EVENTS, INCIDENTS & OPERATIONS U.S. Sub Collides With Cargo Ship in Gulf

A nuclear-powered U.S. Navy submarine collided with a Turkish cargo ship in the Persian Gulf early Monday, the U.S. Navy reported. Nobody was injured and both ships appeared to suffer only superficial damage, said the spokesman for the U.S. Navy 5th Fleet, Cmdr. Jeffrey Breslau.

It was the U.S. Navy's second collision with a civilian vessel in the Gulf in 14 months. The USS Philadelphia was traveling on the surface of the Gulf when it hit the Turkish-flagged M/V Yaso Aysen at around 2 a.m. local time, said a statement from the 5th Fleet Headquarters in Bahrain. The collision happened about 30 miles northeast of Bahrain, said Breslau. The Philadelphia was conducting surface operations on its way to Bahrain for a

scheduled port visit, the Navy said. Afterward, the submarine continued to Bahrain where inspectors will check it for damage. The submarine's nuclear-powered propulsion plant was not damaged in the crash, the Navy said. Breslau said the Turkish ship, a bulk carrier, suffered minor damage to its hull just above the water line. The ship weighed anchor at the site of the crash and a U.S. Coast Guard vessel was sent to offer help, Breslau said. An initial inspection found the cargo vessel to be seaworthy. The cause of the collision was under investigation, Breslau said. The Philadelphia, launched in Groton, Conn., in 1974, has a crew of 125, Breslau added. The submarine is part of a fleet of U.S. and allied navy vessels conducting what are called "maritime security operations" in the Gulf against the smuggling of weapons and drugs and movement of terrorists. In July 2004, the aircraft carrier USS John F. Kennedy collided with a dhow in the Gulf, leaving no survivors on the traditional Arab sailing boat. The Navy relieved the Kennedy's commander, Capt. Stephen B. Squires, after the incident. The Kennedy itself was unscathed, but two jet fighters on the deck were damaged when one slid into the other as the carrier made a hard turn to avoid the dhow.

Foreign ships allowed to move between US ports

US President George W Bush waived the Jones Act temporarily to allow foreign-owned tankers to transport gasoline between US ports after Hurricane Katrina disrupted pipeline supplies.

Katrina's disruptions: Ships lining the Mississippi River in Louisiana The act requires that only US-owned, flagged, built and crewed vessels move cargo between US ports. The statutes, called cabotage laws, were introduced in 1920 to help protect jobs. Katrina shut down pipelines, so gas needs to move by ship. 'There are currently not enough American ships to move the oil and gasoline to where it's needed,' Mr Bush said. The Department of Homeland Security was instructed to suspend the act 'so foreign ships can also help distribute oil and gasoline to where it's needed', he said. Katrina caused Colonial Pipeline Co to shut two pipelines on Aug 29. The 8,882 km network stretches from Houston to New York harbour, making it a primary conduit for gasoline supply to the north-east. The pipeline

restarted late on Aug 31. Waiving the Jones Act 'is a historical move', said Klaus Kjaerulff, the chief executive of Copenhagen-based D/S Torm A/S, which operates 75 non-US-flagged oil-product tankers. 'We are waiting to see the details of the waiver.' Shipping rates for transporting gasoline on the benchmark route from Europe to the US East Coast have surged 64 per cent in the past week due to increased demand. Rates for tankers moving oil products from the Caribbean Sea have risen 25 per cent, according to data from the Baltic Exchange in London. 'There will be a lot of demand for foreign tonnage,' said David Bull, a consultant at Chertsey, England-based Ocean Shipping Consultants Ltd. 'Many foreign-flagged vessels will be relocated to meet demand, pushing freight rates further up.' BP Plc, Europe's largest oil company, and Morgan Stanley, based in New York, are among companies planning to ship European gasoline to the US after Katrina disrupted production.

