Poland orders asbestos ship to leave Poland has ordered the Dutch asbestos lined vessel “Rotterdam”, which came for repairs in Gdansk shipyard, to leave its territorial waters. The maritime economy minister Rafal Wiechecki turned down an appeal presented by the ship owner, saying it did not inform the Polish side that there was asbestos in the ship’s construction. “Rotterdam” may return to Poland when the dangerous substance is removed. The ship has been moored on the Gdansk port roads for the past three months. Poland hopes the ship owner will tug the vessel away. If not, Polish maritime services will do this and charge the owner. Minister Wiechecki added that prosecutors should look into illegal employment of Polish workers on board the Dutch ship.

Cougar Ace salvage efforts continue Salvage crews continue to survey the car carrier Cougar Ace and while a final salvage plan may be days away, a unique solution may have been found to correct the vessel’s 80-degree-plus list. The larger tug Sea Victory took over

control from the smaller Emma Foss.Surveyors returned to the Cougar Ace with a naval architect replacing his colleague who died in an accident on Sunday. A decision on where and how to tow the ship depends on factors including weather, the determined condition of the ship, success of at-sea salvage operations and the port selected, said incident commander USCG Capt Mark DeVries.

Meanwhile, pumps were loaded onto the distressed vessel on Tuesday and are being used to pump water from deck 9 (at the waterline) to the No. 5 starboard ballast tank in hopes of improving its ballast condition and to further stabilise the ship. At the latest report, the ship and salvage vessels were about 100 n-miles south of Herbert Island and despite warnings of worsening weather, salvors and the Coast Guard say the weather should not interfere with operations.

Cruise Ships Prepare for Hurricane Five Miami-based cruise ships have changed their itineraries to avoid Tropical Storm Chris. Forecasters have issued a hurricane watch for the southeastern Bahamas and the Turks and Caicos islands as Tropical Storm Chris threatens to intensify. Royal Caribbean's 3,114-passenger Navigator of the Seas, which plans to return to Miami by August 5, skipped a visit to St. Maarten and will arrive in Nassau on August 4, a day earlier than planned. Royal Caribbean's 3,634-passenger Freedom of the Seas, which also plans a return to Miami on August 5, will be at sea on August 4 rather than call at Labadee, Haiti. Carnival Cruise Lines' 2,974-passenger Valor, returning to Miami on August 6, swapped stops in St. Thomas and St. Maarten for calls at Grand Turk and Freeport. Carnival's 2,758-passenger Triumph, returning to Miami on August 5, will add a stop in Grand Turk to make up for a canceled visit to St. Maarten. The 2,052-passenger Carnival Elation, returning to Miami on August 6, will now visit Grand Cayman and Freeport instead of St. Thomas and San Juan.

CASUALTY REPORTING Container ship, trawler collide off S Africa

A Greek container ship collided with a South African trawler north-west of Cape Town, Greece's Merchant Marine Ministry said. The container ship, the Greek-flagged Anangel Splendour owned by Anangel Shipping Enterprises SA, and a second trawler were able to rescue the 24-member crew of the South African-flagged Tamara Harvest after it sank, the ministry said in an e- mailed statement yesterday. Nobody was hurt. The Anangel Splendour suffered minor damage and sailed to the port of Santana Bay, the ministry said.

The men were picked up by a passing Russian trawler after their vessel, the 64,600-cbf Kapella (built 1989) was apparently struck by the 8,000-dwt Italy-flagged BBC Texas (built 1992) at the entrance to Soya Strait which separates the islands of Sakhalin and Hokkaido in the Sea of Japan on Thursday night local time. One Russian news source says the Italian ship rammed the bow of the Kapella and crew off the Russian reefer were forced to abandon ship on inflatable rafts before being picked up and brought to the Hokkaido port of Wakkanai. Although the reefer is still afloat it is reported to be listing at an angle of 80 degrees to its port side. The Kapella was on it way to the Sea of Okhotsk from Vladivostok to pick up a cargo of fish, while the BBC Texas was en route to the port of Oita, Kyushu. The Japanese coast guard is maintaining a watch over the Kapella which could pose a risk to shipping traffic in the area as it is said to be drifting northward in Russia’s exclusive economic zone. An investigation is already underway with the Japanese coast guard. The Kapella is classed by the Russian Maritime Register of Shipping and owned by a company based in Vladivostok, while the BBC Texas has a Naples-based owner and is classed by the Germanischer Lloyd with P&I cover from Gard of Norway.

