not think of "anywhere else in the world" which has a body of water like the Bristol Channel without a ferry service. "South Wales is the prime origin of tourists along the north Devon and Somerset coasts," he added. "People have remarked that you can actually buy Welsh flags in the shops in Ilfracombe and Minehead." REPLICA WILLEM BARENTSZBOOT NAAR BOOT HOLLAND

De replica van de Willem Barentszboot die op de Museumwerf van Terschelling in 2008 is gebouwd, zal van 6 t/m 11 februari a.s. op de watersporttentoonstelling Boot Holland in Leeuwarden te zien zijn. Met zo’n sloep kwamen de overlevenden na de overwintering in 1597 op Nova Zembla weer naar de bewoonde wereld. De expeditie leider Willem Barentsz overleed echter op deze terugreis. Foto : Gerrit van Goor, Kabelkrant Terschelling © De conservator van ’t Behouden Huys op Terschelling zette de sloep op tekening na analysering van honderden schilderijen en prenten van zeegezichten met zeilschepen en bijboten uit de zestiende eeuw, in combinatie met archeologische gegevens van het Zuiderzee- en Waddengebied opgegraven kleine boten.. Met deze sloepen gingen de zeevaarders vanaf het ( grote) zeilschip naar de kust om drinkwater te halen, verkenningen te doen, te loden, om ankers uit te brengen of bij schipbreuk het schip te verlaten. De algemene naam voor dit type vaartuig met zijn specifieke platte bodem was “boot”. Op de kleine museumwerf op Terschelling heeft scheepsbouwer Derk van Dieren met enkele vrijwilligers het scheepje van 4,88 x 1,68 meter gebouwd. Het is van Deens eiken gemaakt. Het is haast niet voor te stellen dat in zo’n bootje ruim 400 jaar geleden zeven bemanningsleden na een tocht van 1200 mijl onder barre omstandigheden het vaste land van Noord Europa hebben bereikt. Menigeen kent dit historische gegeven, maar pas bij het zien van zo’n

sloep kan men zich een voorstelling maken hoe Spartaans het destijds moet zijn geweest….

De sloep is in opdracht van de jubilerende Rederij Doeksen gemaakt en is een geschenk aan het museum ’t Behouden Huys met de bepaling dat de eilander jeugd met het bootje mag varen. het kan met vier man in geroeid worden, maar is ook uitgerust met een sprietzeil en fok. Rederij Doeksen en Transportbedrijf TST verzorgen het vervoer naar en van Leeuwarden.
