    The Executive Mayor of Sekhukhune District Municipality Cllr Mogobo David Magabe has

    presented the 2011-2012 IDP Budget of eight hundred and eigty eight million, eight hundred

    and fifty one thousand rands (R888 851 000.00) during the ordinary council sitting held at

    Elias Motsoaledi Municipal Chambers on Tuesday this week.

    During the announcement of the budget, the Executive Mayor Cllr Magabe announced an

    increase of 8% in the 2011-2012 budget as compared to the previous financial year (2010-

    2011).

    The Executive Mayor said that Four hundred and eighty one million, two hundred and

    twenty nine thousand rands (R481 229 000) is set aside for capital projects. That is fifty four

    percent of the budget (54%). Three hundred and sixty five million, seven hundred and

    seventy two thousand rands (R365 772 000) has been set aside for operational needs. That

    is 45% of the budget. And we have five million, three hundred thousand rands (R5 300 000)

    for capital administration. That is one percent (1%) of the budget.

    The District Municipality has taken a decision to allocate more for capital projects for

    obvious reasons of pushing back the frontiers of poverty said the mayor.

    He also said Like we mentioned during the State of the District Address on the 10th March

    this year, we are on record as stating that our Big Five Bulk Water projects, together with

    our new scheme called Carbonates-Zaaiplaas, will all receive their equitable shares from the

    budget we present here today.

    These projects are:

    The Nkadimeng Bulk Water Scheme;

    Oliphantspoort Bulk Water Scheme;

    Groblesdaal / Luckau Bulk Water Scheme;

    Mooihoek Tubatse Regional Water Scheme;

    Nebo Plateau Bulk Water Scheme;

    We will also continue monitoring progress made regarding the construction of the much

    anticipated De Hoop Dam.

    The budget presented also included three million, three hundred and sixty four thousand, six

    hundred and fourty one rands (R3 364 641 000) for Sekhukhune Development Agency

    (SDA). The SDA was established in 2009 with a core mandate of complementing the district

    municipality on leveraging economic opportunities within the district.

    The Executive Mayor also outlined considerations and assumptions which guided the

    budget. They are that:

    - Income is based on Division of Revenue Bill 2011 and future projection based on

    the municipalitys ability to collect;

    - Salary increase of 7% by 2011/2012;

    - The budget is premised on Zero based budgeting and Cash backed; and

    - Budget will increase by 8% in 2011/12, 9% for 2012/13 and 10% for 2013/14;

    In conclusion, the Magabe stated that the district municipality has already implement the

    Local Government Turn-Around Strategy and that implementation of Outcomes-based

    Approach geared towards helping government measure the impact of its programmes and

    projects on the lives of the people, is already actualized.

    On Friday 15 April 2011 the community of Taung village damaged

    and burned the house of the local councillor Mrs. Enica Mogofe.The community started by blocking the road entering the village withstones, trees and burned tyres and later they proceeded to the house

    of the councillor where they destroyed the fence, the gate and burnedher house. The community is complaining about service delivery inthe area of Taung. They alleged that the councillor is not doing

    anything for them. On the same Friday the matter was reported tothe Police and they managed to arrest 22 suspects and who appeared

    in the Praktiseer Magistrates Court on Monday 18 April 2011 on

    charges of arson, malicious damage to property, intimidation andpublic violence. They were not granted bail. The case was postponedto 26 April 2011. On Monday the 18 April 2011 a bakery truck wasalso robbed by the community of Taung while it was busy deliveringbread in the area. The truck was robbed of bread and cash. A caseof common robbery was opened and the investigation is continuing.On Monday the Police conducted further investigations and arrested

    8 more suspects in Taung. They were expected to appear in the

    Praktiseer Magistrates Court on Wednesday 20 April 2011. (Information

    Nkwe Platinum and Genorah Resources high brass visi ted the Burgersfort and Steelpoort area on Wednesday to

    meet with representatives of the Roka Pasha and Bengwenyama communities, collectively taking a media

    contingent, most of the journalists flown in from Johannesburg, to visit the community farms where Genorah

    Resources will be the ecomomic partner for platinum mine development in the coming years.

