Two U.S. sailors died after waves swept them from the deck of a nuclear submarine off the coast of southwestern England on Friday, British coast guards said.

The USS Minneapolis-St. Paul was leaving Plymouth harbor in rough weather around midday, said Sean Brooks, a coast guard spokesman. Four sailors were tied to the vessel with ropes “a routine precaution ” but two fell into the surging water. British rescue boats picked up all four, Brooks said. The nuclear-powered attack submarine, which is based in Norfolk, Virginia, has a crew of 110 and can reach speeds exceeding 30 mph. Its weapons include torpedoes and Tomahawk cruise missiles. Sixth Fleet is the operational arm of U.S. Naval Forces Europe and is primarily responsible for the Mediterranean and western and central Africa.

OWWA 6 Officer-in-Charge Noel Chavez said based on the information sent to them by their Welfare Officer based in the Philippine Embassy in Tokyo, Japan, the seafarers were identified as Chevie Garzon of Kabankalan City, Negros Occidental and Allan P. Nave of Las Pinas. Chavez said Nave was declared dead due to a fractured head and broken leg and his remains is expected to arrive in Yokohama on December 30. "The repatriation of Nava's remains to the Philippines is still being coordinated by the Consular section of the Philippine Embassy in Japan," said Chavez. On the other hand, as of December 29, Garzon is still missing and according to the report the Japanese Coast Guard is helping in the search and rescue operation for him. The German vessel, MV Cap Egmont was heading towards Yokohama, Japan from Manzanillo, Mexico when the accident took place.

Ferry Disaster A ship carrying around 850 passengers sank in a storm off the coast of Central Java, a Navy commander told Indonesian radio Saturday (30 Dec), saying he feared many people died. Navy Commander Col. Yan Simamora said the "Senopati" went down at around midnight Friday (29 Dec) while traveling from Sumarang on Central Java to the port of Kumai on Central Kalimantan province. He told El-shinta radio that rescue workers have found nine survivors but that he feared the others may be dead. "So far, the rescue team, using helicopters and ships has been searching for other passengers, but limited visibility and bad weather is hampering the rescue," he said. "Because of the high waves and wind, I'm afraid many have died

Bulker meets rig at Veracruz Damages are estimated in the millions after the convergence of an Emirates-controlled handysize bulker and a Todco

rig. Mexican media report that the rig’s helicopter landing platform wound up on the deck of the Panama-flag cargo vessel Blue Star (see picture) after the latter suffered a loss of power in the anchorage area of the port of Veracruz. Reference sources list the 26,000-dwt Blue Star (ex-Refioglu, built 1985) under Panamanian flag. In an announcement to investors, Todco chief financial officer Dale Wilhelm has said that the damage to its rig THE-205 is not expected to exceed the insured value of the rig, which is $33m. A deductible of $4m is partially

self-insured. Todco says legal proceedings are underway against the vessel's owner. Online ship quality database Equasis lists the Blue Star as owned by Dubai-based Tradeline classed by Japan’s Class NK with protection-and-indemnity (P&I) cover from the American Club.

Govt support for Phils shipbuilding Shipbuilders in the Philippines have received government backing, with a new directive signed by the President to encourage employment in shipyards and protecting employers’ rights. Executive Order 588, signed by President Gloria Macapagal-Arroyo, seeks to strengthen the shipbuilding and repair sector by providing incentives for skills training under the country’s new investment programme. The presidential order was apparently sparked by Hanjin HI and Construction’s recent investment in a $1Bn yard in Subic Bay Freeport. The project is predicted to attract about 15,000 job opportunities. EO 588 also recognises shipyards’ rights to guard `trade secrets’ and urges them to adopt measures to protect building formulas, strategies and other controversial programmes and information. “There is a need to attract and maintain much-needed investments for the development of the shipbuilding and ship repair sectors in view of its significance to the country’s economic output … and its potential to open vast opportunities for employment and skills training for Filipinos,” the order said.

Seven-day itineraries aboard the 53,000-ton Costa Classica include two nights in Dubai and one-day stopovers in the ports of Muscat, Fujairah (United Arab Emirates), Abu Dhabi (United Arab Emirates) and Bahrain. The Costa Classica will depart from Dubai every Saturday. In all, the ship will make a total of 17 calls between December 22, 2006 and April 15, 2007. These sailings, marketed to Europeans and North Americans, will amount to 44,000 passengers. "We're delighted to begin this new cruise program out of Dubai -- a global first which establishes our place as a truly international operator on the world stage," said Pier Luigi Foschi, Chairman & CEO of Costa Crociere. "These new itineraries are already proving to be very popular with our guests -- and to this end we intend to significantly increase the number of cruises here next winter." Costa plans to deploy two cruise ships in Dubai for the 2007/2008 winter season -- the 53,000-ton Costa Romantica and the 55,000-ton Costa Europa. These sailings will comprise a total of 25 calls (15 on the Costa Romantica and 10 on the Costa Europa) and 70,000 projected passengers (40,000 on the Costa Romantica and 30,000 on the Costa Europa). The two ships will be deployed on the same itinerary currently offered by the Costa Classica in the region. The Costa Romantica will set sail on Saturdays from December 21, 2007 to March 30, 2008 and the Costa Europa will depart every Sunday from December 22, 2007 through February 25, 2008. All Costa cruises departing from Dubai will include guided excursions in every port of call, giving guests the chance to visit some of the best local tourist attractions -- places of natural beauty or historical and cultural interest. The program features desert adventures, trips to some of the most exclusive beaches in the Gulf region, visits to the finest mosques, historical buildings and museums, tours of the cities and their typical markets, and dolphin-watching cruises.

OOCL signs $480m deal Hong Kong shipowner Orient Overseas has inked a $480m sale and leaseback deal to raise funds to pay for four post-panamax boxships on order at Samsung. Orient Overseas will sell eight existing vessels into a new joint venture backed by one of its own subsidiaries, Strong Team, and German shipfinancier HSH Nordbank. The Hong Kong owner expects to take delivery of the ships in 2009 and 2010. Funds generated from the leaseback will cover 80% of the cost of the ships, said the company. OOCL will continue to hold a minority stake in the eight ships however. The Hong Kong owner will invest $81m in the new joint venture, equivalent to a 20% share, while HSH will invest $312m, or 80%. Profits will be distributed on a proportional basis. The ships will be owned through eight Luxembourg subsidiaries. Meanwhile HSH and Dutch bank ING Group will lend the joint venture $72m, while Orient Overseas will also loan the company another $15m. Orient Overseas said the structure would enable the group to carry out the deal in a tax efficient manner. The shipowner will also hold a purchase option on HSH's interests in the joint venture, which will be exercisable after 2 January 2010.
