He was one of four men doing maintenance work on the Seabulk Penquin I – ( Former REDPENGUIN ) a West African tugboat - at the time of the incident.

Yesterday their employer, Wesco Salvage, said the men were spray-painting a tank in the forepeak ofthe vessel when the blast occurred. The company dismissed Police reports that a gas bottle or weldingequipment had caused the explosion.

Anton Pretorius told The Namibian that an airless spray was used in paintwork and that while the exactcause of the blast was unknown at this stage, it was suspected that it could have been triggered bythe fumes or solvents from the paint. He said there were no other flammable substances in the vicinity at the time. Two of the men working in the tank managed to climb out of the vessel after the incident, while thepair in the storeroom had to be rescued by emergency workers.

Frans Kambonde died on the spot.

Joseph Shindombe who is being hospitalised in the Roman Catholic Hospital in Windhoek sufferedserious burns but is reported to be in a stable condition. His co-worker Sylvanus Ashipala is recovering in the Welwitschia Hospital at Walvis Bay. Pretorius saidthat vessel would still be subject to repair work for another five days.

Creditors voted to allow the yard to continue operations and to let it manage its own affairs. Court-appointed administrator Wolfgang van Betteray tells German newspapers he will be stepping back intoa monitoring role after a bankruptcy judge decreed that Lloyd Werft management could take the helmagain. The green light for continued operations comes soon after insurers agreed to pay repair and salvage ofthe sunken cruiseship Pride of America and Norwegian Cruise Line (NCL) agreed to complete theship at Lloyd Werft.

The yard owes customer Norwegian Cruise Line (NCL) a contractual penalty of EUR 30m ($37m) fordelays in delivering the 81,000-gt Pride of America, which sank during outfitting in January. However,Malaysian-owned NCL has agreed to finance the payment as an interest-free, indefinite loan, accordingto yard boss Werner Luken. Luken is quoted by the Hamburger Abendblatt as saying that the timing ofrepayment will be up to the yard and will be junior to all other creditors’ outstanding debt. Luken could not immediately be reached to confirm this report.

Claims of 850 other creditors are said to mount up to EUR 44m. Insurers, creditors and NCL, a subsidiary of Malaysia’s Star Cruises, were rumoured to have reachedagreement two weeks ago on how to proceed with the completion of the cruiseship Pride of America. The vessel’s sinking led the yard to declare bankruptcy after NCL quit paying installments. In its recent announcement confirming the deal NCL said: "NCL will fund the completion works as theyare carried out and the total cost of the ship to NCL once delivered will not be materially different thanif the January incident had not occurred."

The cause of the accident remains undetermined but Luken told the German newspaper that is was“certainly not negligence”.
