Bombers bring runs – and real money – home.

The New York City Economic Development Corporation (EDC) released the results of an economic impact analysis, showing that the New York Yankees’ 2018 home opener in the Bronx generated $11.9 million for the city.

On Tues., April 3, the Yankees took on the Tampa Bay Rays at Yankee Stadium. The game was originally scheduled for April 2 but postponed due to snow.

According to the EDC, the game resulted in $6.66 million in direct economic impact resulting from visitor spending, including ticket sales, concession and merchandise spending and transportation costs.

Approximately 25,584 visitors traveled to New York City with the main purpose of attending the Opening Day game, EDC said.

The home opener also created $5.2 million in indirect economic impact, taking into account the spending of Yankee Stadium employees and companies who benefi t from the spike in visitor expenditure.

“Opening Day at Yankee Stadium is as big of a deal for the city’s economy as it is for the fans, creating a signifi cant stimulus for the organization’s employees and many related

businesses,” said EDC President James Patchett. “With a combined impact of nearly $20 million from the Yankees and Mets home openers, this news is as exciting as a Subway Series.”

Don’t let your taxes make things toxic.

The New York State Department of Taxation and Finance is offering a few tax tips to follow and common errors to avoid this fi ling season.

“Our goal is to make tax fi ling as easy as possible for all New Yorkers,” said New York State Acting Commissioner of Taxation and Finance Nonie Manion. “By following this straightforward advice and being mindful of common mistakes, taxpayers can avoid refund delays and meet their tax obligation in a stress-free way.”

Tips to follow:1. File and pay electronically – E-fi lers

are 20 times less likely to have an error on their returns and can receive their refunds up to twice as fast as paper return fi lers.

2. File for free – Taxpayers with incomes of $64,000 or less are eligible to electronically prepare and fi le both their federal and NYS returns under the Free File program. To prevent any unexpected charges for the state return, taxpayers should only access free options directly from: www.tax.ny.gov.

3. Use direct deposit – Have your refund directly deposited into your bank account and receive your refund up to a week faster. Be sure to double check the routing and account numbers for your account.

4. Use free tax assistance sites – Taxpayers with household incomes of $64,000 or less can e-fi le their state and federal income tax returns for free at any of the Free Tax Assistance Sites statewide.

Check https://tax.ny.gov/fsa/ for updates on locations and times. Also, if your income is $54,000 or less, you’re eligible for free federal and state tax preparation by a trained IRS volunteer. Visit http://bit.ly/1sNLuxU to fi nd a site near you.

5. Always fi le on time – To avoid penalties and interest, fi le on time—even if you can’t pay in full; the penalties are much higher for late fi ling than for late payment.

6. Declare all income – All income for full, part-time, temporary, or supplemental employment—whether received in cash or reported on a Form W-2 or Form 1099—is subject to income tax.

7. Sign and date the paper return – You, and your spouse if you fi le jointly, must sign your return. If you hire a tax preparer to fi le your return, the preparer must sign it as well.

8. Get the credits you deserve – Income tax credits can increase your refund or reduce the taxes you owe. One of the most valuable is the Earned Income Tax Credit. Visit the Tax Department website www.tax.ny.gov/eitc to review eligibility requirements and see if you qualify.

9. Check your refund status online or sign up for email alerts – The fastest ways to get updates on your refund can be found at http://on.ny.gov/1RJygLJ.

New Apprenticeship Program Applications are now open for

a new apprenticeship program aimed at connecting New Yorkers to skills needed to fi ll employer demands.

ApprenticeNYC is the fi rst program from the city’s investment of $5 million to create 450 apprenticeships in the industrial, health, and tech industries over the next three years.

Nine local manufacturing businesses, partnering with the city’s Department of Small Business Services (SBS) and New York City Economic Development Corporation (NYCEDC), will provide participants with limited or no prior experience, with paid, full-time apprenticeships as computer numerical control (CNC) machinists. After the 18-month long program, apprentices will continue their full-time employment as a CNC machinist. A CNC machinist is a high-tech industrial position producing machined parts and, after four years of experience, can make an average salary of $25 per hour.

