ITALIAN regional ferry operator Saremar (part of the state-owned Tirrenia Group) has suspended itsSardinia-Corsica link for one week after its ferry Ichnusa ran aground. The 28 July accident causedsubstantial damage to the propeller. Fairplay understands the ship will be in Leghorn for repairs and

The 2,181gt Ichnusasuffered an electricalfailure and hit a rock

but the 76 passengers, who were transferred onto a French Coast Guard patrol boat, were uninjured.The 1986-built ferry was refloated on the next high tide without the use of the tug Achille Onorato ofRimorchiatori Sardi that had arrived from Olbia in Sardinia to rescue the Ichnusa.

Madagascar sparks row overdetention of Mauritius-bound tanker

THE Madagascar government last week detained an oil tanker headed for Mauritius, casting animmediate and lengthy shadow over its heavily import-dependent neighbour and sparking a flurry ofdiplomatic manouveuring in a bid to resolve the situation. The 28,277 gt Halia, built in 1993, managed by Shell International and registered in the Isle of Man,was detained in the Madagascar port of Toamasina last Tuesday on its way to Mauritius with a cargo of24,000 tonnes of fuel oil.

A spokesman for Galana Petroleum, which operates a refinery at Toamasina and which was responsiblefor the shipment, told Reuters that the company had not been given a reason for the Malagasygovernment's decision to requisition the cargo. At the same time, reports from the region suggestedthe move related to government charges that Galana had left Madagascar dangerously short of fueland that it had not repatriated the proceeds of its Mauritius contract to Madagascar. Galana hotly denies the reports, arguing that it has repatriated the funds and that fuel stocks inMadagascar are currently double the legal requirement. The consequences of the disagreement for Mauritius are stark, however. The smaller island imports75% of its primary energy requirement and is faced by the immediate prospect of energy shortages ifsupplies remain cut off.

Meanwhile, a London-based spokeswoman for Shell confirmed on Friday afternoon that there had beenno change in the ships status. "It is still in dock," she said, adding that "it is a matter for thegovernment (of Madagascar) and the carrier to resolve." Galana Madagascar produces 200,000 tonnes of fuel oil per year, 30,000 tonnes of which forconsumption on the island with the remainder going to export. Its parent company, Galana Petroleum,is based in Mauritius.

arrive at Corpus Christi in the US in September. It will produce 250,000 barrels of oil a day in theBoarshead basin in the Gulf of Mexico.

MARDI GRAS OIL AND GAS TRANSPORTATIONSYSTEM, GULF OF MEXICO, USA

The Mardi Gras system lies in the Mississippi Canyon and Green Canyon areas of the Gulf of Mexico.In the southern Green Canyon area, pipelines are planned to transport gas and oil from the Mad Dog,Holstein and Atlantis fields while in the Mississippi Canyon area pipelines are scheduled to transportgas and oil from the Thunder Horse field.

The BP-operated Mardi Gras is planned to cover 725km (450 miles) from its total of five individualpipelines. On completion, it will be the largest capacity deepwater pipeline system ever built, with thecapability of transporting over 1 million b/d and 1.5bcf/d (billion cubic feet of gas per day) fromidentified and future discoveries. The lines will be laid in water depths of 4,300ft to 7,200ft (1,200m to1,950m).

LARGE SUBSEA PIPELINESLarge pipeline diameters are required to achieve the production throughput volumes. The scope oftrunklines and laterals to develop these fields is complex, with pipeline diameters including 16in, 20in,24in and 28in. However, the pipelines are designed with constant outside diameters - except for thejumpers and wye-sleds - in order to reduce the cost of pipe manufacture, for ease of installation and tostandardise subsea repair equipment.

For the large subsea pipelines, some 120,000t of steel are planned for the southern Green CanyonArea while another 70,000t of steel are planned for the Mississippi Canyon Area.

The pipeline systems consist of:

CAESAR OIL PIPELINE SYSTEMThe Caesar Oil Pipeline System in the southern Green Canyon Area includes a trunkline from theHolstein spar to a shallow-water platform at Ship Shoal Block 332 in 430ft of water. A lateral pipelinefrom the Mad Dog spar ties into the Caesar pipeline and another lateral pipeline from the Atlantis semi-submersible facility ties into the Mad Dog lateral.

