The canvas of contention

Politics is sure-fi re fodder for art.

That’s true in two new exhibits by uptown artist Andrea Arroyo.

Known for colorful paintings of free-fl oating goddesses, Arroyo’s work is often topical – and political. They are messages about the environment, women’s issues, and The Missing—people found dead at border crossings or in vast deserts along the U.S. and Mexico border.

Like those, these two new exhibits are a call to consciousness and action.

Trump’s 2016 victory was the genesis of the “Unnatural Election: Artists Speak” exhibit. After the election, Arroyo called for a global response. She asked her friends from all over the world to send her art—and to spread the word.

While American artists tend to focus on social justice issues, other countries focus on more global issues; the possibilities of war and the environment.

Latin American artists target authoritarianism. “There is a general sense that Trump resonates with the brutal dictators of the past,” Arroyo said. “A large ego, a volatile personality, advocating police violence, a general disrespect for women, and a lack of understanding of basic governance all correspond to a series of heavy-handed rulers who have risen and fallen from barbarous regimes.”

In the six months since the election, the collection has traveled several times. The latest and biggest show is at the Out North Contemporary Art House in Anchorage, Alaska. The exhibit features works from 230 artists from all over the world.

About half of the works are from U.S. artists. Arroyo estimated that about 25

percent are from Latin America and the rest are from Asia and Europe.

“No African artists – yet,” she said.

The gallery and Sol de Medianoche, Alaska’s Latino newspaper, are sponsoring the show. There is a concentrated and growing population of Latin Americans in the state.

According to the Pew Research Center, nearly seven percent of

the state counts themselves as Hispanic—up from four percent in the 2010 census.

Nearly 86 percent are U.S. born. Slightly more than half of Alaskan

Hispanics are Mexican in origin.

“It’s not the same, of course. But conceptually it’s pretty close,” said Arroyo. “He could be a cartoon dictator in Latin America.”

Arroyo, and her husband Felipe Galindo (a New Yorker cartoonist also known as Feggo) have both contributed works to “Unnatural Election.”

“Art is a healing thing—for both the creator and the viewer,” she said. “The act of making something is a positive step.”

The second show organized by Arroyo focuses on steps taken to win women’s rights.

Need Naloxone?

A new program to provide no-cost or lower-cost naloxone at pharmacies across New York will start this week.

Beginning August 9, individuals with prescription health insurance coverage, including Medicaid and Medicare, will receive up to $40 in co-payment assistance, resulting in reduced cost or no cost for naloxone, a medicine used to reverse opioid overdoses.

Uninsured individuals and individuals without prescription coverage will still be able to receive naloxone at no cost through New York’s network of registered opioid overdose prevention programs.

“This fi rst-in-the-nation program will help put this lifesaving treatment in more hands and is one more prong in this administration’s eff orts to battle heroin and opioid abuse,” Cuomo said in a statement. “This is one more step toward a stronger, healthier New York for all.”

The Naloxone Co-Payment Assistance program comes after Cuomo’s previous action to make naloxone available in pharmacies without a prescription, which began in January 2016.

“By guaranteeing aff ordable Naloxone to all New Yorkers, we will save thousands of lives and help repair the damage done to our communities by the opioid epidemic,” said New York State Offi ce of Alcoholism and Substance Abuse Services Commissioner Arlene González-Sánchez. “Saving lives is the ultimate goal of all of our prevention, treatment, and recovery initiatives, and with this latest eff ort, Governor Cuomo is once again establishing New York State as a national leader in the fi eld of addiction care.”

New Yorkers can fi nd co-payment information at pharmacy counters across the state and at: www.health.ny.gov/overdose. Individuals should provide this information to the pharmacist when asking for naloxone in order to receive it with no or lower out-of-pocket expense.

Though the story is fi ction, Castro said he attempted to inject as much realism as possible.

