    2 year oldsuffers as

    house burns

    Two-year old Emm anu el Mmola of

    Mokutung village near Echo Caves

    suffered multiple burns to his neck and

    face last Tuesday evening when the room

    he was sleeping in, caught fire.

    His aunt, Ms J erminah Mmola

    (photograph onthe front page), says she

    heard the child crying, and the room was

    alrea dy on fire as she enter ed it. Smoke

    and flames came from under the bed. I

    called another child, Romeo, in the next

    room to come and as sist me, but h e could

    not help me. We had to leave the room

    through the window. Mr J ohannesKgwedi, who was also at t he house, doused

    a blanket in water to protect himself ,

    entered the room en rescued the child.

    Ms Mmola said the t ried to call an

    ambu lance, but could not get hold of one.

    A commu nity mem ber owing a car, took

    then proceeded to transport the child to

    Matabidi Hospital on the way to Graskop

    in Mpumalanga as it is the nearest

    hospital to th e village.

    Meanwhile community members sta rted

    to assted the residents of the house, which

    is owned by Ms Mmolas moth er, Mrs

    Grace Mmola. The fire in the house was

    fought with buckets of water, but it was no

    easy task. The nearest water supply is a

    handpump at th e bottom of the hill next to

    the school.

    According t o commu nity m embers, ittook hours to douse th e fire. The Leboeng

    Police was a lso called an d constable

    Andrew Sibatana visited the scene.

    explained when th e scene was visited on

    Wednesday what people do not

    understand is that it is not so easy here.

    We suspect the fire was caused by a

    candle, we do not ha ve electricity. Once

    the house sta rted burning, we have no or

    very intermittent cellphone signal an d no

    other means of communication with the

    outside world.

    Very few people have car s, an d while

    we have cellphones, it is an issu e to get

    them charged beau se of the lack ofelectricity. On this side, the Echo Caves

    side of the hill, we only have th e one

    source of water, an d tha t is th e

    handpump down the hill next to the

    school. Water h as to be carr ied or

    tra sported by donkey or wheelbarr ow.

    section visited the s cene on Wednesda y

    and matresses was supplied to sleep on.

    The rest of the h ouse suffered smoke

    damage and by Wednesday afternoon

    nobody could say wha t t he condition of

    the injur ed child was as th ey could not

    phone.

    By yesterday morning it was

    esta blished tha t th e childs condition was

    sta ble and improving, while the docter

    was personally looking at the patientsbecause the other personnel were on

    strike.

    Leboeng SAPS have arr ested five men a fter they ha ve

    allegedly kidnapped Mr J udas Mah le of kgautswana

    Makgwareng.

    Leboeng Police say the victim was kidnapped last week

    Satur day. The men a llegedly arrived at Mr Ma hles spaza

    shop where they proceeded to bundle him with force into a

    vehicle.

    They then drove to Kgotlopong were they tied him with a

    rope and star ted to assau lt him. According to the Police the

    suspects said Mr Ma hle is guilty of housebreaking at th eir

    property and he allegedly stole some of their stuff.

    Not satisfied the sus pects then allegedly bundled MrMahle into the car again an d tra velled to Middelburg.

    Acoording to the Police they were busy assaulting him on

    the way to Middelburg when a bystander saw wha t was

    happening a nd called the P olice who rescued Mr Mahle.

    The suspects J ackson Maila aged 37, Pat rick Mboyisa

    Maile aged 56, Frank Mohlala aged 57, Clement Makgala

    Maile aged 27 and Tha bo Maile aged 28 appeared in

    Leboeng periodical court t oday on 17 August 2010.

    They were grant ed bail at an am ount of R500 each. The

    case was postponed to 12 October for further investigation.

    Repairing the roads takes timeThe R555 section linking the R37 to

    Steelpoort is st ill under constru ction.

    The first par t of the road has n ow been

    tar red an d tra ffic can m ove easily on this

    once through the waiting area. This

    section stretches from the cross at the R37

    up to the bridge. The road a fter this is still

    in a very bad condition, but will hopefullyrecieve attent ion once, the first section is

    finished. Another r oad in desperat e need of

    attention is the access road to Dresden

    Village.

    The Departm ent of Mineral Resources has

    placed a six-month m oratorium on all new

    applications for prospectin g licences while

    probing adm inistrative irregularities.

