Debt putting stress on your relationships? Last week Tubatse Police arrested three women between the ages o 27 and 57 in connection with cultivating dagga. On 21 March the Police were patrolling around Ga Makofane village were they received a tip-off about a certain houses where dealing with dagga allegedly took place. The police investigated the tip-off and proceeded to the indicated house. Many dagga trees were found on the premises and at other houses in the vicinity. National Union of Mineworkers (NUM) spokesman Lesiba Seshoka said an agreement was reached on Monday night, ending the four-week long strike by 3 500 union members. “The NUM demanded an increment in the funeral cover which has now been increased” he said in a statement. “The parties agreed on the establishment of a task team to assist in the investigation of (variances in) minimum wages between Samancor mines and smelters.” This investigation will be concluded before the end of June. Workers at Samancor’s Eastern Chrome mines in the Steelpoort area returned to the workplace while those at Western Chrome mines was expected to return to work yesterday. Analysts have said they expect the NUM to remain active in strikes and protests this year, in light of the elective conferences of the Congress of South African Trade Unions, of which it is a member, and the African National Congress taking place later this year. Last week Tubatse Police arrested threewomen between the ages o 27 and 57 inconnection with cultivating dagga.

On 21 March the Police were patrollingaround Ga Makofane village were theyreceived a tip-off about a certain houseswhere dealing with dagga allegedly tookplace.

The police investigated the tip-off andproceeded to the indicated house. Manydagga trees were found on the premisesand at other houses in the vicinity. Thetrees were confiscated and the threewomen arrested.

Tubatse Police in Praktiseer say they are experiencingserious problems with business robberies around theirpolicing area during the past two weeks.

According to the Police a group of three young men isterrorising the Indian and Pakistani owned shops and robthem at gunpoint.

The robberies occurred in Ga Mashamothane,Bothashoek, Mabocha and Riba Cross.

Tubatse Police has requested information from thecommunity that could lead to the apprehension of thesecriminals. We would like to urge our community to assist withthe information that will lead to the arrest of these criminals.

On 20 March 2012 Sydney Mabokane Mongadi (35)(photograph) appeared in the Praktiseer Regional Court oncharges of rape and he was sentenced to 18 yearsimprisonment.

The conviction follows after an incident on 19 January 2009in Alverton village. On that day a 14 year-old girl reported toTubatse Police that she was raped. Police investigated thematter and arrested the suspect.

Tubatse Police welcomed the sentence, saying it will serveas deterrence to other people not to commit rape.

On Friday 23 March 2012 Tubatse SocialCrime Prevention, VEP & SASSA heldawareness campaigns at Batubatse PrimarySchool in Praktiseer and at MakweseSecondary School in Ga Mokgotho.Learners were addressed on different topics,such as types of abuse, alcohol & drugabuse and prevention of rape. Learnerswere also told not to bring dangerousweapons such as knifes and other objectsthat may be harmful to school. The Head ofSocial Crime Prevention, Captain C JMoraba, led the campaigns.

Platinum Australia has reported animprovement in all areas of production at itsSmokey Hills platinum mine since it switchedfrom a contractor to owner-operator model atthe start of this year.In January, Platinum Australia reported thatthe owner-operator model would place it in astronger position to meet its production targetsand would achieve cost savings of 10% to 15%over the next three months.During February and the first half of March,the transfer of employees from the miningcontractor to the Platinum Australia subsidiarywas occurring, with some disruption inoperations.Despite this, however, production was stillabove the levels achieved by the contractorduring the first half of January, with no increasein mining dilution.A total of 852 employees have elected totransfer to Platinum Australia, with the lastmonth seeing some 30 terminations. Nine new

employees have been recruited, all at thesupervisory management levels.Managing Director John Lewins says that oneof the main areas which had proved to bechallenging has been in tramming ore fromunderground to the plant, owing to poorequipment availabil ity resulting frominadequate maintenance by the contractorduring the previous months.He said that a programme of work to correctthe problem was initiated in January, and asignificant improvement was already evidentwith average tons trammed a day over the lasttwo weeks.Lewins noted that recent undergroundproduction also exceeded production ramp-upbudget levels, with the company expectingproduction performance to continue to improveover the next quarters as the systems andprocedures covering key areas such astraining, management, personnel, planningand maintenance became fully established.

