Subway service in New York City will be shut down between 1:00 a.m. and 5:00 a.m. each day to allow for disinfecting of trains to protect from coronavirus.

The effort, which is set to begin on Wed., May 6, is being jointly coordinated with the state, the city, the MTA and the NYPD. It will include the closure of all 472 subway stations during the overnight hours.

It is designed to ensure that all trains and stations are thoroughly disinfected every 24 hours, Governor Andrew Cuomo said.

“This is going to be one of the most aggressive, creative, challenging undertakings that the MTA has done,” Cuomo said at a press briefing. “This is as ambitious as anything that we’ve ever undertaken.”

Between 1:00 a.m. and 5:00 a.m., alternative transportation will be provided via buses and for-hire vehicles, at no cost

to essential workers. About 11,000 riders typically use the subway during those hours, the MTA said.

Subway ridership is down about 95 percent since the start of the coronavirus pandemic.

Mayor Bill de Blasio, who participated in Cuomo’s press briefing, said the shutdown was unprecedented in its scope.

"We're going to do something during this pandemic that we've never done before," de Blasio said.

“We’ve all been thrown the biggest curveball in our lives with this COVID-19 pandemic,” he added. “We are going to find a way to make our subway system cleaner than it’s ever been in its history, probably.”

Trains and stations will be disinfected using a variety of cleaning solutions, including UV, antimicrobials, and electrostatic disinfectants, the MTA said.

Beyond allowing for dedicated interval to thoroughly disinfect the trains, the 4-hour window is also intended to free subway cars of riders and of the homeless individuals who shelter in the system.

Grades be gone?

At least the traditional metric of numeric or letter grades has been suspended for the rest of the academic year. A citywide adjusted grading policy for public school students in grades K through 12 was announced by Mayor Bill de Blasio and Schools Chancellor Richard A. Carranza.

Currently, the city’s 1.1 million public school students are engaged in remote learning due to the COVID-19 pandemic and the closure of school buildings.

De Blasio said the policy is to provide students with flexibility in completing their school assignments during an emotionally challenging and unprecedented time, and also to provide added support to students who are falling behind.

The mayor also revealed that the city is planning to hold a virtual graduation ceremony for all New York City public school seniors.

“Our students, educators, and families are going through a lot right now. I know our students are capable of excellence, and we will continue to hold them to that high standard while adjusting our grading to reflect the unprecedented challenges created by this crisis,” de Blasio said. “We will give

every student the support they need to bounce back and continue on their path to success.”

The policy, which goes into effect immediately, will be as follows:

• Grades K-5: Grades will be awarded on a binary “Meets Standards” and “Needs Improvement” scale.

• Grades 6-8: Schools will award grades using three values: Meets Standards, Needs Improvement, and Course in Progress.

• Grades 9-12: Schools will continue with the same grading scales they had before remote learning with the addition of a

“Course in Progress” rating for students who cannot submit work or demonstrate mastery. Failing grades will be considered “Course in Progress.” Students will be given the time and support they need to complete coursework and earn credit through January 2021.

All students who do not demonstrate mastery or complete required work will be given the support they need over the summer and fall to get back on track. All students

receiving “Course In Progress” who have not yet completed required course work will be enrolled in summer programming. High School seniors and current 8th graders who receive “Course in Progress” will be prioritized for support to keep them on track for August graduation and promotion. When students complete the course, their grade will be changed from “Course in Progress” to the appropriate passing grade.

A new study details stark differences in coronavirus-related hospitalization and death rates throughout New York City boroughs - with the Bronx especially ravaged.

Published on Wednesday in the Journal of the American Medical Association (JAMA), the study found that COVID-19 death rates are nearly twice as high in the Bronx as they are in Manhattan.

The Bronx, which has the highest proportion of racial and ethnic minorities, the most individuals living in poverty and lowest levels of educational attainment, had higher rates of COVID-19 hospitalizations and deaths than all other boroughs.

In contrast, Manhattan, comprised of a largely white population, had the lowest death rates.