    At a media briefing in Pretoria yesterday,

    Minister Susan Shabangu said the

    morat orium would be e ffective from

    September 1.

    Shabangu said the depar tment had

    dealt with 25600 licence applications since

    2004.The investigation conducted

    internally, which is ongoing, has revealed

    in excess of 100 cases of appar ent

    administrat ive irregularities, Shabangu

    said.

    Shabangu also announced that:

    All prospecting rights would be issuedby the h ead office, as opposed to regional

    offices;Cases of double-granting of licences

    would be resolved within th e next th ree

    months; From September 1, information of

    the sta tus of exploration and mining

    applications would be available on the

    depar tmen ts website; Shortcomings have

    been identified in the MPRDA, and

    amendments on the piece of legislation

    will soon be submitt ed to Parliament ; and

    turn around time in the issuing of

    prospecting licences would be reduced

    from six to three months, while the issuing

    of minin g licences would be r educed to six

    months.

    There is no doubt th at clouds have

    been gath ering over our coun trys mining

    reputation and I want to reassure

    stakeholders tha t South Africa is indeed a

    mining jurisdiction worthy of future

    investment, said Shaban gu.

    South Africas Cha mber of Mines ha s

    come out in support of Mineral Resources

    Minister Susan Sh abangus measures to

    bring st ability to South Africas minin g

    sector.

    The chamber revealed that it ha d been

    working with the Depar tment of MineralResources (DMR) to address member

    concerns about impediments in the wa y of

    the susta inable growth and m eaningful

    transformation of South Africas mining

    industry.

    It said that the Ministers plans to

    remove regulatory uncertainties within

    the Mineral an d Petroleum Resources

    Development Act (MPRDA) would a ssist

    in att racting foreign direct investment,

    which was critical to the country.

    Outgoing cham ber CE O Zoli Diliza

    made a particular point of commending

    Shaban gu for her leadersh ip.

    Trade union United Association of

    South Africa (Uasa) spokesperson Andr

    Venter welcomed Shabangus m easures

    and expressed the hope that the proposed

    MPRDA overhau l would clear up s ome of

    the confusion evident in the mining sector

    lately and lead t o greater tran sparency in

    future.Uasa sa id that Sha bangus promise

    th at major gaps in South Africas

    minerals legislation would be closed and

    th at officials found t o be guilty of

    maladministra tion would be disciplined,

    should lead to greater sector credibility.

    Business Leadersh ip South Africachairper son Bobby Godsell, himself a

    former Chamber of Mines president, also

    welcomed Shabangus decision to initiate

    action to rest ore stability within t he

    mining s ector.

    For an economy to work well, th e

    rules have to be clear a nd certain, and

    consistent ly applied, Godsell said.

    Currently, the law allowed for t he

    granting of different minerals to different

    entities on the same land, and the

    amendmen t pr ocesses would therefore

    have to consider a clear format in the

    regulation of associated m inerals.

    Matters of administrative discretion,

    for long criticised by regula tory lawyer

    Peter Leon, would also form part of the

    proposed legislative review.

    The new adm inistrative regime would

    be supported by a new quality

    management information technology (IT)

    backbone to improve licensing applicat ion

    management and administration of

    existing rights.

    The IT system was designed with

    robust global information systems

    capability to enhance land use, protection

    of sensitive areas and commun ication withother interested stakeh olders.

    Workflow capability, which was central

    to the new systems functionality, would

    ensure tracking, sequential pr ocessing of

    applications.

    Shabangu again drew attention to

    Citibank of the US placing South Africa in

    the top global position with R18-trillion

    worth of mineral reserves.

    Russia and Austra lia are placed a

    distant second.

    Not everybody is striking. Although schools and other public services

    (exept municipal, they do not strike) in the area are severely affected,

    Modikwa celebrationsThe 2010 Womens Day was a special day for some of the Thorburn ladies from the

    Cape to the N orth! In the North the m any female employees perform various mining

    security functions which are in line with the Thorburn contribution to the concept of

    Women in Mining.

    In the Steelpoort Area of the Northern Region 30 female security officers and HIV

    Aids councillors from the non-profit organisation People Against the Spread of HIVAids and Starvation (PASAS) joined forces at Modikwa Platinum Mine. For the past

    three years Th orburn joined in the event with the ladies from Modikwa Platinum

    Mine. This is the second year that Thorburn h as sponsored the HIV Aids councillors

    from PASAS for the event a nd th e year with the m ost Thorburn employees from the

    various contra cts in t he Steelpoort Area enjoying the da y. Our ta rget is 50 ladies for

    2011!