Divers find Hitler's aircraft carrier The location of the wreck of the Graf Zeppelin had been a mystery for more than half a century

POLISH divers have discovered the rusting wreckage of Nazi Germany’s only aircraft

carrier, the Graf Zeppelin, solving one of the most enduring maritime riddles of the Second World War. For more than half a century the location of the huge vessel was kept secret by the Soviet authorities. Even the opening of the Moscow archives in the 1990s failed to produce a precise bearing. The once-proud ship was simply one of dozens of wrecks that littered the bed of the Baltic Sea near the Bay of Gdansk. “We were carrying out soundings for possible oil exploration,” Krzysztof Grabowski, of the Petrobaltic exploration group, said. “Then we stumbled across a vessel that was over 260 metres (850ft) long at a depth of 250 metres.” Divers confirmed this week that it was the German ship, though who owns her and what — if anything — will happen to her remains unclear.

When the Graf Zeppelin was launched in 1938, Adolf Hitler raised his right arm in salute to a warship that was supposed to help Germany to become master of the northern seas. But, when fleeing German troops scuttled her in April 1945, she had never seen service — a casualty of infighting within the Nazi elite and the changing tide of war. The Graf Zeppelin was scuttled in shallow water near Szczecin and it proved easy for the Red Army to recover her after marching into the Polish port. According to an agreement with the Allies, German and Japanese warships should have been sunk in deep water or destroyed. The Russians repaired the ship, then used her to carry looted factory equipment back to the Soviet Union. In August 1947 Allied spies observed her being towed back to the Polish Baltic coast and then used for target practice at Leba by Soviet dive bombers. It appeared that the Russians were preparing for possible action against US aircraft carriers. The Graf Zeppelin sank a second time, and remained undetected until now. Lukasz Orlicki, a Polish maritime historian, said: “It is difficult to say why the Russians have always been so stubbornly reluctant to talk about the location of the wreck. Perhaps it was the usual obsession with secrecy, or perhaps there was some kind of suspect cargo.” At 262 metres, the Graf Zeppelin was comparable to the biggest of the US carriers that played such a significant role in the Pacific. She had a range of 8,000 nautical miles, meaning that she could easily have reached the North Sea.

Admiral expresses frustration over sub repairs The retiring commander of Canada's East Coast fleet has expressed frustration about the time it will take to return the fire-damaged submarine HMCS Chicoutimi to service. At a change-of-command ceremony in Halifax, Rear Admiral Dan McNeil said there's been a great deal of second-guessing about the submarine program by bureaucrats since a fire aboard the submarine killed Lieut. Chris Saunders in October 2004. McNeil says without four operational submarines the navy will not be able to effectively patrol Canada's three oceans.

In April, it was announced Chicoutimi will not be repaired until 2010 - raising the possibility the warship will never see active service. The newly appointed commander of Joint Task Force Atlantic, Rear Admiral Dean McFadden, said he would like to see repairs carried out more quickly. Senator Colin Kenney, chairman of the standing committee on national defence, says he's worried about the future of not only Chicoutimi, but of the entire submarine program. He says the costly deployment of soldiers to Afghanistan may force the Conservative government to cut funds for other military programs.

Russia trials new submarine Admiralty Shipyards, a St. Petersburg-based company, has started the second round of sea trials of a new diesel-electric submarine. The ‘St. Petersburg’, a Project 677 or Lada-class diesel submarine, was designed by the Rubin design bureau and conducted factory sea trials in December 2005. The submarine, whose export version is known as the Amur 1650, features a new anti-sonar coating for the hull, an extended cruising range and advanced anti-ship and anti-submarine weaponry. A second Lada-class submarine, the ‘Kronshtadt’, which is also the first in production series, is being built at the shipyard and another submarine, the ‘Petrozavodsk’, will be laid down in the near future, the company said. Admiralty Shipyards is a state-owned company that specializes in the design, production and modernization of civil and naval surface ships and submarines. Since 1910, the company has constructed 300 submarines (including 41 nuclear submarines) and 68 deep-diving and underwater vehicles. It controls 15% of the global submarine sales market. It has built Kilo-class submarines for India, China and Iran.