The study analyzed the total number of COVID-19 tests, hospitalizations, and deaths per 100, 000 persons using the population

of each borough as a denominator.According to the study, the number

of patients with COVID-19 who were hospitalized per 100,000 population was highest in the Bronx (634),

and lowest in Manhattan (331). The number of deaths related to COVID-19 per 100 000 population was also highest in the Bronx (224), and the lowest in Manhattan (122).

This is in spite of Manhattan having the highest population density, and the

highest proportion of older adults (those 65 years old and older) - 16.5% of all the boroughs. Both factors - advanced age and the dense proximity of residents - have been cited as disease accelerants.

"The substantial variation in the rates for COVID-19

hospitalizations and deaths across the New York City boroughs is concerning," the researchers wrote.

Rishi Wadhera MD, MPP, MPhil, an investigator at the Richard A. and Susan F. Smith Center for Outcomes Research and physician at BIDMC and Harvard Medical School, was the lead author.

"We find stark differences in #COVID19 related hospitalization & death rates across #NewYork City boroughs," tweeted Wadhera. "The pandemic has magnified the striking #health #inequities and race-

based #structural #inequities that exist in the US."

As of April 25, 2020, more than 150 000 cases had been reported in New York City, which is approximately 17 percent of the total cases in the United States.

"Prior analyses have shown health inequities across these boroughs, but whether similar patterns have also emerged amid the COVID-19 pandemic is unknown," the researchers wrote. "Understanding the patterns could inform public health and policy strategies to mitigate the ongoing spread of COVID-19, and future approaches to address a possible resurgence of the disease."

The study sparked a torrent of responses from practitioners and researchers.

"This is not surprising and is consistent with long-standing health disparities in the

The New York City Department of Transportation (DOT) has announced that Lyft, the operator of Citi Bike, will expand the bike-share service in the Bronx and Northern Manhattan.

It marks the first time that Citi Bike has been available in the Bronx.

Beginning on May 4, the expansion will include more than 100 new stations,

including docks for health care workers at Harlem Hospital and Lincoln Hospital.

“As New York City continues its hard work to get through and emerge from

the COVID-19 crisis, we are happy to be able to deliver some undeniably good news: Upper Manhattan and the Bronx will see new Citi Bike stations in the coming days, including docks outside two critical H&H institutions — Lincoln and Harlem Hospitals,” said DOT Commissioner Polly Trottenberg. “We thank Lyft for their commitment to building out the bike share network— and the local groups and residents in these neighborhoods who helped us select the best station locations.”

Other new stations will debut in the South Bronx and in Manhattan as high as 155th Street.

“Many New Yorkers who need to complete essential trips are relying upon Citi Bike during this unprecedented moment, and we are proud to expand Citi Bike service to more neighborhoods in Upper Manhattan and the Bronx beginning next week,” said Caroline Samponaro, Head of Micrombolity and Transit Policy at Lyft. “Especially important will be the new Citi Bike stations outside Harlem Hospital and Lincoln Hospital, which will provide staff there with a new commute option as they serve the public on the frontlines during the COVID crisis.

Currently, health care providers, first responders, and transit workers are being provided with free Citi Bike memberships. New Yorkers who live in public housing or receive SNAP benefits can join Citi

Bike for only $5 a month, as part of the Reduced Fare Bike Share Program, presented by Healthfirst.

“We welcome the expansion of Citi Bike to underserved communities in New York City, something that we have been calling on for years. As early as 7 a.m., there is already a long line along

Gerard Avenue.

Local residents, faces garbed in bright blue masks or in makeshift fabric covers, are in place just past dawn outside the NYC Health + Hospitals/Gotham Health Morrisania clinic.

Now in its second week of operation, the clinic is one of a series of new COVID-19 testing locations opened recently by the de Blasio administration specifically in hard-hit areas across the city.

Councilmember Vanessa Gibson, has visited repeatedly; the site falls within District 16 in the West Bronx which she has represented since 2013.

“There are tons of people there. When we started on Monday, we had about 300 people on the line,” Gibson shared in an interview with The Bronx Free Press. “People are nervous, they’re worried, they want to get tested.”