    The Department of Mineral Resources (DMR) successfully processed the Section 104 Applications on the

    Eerste Geluk 327KT and Nooitverwacht 324KT farms and awarded rights to both the Roka Phasha and

    Bengwenyama ya Maswati communities respectively.

    As a result of this award, Nkwe Platinum Limited (ASX: NKP) (Nkwe) has regained its interests in both theGaratau and Tubatse projects after a Constitutional Court ruling towards the end of last year that stripped Nkwe of

    the Tubatse project. In the advent of this announcement, the MD of Nkwe Platinum Limited, Maredi Mphahlele

    said: Nkwe and the Roka Phasha and Bengwenyama communities welcome the award. This move is significant

    in that it provides not only economic opportunities for all but it also forges a strategic partnership that embarks on

    a meaningful and sustainable path of social and infrastructural development for the area.

    The development of this platinum mining project through the partnership will seek to create job opportunities

    for all members of the communities in addition to increasing educational and skills development programmes.

    Such development will bolster the already existing initiatives undertaken by Nkwe in previous years. Through

    extensive consultation with the communities, Nkwe is committed to working with the Roka-Phasha and

    Bengwenyama communities to facilitate infrastructural development to ensure that the future will see amongst

    others, the building of clinics, schools, roads, bridges, houses, as well as the provision of electricity and clean

    water in the area.

    The Chief of Roka Phasha-Phokwane Community, Thete Phasha, spokesperson of Roka-Phasha Phokwane

    Tribal Authority said: We look forward to cementing our relationship with Nkwe Platinum. We are relieved that

    prospecting of Eerste Geluk can continue for the benefit and betterment of all communities who live in it.

    Adding to this, the spokesperson of the Bengwenyama ya Maswati community, Dr Sizani Nkosi said: The

    Bengwenyama community has valued Nkwes sustained participation in our community through meetings with the

    Tribal Authority and the Eerste Geluk Nooitverwacht Community Development Forum. This award is symbolic of

    the break of a new dawn in our area and it forges a new way of engaging in development. All partners will worktogether underscored by mutual respect, shared values, and a common vision. This is poised to set an example

    for similar initiatives elsewhere in integrating the spirit of unity.

    The Paramount Chief of the BaPedi, Kgosi Kgolo KK Sekhukhune has urged the two communities to

    appreciate the good fortune extended by the DMR. All communities must work peacefully to enjoy the good

    bounty of the land. The culture of the BaPedi rests on time-tested principles of ubuntu. At the core of these

    principles is the belief that respect of human dignity is of paramount importance to a well-functioning society. I

    have the conviction that this is a human investment before it is a commercial one -commerce is an outcome of the

    investment in human capital and social development of the area. The people of Sekhukhune must unite as

    children of the King to build a lasting legacy that will benefit generations to come, he said.

    A cross to help spread the wordNine churches came together on Sunday afternoon to securethe new cross on top of the hill in the middle of Burgersfort. Theprevious cross was put up in 2000, but was blown over last

    year during a heavystorm. It was rustedand could not be

    pulled up again. TheDutch Reformed

    Church decided toplant a new one thisyear. A new , sturdysteel structure wascreated. It will be

    cladded and lights fitted to make it visible at night. The piece ofland on which the cross stand was also last week registered to theChurch.A group consisting of the Dutch Reformed Church, the AFM Churchin Steelpoort and Praktiseer, Living Hope Bible Church Burgersfort,CCG Penge, Last Harvest Family Church (at TCL), Ebenheser

    Christian Church at Driekop, Skakainah Worship Centre Praktiseerand Abundant Life walked from the Dutch Reformed Church to the

    hill to put the new cross in place. Worship, prayer and blessings forthe valley was also part of what happened. The symbol of the crossshould serve as a reminder to all who sees it of the sacrifice thatJesus made when He died for our sins. The place where the crosswas planted will be a place of prayer for the various churches.

    was and isolated incident or whether theythink it happens more often? We aslo asked

    whether this will influence them toparticipate in future mass protests or not.

