As part of the Cool Pools NYC program, the NYC Parks has debuted colorful make-overs at six of the intermediate-sized pools, including Claremont Pool in the Bronx and Wagner Pool in Harlem.

NYC Parks Commissioner Mitchell J. Silver joined Deputy Mayor of Housing and Economic Development Vickie Been, Chair of Community Board 11 Parks Committee Ryan Sheffield, Director of No Kid Hungry NY Rachel Sabella, and CEO of Hunger Free America Joel Berg to celebrate the start of the outdoor pool season at Wagner Pool on Wed., Jun. 26th.

“It is my pleasure to officially declare the city’s coolest spaces – our outdoor pools – open for the summer,” said Silver. “We know these modern oases, with their colorful art, lounge chairs, and new greenery, will keep New Yorkers in all five boroughs cool and in style all summer long.”

After remarks, Silver jumped in to celebrate the first splash of the summer.

The kickoff celebration featured music, refreshments from the School Food NYC summer meals truck, and demonstrations from NYC Parks swim team members and senior athletes.

“The sole stated reason seems to have been contrived. We are presented, in other words, with an explanation for agency action that

is incongruent with what the record reveals about the agency’s priorities and decision making process,” he wrote.

A question regarding citizenship has not appeared on the Census question since 1950.

Critics argued that adding the question would prove a disincentive to undocumented immigrants from completing the Census, leading to an undercount.

“Every single person in this country, deserves to be counted, plain and simple,” said New York Attorney General Letitia James at a press conference held at Foley Square following the ruling.

The New York Police Department (NYPD) has not substantiated a single complaint of biased policing despite more than 2,495 complaints since 2014, according to a new report from the Department of Investigation (DOI).

In a two-and-a-half-year investigation, the DOI’s Offi ce of the Inspector General for the New York City Police Department analyzed 888 allegations of police prejudice based on race, national origin, sexual orientation and other biases. In total, members of the public have lodged at least 2,495 complaints since the NYPD began tracking police bias in 2014, the report said.

The investigation found defi ciencies in how NYPD investigates and tracks complaints, and discovered that the Civilian Complaint Review Board (CCRB) does not investigate complaints of biased policing, as review agencies do in other cities, according to the report.

“Establishing eff ective and fair processes for the investigation of biased policing allegations is a fundamental component of the police department’s relationship with the public, helping to build trust and confi dence. The fi ndings in this Report can provide guidance to ensuring that NYPD and all entities involved in these investigations are working together and sharing data,” said DOI Commissioner Margaret Garnett.

Also, while NYPD trains investigators on how to investigate complaints of biased policing, DOI discovered that some personnel did not receive this training before they began

“The OIG itself did not identify a single allegation out of the 888 they reviewed that they believe should have been substantiated on the basis of the available evidence – underscoring the diffi culty in proving these allegations,” the statement said.

Also issuing a response was New York City Civilian Complaint Review Board (CCRB) Chair Fred Davie, who insisted that the agency “thoroughly investigates stops, searches,

Without this, the CCRB would be forced to un-substantiate all but the most obvious allegations of profi ling.”

The DOI report made 24 recommendations to improve the handling of complaints, including amending patrol guide policies so that racial slurs are classifi ed as “biased” policing, creating a pilot mediation program, and publishing statistics within an annual public report on biased policing.

For so many of our students, school is the place they get

two meals a day—breakfast and lunch.

As a city, we’ve provided free, nutritious breakfast and lunch to all students for two school years, because we know how important it is. Kids need to be well-fed in order to succeed, and we make sure of that every day.

Thankfully, in New York City, we keep giving out free breakfast and lunch all summer long. Beginning on the fi rst day of summer, June 27, through the end of August, approximately 1,200 places across this City off er free breakfast and lunch to any New Yorker under 18. We’re talking about bagels, fresh fruit, omelets, tacos, salads and more.

If proposed hikes by The Port Authority of New York & New Jersey go through, some cab drivers are threatening serious action.

“Drivers are in crisis, but the Port Authority underestimates our resolve,” said New York Taxi Workers Alliance Executive Director Bhairavi Desai. “If they want a fi ght, they got one. Drivers: get ready to shut down the airports.”