Gotham Health Morrisania is conducting tests six days a week on a walk-in basis, with priority given to those over the age of 65 with pre-existing health conditions. Tests are provided from 9 a.m to 3 p.m. and are typically limited to about 150 a day.

It is, by any measurement, a district with distinct socio-economic challenges.

A 2017 report by the advocacy group The Institute for Children, Poverty, and Homelessness found that 37% of the residents in Gibson's districts are severely rent-burdened and 52% work in low-wage occupations.

The crisis, said Gibson, has simply unmasked stark realities long-lived by her constituents.

She and fellow Councilmembers have crafted legislation to help New Yorkers affected by coronavirus, unveiling a wide-ranging package of bills on April 22.

The legislation included an “Essential Worker Bill of Rights” that would ensure that employees at large companies are paid a premium for working during the COVID-19 pandemic, a bill that extends

Around the world, it seems we will be wearing masks for the

foreseeable future.

We can all hope that this public health strategy will help reduce transmission of COVID-19. But when we put on our masks to go out, we need to remember that as our masks intercept the transmission of coronavirus, they also intercept important non-verbal communications that are universal to our emotional connection.

1. Joy, anger, fear, surprise, sadness, contempt, disgust. These basic building blocks of emotional experience are written all over our faces. Legendary psychologist Paul Ekman has devoted his life's work to studying non-verbal emotional expression across cultures. His research suggests that we can largely recognize how people around the world are feeling by simply reading their faces. All of humanity expresses these seven core feelings in ways that we universally comprehend. We depend on facial expression to know and understand each other. With physical distancing, increased anxiety, and disrupted routines due to COVID19, we are primed to seek emotional connection by simply seeing each other's facial expressions.

2. Masks block a lot more than COVID-19 droplets. We depend on non-verbal behavior, and particularly facial expression, to express ourselves and communicate to others. Those feelings above, and many more, get expressed on our faces. In some contexts, non-verbal communication accounts for the majority of what we understand in our social exchanges. With our faces half-covered, we lose key non-verbal information, and other information, like raised eyebrows and shoulder shrugs become highly ambiguous without cues from the mouth. This loss of information is like talking on your phone in a zone with weak cell service. You know, those times when you only hear every third word and eventually the call drops. The effect leaves us feeling less able to communicate and less able to understand each other.

3. Why kids find masks disconcerting. Many young children burst into tears or recoil when someone wearing a mask approaches. It's

so common that some elementary schools prohibit masks at the school Halloween parade. One reason for this is that the development of facial recognition is relatively weak in young children. According to University of Toronto psychologist, Dr. Kang Lee, it is not until kids are

about 14 years old that they reach adult skill levels in recognizing faces. Before then, kids tend to see individual facial features, rather than recognizing the person as a whole. By putting on masks, we

Visual artist Edgardo Miranda-Rodríguez has been hard at work on the third installment of the graphic novel series La Borinqueña. He has also partnered with Masks for America to raise money to purchase and ship FDA-certified N95 masks to essential healthcare workers across the U.S. and Puerto Rico. Among those lending support are Congesswoman Alexandria Ocasio-Cortez; Mark Ruffalo; Bob Bland and Rosario Dawson.

“We have found and partnered with an FDA-certified manufacturer selling N95 equivalent masks at only $2/mask—a fraction of what hospitals and governments have been paying for N95 masks," he explains. "Every dollar donated will go directly to mailing masks to health care facilities who request them through getusppe.org/request, and every person involved (even the broker) is volunteering their time. As the coronavirus roiled the Bronx since early March,

residents of the borough often found it difficult to access testing outside of local hospitals and a drive-through facility in Kingsbridge.

Morris Heights Health Center (MHHC), a community-based Federally Qualified Health Center, has sought to close the accessibility gap for residents

of neighborhoods that have been hit hard by COVID-19 by opening up three test sites within its network of clinics.

“Early on, we had to send people to the hospital for testing. We knew that was just backing up our emergency rooms, and that was one of the reasons we said we needed to do something for our patients,” said Lois J. Bookhardt-Murray, Chief Medical Officer at MHHC.

