advocacy group Families for Excellent Schools (FES), said that 842 charter students will be without a middle school next year if the city does not provide them with public space.

Kitteridge claimed that an analysis by FES identifi ed 112 “chronically underutilized buildings that have been sitting empty for at least four years,” which could empty for at least four years,” which could

So claim charter school advocates and parents, who assembled on the steps of City Hall on September 6 to slam Mayor Bill de Blasio for not responding to their requests for school space in public school buildings.

Success Academy Founder and CEO Eva Moskowitz and other charter school leaders say that the city blew a September 1 deadline to inform them of possible space for the 2018 school year, and in so doing, left hundreds of charter school students uncertain if they’ll have a seat.

Moskowitz explained that Success Academy, the largest network in the city, fi rst reached out to the city seven months ago for answers regarding several of its elementary schools, and said families deserve the ability to plan where their kids will go to school next year.

“Like all public school parents, they have a reasonable expectation that their kids would not be left educationally homeless,” she remarked.

“This is a very reasonable and doable request,” said Moskowitz, who has butted heads repeatedly with de Blasio over the years. “And yet, seven months later, we still don’t have an answer. It’s hard for us not to feel that this is political.”

A building designed for low-income homeowners is coming

to Williamsbridge.

Habitat for Humanity New York City and developer Almat Group are teaming up to construct Sydney House, a 57-unit co-op at 839 Tilden Street. The seven-story building will allow low-to-moderate income working families to own their own apartments through low-interest mortgage loans.

Slated for completion in 2019, it will be the largest multifamily development ever created by Habitat for Humanity.

The project received a boost from Councilmember Andy King, who allocated $2.8 million from his capital budget to help fi nance the construction.

On Thurs., Sept. 7, King joined Habitat for Humanity and Almat Group at the site. King

I have a message for President Trump: Don’t mess with your

fellow New Yorkers.

As a city, we do not take kindly to anything that affronts our people. We don’t like it when our neighbors are singled out for who they are.

Last week, the President sent out his attorney general, Jeff Sessions, to announce that his administration is ending the Deferred Action for Childhood Arrivals program. DACA, as it is known, has allowed 800,000 people brought to the United States as children without documentation to fully participate in the American Dream.

Right now, for all of us across the United States, but especially in New York — the ultimate city of immigrants — this isn’t abstract policy. This is a personal crisis that affects people we love; people we live with; people we work with. They woke up this morning to discover their lives are now in limbo. They don’t know what tomorrow will bring.

There is a massive desire in this country for a positive solution to the chaos the President has caused. So now we get to work.

More than a hundred health-care consumer, patient and

provider groups are calling for Congressional action to stabilize the health insurance market.

While the effort to repeal the Affordable Care Act was narrowly defeated, the program that has helped millions of Americans buy more affordable health insurance is still in danger.

According to Craig Obey, Deputy Executive Director of the advocacy group Families USA, the Affordable Care Act is working, but confi dence in the program has been undermined by threats that the Trump administration will let it implode by withholding funding for cost-sharing reductions.

“Congress ought to go ahead and eliminate all uncertainty and guarantee that they’re going to make those payments, to ensure that people’s deductibles and premiums are affordable,” he says.

The groups have sent a letter to leaders in

Congress asking for swift, bipartisan action to ensure that cost-sharing reductions or “CSRs” are funded and to restore premium stabilization programs.

Obey notes that the political posturing in the attempts to repeal the Affordable Care Act has left many people thinking the program no longer exists - and last week, the White House compounded the issue.

“When you have the administration saying they’re going to cut 90 percent of the funds to let people know that it exists and how they can enroll, that in and of itself can be very destabilizing,” he explains.

This year, the open enrollment period for the Affordable Care Act also has been cut to just six weeks, from Nov. 1 to Dec. 15, half

Specifically, we urge Congress to take swift action in three main areas:

1) Guarantee funding for cost-sharing reductions (CSRs). We urge Congress to immediately enact legislation that clarifies there is a permanent, mandatory appropriation that ensures full funding of CSRs, eliminating all questions raised by pending litigation. CSRs provide critical financial protection for nearly 6 million people who obtain private coverage on health insurance marketplaces.i If CSRs end, premiums would rise by an estimated 19 percent, and reduced plan participation could leave many consumers without any coverage options.ii Quick action that guarantees ongoing CSR funding is critical to ensuring a stable individual market.