Desai was responding to a proposed toll increase on bridges and tunnels, as well as a fare hike on Air Train rides and $4 tax for airport pickups in taxis and app-based for-hire vehicles.

According to the proposal, announced by the Port Authority on June 25, tolls would increase by $1 at the George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Goethals Bridge, Bayonne Bridge and Outerbridge Crossing, rising from $15 to $16.

The cost of riding the Air Train monorail at JFK Airport and Newark International Airport would jump from $5 to $7.75.

The base fare of PATH trains will remain unchanged at $2.75, but multi-trip discounts will be decreased.

and Lyft trips are already taxed much more highly than taxi trips, to double down on that inequity at the airports seems purely punitive. Taxes should be borne equally. Same work, same tax.”

The hikes are necessary to pay for $4.8 billion in infrastructure, the Port Authority said.

The fare hike proposal will be presented to the Port Authority board later this week, then will be highlighted at several public hearings prior to the board voting on them.

If approved, increases would go into eff ect between November 2019 and the end of 2020.

“These recommended increases in tolls and fare are both needed and measured,” Port Authority Executive Director Rick Cotton said in a statement. “We also sought to spread the increases across all our operations to avoid undue burdens. We are wholly committed to delivering improved facilities as we ask our customers to share in supporting the infrastructure investments the region so desperately needs and deserves.”

Though time ran out on the state legislature to

pass marijuana legalization, lawmakers reached an agreement to further decriminalize the drug before the legislative session expired.

The State Senate and Assembly passed a bill on June 20 that would decriminalize possession of two ounces or less or marijuana, which would now be treated as a violation instead of a crime. The bill also establishes procedures for the expunging of arrest records for marijuana misdemeanors.

“In New York State, people of color are disproportionately arrested for marijuana possession,” said State Senator Jamaal Bailey. “The misdemeanor charge for public view of marijuana possession gives those people convicted a criminal record that will follow them throughout their lives, potentially limiting their access to housing, access to education, affecting their ability to obtain employment, all leading to a potential inability to provide

for their families. While this legislation falls short of the goal of legalization of adult-use cannabis, the ability to create a mechanism for expungement, both retroactively and forward-looking, is a step in the right direction in finally ending the heavy-handed war on drugs that has decimated communities of color.”

The bill reduces the penalty to a $50 fine regardless of criminal history for possession under one ounce, and a $200 fine regardless of criminal history for possession between one and two ounces. Possession of more than two ounces of pot will still be a crime.

While many elected officials, advocates and Governor Andrew Cuomo had pushed for the full legalization of marijuana, an agreement could not be reached in the Senate.

State Senator Liz Krueger called the stalled legislation “only a delay” and said legislators will continue the push for legalization in 2020.

“Unfortunately, the delay means countless more New Yorkers will have their lives upended by unnecessary and racially disparate enforcement measures before we inevitably legalize,” she said. Cuomo expressed disappointment on the failure to

pass a bill to fully legalize pot. “I said from the beginning of this session

that I believed marijuana legalization had the best chance of being passed in this year’s budget,” Cuomo said in a statement. “Communities of color have been

Sandra Luckow is a fi lmmaker and consummate storyteller.

She is a professor of fi lm at Columbia University, Barnard College and Yale University Her fi lm, That Way Madness Lies..., tells the heart wrenching story of the Luckow family's odyssey through a broken mental health system in their attempt to secure help for Sandra's brother, Duanne, as he descends into madness.

Much of the fi lm footage comes from Duanne himself. His iPhone video diary off ers an unfi ltered look at the mind of a man with untreated schizophrenia. As Duanne's mental illness progressed, he turned his phone and footage over to Sandra and asked her to take up the story. I interviewed Sandra about the fi lm and its importance for serious mental illness advocacy and treatment. Here are a few moments from our conversation.

1. Can you explain more background about the fi lm and why you decided to make it?

When my brother was involuntarily committed to the Oregon State Hospital,

the last thing on my mind was my profession, let alone making a fi lm about this heartbreak. Before Duanne was committed for the fi rst time, he told me that he didn't know whom to believe or trust. I suggested he use his new iPhone to record when he was unsure so he could review it later or show it to someone he trusted. I didn't know he would be recording so much. Once inside the hospital, he continued to record and his phone was taken away. He asked me to retrieve the phone and look at the videos. I was shaken and devastated by what I saw: fi rst-person, unfi ltered psychosis, not a portrayal or interpretation of psychosis. It was scary and confusing and surreal.

