Branch President’s Corner . March is arrived and with it, spring is just around the corner with St. Patrick’s Day and busy events here at the FRA. Our FRA Southeast Region Mid Year meeting in Milton, FL was very informative and busy with the Regional Americanism/Patriotism Essays where the 1 st place winners from the branches were read and graded for winners at the Regional level. Branch 269 is proud to announce that we had one 1 st place winner from the essays submitted from Branch 269 and that was Jessica Scannell for 11 th grade from Berkeley Middle College HS. Congratulations to her and all our branch winners. Spring also means that come in April and May, we will be having elections for branch officers. All positions are open and for one year. I will be posting descriptions in the newsletters starting with March to describe what each officer duties and responsibilities are per our by-laws. Please consider running for one of these positions as they are vital in the operation of the branch, unit and home. Branch President’s Corner . March is arrived and with it, spring is just around the corner with St.

Patrick’s Day and busy events here at the FRA. Our FRA Southeast Region

Mid Year meeting in Milton, FL was very informative and busy with the

MADAM PREZ’S TIDBIT

Hope everyone is fairing well the winter! Hopefully March will be as mild

as February. Everyone is ready for Spring! At our Feb. meeting we had a visit

from Girl Scout Troop 861. They brought up a very nice certificate signed by

the whole troop, to say thank you for purchasing Girl Scout cookies to send to

the troop overseas. This helps the troop and the troops overseas.

We are still collecting school supplies. The bin is placed in the Low

Country Home and has a list attached of the things they need. Please help us

fill the bin!

The next Golf Tournament is on March 16th.Sign up sheets are at the bar.

NEW MEMBERSHIP PROGRAM Do you have a son, daughter, grandson or granddaughter who has

decided to join the Navy, Marine Corps or Coast Guard or has completed boot

camp within one year of application? If so, initiate an application to join the

FRA and Branch 269 will pay for their first year’s membership dues. You as

parent or grandparent will get credit for a new member and also be their mentor.

Who better to mentor this new active duty shipmate but his own family

member? You as the mentor will give them information about the FRA and

provide the follow up and reminders to renew their dues at the end of the first

year. Recipients will be sent to Membership Chairman (Branch President Laurie

Bailey) and with the payment of dues, there will be a congratulatory letter and

certificate. The only requirement is that the request to be submitted within one

year of completion of boot camp. Send the application to [email protected]

or put application in the pass down log marked for Laurie Bailey.

IMPORTANT - MEMBERSHIP RENEWAL REMINDERS

Our National office sends out a renewal notice to all

members one month before their membership expiration date

and you can send that back to National directly or go to our

branch home and drop off your renewal for our secretary, John

Tharp to process.

If you decide to come to the home and drop off your

renewal, please ensure the following things are done.

Your renewal is written down in our pass down log by

one of our managers (if available) or the bartender.

Fill out proper form with all required information

(application form for new members and renewal form

for renewals. These forms are found behind the pool

tables on the bulletin board. We do have your

information on file but sometimes information change

and we don’t get the update any other way.

We will accept cash but prefer a check as it is more

secure.

Place in the envelope marked for John Tharp and seal

envelope. These envelopes will be in the pass down

log. Place the envelope in pass down log and John

will process as soon as he can.

VOLUNTEERS The Ralph H. Johnson VA Medical Center and the area clinics need

volunteers in all areas of care. If you can spare a few hours a week,

contact Volunteer Services Office at the VA Hospital at 1-843-789-

7230 for more information.

VOLUNTEER APPRECIATION FORM Do you know a shipmate, auxiliary member or staff member who you

see going the extra mile or has done a special project around the home that you

want to recognize? We now have a Volunteer Appreciation Form that you can

submit to give that person special recognition. It is attached to this newsletter so

completed forms can be submitted by e-mail to [email protected] or put in the

pass down log marked for Laurie Bailey. There will be form blanks on the

bulletin boards behind the pool tables at the home. After submission of the form,

the award will be prepared and presented at the next branch meeting or unit

meeting.

Only a submariner realizes to what great extent an entire ship depends on him as an individual. To a landsman this is not understandable and

sometimes it is even difficult for us to comprehend but it is so!

A submarine at sea is a different world in herself, and in consideration of the protracted and distant operations of submarine, the Navy must

place responsibility and trust in the hands of those who take such ships to sea.

In each submarine there are men who, in the hour of emergency or peril at sea, can turn to each other. These men are ultimately responsible to

themselves and each to the other for all aspects of operation of their submarine. They are the crew. They are the ship.

This is perhaps the most difficult and demanding assignment of the Navy. There is not an instant during his tour as a submariner that he can

escape the grasp of responsibility. His privileges in view of his obligations are almost ludicrously small, nevertheless, it is the spur which has given the

Navy its greatest mariners – the men of the Submarine Service.

It is a duty which most richly deserves the proud and time honored title of …. Submariner!