Modikwa Platinum Mine workers belonging tothe National Union of Mineworkers (NUM)continued their strike this week.Tension was still high while workers picketedoutside the mine entrance. This move to allowthe workers closer to the mine entrance cameas negotiations progressed during the lastweek.Some incidents of intimidation took place withsome working employees’ vehicles beingcrowded and shaken. Some were not allowedto enter the Mine.According to one of the non-strikingemployees, the strikers usually start gatheringat 06:00 in the morning making it difficult toenter the mine premises. Workers and

contractors arriving at the mine earlier can enterfreely. “The striking workers are not supposedto block the entrance to the mine, but I’ve onlybeen able to go to work two days this week,”the employee said.According to reports the mine is losing at leastR8-million a day due to the strike.Some of the remaining issues on thenegotiation table is the equalisation of bonusesand a 12% salary increase demanded by NUM.The mine has said that it will have to let at least1000 workers go if they were to give in to thedemands of the Union.By the time of going to press yesterday, talkswere due to continue between NUM anddirectors of the mine.

Greater Tubatse Municipality celebratedLibrary Week last weet with an event outsidethe Burgersfort Library at the old MunicipalBuildings. The Library and InformationAssociation of South Africa. This year’stheme was “Develop at your Library”.While libraries cannot create jobs, they dohowever contribute to this initiative bydeveloping the nation through, for example,development of programmes that focus onskills development, providing access toinformation that allows the user to developand empower him/herself and grantingaccess to computers and online tools,enabling users to develop their computerskills as well as providing tools that allowthem to draw up a CV or search for jobopportunities.Apart from messages of support fromvarious people and an introduction of thepurpose of the day, a play was also actedout - to much laughter from the audience.The day ended with everyone receivinglunch.Visit the Burgersfort Library at the oldMunicipal Buildings on the corner of Kortand Eddie Sedibe Streets.

In order to uplift communities, one has to start atgrass roots level. To this effect, Tubatse Chrome hasbeen sponsoring Kohin Coaches at Maelebe PrimarySchool at Tukakgomo and Kgahlanong SecondarySchool in Ga-Mapodile Township for the past twoyears. Both of these schools are supplied with full timeyouth coaches who help identify and support vulner-able children in Tukakgomo. Speaking to the princi-pals and coaches at the two schools, it is evident thatmany children in Eerstegeluk are orphaned or withoutparental support due to AIDS or due to migrant work-ers who has multiple families in different towns.

Joel Nkoana, principal at Maelebe Primary, says“the coaches have an important role to play in address-ing social issues that emerge in the households of theirschool children”. Their coach, Lifi Thlaka, which is alsoa pastor, motivates and uplifts teaching personnel aswell as school children. When problems have beendefined, he works with children and their families orcaretakers to refer them to social workers or the policewhen called for. He also uses corporate sponsors andchurches where families are in dire need of basic sup-plies such as food and clothes. Lifi said he was espe-cially happy with the results of the pregnancy aware-ness day that was held in February. Principal Nkoanasays they can measure the success of the programthrough the fact that they do not have any more dropouts. Children now realise the importance of going to

school and building a future for themselves. They areplanning a Parent Enlightening workshop on the 14th ofApril to educate learners and parents on HIV/AIDS.

Principal Lawrence Phoku at Kgahlanong Second-ary school indicated that teen pregnancies and malnu-trition are huge concerns. He said that “the school pro-vides daily meals to the children”, he also added thatthey are very excited about their newly appointed coachCharmaine Lenyatsa who has already started to makea difference. Charmain started in January this year, shesays her biggest success has been working with chil-dren who abuses drugs, and helping them to recoverfrom their addiction.

Ms Tau also did not take the bad eggs she boughtback. They say: “The shops must check that their stock havenot expired and that it did not go bad”.