The most recent test facility came online on April 27 at the Bronx Medical and Wellness center testing site at 227 Edward

The centers are performing coronavirus tests for previously enrolled patients of MHHC who meet testing criteria.

Bookhardt-Murray said that MHHC did not provide coronavirus testing in the early days of the pandemic due to a lack of test resources, but

increased in the Bronx – another test site recently opened at Gotham Health Morrisania – the health professionals say capacity is still lacking.

“We’d love to test everyone in New York City, but there just aren’t enough testing kits,” remarked Bookhardt-Murray. “We need to use supplies judiciously.”

Their strategic efforts at combating COVID-19 earned MHHC a $150,000 social equity grant from the Siemens Foundation, which committed the funding to a select 12 providers across the nation. The group cited MHHC for responding "quickly and in unprecedented scope."

time for coronavirus-impacted tenants to repay rent and back debts, and new protection from harassment for both residential and commercial renters.

The bills were introduced during the City Council’s first-ever remote stated meeting, held via an online Zoom session.

All 51 members of the Council participated in the meeting, which marked the first time the legislative body had officially convened early March.

“It was emotional. You have members of the Council who were sick with COVID themselves that are still in recovery,” she

said. “It was emotional to get together but it was necessary because the Council still has business to conduct.”

She said the Council was still refining the process of staging hearings via Zoom and ways to allow members of the public to register and testify.

“We’re trying to find a mechanism to give an opportunity to those who are visually or hearing impaired to participate,” she said.

Gibson called the new slate of bills “a good start,” noting that a substantial amount of legislation would be forthcoming. “This is just Phase 1,” she said.

One of the bills would pause debt

collection for both residential and commercial tenants for the duration of the pandemic, giving tenants more time to pay their rent, while also preventing evictions in New York City until April 2021.

“We realize that renters need relief. Many renters have lost income and are simply trying to live from day to day. Small businesses, so many have been decimated. I really don’t know that a lot of them will be able to open."

While the “Essential Worker Bill of Rights” proposed by the Council would require companies with more than 100 employees to pay premiums to essential non-salaried workers, Gibson said that future legislation could address smaller employers.

“In terms of businesses, we have to protect the smallest of the small -- the mom-and-pop stores, the merchants, those that have less than a dozen employees,” she said.

“I think so many of our workers are essential. The grocery stores, the bodegas, they’re essential because they’re providing a service to fulfill a need,” she added. “You need food, you need water. Anybody that provides those services, to me, is essential.”

At the remote stated meeting, the Council voted to provide support to the Downtown Flushing Transit Hub Business Improvement District (BID) in Queens to expand its footprint and supplemental services including sanitation and public space management. The boost to the Flushing BID was introduced by Councilmember Peter Koo.

“Even before the coronavirus landed on our shores, the Flushing business community was feeling its ill effects in declining business and even outright xenophobia,” Koo said in a statement. “After this crisis is over, we will need to act quickly to revitalize those businesses.”

Gibson agreed that such measures would help strengthen the small business community and that similar supports of BIDs across the Bronx could prove to be an important tool in helping communities recover from the pandemic.

The former State Assemblymember - Gibson served in Albany from 2009 to 2013- also voiced support for state legislation to aid renters. She referenced a bill introduced by State Senator Michael Gianaris that that would provide rent forgiveness for 90 days for residential and commercial tenants that lost their jobs or closed their businesses due to COVID-19, as well as a bill led by Assemblymember Andrew Hevesi to provide emergency rental assistance vouchers to help keep New Yorkers who have lost jobs or income due to the COVID-19 crisis from losing their homes.

“I would love to see the Governor support the bills,” said Gibson, noting that renters will be vulnerable once Governor Andrew Cuomo’s 90-day moratorium on evictions expires.

“When that moratorium is lifted, you will still owe that back rent. That is not going to go away. People are going to face eviction -- that is the reality,” she said.

“We’re already taking to Legal Aid Society, Bronx Defenders, we’re talking about what the world looks like when you can start eviction proceedings again,” Gibson said. “We’re already preparing for a groundswell that will come to the housing courts.”