USS Asheville Departs for Western Pacific Sailors aboard nuclear-powered attack submarine USS Asheville (SSN 758) said farewell to friends and family members just before departing San Diego for a Western Pacific deployment, Aug. 1. Commanding Officer Cmdr. Scott Swehla said this deployment is the culmination of 18 months of hard work and preparation. He said he is confident that the boat and crew will execute their missions successfully. “USS Asheville,” said Swehla, “with her incredible array of modern sensors and weapons, provides the fleet commander the capability to conduct critical operations spanning the spectrum of peacetime to hostilities. These missions include intelligence, surveillance and reconnaissance, anti-submarine and surface warfare, engaging our allies, and showing the flag throughout the Western Pacific and Indian Ocean.” While this deployment is nothing new for seasoned submariners like Swehla, this deployment will be a first for others. That also means the chance to earn the submariner’s warfare pin – the coveted “dolphins” that the submarine force has worn since the mid-1920s. Machinist’s Mate Fireman Stefan Vandordrecht, who has been in the Navy just more than a year, is one of those Sailors. He expects the normal challenges of deployment, but is excited to travel. Many expressed their intention to becoming better, more knowledgeable submariners. After doing two previous deployments, Machinist’s Mate 2nd Class Philip Beggs feels this third one will allow him to focus more on his career. Beggs says his goal is to “learn as much as possible to make advancement.” Family members expressed pride in their Sailors, though they are sad to see the Asheville crew depart. Navy spouse Christy Flickinger said that she is lucky having a lot of family in the area, but it is always tough being separated from her husband so long. Luckily, she said, it gets a little easier with experience. “This is our second deployment,” said Flickinger. “The first time you don’t know what to expect. This time I’m going to send picture disks and videos.” Asheville is the 47th Los Angeles-class submarine. She is named after the North Carolina city located in the midst of the Smoky Mountains. Asheville’s keel was laid Jan. 14, 1987, and the boat was commissioned Sept. 28, 1991. By Mass Communication Specialist 1st Class Kristina Brockman, Submarine Squadron 11 Public Affairs

Swan Hunter’s Wallsend shipyard on the Tyne river in the UK could yet see the return of shipbuilding work after owner Jaap Kroese said he would be bidding for a contract with a Scandinavian company. If successful, Swan's would be a sub-contractor to a Dutch company called Centraal Staal, and should know if it was going to happen this autumn.

Just two weeks since the RFA ‘Lyme Bay’ vessel was towed away from Swan's yard in an unfinished state after rows over costs with the MoD, Kroese is showing interest in a new shipbuilding contract. He also said that managers from his yard had been hired by Swiss firm Allseas to work on a £200m contract on its Audacia pipe-laying vessel in Rotterdam - a contract which Swan's had itself tried to win with the hope that it would create 1,500 jobs in the North-East. There is one to one-and-a-half years' work on the Audacia, and after that another four years' work in the yard. While considering the possibility of shipbuilding work, Kroese said he would not inquire about breaking a ship for the Ministry of Defence. The yard owner has already said he will not offer any payment for HMS Intrepid, which has lain decommissioned in Portsmouth Harbour for five years. The UK’s Disposal Services Agency is aware that Swan's is currently the only yard in the UK with the licences required to carry out shipbreaking work, but believes others will soon gain the necessary permissions to compete with Swan’s.

Zuhai Shipyard Completes Construction on Tugs Zuhai Shipyard recently finished construction of two tugs. The two latest vessels are 30 x 9-m with a 4.1-molded depth

shipbuilder. Korea’s Maeil Business Newspaper had quoted a high ranking official in Posco as saying that the company intendedn to participate in a takeover bidding process if it was initiated. Observers say it is logical for the steelmaker to acquire the shipyard, which is emerging as a major builder of LNG vessels. Posco has a dedicated LNG terminal in Gwangyang and supplies steel to all the major shipyards. Daewoo, which has successfully emerged from a debt restructure programme, is at present controlled by Korea Development Bank, which owns 31% of the equity, and Korea Asset Management Corp (19%). Both parties are partially owned by the government and have yet to indicate that they want to sell shares.