    Who will be the champion?Tubatse Chrome Golf Club held their annual Club Championshipslast weekend.The tournament stretched over Saturday and Sunday, with 18 holesof play on each of the days. Experienced and inexperienced players

    all came together to enjoy the game and test their skill. The greens

    were very slow after the 70mm of rain in the Steelpoort area, thisensured that even experienced players overshot their put.By the time of going to press the final results of the competition hadnot yet been received.

    Micala van derMerwe and herpony, Super Starcompeted lastweekend in thesecond round ofthe SANEFSchoolsMpumalanga atBadplaas.     Rain stopped playLast weekend the game between Maatlopo United

    and Sekhukhune Arsenal was stopped due to

    heavy rain in the area.

    The referee stopped the game in the 75th minute ofthe game when play became impossible.By that time Maatlopo was leading 3-1.The goals were scored by Raymond Phasha

    (scored two goals) and Billy Mpaketsane.The game will be re-played at another date.All the games that was scheduled for 23 April was

    postponed due to the Easter Holiday. The next game

    Maatlopo United will be playing will be against

    Nchabeleng Young Stars on 30 April 2011.

    The game will be played at Morokes NtwampeSportsground.We urge all our supporters to come in large numbers toencourage the team in this last stretch of the

    On the 8 April, the Senior Rugby League inLimpopo, under the affiliation of the Blue BullRugby Union (BBRU), kicked off at

    Groblersdal. The Buffels played their first

    league game as a registered club againstLoskop Rugby Club.We only entered one team, due to a lack ofplayers. However, the game was very physical

    the scrums were harsh, the backlines were

    very competitive, our opponents were verystrategic said Mr Charl van der Merwe of theBuffels.We lost 12-28. Both our centers, Zorf and

    Donovan, each scored a try, of which only onewas converted. Man of the Match for the

    forwards was Quartus du Toit (hooker andteam captain), and Man of the Match for thebackline was Guppy Smit (wing).We were received with great hospitality andwould like to wish the Loskop Rugby Club allthe best for the remainder of the League.

    On the 16 April, they faced the Letaba Rugby

    Club, currently second on the log. This was ahome game for the Buffels. It was a difficultgame due to the weather conditions - it startedraining five minutes prior to kick-off.

    This caused the ball to be very slippery, allbackline moves were shortened to try toprevent any unnecessary knocks, the scrums

    were handicapped due to bad tog traction and

    the lighting was not sufficient. We lost 0-38,causing us to be at the bottom of our log.Overall Man of the Match, was our eighth man,Jaco van der Merwe. Good luck to the LetabaClub for the remainder of their league.

    The teams that the Buffels compete againstin their league are: Phalaborwa, Mussina,Letaba, Groblersdal, Louis Thrichardt,Nooordelikes (Polokwane), Potgietersrus and

    Pietersburg Dorp. On 7 May the Buffels willbe playing on home ground, against

    Noordelikes. Noordelikes is currently fourth onthe log.We are going to field two teams on this dayand I would like to make use of this opportunityto invite anyone interested, to come and joinus.

    Practice times are from 18h00 to 19h30, every

    Tuesday and Thursday at the WinterveldRecreational Clubs Rugby field, Steelpoort.A rugby jersey and togs are compulsory. Iwould like to thank Atlas Copco, ABC

    The Loskop Ultra Marathon was rated byathletes as the second best ultramarathon in South Africa in 2010 and it

    The Forever Resorts Wild Challenge, a

    21,1km country race that is run through theLoskop Nature Reserve is growing inpopularity. It was voted the best half-marathon in SA. Four runners, SoniaMakoua, Adolph Boshego, Portia Mabena

    (Junior lady) and Cedrick Mbuyane ran inthis race, with Cedrick doing the best of theModikwa runners. Doing the best andfinishing in the top twenty, Ernest Mokoo,

    now running in the colours of Nedbank,had a very good race. The race that proved

    tougher than expected, due to the weatherconditions took its toll and finishing timesshowed this.Thanks to the ladies that supported the