CLEOPATRA GAS GATHERING SYSTEMThe Cleopatra Gas Gathering System, also in the southern Green Canyon Area, is similar inconfiguration to the Caesar Oil line, consisting of a trunkline from the Holstein spar to the Ship Shoalfacility, with laterals from Mad Dog and Atlantis tying in.

PROTEUS OIL PIPELINE SYSTEMIn the Mississippi Canyon Area, the Proteus Oil Pipeline System begins with a catenary riser at ThunderHorse and transitions to a larger diameter trunkline to a new-build shallow-water platform at SouthPass Block 89E in 400ft of water.

OKEANOS GAS GATHERING SYSTEMAlso in Mississippi Canyon, the Okeanos Gas Gathering System consists of a lateral from Thunder Horseplus the main trunkline, which starts at NaKika and terminates at the Destin shallow-water platform onMain Pass Block 260.

BP awarded a contract to Intec Engineering to perform the preliminary engineering services anddetailed design. The scope of work included the design of the associated subsea equipment deepwaterpipelines and steel catenary risers (SCRs) - two for each of the four deepwater floating host platformsfor a total of eight gas and oil units.

Risers measuring 16in to 24in in diameter will be suspended from the platforms using flex joints.Strakes, spiralling down each riser, are then planned to substantially reduce the SCR vibration tomanage fatigue.

Bredero in Alabama was responsible for fusion-bonded epoxy (FBE) coating the line pipe for corrosionprevention.

Heerema will use the Balder for installing the pipe using standard 40ft joints that are welded intohex-joints for J-lay. In 2004, Heerema will begin installation of the SCRs, following installation of thefirst hulls.

Allseas' pipelay vessel Solitaire began pipelay in intermediate water depths in November 2002 usingthe S-lay method. This work terminates at each of the shallow-water fixed platforms.

The sleds and pipeline end terminals (PLETs) were carried out by Omega in Louisiana. Equipment onthe sleds, including line pipe, valves, collet connectors and piggable wyes, were delivered in 2002 andearly 2003. Twenty sleds, some weighing as much as 110t and measuring approximately 60ft by 20ft,are planned, with asymmetrical vertical wyes selected for the subsea tie-ins to allow bi-directionalpigging of the main pipeline during commissioning. Multi-diameter wyes planned for the tie-ins also willaccommodate the varying sizes of the pipelines

SHIPYARD NEWSSoaring demand in H1 for newbuilds

takes Hyundai by surpriseHYUNDAI Heavy Industries, a global leader in shipbuilding, has said that new orders soared to US$8.33billion during the first six months of the year, according to Agence France-Presse (AFP).The report quoted a statement from the South Korean-based company that said orders grew 81 percent over the same period last year.

The majority of new orders were for ships, which were said to account for $5.41 billion of the total. The remainder of the first-half result was generated by orders for offshore facilities, plant, constructionequipment, engines and electronics systems, which were valued at $791 million, $507 million, $704million, $564 million and $356 million respectively, said the French news wire.

The first-half performance far outstripped Hyundai Heavy Industries' expectations, with the reportsaying that the shipbuilder had originally targeted orders worth $4.5 billion for the six months to June.At this rate, the company appears on course to overtake its full year target of winning orders worth$9.35 billion.

Dubai yard set to buildA Middle East shiprepair specialist is taking the plunge into newbuilding.

Dubai Drydocks, the largest shiprepair yard in the Middle East Gulf region, intends to enter thenewbuilding market for tankers as part of a huge $145m investment programme.New chief executive Geoff Taylor says AED 165m ($45m) is to be spent to facilitate the building ofsmall and mid-size tonnage.

A further AED 367m ($100m) is being invested to upgrade some of the yard's drydocks, extendingtheir lives to 40 years. They were built in the late 1970s for a 25-year lifespan.Taylor, who recently took over as boss from Keith Burgess, told local daily Gulf News that initially theyard would only have capacity to construct one or two tankers a year.The plan follows moves elsewhere to increase shipbuilding activity in the Middle East Gulf. IranShipbuilding&Offshore Industries Complex Co (Isoico), for example, is to get two VLCC-size drydocks,one for shipbuilding work.