Samsung scoops Hanjin box order South Korean shipbuilder Samsung Heavy Industries is understood to have walked off with a $675m order for five 10,000-teu containerships for Hanjin Shipping, the largest boxships ever to be ordered by the company. Informed sources put the price of the vessels at around $133m to $135m each and say deliveries were for 2009 and into 2010. The yard had been up against Hyundai Heavy Industries for the business but is said to have come in with a lower price for the work. Those following the developments say the deal once again highlights the huge rift between the brothers controlling the Hanjin Group empire. Hanjin Heavy is said not to have quoted on the business. Officials tell TradeWinds the yard is not capable of building this size of vessel. Butbrokers say that theoretically the shipbuilder could construct the ships. They explain that an ongoing feud between the brothers that control the different arms of the Hanjin Group means that Hanjin Shipping would be unlikely to ever place an order with the yard and so in turn Hanjin Heavy would not be interested in needlessly quoting on the work. Hanjin Heavy is headed up by Nam-ho Cho, the second son of the chaebol's founding father, Choong-hoon Cho, who died in 2002 at the age of 82. Shortly after his death, Hanjin Group announced that it would be spinning off its shipbuilding arm into a separate company. First son Yang-ho Cho heads Korean Air and now chairs Hanjin Group. Hanjin Shipping is led by the youngest son, Soo-ho Cho. The quintet of vessels for Hanjin Shipping are said to be the largest containerships ever ordered by the company. Hanjin is reported to be planning to deploy the post-panamax vessels in the transpacific trades. The ships are said to be of a high-specification design with a speed of more than 25 knots. The order comes on top of eight 4,300-teu containerships that the South Korean owner contracted with Samsung in two four-ship orders over the past few months. These vessels are said to be priced at $256.4m each and are due for delivery in 2008 and 2009. Hanjin Shipping is also expanding its containership fleet with a series of eight high-speed, 6,500-teu boxships at Hyundai. The first of these have already been delivered and all the remaining ships are due to be handed over by 2008

Disabled bulker arrested in Florida The Panamanian-flagged bulker Antares, which had to be towed into Port Everglades on 31 July after a propulsion failure, has now been arrested on charges that the crew has not been paid. Ellen Kennedy, speaking for the port of Fort Lauderdale, told Fairplay the ship is still alongside and is uncertain whether its cargo of cement from Spain has been offloaded. Coast Guard Petty Officer Dana Warr says the 7,020dwt ship experienced “propeller pitch problems” when entering the port on Tuesday and had to get a “dead ship tow.” USCG patrols have been keeping an eye on the ship since its arrest yesterday by US Marshals, Warr says, and it will be under USCG “controlled” status until the arrest is resolved. The arrest, ordered by a US District Judge, came after a Miami attorney filed a lawsuit on behalf of 10 of the 13 seafarers aboard the ship. It is claimed that nine Ukrainians and one Romanian were owed over $30,000 in unpaid wages. Fairplay today contacted Intersea Management, the vessel’s owner and operator, at its offices in Switzerland where sources said they were unaware of the ship’s problems in Miami. The Antares, built in 1977, has a history of Coast Guard detentions for both administrative and safety violations dating back years.

MOL LOWERS FY2006 FORECAST MAJOR Japanese shipping group Mitsui OSK Lines has reduced its earnings forecast for the current financial year from yen160bn (US$1.4bn) to yen155bn due lower earnings from container shipping which MOL expects to be only partially offset by a better than expected performance by its car carrier, tanker and bulk carrier fleets.

DV HOWELLS WINS MOD CONTRACT UK-based oil spill responder DV Howells, since March this year a wholly-owned subsidiary of Braemar Seascope Group, has won a contract to provide an Emergency Pollution Response Service to incidents involving the country’s military units and establishments and US forces in the UK. According to Braemar Seascope it will provide a continuous, all year round service ready to respond to any oil and chemical incidents anywhere in the UK and UK Coastal waters and worldwide in international waters where warships, Royal Fleet Auxiliary (RFA) and other Ministry of Defence-operated vessels are involved. The contract is for an initial three year period and is extendable to five years at the option of the MoD. The value of the contract is determined principally by the number and extent of the various incidents and therefore cannot be quantified accurately. Commenting on the new contract, Braemar Seascope's Chief Executive, Alan Marsh, said, "We are delighted that DV Howells has won this prestigious contract so soon after joining the Braemar Seascope group. It is an early demonstration of the company's potential and we expect to see DV Howells continue to win new business in future now that it is part of the group."