I took the footage to Dr. Larry Davidson at Yale School of Medicine. He convinced me to continue fi lming to give context to Duanne's footage because it was so rare a glimpse and so valuable to understanding this illness. Also, the Portland Police Bureau had just been reprimanded by the Department of Justice (DOJ) for "excessive use of force against the mentally ill." Twelve mentally ill persons had been killed by police offi cers in a three-year period when I began fi lming. I thought that if I made my brother the poster boy for the mentally ill, it would, at least, keep him alive. Although it does not appear in my fi lm, I began with an interview of the Chief of Police and discussing my brother with him.

2. You have earned many awards in making this fi lm, what has been most gratifying for you?

I think the most gratifying has been watching the fi lm with people who suff er similar symptoms as my brother - when they see similar behavior in themselves and it reaffi rms their commitment to their treatment or adherence to their medication. Several people with mental illness have approached me after screenings and thanked me for an authentic and fair portrayal of my brother even as I became the adversary. I have spent every day since I began shooting this fi lm terrifi ed that I would inadvertently misrepresent my brother and his point of view. Some extended family members (not all) vilifi ed me for such

familial exposure, but more recently, they asked for copies of the fi lm to lend to people they know who are confronting mental health issues with a loved one.

3. What has surprised you along the way? What has been the most diffi cult/challenging?

What has surprised me the most and what has been the most diffi cult and challenging are one in the same: my inability to get any meaningful help for my brother. To

Union members marched outside the La Central project in the South Bronx on June 20 to protest the use of non-union labor at the site by the construction contractor, which they said has a history of exploiting workers.

La Central, a multi-building project on Bergen Avenue near East 149th Street, is expected to bring over 800 units of affordable housing and a variety of community services to the area.

However, union members complained that Mountco Construction, a Westchester-based company handling the development of La Central, is employing non-union construction workers at the site.

They also questioned why the city would continue to grant contracts to Mountco, which was found to have underpaid workers on the Sugar Hill development in Harlem in 2014. The company underpaid construction workers approximately $300,000, according to the The Daily News.

As a result, Mountco ended up on the Department of Housing Preservation and Development’s (HPD) Enhanced Watch List.

Occupational Safety and Health (NYCOSH), there were 69 on-the-job construction fatalities in 2017. Of these deaths, 87 percent were on non-union job sites.

City Comptroller Scott Stringer is proposing the implementation of a paid residency program for public school teachers, to combat what he calls a “crisis” related to teacher retention.

According to a new report by Stringer’s offi ce, an astounding 41 percent of all teachers hired by the Department of Education (DOE) in the 2012-13 school year left within fi ve years.

could still attempt to push back the timeline for printing the forms.

“If that’s the case, we’ll take them to court again,” James remarked.

New legal battles are almost certain.On Twitter, President Trump called the

Supreme Court’s decision “totally ridiculous” and said he asked his lawyers to delay the Census.

“Seems totally ridiculous that our government, and indeed Country, cannot ask a basic question of Citizenship in a very expensive, detailed and important Census, in this case for 2020. I have asked the lawyers

if they can delay the Census, no matter how long, until the... United States Supreme Court is given additional information from which it can make a final and decisive decision on this very critical matter. Can anyone really believe that as a great Country, we are not able to ask whether or not someone is a Citizen. Only in America!”

The Supreme Court decision sends the case back down to the lower courts, specifically to the Southern District of New York and U.S. District Judge Jesse Furman, who had earlier ruled that the addition of the citizenship question had been an “arbitrary and capricious” move by the Trump administration.

Betsy Plum, NYIC’s Vice President of Policy, said elimination of the citizenship question would change the approach of outreach to immigrant communities.

“We could just talk about the Census and how important it is for every resource that we have in our communities – first responders, schools, hospitals, roads,” she said. “We get to talk about political power and having our voices heard, rather than needing to talk about fear and risk and uncertainty.”