Clean-up follows leak from vessel Pollution experts in Shetland estimate that they have recovered almost half of the fuel oil spilt following the grounding of a coastguard tug. The Anglian Sovereign ran aground on Saturday evening and nearly 200 tonnes of fuel leaked into the water at Oxna. The skipper of the tug was breathalysed and arrested following the incident. Fish farmers on the west side of the islands have been assessing the spill and plan to carry out water samples on their sites. The Anglian Sovereign ran aground in strong winds at 2145 BST on Saturday. The collision ripped open a number of fuel tanks and tore part of her hull. The 13-man crew sent a mayday and a coastguard rescue helicopter from Sumburgh airlifted them to safety.

However, the captain later managed to refloat the vessel and get it into Scalloway Harbour. Fish farmers in the area have stopped feeding their stock and suspended harvesting until water samples have been taken. The diesel is being mopped up with the aid of a piece of rope and debris is being scooped up along the shoreline. Jim Dickson, the ports and harbour manager, said: "Our figures indicate we have recovered more than half of the oil. "Of the 180 (tonnes of fuel) we lost, we have recovered 96. Today we're continuing to use two rope mop skimmers and a vacuum truck. "By far, the vast majority we have in the tankage now." Three inquiries have been launched into the circumstances which led to the grounding of the emergency towing vessel, which had been contracted by Lowestoft firm Klyne Tugs. The Maritime and Coastguard Agency has begun efforts to find a replacement tug to provide cover around the Northern Isles.

De Hoekse portefeuillehouder buitenruimte Leen van der Houwen (CDA), heeft bij de Rotterdamse wethouder Stefan Hulman een aanvraag voor de terugtocht van de vuurtoren ingediend. Binnenkort start een handtekeningenactie in Hoek van Holland, om het verzoek meer gewicht te geven. ,,Ik hoop op 9400 handtekeningen (de hele deelgemeente, red.), maar 500 is ook al mooi,’’ zegt militair historicus Dennis de Hoogh, die achter de actie zit. Eerder kreeg hij het al voor elkaar dat het Hooghe Licht op de oude plek terugkwam. Die staat nu alweer ruim een jaar tegenover het Vispaleis aan de Emmaboulevard. Daar ging een strijd van dertig jaar aan vooraf. Het Lage Licht stamt uit de laat negentiende eeuw en raakte in 1967 buiten gebruik vanwege de aanleg van de Maasvlakte. In 1977 werd de vuurtoren in twee delen naar de Leuvehaven in Rotterdam gebracht.

De lichtopstand werd in 1990 een prominent onderdeel van de collectie van het Maritiem Buitenmuseum en kreeg het de originele roodbruine kleur terug. De kleine vuurtoren kan niet precies op de oorspronkelijke plek terugkeren, omdat hier nu een speelplaats op het terrein van de Stenaline is gevestigd. Nu wordt gedacht aan een plek langs de Emmaboulevard, zo’n 50 meter verwijderd van de Nieuwe Waterweg. ,,Dat is even links van het Vispaleis,’’ aldus de Hoog.

Cruise ship refloated A cruise ship with nearly 2,000 passengers and crew on board has been refloated, after running aground in New Caledonia. P&O Cruises says the Pacific Sky hit a sandy area near the Isle of Pines. The company says she was re-floated early this morning and is currently anchored at the Isle of Pines for an inspection. The cruise company says the ship and passengers have been safe at all times. The ship was three days into a South Pacific cruise.