While some tenants have called for rent to be canceled for as long as a year due to the pandemic, Gibson cautioned that any rent annulment would need to be done in a sensible manner.

“Canceling rent for three months is not going to end the world. It’s a recognition that tenants need relief,” she said. “But I don’t want tenants to feel like we’re trying to cancel rent forever. Landlords still need to get paid and buildings need to run. You still need to turn on your lights and have the trash picked up and the elevator running.”

While she has long championed tenant causes, Gibson pointed out that many landlords are also hurting during the pandemic.

“I see some smaller landlords in the Bronx and they’re really going to suffer with not having income coming in to maintain their buildings,” she said. “We have to achieve some sort of balance.”

Gibson said she will push for more testing and COVID-19 resources in her borough but stressed that more needs to be done to address the health disparities that helped coronavirus wreak havoc in the Bronx.

“I think we need to have a real plan for addressing these disparities,” she said. “We need to address asthma, we need work on creating urban farms so that NYCHA

developments can grow their own fruits and vegetables, expand farmers markets, and have more classes on nutrition and caloric intake and food preparation. This must be a year-round effort. A lot the problems that we had before COVID-19 are going to be problems after it, but we need to work on solving them.”

Interestingly, the only way they diverged was that male authors described facial expressions much more often and in more detail than female authors. it’s important for us to support the institutions that sustain our social compact,” said David Etzwiler, CEO of the Siemens Foundation in a statement. “Community health centers and their staff are on the front lines providing primary care every day and they now play an especially critical role in our medical services infrastructure when emergency services and hospital settings are overwhelmed. Vital services like these are paramount to supporting equity across America.”

Moreover, MHHC is one of 10 community health care providers designated by the city’s Health Department to book eligible patients for a free hotel stay so that their patients can recover from COVID-19 while isolating from members of their household.

Announced on April 16 by Mayor Bill de Blasio, the new COVID-19 Hotel Program is allocating 11,000 rooms throughout the city to New Yorkers who cannot isolate where they live and frontline workers in the healthcare industry who wish to reduce

the risk of transmission at home.

“We’re reviewing our patient list to see who would be suitable for this program,” said Bookhardt-Murray. “There are patients who live in crowded conditions, or have several children in the home or their in-laws in the home. It’s not easy for them to isolate if they have the virus.”

Founded in 1981, MHHC serves more than 50,000 patients annually with primary and specialty care, along with dental, mental health, and social services.

In addition to eight clinic locations in the Bronx, MHHC operates school-based facilities in 20 public schools.

To further assist patients during the pandemic, MHHC doubled the size of its Call Center and has been offering

telephone health consultations with its doctors. It has staffed a "virtual front desk" with providers and social workers that provide

screening and triage. Also offered are some remote dental, mental and substance abuse services in addition to access to social services.

“We’re trying to keep people in their homes to minimize the spread. If there is a way to help them remotely, we’re doing it,” said Bookhardt-Murray.

Once the pandemic subsides, the Bronx will still be facing many of the health issues it did before COVID-19, she said.

“We’re ranked last in New York when it comes to health outcomes,” she said. “There are a lot of factors that contribute to that. We need a different approach if we’re going to change that.”

Advocates such as National Coalition for the Homeless' Policy Director Giselle Routhier denounced the plan as "punitive" and "misguided," arguing that homeless New Yorkers who take to the subways do so in part for fear of the crowding and unsafe conditions in congregate housing shelters.

Instead, said Routhier, the city and state could offer up empty hotel rooms - "safe, private space" - to allow for the homeless to fully adhere to the recommended standards of proper social distancing and hygiene.

This new expanded enforcement, she

predicted, would only "continue to push people further into the shadows and [flout] public health guidance."

Some transit advocates expressed concern about the length of time that overnight service would be unavailable.

"Even during a crisis, New York is and will be a 24/7 city. Governor Cuomo's suspension of subway service must be strictly temporary while a longer-term solution is developed and implemented,” said Riders Alliance Executive Director Betsy Plum in a statement. “And, in the meantime, the governor must ensure that riders have access to safe, reliable, and frequent replacement bus service."