“On patrol, it seems like one cop usually does the driving and one writes the reports,” said the Bronx resident. “Most people want to drive, but I would love doing the reports.”

Filling out police paperwork allowed Castro to indulge his literary side, at least to an extent.

“It has to be very factual. You can’t take creative license, of course,” Castro said. “But detectives would read my report and say how detailed it was. You can really end up telling a story with facts.”

Castro, currently stationed at Police Area 7 in the South Bronx, which covers the 40th and 42nd Precincts, has taken his passion for writing to a new level with the release of his debut novel, Smoke and Mirrors: Police Dreams.

The novel, set in the fi ctitious 51st Precinct, is a self-published e-book also available in paperback form.

It tells the story of a rookie cop named Brandon Rose who is anxious to become a detective as quickly as possible. While working on a quadruple homicide case known as the “Ash Wednesday Murders,” Rose becomes embroiled in a questionable relationship with a confi dential informant in his push to identify the killers and solve the case.

Slay your summons – without having to leave home.

New York City residents are now able to fi ght summonses from numerous city agencies without going to an in-person hearing.

The Offi ce of Administrative Trials and Hearings (OATH), which hears and decides cases involving summons for the Sanitation Department, Health Department, NYC Parks, Department of Consumer Aff airs (DCA), Environmental Protection and other agencies, has a remote hearings process that can be handled online or by phone.

New Yorkers who receive a summons can call the Remote Hearings Unit at 212.436.0777 to schedule a hearing by phone. Free translation services are available.

Also, the OATH website allows users to submit a written defense and supporting documents online.

“You can upload photos and do everything you need to do to submit your defense, right on the website,” said Fidel Del Valle, OATH’s Commissioner and Chief Administrative Law Judge.

The agency does not handle traffi c or parking summonses.

Del Valle said the city wanted to make the hearing process “as accessible as possible, so it’s not a big mystery.”

“It also establishes procedural justice mechanics,” he remarked. “This mayor really wants to show everyone that they will have an unbiased hearing.”

Del Valle acknowledged that many New Yorkers just pay the fi ne when they receive a summons, but said it is worthwhile for people

to schedule a hearing and defend their case, as 43 percent of cases that go to hearing are dismissed.

Last year, OATH processed more than 843,000 summons.

I t’s a prestige project.

Not even the torrential downpour could quell the spirits of those assembled for the groundbreaking ceremony for a supportive

housing project in Melrose late last month – including an ebullient Borough President Rubén Díaz Jr.

“It might be raining, but this is still a beautiful day for me,” remarked Díaz, who said the building would bring badly needed housing and wrap-around services to the borough.

“La Central will be the biggest, the most prestigious project in the entire city of New York, if you ask me,” he added.

The $67 million project, located at Brook Avenue between East 152nd and East 153rd Streets, will create 160 aff ordable apartments, including 97 supportive units for formerly homeless New Yorkers with special needs.

He’s calling it the “fair fi x” to the transit system crisis.

After being pushed by transit advocates to back a plan for reduced price Metrocards for low-income subway and bus riders, Mayor Bill de Blasio is fi nally moving in that direction – and tying that proposal to help approximately 800,000 low-income commuters with a new tax for the city’s wealthiest residents in order to raise as much as $800 million annually to modernize the Metropolitan Transportation Authority (MTA).

The new tax, which would aff ect about 32,000 tax fi lers, would increase the city’s highest income tax rate from 3.876 percent to 4.41 percent on taxable incomes above $500,000 for individuals and above $1 million for couples.

The tax is projected to raise $700 million in 2018, before rising to $820 million a year by 2022. This would add to an annual $1.6 billion in city operational support for subways and buses, and a $2.5 billion commitment in 2015 to the long-term needs of the MTA.