Gulf coast yards continue restoration efforts

In a posting on its website Friday, Bollinger Shipyards said "we are assessing the status of Bollinger Shipyards family of employees and facilities. We are making arrangements to get us up and running as quickly and safely as possible." As of Friday, Bollinger Lockport Repair, Bollinger Larose, Bollinger Morgan City, Bollinger Marine Fabrication, Bollinger Amelia Repair, Bollinger Calcasieu, Bollinger Texas City and Chand were up and running. Current employees, please contact the yard and/or your supervisor for schedule information. Bollinger Lockport New Construction (BLN) was to have limited crews working on Saturday September 3, 2005 and Sunday September 4, 2005 and is be closed today for the Labor Day holiday. It will begin full operations (including night crews) on Tuesday, September 6, 2005. Bollinger St. Rose office is closed until further notice. As of Friday, Bollinger Gulf Repair facility was inaccessible as were the Bollinger Algiers Repair, Bollinger Quick Repair, Bollinger Fourchon and Bollinger Gretna facilities. "We are working on plans to get these facilities back operational which are dependent on electrical power and access to the affected areas so our employees can get to work. For those current employees whose yard is not in operation yet, please contact or come to one of the operational yards for work. We want to put you back to work in one of our Bollinger family of shipyards. Employees in those non-operational yards can pick up their paycheck in Lockport or can call 877-465-1985 to have your payroll check mailed to you. You will need to give your name, social security number and your supervisor's name to have your check mailed to you." VT HALTER MARINE ST Engineering reports that its VT Halter Marine subsidiary secured its facilities and closed operations before the storm hit but suffered some damage by wind and water of to all three shipbuilding facilities in Pascagoula, Halter Moss Point and Moss Point Marine. The full extent of damage to its facilities and equipment is still being assessed. The cost of damage is expected to be covered largely by insurance claims, as well as possible Federal and State government assistance. "When power is restored to the area, VT Halter Marine anticipates a quick return to full operations," said ST Engineering. "We're thankful to have escaped with only damage to our facilities in what is being called the worst natural disaster in the U.S. The entire Gulf Coast area has suffered widespread damage and our hearts go out to the many people who have lost their homes and loved ones. While VT Halter Marine suffered some damages, we're grateful that all our employees are safe. Our people are doing all they can to get their operations up and running as soon as possible, but it could take a few weeks or more to resume full operations," said Tang Pheng Hock, President & CEO, ST Engineering NORTHROP GRUMMAN Northrop Grumman Corporation reports that more than 700 Northrop Grumman Ship Systems sector shipbuilders had responded to the call to clean up and bring the shipyards back to production. Corporate Vice President and Ship Systems President Philip Teel toured the facilities in Pascagoula and Gulfport, Miss., on Friday, supervising recovery operations, and then flew to the New Orleans facility Saturday to assess recovery efforts.

On Sunday, Teel said the company had "transferred the Pascagoula shipyard command center from the U.S. Navy's guided missile destroyer Forrest Sherman (DDG 98) to our headquarters administration building, which is a striking indication of how far the recovery effort has come." A number of major shipyard assets, such as cranes and most fabrication facilities at all the Ship Systems sector facilities, appear to have survived the hurricane, and are being brought back to an operational status. An increased number of workers have reported to the Pascagoula facility to assist with clean up, damage assessment, and recovery operations, while workers at the Gulfport facility continue the effort to restore operations. More than 16,000 gallons of much needed fuel were transferred Friday from the Chevron refinery in Pascagoula to its industrial neighbor, Northrop Grumman Ship Systems, to fuel the increasing fleet of rolling stock (trucks and heavy lifting equipment). As of this weekend, virtually all of the critical rolling stock had been recovered and restored to operational status. The Navy continues to provide extraordinary support to Northrop Grumman by offering facilities, communications, and accommodations aboard its ships at Pascagoula facility to assist in the restoration of shipyard operations. In addition to providing the temporary operations center aboard the Forrest Sherman, the Navy is also assisting with communications at the shipyards and is transporting critically needed fuel-pumping trucks from its Newport News facilities. Initial inspections at the company's Pascagoula shipyard dry-dock facilities indicated no major damage. Divers wre conducting more detailed inspections over the weekend. Crucial production and fabrication facilities at the shipyard were cleared and are ready to receive power. Northriop Grumman says critical materials continue to arrive at the Pascagoula shipyard from the company's Newport News sector, including trucks and heavy lifting equipment, generators, food and water. These materials are playing a pivotal role in accelerating the operational start-up schedule for the Pascagoula shipyard. The company's New Orleans shipyard has made significant progress this weekend and is making final preparations to receive power by repairing several power towers. A convoy of trucks arrived at the shipyard Saturday from Northrop Grumman's Integrated Systems sector facilities in Lake Charles, La. bringing much needed fuel, water and food. The company's Gulfport Center for Composite Excellence is in better condition than originally expected given the force of Hurricane Katrina. Damage assessments and clean-up efforts continue this weekend. In addition, regional search-and-rescue teams are operating from the Gulfport facility