2) Restore premium stabilization programs. We urge Congress to immediately appropriate ongoing funding for a premium stabilization program that shields individual insurance markets from the volatility of high-cost claims. The potential impact of such a program is illustrated by the 10 to 14 percent drop in premiums that resulted from transitional reinsurance under the Affordable Care Act.iii An ongoing, fully-funded premium stabilization program would also encourage insurers to offer marketplace coverage.

3) Ensure continued funding for outreach and enrollment assistance. We urge Congress to continue to appropriate adequate funding for federal Navigators and outreach, culturally and linguistically appropriate education, and marketing activities through the Department of Health and Human Services. This funding helps consumers—particularly young and healthy people who will help balance the risk pool—learn about and enroll into available coverage.

Governor Andrew Cuomo’s “Keep It Clean” initiative to discourage subway litterbugs is now underway, and beginning September 14, New Yorkers caught littering in the subway system will pay a heftier fi ne.

Last week, Cuomo announced that the penalty for subway littering will be doubled from $50 to $100.

The effort is part of an effort to curb subway system trash, which the MTA says is a signifi cant underlying cause of fl ooding, fi res and extensive train delays.

“Littering is not only illegal but dangerous and directly causes hundreds of thousands of delays, inconveniencing millions of New Yorkers,” Cuomo said. “This initiative will help stop littering-related delays at the source, improving reliability and helping the MTA deliver the subway service that New Yorkers deserve.”

The MTA will run a public awareness campaign to encourage riders to take greater responsibility for disposing of trash properly. A public service announcement was created for television, and includes the following message: “Littering in subways isn’t just rude, dangerous and illegal. It’s un-New York and it makes everyone late, including you.”

The $30 million Sydney House will include one, two and three bedroom apartments.

Almat Group principal Donald Matheson said the U-shaped building will feature an interior courtyard with large trees, as well as community space, a children’s playground, parking lot and several gardens.

“Pretty much every apartment will look onto green space,” Matheson said.

Currently, the Sydney House site consists mostly of a vacant lot. Two abandoned buildings and an unused garage will also be torn down to construct the 77,000-square-foot building.

Developers expect to break ground in the

next 60 to 90 days and complete the project in fall of 2019.

Almat principal Uche Alozie, who grew up across Tilden Street from the project site, said his company typically develops market rate housing but recognizes the importance of building quality housing for all income levels.

“I’m very excited, and we truly believe in projects like this as a way for the city to go forward,” Alozie said.

He remarked that low-income co-ops could serve as a model to increasing home ownership in the borough.

“I fi rmly believe that over time, you’re going to see a very strong argument to continue them,” he stated. “It’s in the best interests of the city.”

Felipe Galindo (Feggo) is a graphic and visual artist born in

Cuernavaca, México whose work has been published by The New Yorker and The New York Times, among other publications.

These were submitted in the wake of the decision by the Trump administration to rescind the DACA program.

I have been working on many illustrations about the present administration and its backward policies.

I have done also many drawings related to immigrants and about the DACA recipients, also known as DREAMers, for a book published in Mexico with testimonies from them.

As an immigrant artist myself, I know what it is to feel as a stranger in another society and how you wish to be part of that new community, to participate.

These kids who were brought from all over the world to a new country by their parents, in search of a better life or escaping for various reasons, deserve a chance. They have mostly known this new way of life.

They speak the language, want to get educated and go to college. They are working hard to succeed. This country benefi ts if they keep these DREAMers. Their presence will be an immense contribution to this society.

So, let’s take action for all of those proud American children, so many of whom are proud children of New York City. They make us better and stronger.

disorders and those immersed in the process of recovery.

A new documentary about addiction and recovery is set to be released by the New York State Offi ce of Alcoholism and Substance Abuse Services (OASAS).

Reversing the Stigma focuses specifi cally on how state resources are being used to combat addiction and seeks to remind viewers that addiction is a chronic disease that is treatable.