ApprenticeNYC is now accepting applications through April 14th for its fi rst cohort of 15 participants. The program, which is led by SBS, is part of the “New York Works” plan to create 100,000 jobs with good wages over the coming decade.

“As the economy becomes increasingly tech-focused, so must New Yorkers’ skill sets,” said Gregg Bishop, SBS Commissioner.

“With ApprenticeNYC, we’re ensuring that New Yorkers have the tools they need to fi ll in-demand jobs in the advanced manufacturing industry.”

“As we continue to build an economy for the future, we must continue to connect New Yorkers with forward-looking skills and

opportunities,” said NYCEDC President and CEO James Patchett. “This initiative will equip New Yorkers with modern skills and open the door for a good-paying career in an industry that’s growing.”

Nine leading local manufacturing businesses have signed on; they include:

Participants will also learn soft skills including communication, critical thinking, and problem solving. Employers will then provide participants with another 69 weeks of on-the-job training. Apprenticeship wages will start at $15 per hour with a series of pay increases throughout the training.

Interested New Yorkers should visit nyc.gov/apprenticenyc or call 311 to learn more and register to attend a required information session on April 16th, 2018. This is an entry-level program; prior experience and formal education are not required to participate.

Chanting “the status quo has got to go,” public school parents and education advocates rallied on the steps of City Hall on Tues., Apr. 3rd, calling on new Schools Chancellor Richard Carranza to forge a better vision for the city’s school system.

The rally was organized by advocacy group StudentsFirstNY, which was founded in 2012 by education reform movement leaders including Joel I. Klein and Michelle Rhee. The gathering drew about a hundred attendees, who stood in the rain to send a message to Mayor Bill de Blasio and the Department of Education (DOE), which oversees the city’s 1.1 million public school children.

Expressing dissatisfaction with the policies of Mayor Bill de Blasio and previous Chancellor Carmen Fariña, parents chided the administration for its handling of struggling schools and uneasy relationship with charter institutions, and said a focus on pre-K expansion meant other grades were ignored in the process.

“We are here today to tell Chancellor Carranza parents are not satisfi ed with de Blasio’s school system and we expect more from you,” said DeWayne Murreld, an organizer with StudentsFirstNY. “It’s time to hit the reset button on Mayor Bill de Blasio’s failed education policies.”

Appointed by Mayor Bill de Blasio on March 5 to run the city’s public schools, Carranza had his fi rst offi cial day on the job on Mon., April 2.

“Stand up and be the voice for our children,”

Anyta Brown implored Carranza. A grandmother of seven school-age

children, she called for Carranza to change the current educational policies de Blasio has in place because “they don’t work.”

Brown said she believes that de Blasio should redirect his focus on education.

“There are other grades other than pre-K to worry about,” she declared.

Brown said she envisioned Carranza as a refreshing face to the administration, and called on him to be “an independent voice” willing to challenge the mayor’s ideas.

“[Carranza] just got into this position and we hope that he does the position 100 percent,

that he does a more outstanding job than the last person, Fariña, did,” she said. “Hopefully Carranza, who is familiar with legislation and everything that pertains to that, sees what Mayor de Blasio is lacking, and can do better in that position.”

Bronx resident Mia Felder said she attends a charter school in Brooklyn, despite a lengthy commute, due to a lack of quality schools in her area.

She asked the city to “end the war on charter schools” and provide more space to charters in public buildings.

Taxi drivers gathered on the steps of City Hall on March 28 to mourn four drivers who have committed suicide in the past four months and call for legislative action to help protect drivers from fi nancial ruin.

In a striking scene, driver advocates displayed four miniature coffi ns to represent each of the fallen workers.

Drivers took turns laying fl owers on the replica coffi ns and observed a moment of silence for their dead colleagues.