BAE hopes for more destroyers The UK’s Defence Secretary, has revealed that he wants eight Type 45 destroyers to be built by BAE Systems and VT Group - provided the price is right. Only three of the warships, which cost £650m each, are firmly on order so far and there had been fears the class would be capped at six as the MoD seeks cost savings. BAE's The news is a boon to BAE whose Scotstoun shipyard in Glasgow is building the first Type 45, the HMS Daring. Due to enter service in 2009, the fleet of Type 45s and two planned aircraft carriers will form the backbone of Royal Navy air defences for the first half of this century. The destroyers support thousands of jobs across the UK. Shipbuilders BAE and VT currently have a contract to deliver three completed warships and build the platforms and equipment for three others. BAE is urging the government to make progress on its order for the next batch of Type 45s by November or December,

as it will not be able to hold the price in its supply chain for much longer. A bulk order would see the cost of each ship come down; half the £650m cost is due to the destroyers' state-of-the-art radar system, PAAMS, which has been developed by MBDA. The system is so sophisticated it can track an object the size of a cricket ball crossing it at three times the speed of sound. However, BAE is doubtful about securing an order for the next three ships on the timescale it wants. The government has embarked on a defence industrial review, due to report by the end of the year, which will include an assessment of the UK's maritime industry.

LOWER MISSISSIPPI PARTIALLY RE-OPENED THE US Coast Guard says the Lower Mississippi River has been opened to deep draft vessels with a 35-foot draft or less for one way daylight traffic only. It says that only the Port of Gulfport remains closed to all traffic. Pascagoula, is open to vessels with 12-foot draft or less. Mobile is open to barge traffic only. Pensacola and Destin/Panama City are open to vessels with a 31-foot draft or less. Meanwhile the USCG remains deeply committed to rescue operations. More than 2,200 Coast Guard personnel and assets from all over the country have been, responding to the post-hurricane response operations, and more continue to arrive daily. Twenty-nine Coast Guard cutters, 52 aircraft, and numerous aids to navigation teams and incident management teams are in the Gulf area. The Coast Guard has recalled 550 reservists to active duty and has the authorisation to recall up to 800 reservists. Meanwhile Homeland Security Secretary Michael Chertoff signed a waiver of the Jones Act allowing foreign flagged vessels to transport oil cargoes from one US port to another until September 19.

In het eerste halfjaar van 2005 is het goederenvervoer per binnenschip over de Duitse vaarwegen met 3,1% toegenomen. Van 116,9 miljoen ton in de eerste helft van 2004 steeg het vervoerde tonnage met 3,7 miljoen naar 120,6 miljoen ton. Dat blijkt uit voorlopige cijfers van het Statistisches Bundesamt in Wiesbaden. De doorvaart deed het 't best met een plus van 7,8%, gevolgd door het vervoer binnen Duitsland met 6,2% meer en de ladinguitvoer met een toename van 3,0%. Vanuit het buitenland kwam 0,5% meer lading Duitsland binnen. Naar goederensoort springen vooral de landbouwproducten eruit met 41% groei, en ijzer en non-ferro metalen met ruim 12% meer. Verhoudingsgewijs nam ook het vervoer van chemische producten sterk toe met 8%. Minder ging het met het vervoer van bouwstoffen (-6,7%), meststoffen (-5%) en ertsen en metaalafvallen (-3%). Het containervervoer blijft groeien. In het eerste half jaar gingen er 1.036.000 teu's over water, 6,8% meer dan in de eerste helft van 2004. Overigens neemt de groei wel af, want in het eerste halfjaar 2004 was die nog bijna 16%.