Teachers in training would be given a $30,000 stipend for living expenses, while mentor-teachers would receive a salary boost as well.

Stringer said his proposal would cost the city $40 million and replace the current NYC Teaching Fellows program.

“This is something we do for doctors,” Stringer said of a residency program. “It’s high time we do it for teachers.”

In a statement, United Federation of Teachers (UFT) President Michael Mulgrew said Stringer’s plan had the union’s backing.

“The UFT would love to see a strong collaboration with local universities and a teacher residency program that would help give all incoming teachers a stronger start in their profession,” said Mulgrew.

Benjamin said there was a glaring need for more men of color to become teachers.

“I cannot tell you how important it was for me growing up to see people who looked like me, teaching me,” he said.

Karen DeMoss, Executive Director of Bank Street College of Education’s Prepare to Teach program, said teacher turnover is typically due to many factors, including confi dence level with the job, which she said can be greatly improved with better training.

“Self-effi cacy is absolutely a predictor of stability,” said DeMoss. “It’s about preparedness that we’re after here. The sense of belonging to a profession can be heightened through the residency process.”

Residency programs have been implemented on a pilot basis in Boston and Denver, Stringer said, noting that Boston’s school system reported a 91 percent retention rate among fi rst-year teachers in

the program.Stringer said he would send his report to

the DOE and recommendations to Schools Chancellor Richard Carranza.

In a statement, the DOE said its rate of retaining teachers surpassed that of other areas of the country.

“We’ll continue to strengthen our holistic approach to recruiting and retaining teachers, and we’re proud that our teacher retention rate is higher than the national average,” said spokesman DOE Doug Cohen.

According to data compiled by the Learning Policy Institute form 2011 to 2014, 34 other states had worse teacher retention rates than New York State.

The City University of New York’s College of Staten Island is currently involved in

establishing a residency program pilot at P.S. 45 in Staten Island, a Title 1 public school.

“They are eight teaching residents,” said Deirdre Armitage, Director of Fieldwork at the College of Staten Island. “We partnered with the community to build the curriculum. This summer, they’ll be counselors at a Children’s Aid Society summer camp. In the fall, they’ll be subbing one day a week at the school.”

Paul McIntosh, the librarian at Wadleigh Secondary School for the Performing and Visual Arts in Harlem said his school has experienced high instructor turnover in recent years.

“There are things that could be done but aren’t done,” he said. “It’s nice that there’s fi nally a plan to address it.”

McIntosh said that students are aff ected when teachers they have built a rapport with decide to leave a school.

“This proposal would allow those kinds of relationships to continue,” he said. “A population of underserved young people can continue to sprout their wings.”

Gigs Taylor-Stephenson, Wadleigh’s Parents Association President, said Stringer’s proposal was a good start but questioned whether it was broad enough in scope.

“If you’re only including 1,000 teachers per year, most new hires still won’t be able to take part,” said Taylor-Stephenson, noting that the city hires about 6,000 new teachers per year.

“How do you decide who gets to enter the residency program? Will preference be given to high-need districts? There are a lot of factors that still need to be fi gured out,” she said.

say that it was easier, and that I was more successful, at raising the $700,000 required to make this fi lm, following the story for eight years, burying my parents, and fi nding distribution for it, is a shameful travesty. Just because the fi lm comes to a narrative resolution, the story continues for my brother and me. My experience has been especially intense because I was blindsided by arrogance and ignorance. I really thought I could circumvent the imposed procedural suff ering because I had contacts, two Ivy League affi liations, as well as investigative journalistic training as a fi lmmaker. Making the fi lm was the easier of the two challenges.

As for Duanne, he refuses to believe he has a mental health issue. In the words of a respected mental health professional, "he is in the process of dying with his rights on." The cycle is that he is sent to jail for criminalized behavior that stems from his illness. In jail, he is found not competent to stand trial, so he is sent to the state hospital for competency restoration. After a short stay, sometimes as little as a week, he is not restored to competency because he has the right to refuse medication or treatment of any kind. Which he does. He goes back to the jail where he is deemed incompetent to stand trial and the charges are dismissed. He is released to the streets that very evening. And then the endless hamster wheel starts again.