Taylor was on vacation this week and TradeWinds was told that no one else at Dubai Drydocks wasauthorised to discuss the matter, such as the exact size and type of tankers being targeted.Dubai Drydocks, which has three drydocks of one million dwt, 500,000 dwt and 350,000 dwt capacity,as well as a floating dock for vessels of up to 40,000 dwt, started up 21 years ago to repair tankers.Since then it claims to have repaired over 3,700 vessels of various types and sizes. It has justcompleted the conversion of the world's largest tanker, Knock Nevis (ex- Jahre Viking ), into afloating storage and offloading (FSO) unit to operate in Qatar waters for AP Moller. The 564,000-dwtship is owned by First Olsen Tankers of Norway.

Taylor, previously technical director at the United Arab Emirates yard, told Gulf News that the drydocksupgrade has already started and will be completed in 18 months.

Last year operations and business grew 15%, reaching 1.3 million man hours per month.Maritime services in the Middle East Gulf generates around $1bn of business, of which Dubai, thesecond largest of the emirates, is responsible for around half, says Taylor.In 2003 Dubai Drydocks handled around 260 vessels, including two large-vessel conversions. It alreadyhas a foothold in newbuilding work, including the delivery last October of a floating drydock to SaudiAramco.

The yard employs over 5,000 people, plus sub contractors. It has been hit, however, by setbacksincluding the death in early 2002 of 29 workers after two panels in the gate of the one million-tonnedrydock failed and water poured in. A few months later a crane collapsed and three workers werekilled. Prior to these incidents, Dubai Drydocks had a good safety record.

MEDITERRANEAN Shipping Co (MSC) has cancelled for the foreseeable future any calls at Trieste'sTICT container terminal, alleging continual inefficiency of the terminal operator. Geneva-based MSCblamed the Port Authority for its inability to sort out old problems and says it will turn to other as-yet-unidentified North Adriatic ports until minimum quality performances are restored. MSC saysproductivity at Molo VII quay has steadily fallen. "For instance, all activity was halted for 17 hoursyesterday without consultation just to repave the facility. This paralysed our organisation: only oneship out of the three moored at the terminal could operate".

The Port Authority says the poor performance results from MSC not informing the facility about its shipcalls. "MSC’s complaint was based on its latest-generation mega-ship (6,000TEU) MSC Viviana. But thecompany does not mention that the vessel had been already rejected by Piraeus, Leghorn and Genoabecause of its size,” it said. “We feel MSC's action suggests it has another agenda." The Authorityjustified the handling delay on the grounds that the company had for the first time discharged 2,500boxes in one delivery, a huge operation for the terminal. “The line knows that storage capacity at MoloVII is 5,000TEU, so their protest is surprising," a Trieste freight forwarding spokesman said.

`Jakarta New Port' to be completed by 2010 CONSTRUCTION is underway in Jakarta on a new port for the Indonesian capital at a cost of US$500million, according to Antara. The Indonesian news agency said Jakarta's governor attended theinauguration ceremony to mark the start of building work on the new facility that will be christened,Jakarta New Port.

Governor Sutiyoso was reported as saying that the new port is needed to handle Indonesia's importand export trade because the existing 150-year-old port in Jakarta, Tanjung Priok, is no longerefficient.The project has been earmarked for completion in 2010, with the first phase of the project expected toopen to passengers and cars in 2006. The general chairman of the Indonesian National Ship Owners Association, Oentoro Surya, was quotedby Antara as saying that the new port will also be able to accommodate 9,500 TEU capacitycontainerships, and a consortium of Indonesian and Japanese companies has agreed to construct 15terminals in the port's 5.2 kilometre quay.

MOL fixes KatoriMitsui OSK Lines has fixed its 258,000-dwt Katori (built 1995) to Japan’s Kyushu Oil

Company, brokers said.Kyushu will take the vessel for 18 months at a rate of $40,000 a day.