NEW MED FEEDER LINE GREEK-based Alshic Holdings has set up an inter-Mediterranean container feeder line, Melissa Med Feeder Network. The line’s first sailing was from Port Said on September 4, to Alexandria and Libyan ports, by the 1984-built, 4759 ro-ro cargo ship Apody. Alshic says: “The initial main loading ports shall be Port Said and/or Damietta. Others will be added in the very near future.”

CMA-CGM/Delmas Deal to Be Closed Official takeover of Delmas by CMA CGM is now 'imminent' after the former company's staff said last week it was in favour of the deal, French newspaper Le Marin reports. The consultation of the Delmas staff regarding the takeover was the ultimate stage before the confirmation of the deal. "Everything can now go very fast as there are no more obstacles to the takeover," said Delmas director Gilles Alix. He would not confirm when an official announcement would be made, but most shipping analysts expect some news this week. As to the sale price, sources close to the deal say it would be in the region of euro470M ($590 mn), close to the $600 mn initially requested by Vincent Bollore, owner of Delmas. The company's unions again received confirmation by CMA CGM that none of the 1th. Delmas employees worldwide - including 370 at the Le Havre head offices - would be made redundant, that the Delmas brand would be retained and that the Le Havre offices would be maintained. "These are sufficient guarantees for us to accept the CMA CGM proposal. People in the company are generally happy to leave the Bollore group to join a company which is developing fast," a spokesman from the Delmas unions said.

Jotun COSCO JV COSCO International Holdings has completed the formation of a new joint venture, Jotun COSCO Marine Coatings (HK) Ltd. (Jotun COSCO). Lin Libing, deputy managing director of the company, said, “We are very glad to join hands with Jotun A/S to develop the marine coatings business in China. Such cooperation not only brings our marine coatings business to a new height, but also implements COSCO International’s development strategy of specialization in various coatings businesses, which paves the way for becoming a leading coatings enterprise in China.”

Jotun COSCO is a 50% equity interest joint venture owned by Norway’s Jotun A/S and COSCO International respectively. In July this year, both parties signed the shareholders’ agreement to establish a new joint venture at a total investment value of $10.4 million. Both parties transferred their equity interest in Guangzhou Jotun Ocean Paint (JOP) into Jotun COSCO, which will wholly own JOP as well as its sales offices located in Shanghai, Dalian, Chengdu and Hong Kong. The new company will engage in the marine coatings business in China (including Hong Kong and Macao) as a whole, including the manufacture and sales of coatings for new buildings.

Silja Starts Ferry Restructure Finnish ferry operator Silja, part of the Sea Containers group, has pulled 2 ferries from service as part of a restructuring of the entire group's ferry operations. The 1977-built, 35th "Finnjet" is to be laid up at Falmouth, UK; Silja's corporate communications head Tuomas Nylund said there are no plans to reactivate the vessel under the Silja house flag. Meanwhile, the 1979-built ro-pax ferry Star Wind, which has been in service with Silja's freight ferry division Seawind Line, has been laid up in Turku. Unlike Seawind's other 2 ships, the vessel does not have tracks for railway wagons and will either be sold or chartered out. Rumours suggest Silja could axe 400 jobs and dispose of the 26th dwt cruise ship Silja Opera, which makes short cruises from Helsinki. Fairplay was unable to obtain comment from Silja this morning. Silja has a letter of intent with Aker Finnyards to build two 200-m ropax ferries for Seawind, although the initial contract has not yet led to a firm agreement to build the ships. Sea Containers said on 8 August when it published its 2Q05 interims that a restructure programme for the entire ferry division would be unveiled before the end of the first week in October.

Indonesia Jet Crash Kills at Least 147 Seconds after takeoff, an Indonesian airliner shook violently, veered to the left and slammed into a bustling neighborhood Monday, bursting into flames and killing at least 147 people — many on the ground. Up to 16 passengers survived the crash, including an 18-month-old shielded by his mother's arms. The Mandala Airlines plane went down 500 yards from the Medan airport in north Sumatra, shoving aside cars and motorcycles before plowing into a row of houses. Witnesses said some people were on fire as they fled the shattered wreckage.