The rally was instigated by the death of Nicanor Ochisor, a 65-year-old yellow cab driver who hung himself in his Queens garage on March 16.

Danilo Corporán Castillo and Alfredo Pérez, and black car driver Douglas Schifter have also committed suicide in recent months.

“We are sick and tired of burying our brothers,” said Bhairavi Desai, Executive Director of the New York Taxi Workers Alliance.

“These are noble men who served the streets of New York City, some of them for over 30 years of their life. They deserved better,” she said.

Nicanor’s family recently started an online campaign to pay off his medallion debt.

“I’m just trying to continue what he was trying to fi ght for and obviously get some

change before more [tragedies] happen,” said Ochisor’s son, Gabriel.

Advocates said that drivers have been fi nancially devastated by the declining value of medallions and the proliferation of app-based ride hailing services such as Uber and Lyft, which they said have fl ooded New York City streets with about 140,000 vehicles in recent years.

“I know many drivers who have gone into bankruptcy,” said driver Ricky Gill, who reported

that drivers need to work a minimum of 12 or 13 hours just to survive.

“We have loans on the cars, we have loans on the medallions, we have mortgages on our houses. Either people lose their medallions or they lose their homes,” he said.

Drivers demanded that the city set limits on the number of app-hail cars allowed on the streets, and for greater regulation of Uber and Lyft.

They also called for rate regulation across the for-hire industry and asked for a cap on costs imposed on drivers, such as vehicle fi nancing and commission taxes.

“There is a sense of growing despair among drivers in this city,” said Desai. “It is a despair brought on by economic disaster that is a result of political failure.”

Medallion owner Carolyn Protz noted legislation introduced by Councilmember Rubén Díaz Sr. designed to slow the growth of app-based services by imposing tighter regulations and charging a $2,000 annual fee per vehicle.

Councilmember Stephen Levin has also reintroduced a bill, fi rst proposed in 2015 but never passed, that would would limit the number of new for-hire vehicles.

“That’s a bit of light at the end of the tunnel,” Protz said. “But it’s in the hands of the

Council now.”Gill said that drivers feel betrayed after

spending their life savings on medallions, only to see the city cozy up to app-based companies.

Vera Fields spent Easter weekend without heat.

“I haven’t had heat since Friday,” said Fields. She has lived at the Taft Houses in East Harlem for over 50 years – and it’s far from the fi rst time that the heat has failed.

She noted that this past winter was particularly “lousy” due to the faulty boilers in her complex.

Fields is one of more than 400,000 residents of the New York City Housing Authority (NYCHA), the country’s largest public housing system, who stands to be impacted by the executive order signed by Governor Andrew Cuomo declaring a state of emergency this past Mon., Apr. 2nd.

The order aims to expedite badly needed repairs and address health hazards such as lead paint and mold.

The order provides for an independent monitor to conduct oversight of the housing authority, as well as an independent contractor to oversee repairs.

Cuomo had made three visits to NYCHA developments in recent weeks, where he labeled living conditions “deplorable” and “disgusting.”

“You go tour these NYCHA facilities and you tell me it’s safe, clean, decent housing. It’s an embarrassment to the people of this city and the people of this country, and all we had to do was expose it,” Cuomo said during a press conference held at the Johnson Houses.

As he had previously mentioned during a visit to a Bronx NYCHA complex, Cuomo

said he is providing an additional $250 million to the housing authority, which has been worked into the new state budget for 2019.

Including prior commitments which the state had not released to the city, the total allocation is $550 million to assist NYCHA.

The executive order calls for the City Council and the President of the NYCHA Citywide Council of Presidents (CCOP) to unanimously select an independent monitor within 60 days.

Once chosen, the manager must select an independent contractor within 30 days.

Cuomo said the contractor would have design-

build authority and would not be subject to NYCHA procurement regulations. “As soon as that independent contractor is selected, the state will release all $550 million that remains to that independent contractor to do the work on day one. And that money is going to make a difference,” he stated.