The tanker will ship crude to Kyushu’s refinery in Oita. In April, brokers speculated the Japanesecompany might try to use the Katori and another of its free VLCCs, the 260,000-dwt Cosmo Artemis(built1992), to spearhead a push into China's crude trade. The Kyushu fixture appears to rule this out for now. MOL is seeking to increase annual sales from¥970bn ($933m) to ¥1.3 trillion by 2007. China is expected to play a key role in the drive for growth

Magnus tanker duo deliveredMagnus Carriers of Greece has taken delivery of the first of two panamax-tanker newbuildings fromNew Century Shipyard in China. The second is set to be delivered next week.The 75,000-dwt coated tankers, named Altius and Fortius, are believed to be the first of their type tocome out of the Chinese yard.

They were ordered by Deiulemar in 2001 for a reported $32.5m and resold to Magnus in October lastyear for around $34m each. The deal included a time-charter back to Deiulemar for five years at$15,000 per day.

Meanwhile, Gabriel Petridis of Magnus reveals that a partnership between his company and PacificBasin for two 38,000-dwt tankers has been dissolved, with each side keeping one vessel. Magnus isholding onto the 2000-built Bora while the 2001-built Nordanvind has gone to Pacific Basin, Petridissays.Magnus also controls around 10 products tankers and this year has plunged enthusiastically into thecontainership sector.In March it bought the 2,700-teu boxships CMA CGM Makassar and CMA CGM Seine (both built1990) from fellow Greek owner Drytank for between $23m and $24m each. Magnus followed this uponly a month later with the acquisition of another pair, the 2,230-teu sisterships CMA CGM Force (ex-Amerigo Vespucci ) and CMA CGM Energy (ex- Cristoforo Colombo , both built 1989), for around$49m en bloc.

Mano grabs Festival's 'The Azur'The former Festival Cruises ship The Azur(built 1971) has ended up in the fleet ofIsraeli cruise operator Mano Maritime.Cruise-industry insiders say the 14,700-gtvessel was sold by US-based RavenscroftShipping to Israeli investors for anundisclosed sum and it is to be operatedby Mano as the Royal Iris .Mano deputy managing director Miri Mosesconfirms her company is acting asmanager of the vessel but would notreveal any further details.

The vessel is said to be undergoing a complete refurbishment at Haifa and there are rumours thatMano may use it to launch a new cruise service out of the Ukraine.

Mano currently operates two vessels, the 12,800-gt The Iris (built 1982) and 12,600-gt The Jasmine(built 1981), on cruises from Israel to ports in the Mediterranean and the Black Sea. Both wereextensively converted from Russian ferries several years ago.

Ravenscroft purchased The Azur for $10.6m at auction earlier this year, along with two other smallerFestival ships. Of these, only the 15,700-gt Bolero (built 1968) is still unemployed.

AIRCRAFT / AIRPORT NEWSIndia's Kingfisher to buy 12 A320 jetsKingfisher Airlines, an Indian budget airline backed by the country's largest beer company, said it hadsigned a deal with Airbus to acquire 12 A320 jets for US$750 million.Kingfisher has also signed a deal with GE Capital Aviation Services (GECAS) to lease four more A320s,for an investment of 1 billion rupees (S$37.1 million), which will enable it to begin services in January,the statement said.

Airbus had announced the sale last week, but Kingfisher had only committed to four planes, withoptions to buy eight more.Shares in EADS, which owns 80 per cent of Airbus, added a few euro centsshortly after the announcement and were trading 2.5 per cent higher at 22.89 euros on Wednesday.Kingfisher Airlines is the brainchild of Indian businessman Vijay Mallya, whose UB Group owns theKingfisher beer label.

'My model is not to sell the airline cheap, but some players are promising a blood bath and we areready for it,' Mr Mallya told reporters at a news conference to announce his plans.The cost of flying would be lower than economy class travel on full-service airlines, and marginallymore than the 'bus services' from low-cost competition, he added.The Kingfisher aircraft will seat 180 passengers all in one class, and will be known as 'funliners', MrMallya said.Known to some of his associates as the 'Richard Branson of India', Mr Mallya also said an initial publicoffering for his airline was on the cards. 'But when and what price, time will tell.'Indian airlines are not allowed to serve alcoholic beverages on domestic routes, but Mr Mallya said hewill continue lobbying the government to allow him to sell beer on board.'Why shouldn't I serve beer?' he asked.