“Rather than sending the bill to working families and subway and bus riders already feeling the pressure of rising fares and bad service, we are asking the wealthiest in our city to chip in a little extra to help move our

transit system into the 21st century,” said de Blasio on Mon., Aug. 7th. “Instead of searching for a quick-fi x that doesn’t exist, or simply forking over more and more of our tax dollars every year, we have come up with a fair way to fi nance immediate and long-term transit improvement and to better hold the state accountable for the system’s performance.”

needed to modernize the subway system,” said Lhota. “The bad news is that the Mayor has not acknowledged that the MTA needs funding today. You can’t delay an emergency plan to stop delays. The challenges the subways are facing today need immediate resources and solutions right now, not years from now.”

John Raskin, Executive Director of the Riders Alliance, agreed with de Blasio’s plan and also called on the state to increase funding for the MTA.

“A millionaire’s tax would require some New Yorkers to pay, but the status quo requires literally millions of New Yorkers to pay in the form of lost wages, missed work and days ruined by breakdowns and delays,” said Raskin. “It’s fair to ask the New Yorkers who benefi t the most from our city’s prosperity to pay a little more to repair the infrastructure that the entire economy relies on.”

impacting crops has found that they are being robbed of nutrition, and warns that there will be more hungry people and more suff ering linked to vitamin defi ciencies.

Samuel Myers, an environmental health researcher at Harvard’s School of Public Health, conducted a study in 2014 that found higher levels of carbon dioxide in the atmosphere are likely to reduce the protein, iron and zinc content of rice, wheat, peas and other food.

Myers now has taken that a step further, calculating through the year 2050 the number of people within each country that won’t be

community-based policing has helped ease some of the tensions from where they stood a few years ago.

“The police focusing on community relations is probably the best thing to happen to the department in a long time,” he stated. “They’re interacting, they’re engaging, they’re having conversations.”

Castro initially had no desire to go into law enforcement.

“My father kept telling me to take the NYPD test – I took it mostly to appease him,” he said.

Castro passed the test with high scores and joined the police academy in 2006, learning to love police work.

Still, he couldn’t shake his desire to write, and said he specifi cally wanted to publish a book.

“I always felt that a man should really run a marathon and write a novel sometime in his life,” said Castro.

He said he received a mixed reaction from fellow offi cers regarding his book, as some in the close-knit police community did not think he should write a revealing study about police work.

“It’s been mostly very positive, though,” he said.

The motivations behind Castro’s book hit home again in June, following the assassination of Bronx offi cer Miosotis Familia.

Castro, who has donated money from his book sales to the families of offi cers Liu and Ramos, said he intends to do the same for Familia, whose death reinforced for Castro the inherent dangers of daily police work.

“It’s not lost on me how lucky I am to always [have] come home,” he remarked.

Castro is currently studying for the NYPD lieutenant’s test, but said he intends to write another police novel, and would eventually like to write a book for families or young adults.

And he has had success meeting other life goals.

He ran the 2014 New York City Marathon – as well as the 2016 race.

“It’s really nice to be able to do things that I love,” said Castro. “It’s been a dream come true.”

Del Valle said that help center staff ers do not provide legal advice, but can explain the hearing process and make sure people have all of their paperwork in order.

“A typical problem for summons recipients is they know what their defense is, but they don’t know the documentation they need to support it,” said Del Valle. “We can help with that.”

OATH has launched a CourtESy (Court Education for Seniors) outreach program to inform seniors how to contest a violation using remote hearing methods and what to do if they receive a city-issued summons.

On August 4, Del Valle visited the Bronx for OATH’s fi rst offi cial CourtESy outreach event, speaking to seniors at the BronxWorks Morris Innovative Senior Center on East 181st Street.

He was joined by City Councilmember Fernando Cabrera, who represents the district, and said that seniors would benefi t from being able to handle summons remotely.

“A lot of times seniors have an accessibility problem in terms of transportation,” he said. “They also have insecurities and fears over how they’re going to be treated. I think this presentation is very helpful to hear.”