A “best-before” date must appearon non-perishable items, but these may still besold after the expiry date.The Foodstuffs, Cosmetics and DisinfectantsAct does make it a criminal offence in Section2(1)(b) to ‘sell, or manufacture or import for sale,any foodstuff . . . which is contaminated, impureor decayed . . .’ and at Section 2(1) (c)(iv) to‘sell, or manufacture or import for sale anyfoodstuff . . . which has been treated in suchmanner that its damaged or in unsoundcondition or inferior quality is concealedwhether entirely or partly,’The shops also had their say. Obviously the customer would need a slipand it would have to be something that we do actuallystock. Funnily enough a customer returned vienna’sto us this week (we do not stock this particular Vienna) that she had bought from PNP in Witbank. We stillreplaced the goods for her.In terms of expired goods it is a basic principle thatany expired goods should be removed from the shelfbefore trade. Checks are done daily and we also havean outside auditor that comes unannounced one amonth to do an inspection of the store. Though theirmain focus is on hygiene disciplines , out of date stockforms part of this audit check and PNP consider this aserious breach of their standards. We also have weeklyvisits from a PNP operations expert , to check on over-all standards , and again , stock to be within it’s shelflife when on display is considered a absolute minimumstandard.We do supply out of date bread , vegetables and otherperishable goods to a couple of pig farms in the area.Any other out of date perishable goods such as meator chicken are frozen and are collected by the healthdepartment for destruction. It is PNP policy that short

shelf life perishable goods should be reduced in priceBEFORE the sell by date has reached and not after.Alternatively they should be removed and safely disposedof or destroyed by the relevant authority”.

Mr Vonnie Craffert from OK Grocer Burgersfort:“The Consumer Protection Act is clear in this regard - allconsumable products must have an expiry or 'best-before'date. OK Grocer has daily checks in place to ensure thatexpired stock does not land in a customers basket. Wedo not only use our own staff to check on dates, but mostof the larger suppliers all have merchandising staff in thestore to check on dates. The human factor, however,might cause a slip and an item that is sold might haveexpired, in which case OK Grocer has a full return policy.Management is in fact grateful should a customer return

or point out an expired product, as this alerts them to thefact that there is a problem and that checks in thatparticular department needs to improve. All we require,is a valid till slip detailing the sale and the fact that theitem was bought after it had expired, not before.Regretfully, no exchange or refund can be made if thecustomer cannot prove the purchase in the store.OK Grocer has an arrangement with 90% of all of itssuppliers to take back stock once it has expired. Ininstances where a product is nearing its expiry date, thesupplier normally assists the store so that the item canbe marked down, sometimes to prices even below cost.OK Grocer, however, keeps to the policy: Once expired,no sale!Customers, however, occasionally also take chances.Instances have been reported where for example, babyformula is brought back and when checking, the batchlots differ greatly from that which was received in the storeand / or which is on the shelf”.

1. Background

• The aim of the program is to use the municipality infrastructure service delivery as platform topromote Broad Based Black Economic Empowerment and provide economic opportunities forsmall and emerging contractors within the municpality.

• Currently most of contractors are on lower grading designations within the CIDB register ofcontractors, which limit their participation within the higher order infrastructure, where theywould be able to develop both their technical and financial competencies.

• The program seeks to deal with the challenges of the contractor development to ensuresustainability of the infrastructure construction market entrants through the provision of enablingsupport systems.

• The enabling support systems will provide among others access to information, finance supportand partnerships on existing infrastructure projects through network of stakeholders in themunicipality.

• The development of database of emerging contractors is thus crucial to start the EMERGINGCONTRACTOR SUPPORT PROGRAM.

2. Conditions

• The program is only for local contractors, and the CIPRO registration documents address willbe used to determine locality

• Only contractors with CIDB registration of level 1 - 4 in electrical, civil and building constructionwill be accepted.

• Interested contractors are required to attend information and clarity briefing session on the 5April 2012 at 09:00 at the Old Municipal Offices, Cnr Eddie Sedibe and Kort streets, Burgersfort.The briefing session is not compulsory however contractors are highly encouraged top attendfor more information about the program.

• To register contractors must submit Bid Documents, available from the cashiers for R50-00,together with business profile, valid tax clearance, proof of CIDB registration.

• Bid Documents will be available from the 5 April 2012 form the cashiers office for R50-00, from8h30 to 15h00 during working days.

• The closing date for the submission is 13 April 2012 AT 16:00 for the first program intake tostart in 2012. Late applications will only be considered for the intake in the second program.