Authorities considered foul play unlikely, but were examining the possibility of human error or technical failure, said airline managing director Asril Tanjung. Thousands of people, some standing on rooftops and buses, watched as firefighters struggled in a light drizzle to put out a fire that sent up thick clouds of black smoke. Several houses and dozens of cars and motorcycles were engulfed in flames. Survivors said the Jakarta-bound Boeing 737-200 started shaking when it reached an altitude of about 100 yards before tilting sharply and smashing to the ground at 9:40 a.m. Some described a loud bang while the plane was still in flight, followed by a ball of fire.

"It happened very fast, no one even had time to panic," Rohadi Kamsah Sitepu, 35, told The Associated Press from his hospital bed. "There was an explosion outside the plane followed by huge flames inside the cabin. Then we crashed. "I struggled to take off my seat belt and then ran through a hole in the fuselage, jumping over charred bodies scattered all over the road," said Sitepu, who had minor bruises to his legs. "It's a miracle I survived. I can't believe it." The plane was carrying 116 passengers and crew, airline officials said. Sixteen survived, including the infant and his mother, said Nining, a Mandala spokeswoman, who like many Indonesians uses only one name. Medan police chief Col. Irawan Dahlan said there were 15 survivors from aboard the plane, but Transportation Minister Hatta Rajasa said there were 10. Rajasa was quoted by the private Detik.com news Web site as saying 47 people on the ground were among the dead. City hospitals were treating at least a dozen residents. One passenger, Rohadi Sitepu, said all the survivors were seated at the back of the plane.

"It was very, very scary. Unimaginable," he told Metro TV station from his hospital bed. "The plane was taking off, but suddenly there was a strong tremor and it jerked to the left and crashed. There was fire everywhere, from the front of the plane to the back." Hundreds of policemen, paramedics and residents evacuated victims, but Syahrial Anas, a doctor overseeing the removal of charred bodies, said flames and the thousands of onlookers at the crash site hampered their efforts. "I saw at least 20 people running around with their clothes on fire," said Awi, a shop owner.

"They were shrieking in agony and shouting 'Help! Help!'" Monday's crash follows five major airline accidents in August, the deadliest month for plane disasters since May 2002. Some 334 people died in accidents in Peru, Venezuela, Greece and Tunisia last month. A plane overshot a runway in Toronto and caught fire; no one died. Dozens of relatives and friends of victims wept at the airport in Jakarta upon hearing the news. "I am waiting for my mother, but Mandala just said that the plane crashed and she was on board," said Aryati, in tears. "Her name has appeared on a list of victims on TV." Medan, the country's third-largest city, has been a major staging point for tsunami relief operations in Aceh province, on the northern tip of Sumatra island. The international airport is near the center of town and surrounded by densely populated areas. Residents have for years argued that it should be moved, and Transportation Minister Rajasa told reporters at the crash site he hoped that would happen soon. Contract bidding for construction of a new airport will open this year, he said. Mandala Airlines is a Jakarta-based domestic carrier founded in 1969 by a military-run foundation. Its 15-plane fleet consists mainly of 1970s-vintage Boeing 737-200 jets. In recent years, the financially troubled airline has been forced to cut services and fares to remain competitive.

President Susilo Bambang Yudhoyono ordered an investigation into the crash, his spokesman said. Among those killed was the governor of North Sumatra province, en route to the capital for a meeting with the president. The plane was nearly 25 years old and received its last comprehensive service in June, the airline said. It had flown more than 50,000 hours and was slated for retirement in 2016. Indonesia's last jetliner crash was in February 2005. Twenty-six people were killed when a plane operated by low-cost Lion Air skidded off the runway on Java Island. The country's worst crash was in September 1997; a Garuda Airbus smashed into mountains near Medan, killing all 232 people on board.