N early 2,000 workers from Transit Workers Union Local

100 (TWU Local 100) traveled to Albany on March 27th to meet with members of the state legislature in the Senate and Assembly for the organization’s annual “Lobby Day.”

Attendees sought to focus legislators on issues of importance to TWU members, including the Tier 6 pension; greater

funding for the Metropolitan Transit Authority (MTA); and efforts to blunt the expected impact of the Janus v. AFSCME Supreme Court decision.

TWU Local 100 President Tony Utano met with elected offi cials including State Senators Andrea Stewart-Cousins; Jeff Klein; Martin Malavé Dilan; Brad Hoylman; Diane Savino and Jamaal Bailey, among others.

“We have to be the fi ghters for our children, and for our grandchildren. We have to stick together,” said Utano. “We’re going to stick with our unions. We’re going to be strong.”

A Capital Move

During his remarks, Utano called for a moment of silence for track worker St. Clair Richards Stephens, who was killed on March 24th when he fell to his death on the tracks of an East Harlem subway station.

“I went to meet with his mother and his brother in the Bronx. They were devastated,” said Utano. “I reassured [his mother] that the family would be taken care of, that we will fi nd out what happened to her son, and that we will correct it so that no one else ever suffers his fate.”

Union leadership in Albany also included TWU Local 100 Administrative Vice President

Nelson Rivera; Secretary-Treasurer Earl Phillips; Recording Secretary Latonya Crisp; and Campaign Director Michele Gilliam.

Workers in “Fix Tier 6” tee shirts fi lled the Convention Center where legislators took turns at the podium.

TWU International President John Samuelsen also addressed workers, calling for a renewed commitment to solidarity in light of the potential changes ahead.

“Janus is a threat to equality and working families nationwide,” he said. “Ours is a fi ght we must win.”

“We fi gured we put an investment into a medallion that the city would back us up,” remarked Gill. “They let these companies come in and use an app to do the same thing.”

Some of the drivers at the rally work for Uber.

Inder Varma, an Uber driver since 2013, stood in solidarity with other drivers, and said the company takes advantage of its workers. He said he has a contract stating that he is a part-time driver, although he works 80 hours a week.

“That is Uber. It is exploitation,” he said.Desai noted a study by the Massachusetts

Institute of Technology that indicated that more than half of Uber drivers earn below minimum wage.

“No driver wins this vicious race to the bottom,” Desai said. “The mayor and the Council need to do something now.”

Retired yellow cab driver Barry Napach likened the current state of the taxi industry to a pizza.

“If you have too many drivers, everyone takes a slice, then there’s nothing left for anybody to eat,” he remarked. “You can only cut up the pie so many times.”

Noting that taxi medallions once sold at auctions for a minimum of $850,000, Napach lamented that many immigrants borrowed as much money as they could, or spent their life savings, to acquire a medallion.

“Then they got screwed,” he said. “The city actively promoted it as a good

investment, and then they destroyed the value by letting these app companies grow the way they did.”

Sohan Gill of Taxi Medallion Owner Driver Association explained that

drivers are now having diffi culty getting loans from credit unions and banks due to the collapsing cost of medallions, and said he knows more than 200 drivers who have

declared bankruptcy in New York City.However, he suggested that the city’s

40,000 yellow cab drivers could successfully co-exist with the app-hail competitors.

“We don’t have a problem with Uber. We have a problem with the rules and regulations. If the city tightened the rules and regulations, the problems would stop,” he said. “We need a level playing fi eld.”

The de Blasio administration expressed sympathy for the driver deaths, and said the

city is working to achieve solutions to issues plaguing drivers.

“These are painful stories, and we extend our thoughts and prayers to those who have been affected by these tragic actions,” said City Hall spokesperson Austin Finan in a statement. “We have worked closely with the TLC and the City Council to reduce regulations for drivers and fi nd a balance between the need to protect customers and keep city streets safe, and these efforts will continue as we seek to reduce the stress drivers are experiencing.”