ARTICLE IV

OFFICERS AND THEIR DUTIES Section 401. In accordance with Section 1215, C&BL, FRA, the officers of this Branch shall be: President, Vice President, Secretary,

Treasurer and not less than five Directors plus one additional Director for each one hundred members of the Branch. Collectively, together with the

Junior Past President, they shall constitute the Branch Board of Directors.

Section 402. In accordance with Section 1217, C&BL, FRA, nominations for Branch Officers shall be opened at the regular Branch meeting

in April of each year and shall remain open until the election is held during the regular Branch meeting in May of each year. Nominees must be present

or a letter of acceptance must be in the hands of the President prior to the vote or nominees will be removed from the ballot.

Section 403. Elected Officers and Directors shall be installed no later than the last day of June of each year.

Section 403(a). The manager(s) of the Fleet Reserve Association, Low Country Home, Incorporated, shall not serve as a Branch President or

Vice President of the Fleet Reserve Association, Low Country Branch 269.

Section 404. Branch Officers and Directors who find that due to illness or for other reasons they cannot properly fulfill the duties of their

office, shall resign, in writing to the Board of Directors, for the best interest of the Branch.

Section 405. The Vice President, in the absence of the President, shall perform the duties of that office, and in the event of a vacancy in the

office he/she shall complete the unexpired term.

Section 406. In cases of a vacancy in other Branch offices, the Board of Directors shall appoint a successor who shall complete the unexpired

term of office.

Section 407. Any Officer or Director of the Branch who is absent from two (2) consecutive scheduled meetings, or three (3) scheduled

meetings in one (1) year without legitimate excuse, shall have his/her office declared vacant.

Section 408(a). Duties of the President - The Branch President may appoint the chairman of and maintain the following committees:

(1) Committee on Audit, Budget, and Finance

(2) Committee on Legislative Service and Veterans Service

(3) Committee on Membership and Retention

(4) Committee on Americanism/Patriotism

(5) Committee on Public Relations

(6) Committee on Hospitals, Welfare, and Rehabilitation

(7) Committee on Youth Activities

(8) Committee on Bylaws

Section 408(b). The Branch President may appoint additional committees as needed.

Section 408(c). The Branch President shall be an ex-officio member of all Branch committees.

Section 408(d). The Branch President shall appoint a Parliamentarian, Historian, and a Master-at-Arms who shall perform such duties as the

President may direct, and a Chaplain who shall perform non-sectarian devotional services for the Branch.

Section 408(e). The Branch President shall preside at all meetings of the Branch and at all meetings of the Board of Directors.

TRICARE TRICARE is planning to add a new tier of drugs to its three-tier medication formulary - one that's made up of drugs excluded from coverage by TRICARE.

Medications now fall into one of the existing tiers: Generic (Tier 1), Brand Name (Tier 2), and Generic and Brand Name (Tier 3, also known as “ non-

formulary”). The addition of a fourth tier (to be referred to as "Excluded" or "Not Covered"), according to officials who recently briefed MOAA on the

development, “aligns TRICARE's pharmacy benefit with current industry standards among commercial health care plans.”

The new tier will require beneficiaries to pay the full out-of-pocket cost for the drug.

So, where did this idea come from? Last year's National Defense Authorization Act included a provision allowing the DoD Pharmacy and Therapeutics

(P&T) Committee, which resides in the Defense Health Agency (DHA), to identify the drugs to be excluded from TRICARE coverage. The P&T

Committee may recommend, and the head of the DHA may approve, partial or full exclusion of a drug. The Beneficiary Advisory Panel, an appointed

group of stakeholders to include one member from MOAA and one from The Military Coalition who represent TRICARE beneficiaries, will also have

the opportunity to provide recommendation and comments in this process.

Beneficiaries with a mailed letter from Express Scripts which will notify them of the change 30 to 60 days prior to the implementation, and of what steps

they need to take.

Are there specific drugs ready to be slated for this change? Not at this time: The review process will determine which drugs meet the criteria outlined

above. That process, which begins in February for the first drugs under consideration, can take up to six months from the time a recommendation is made

before changes are implemented and beneficiaries are affected, officials said.

Beneficiaries can find out all drugs TRICARE currently covers by searching the TRICARE Formulary or calling Express Scripts at (877) 363-1303.

While we understand the rationale for establishing a fourth tier as an approach to formulary management, MOAA will remain vigilant and closely

examine the drugs recommended for exclusion. This commitment, and your feedback, will be key to ensuring the leaders of the Defense Health Agency

are aware Specific criteria for placing any drug in the fourth tier will focus on the drug's efficacy, safety, and outcome characteristics. Tier 4 drugs would

include those that:

Offer little to no relative clinical benefit from an effectiveness perspective;

Pose a significant safety risk that may outweigh any potential clinical benefit;

Have available alternatives; and/or

Are considerably more expensive compared with covered alternatives.

TRICARE is developing plans to minimize the impact on beneficiaries by:

Evaluating only a limited number of drugs per quarter for possible exclusion status;

Identifying available alternatives;

Creating an extended implementation period ( to allow for beneficiaries to discuss alternatives with their provider); and

Provide affected of the impact these changes have on their beneficiaries.