4. That Way Madness Lies... is exquisitely personal and yet every time you have a screening, people tell you that

the fi lm captures their story as well. What is it that is universal?

You know from your work that mental illness of all kinds manifests itself in remarkably similar ways across cultures and geography. It seems that the stigma, fear, shame, and downright repulsion of serious mental illnesses are also universal.

What seems to be a variable – and, unfortunately, to a greater rather than a lesser degree – are the poor systems of care for those affl icted and the vilifi cation of every type of caregiver. It seems that the "mental health industry” – and that's how I've come to see it - is trying to de-stigmatize severe mental illness like schizophrenia with platitudes and

skewed statistics. And yet, at the same time, the symptomatic behavior of the mentally ill is criminalized. This contradiction in our approach to the treatment of mental illness is truly mind-boggling. The fi lm doesn't try to rebrand the ravages of mental illness nor does it try to explain the ridiculous contradictions of the system, but rather it shows the very real costs, economically, emotionally and psychically. I think audiences appreciate that. The fi lm is very real in its nuance of tragedy without villains or heroes.

5. So the system is broken, what about the mental health professionals? What could they do better? Diff erently?

I think mental health professionals should

heed the fi rst principle of the Hippocratic oath, "First, do no harm," but not use the oath as a defense to do nothing at all. It is all too easy to not see the larger pictures and ramifi cation of one's actions or inaction. I have found the people working in the trenches of mental health – the fi rst responders, the emergency room doctors, and others – to be valiant heroes too often restricted by policy. I had the opportunity to meet the cops who went to talk to Duanne at my parents' house. They are in the fi lm. They were professional and creatively masterful in their handling of the situation, and it was, at best, precarious. I burst into tears when I met them. Their kindness was beyond their job description.

Unfortunately, mental health professionals are working under policies that contradict and subvert their skills, knowledge, profession and care. It has astounded me how clueless mental health professionals are about the laws and policies that get in the way of providing good care. In a perfect world, mental health professionals, not the criminal justice system, would determine the procedures and systems for delivering mental health care.

Laborers also said that non-union employees are often paid substandard wages.

“I talked to one of the guys [on the La Central job] and he said he makes only $130 per day. They’re afraid to speak out,” remarked Howard, who said workers on non-union sites have less job security. “There’s no safety net for these guys,” he said. “They can fire them just as quickly as they hire them.”

Helstrom said that union labor has been left out of recent high-profile development jobs in the Bronx.

“From our experience in the Jerome Avenue rezoning, we were boxed out. We weren’t guaranteed local hiring, weren’t guaranteed apprenticeships, weren’t guaranteed to make a career path,” he said.

“There’s a lot of development in the

South Bronx, and I understand that,” said City Councilmember Rafael Salamanca. “But it is always important that we hire locally, and that we hire responsible contractors.”

Press inquiries made to Mountco by The Bronx Free Press for comment were not returned.

Helstrom said that developers should be made to provide more community benefits when receiving a city contract.

“We believe that when you get public money, there’s a public responsibility,” he said. “By

making sure we’re getting local hires, pathways to an apprenticeship program, we can reside

in our communities where they’re developing because we’ll make a good enough paycheck to do so. What we really need are vibrant wages and a vibrant career path so that we can come back and still reside in our community and not be pushed out.”

3. ¿Qué te ha sorprendido en el camino? ¿Qué ha sido lo más difícil/desafi ante?

Lo que más me ha sorprendido y lo que ha sido más difícil y desafi ante es lo mismo: mi incapacidad para obtener una ayuda signifi cativa para mi hermano. Decir que fue más fácil y que tuve más éxito en la recaudación de los $700,000 dólares necesarios para hacer esta película, seguir la historia durante ocho años, enterrar a mis padres y encontrar la distribución de la misma, es una farsa vergonzosa. Aunque la película llega a una resolución narrativa, la historia continúa para mi hermano y para mí. Mi experiencia ha sido especialmente intensa porque me sorprendió la arrogancia y la ignorancia. Realmente pensé que podría sortear el sufrimiento procesal impuesto porque tenía contactos, dos afi liaciones de la Ivy League, así como entrenamiento periodístico de investigación como cineasta. Hacer la película fue el más fácil de los dos desafíos.