“We’re removing all of the bureaucracy, we’re removing all of the obstacles, and we’re responding the the needs of residents,” said James. “To me, this is personal.”

Danny Barber, head of the CCOP, referred to Cuomo as his “new buddy,” and expressed gratitude for his help.

“Thank you for being a man of your word,” Barber said. “Thank you for assisting the residents of public housing when it really counted and we needed the help.”

“Every public housing resident deserves to live in habitable housing that provides them with respect and dignity,” said City Council Speaker Corey Johnson, who helped conduct an oversight hearing of NYCHA at the Council. He pointed out that the agency had underreported the number of tenants affected by heat and hot water outages this past winter.

América Paniagua, a resident of NYCHA’s Washington Houses since 1959, said she was pleased that repairs would fi nally be made. She said her bathroom ceiling has been collapsing since November due to water leaks.

“The walls, the ceiling, are coming down,” said Paniagua. “I have to keep spraying around with Lysol, because the smell is so bad.”

“This is a good thing, if they go forth with what they’re saying,” she said of the provisions in Cuomo’s executive order.

Another resident of the Taft Houses, Mahfuzur Rahman, said residents there are living in decrepit conditions.

“There are rats, paint is falling, there is bad ventilation and the pavements are not ADA-compliant and are hard to walk on,” he said.

Rahman expressed optimism that new state funding would bring about improvements.

“A new private school is being built, and there

are capital projects in the building under construction,” he said. “I hope they fi nish them

“We the leaders that are down on the ground, we got this done,” said Quiñones. “I appreciate the Governor. I appreciate that he came to our aid. But I think that a lot of the leadership and residents should have got more recognition than they did.”

Gloria Alfi nez, whose son is a third-grader at a Bronx public school, said the city should revamp the Absent Teacher Reserve (ATR) program, a pool of teachers that have lost their daily teaching positions elsewhere, but are reassigned to substitute for absent teachers at a school.

She said she feared the teachers in ATR are low-performing and are disproportionately assigned to schools populated by students of color.

“At the end of the day, why was one assigned to my son’s school, and why didn’t I know about it? What did this teacher do? The communication isn’t there,” she said.

Au Hogan remarked that quality school options for public housing residents are limited, and recalled his efforts to prevent his kids from attending struggling schools

attend the same low-performing schools I fought so hard to get my own children out of,” Hogan said.

Referencing a comment by Carranza that he would “look under the hood” of the city’s schools, Hogan called on the Chancellor to examine the operations of the DOE.

“When you do, we hope you see that we need to go down a different path, a more realistic path. A path that includes us all.”

“Families need options and many charters are indeed excellent options. That’s what families are fi lling up waiting lists for them,” said Derrell Bradford, Executive Director of the New York Campaign for Achievement Now (NYCAN). “Parents need more quality school choices for their children, and they need them now.”

In response to the rally, the DOE countered that the city’s schools are headed in the right direction.

“Attacking public education is far less effective than the hard work that dedicated educators undertake every day to support students and families,” said DOE spokesperson Toya Holness. “New York City schools are the strongest they’ve ever been, with record-high graduation rates and a high-quality pre-K seat for every four-year-old in NYC, and Chancellor Carranza is building on that progress.”

Alfi nez said the rally showed that plenty of parents are unhappy with the direction of their child’s education.

“You see people coming from all different boroughs because they feel the same way. They’re empowering each other to make sure they make better decisions for their children,” she stated.

“Parents in numbers speak volumes to the community at large,” Alfi nez added. “Just because you come from a poor community doesn’t mean you don’t have the right to speak up and ask for better.”

“Ahora se espera que mis nietos asistan a las mismas escuelas de bajo rendimiento contra las que luché tanto por sacar a mis propios hijos”, dijo.

Al referirse a un comentario de Carranza de que “observaría con detenimiento” las escuelas de la ciudad, Hogan pidió al Canciller examinar las operaciones del DOE.