The fi lm, narrated by television journalist Laurie Dhue, profi les multiple people in various stages of recovery, who share their stories and experiences.

The fi lm, produced by OASAS and the New York State Media Service Center, will premiere throughout New York during the month of September, which is National Recovery Month.

Last year, approximately 232,000 individuals received treatment for a substance use disorder in OASAS-certifi ed treatment programs, with an average daily enrollment of about 98,000.

The state is seeking to cut down on the number of opioid prescriptions issued. Last year, legislation was passed to reduce the limit on opioid prescriptions for acute pain from 30 days to 7 days, and to mandate education on addiction and pain management for prescribers. According to state fi gures, those steps resulted in 650,000 fewer opioid prescriptions being written in the fi rst year that the law was in effect.

Dhue, a former television news anchor who hosted programs on CNN, MSNBC, and Fox News, speaks throughout the fi lm about her own nearly two-decades-long struggle with addiction, as well as her own recovery process. Along with interviews from New Yorkers in recovery and care professionals, the documentary also examines stigma and the steps taken to

address addiction and support people whose lives it has touched.

In 2015, opioid overdose deaths rose by 16 percent across the country compared to 2014, while in New York State, deaths rose by more than 28 percent, to a total of 2,184.

Kitteridge said that acquiring public space is necessary, as private buildings are “prohibitively expensive, and could stifl e the growth” of charter schools.

Miriam Raccah, Executive Director of Bronx Charter School for the Arts, said her K-to-5 school in Hunts Point is the only arts-focused charter option in the borough.

“[Children] learn to use art as a language to express their thoughts and ideas,” she said.The school had over 900 applicants last year, Raccah said, and is currently in a privately-

Ian Rowe, CEO of Public Prep, said his charter network spends nearly $4 million per year in rent.

“I know that there are many other school leaders who haven’t opened, or aren’t able to serve students they’ve been chartered to serve, or simply choose not to expand because

the barriers to doing so are simply too high,” he stated.

The DOE has suggested that confi rming space requests takes time as there is community engagement involved.

“Anytime we are siting a school in a building, whether district or charter, we believe

there must be a lot of public engagement,” said DOE spokesman Michael Aciman. “We follow the state law and work closely with charter organizations to address space requests in a timely manner.”

Moskowitz touted high test scores among Success Academy children, and remarked that the city should be “rolling out the red carpet” to help charter students as a result.

“But instead, there is an obstacle at every turn,” she said.

“It’s sort of like nobody’s home at City Hall,” added Moskowitz. “We keep knocking on the door asking, begging, when can we know where our children are going to be placed?”

Success Academy is the largest network in the city.

“This is a very reasonable request,” charged Success Academy CEO Eva Moskowitz.

In the Bronx, Rubén Díaz Jr. cruised to victory in the Democratic primary for Borough President, collecting more than 86 percent of the vote against challengers Camella Price and Avery Selkridge.

It was also a good night for incumbents in the Bronx City Council races.

In District 12, incumbent Andy King won 68.5 percent of the vote against Karree-Lyn

Gordon and Pamela Hamilton-Johnson.Fernando Cabrera garnered 54 percent of

the vote to beat Randy Abreu in District 14. Incumbent Rafael Salamanca won another

term in District 17, besting Helen Hines with 74 percent of the vote.

Longtime State Senator Rubén Díaz Sr. will make the move to City Council, after winning District 18 with 42 percent of the vote to defeat Democratic primary challengers Amanda Farias, Elvin García, Michael Beltzer and William Moore.

Two Bronx Council races proved to be extremely tight.

In District 8, which also includes parts of Manhattan, Diana Ayala beat

Assemblymember Robert Rodríguez by a mere 122 votes. The district seat is currently held by Council Speaker Melissa Mark-Viverito, who is leaving due to term limits.

The District 13 race was a crowded fi eld, with Assemblymember Mark Gjonaj winning 38.7 percent of the votes, compared to 34.4 percent for Marjorie Velázquez, a difference of less than 400 votes. Other Democratic challengers included John Doyle, Victor Ortiz and Egidio Sementelli.