Bronx resident Sallie Smith, who owns a home near in Fordham Heights, said she received a sanitation summons several months ago after a stranger left an improper bag on top of her regular trash.

She said she went to an in-person hearing to fi ght the summons, which was dismissed.

The works on display at Elizabeth Cady Stanton’s historic house in Seneca Falls, New York, pay tribute to her life and work.

During the 1800’s, Stanton was at the center of a group of women—called suff ragettes—who fought for women’s rights and the abolition of slavery. Ahead of her time, she also held progressive views on divorce and birth control.

Her Seneca Falls home is now a museum. Cady Stanton called it “the center of the rebellion” because she met there with other women, including her longtime collaborator Susan B. Anthony, wrote speeches and crafted new ideas that would shape the future.

“She was an amazing activist, but she still had to be a housewife,” said Arroyo.

Cady Stanton was married with seven children. While her husband Henry Stanton was a noted abolitionist, he didn’t share his wife’s views on female emancipation.

Cady Stanton outlived her husband, but not long enough to see women win the right to vote. She died in 1902, almost two decades before women were allowed to wield the political levers of choice.

Arroyo painted a series of porcelain plates with Cady Stanton’s quotes. The plates serve as a reminder that the political work was done on the domestic front. Amid all of the delicate china, Cady Stanton was

forging ideas that would change the world. Just like democracy, Arroyo said, “China

is fragile, but it can last for centuries.”

Molly Park, Deputy Commissioner for HPD, said that the agency helped build more than 24,000 housing units in the past year, 40 percent of which are allocated to very low-income households.

“Supportive housing is a solution – we know it works and this is going to be life-changing for so many people,” said Park.

Brenda Rosen, President and Chief Executive Offi cer of Breaking Ground, said the supportive housing building will off er studio apartments for people at or below 60 percent of area median income.

“There will be a percentage of apartments for formerly homeless individuals that are literally coming straight from the streets,” she said.

The building will feature a green roof, computer lab and a multi-purpose room off ering residents fi nancial literacy, art therapy and exercise programs.

Any real path to a solution will require Governor Cuomo and state lawmakers to stand up for riders and establish a sustainable funding source for the MTA.”

The proposed tax would need to be passed in Albany by the State legislature, which has to date proven resistant to such measures. A similar proposal from de Blasio in 2015 to levy an additional tax on high income earners failed to pass.

And on Monday, legislative leaders in

Albany did not rush to welcome the idea. While a spokesperson for the State Assembly said that the mayor’s proposal would be one of many to examine in the next legislative session, State Senator John Flanagan, the Republican leader of the State Senate, was far more blunt in the statement his offi ce issued: “Raising taxes is not the answer.”

After the mayor’s announcement, members of Transit Workers’ Union (TWU) Local 100 said they were not averse to the enactment of the tax in future legislative sessions, but said the mayor needed to address the funding gap immediately.

“There is a crisis now, not next year,” said Local 100 Secretary Treasurer Earl Phillips. “The mayor has a $4 billion surplus. [He] needs to dip into that surplus now to help ease the current emergency.”

legislativa, el senador estatal John Flanagan, líder republicano del Senado del Estado, fue mucho más contundente en su declaración: “elevar impuestos no es la respuesta”.

Después del anuncio del alcalde, los miembros del sindicato Local 100 de trabajadores del sindicato de transporte (TWU, por sus siglas en inglés) dijeron que no eran adversos a la promulgación del impuesto en futuras sesiones legislativas, pero dijeron que el alcalde necesita resolver la brecha de fi nanciamiento inmediatamente.

“Hay una crisis ahora, no el próximo año”, dijo el secretario tesorero de Local 100, Earl Phillips. “El alcalde tiene un superávit de $4 mil millones de dólares. Tiene que echar mano de ese excedente ahora para ayudar a aliviar la actual situación de emergencia”.

Se espera que el nuevo impuesto afecte a unos 32,000 contribuyentes.