    How will we keep the new stadiumsMany of the brand new stadiums

    const ructed for th e FIFA Soccer World Cup

    will str uggle to make enough money to

    maintain themselves.

    South African Football Association, chief

    executive, Mr Leslie Sedibe said that t he

    tr adit ional low cost of ticket s for local

    mat ches will be far from enough t o coverthe costs to maintain a nd operate the new

    and renovated stadiums.

    The sta diums a re too small to play cricket

    in and various problems are preventing

    them from being used for ru gby.

    The Moses Mabhida Stadium in Durban

    would be the ideal home for th e Shar ks

    rugby team, but the sta dium cannot

    accommodate t he tea ms suite holders.

    These problems are being blamed on the

    lack of consult ation with t he various

    sporting bodies before construction. What

    we are discussing today should ha ve been

    discussed before we built th e sta diums, Mr

    Oregan Hoskins, the South African Rugby

    Unions president s aid this week t o

    members of parliament, who were

    discussing the future of the stadiums.

    Cricket South Africas chief executive, MrGerald Majola said th at th e pitches at the

    stad iums were too small to host cricket

    games.

    Cricket South Africa had seek s pecial

    permission from the International Cricket

    Council to host a Twent y20 game between

    South Africa and India at the Moses

    Mabhida stadium next year. This was

    grant ed as a once-off and no ma jor games

    will be played there du e to the too small

    pitch. Majola added that they would have

    made space for a tournament similar t o the

    Indian Premier League if the stadiums

    were big enough.

    Hoskins was qu oted as saying We want

    the new stadiums. We want to take the

    game to the people, but these issues are

    going to sta nd in our way in a big way.

    On Satur day, the Springboks will play thefirst interna tional rugby game at FNB

    Stadiu m (Soccer City). They will face the

    All Blacks from New Zealand in a Tri-

    Nations game. The stadium was build in

    1988 and renovated for th e Soccer World

    Cup. Only local rugby games have

    previously been played ther e.

    We asked readers whether they think the

    so-called Soccer City magic will help the

    South Africans to finally secure a win and

    what government must do to prevent the

    R1.3 thousand million rand invested in

    stad iums from being a waste? How can

    these stadiums be used to generate and

    income a nd be viable?

    Modikwas Netballteam plays intournament

    The Modikwa Netball team participated int he anual Mining News Netball Tournament at

    Beatrix Gold mines in Welkom.

    Twenty teams from the mining industry participated in the tournament. One of the other local

    mines participating in the event was a team from Twickenham Mine.

    Modikwa played three games and won one of the three. This was unfortunately not good enough

    for them to proceed to the next round.

    They beat Kumba Resources but lost to Rand Uranium and Driefontein Goldmines. The aim ofthe tournament was to strengthen the relationships between the different mining industries and to

    give their employees the opportunity to take part in something that is good for body and mind.

    Modikwa Platinum Mine would also like to encourage their employees to participate in sports

    activities, said Mr Andy Mohloke of the mine.

    Last weekend th e Tubat se Action Cricket Golf day took place at

    Tubat se Chrome Golf Club.

    The tea ms played in four ball pairs and st art ed off on th e course

    in shotgun style.

    The day delivered various winn ers. The t eam consisting of Leon

    Smit, Deon du Plessis, Adriaan Coetzee and Tim Marobane walked

    away as t he winner s. In second place was Koos Jonker, Victor

    Fourie, Johan Holscher (Snr) and Johan Holscher (Jnr). Third

    place was ta ken by J ohan Dreyer, Bard Language, Frikkie van

    den Berg and Th euns Viljoen.

    The Longest drive was taken by Martin van Rooyen and on pin 9/

    18 Theuns Viljoen landed nearest to the pin.

    The overall team win for the day was by the Titans. This is the

    second consecutive win for th e team who is also a str ong conten der

    on the a ction cricket courts. They won th e Cricket Trophy, a

    floatin g trophy used for this s pecific tournam ent.All funds ra ised with th is day will be going towards t he local

    action cricket club.

    This weekend t he course will be occupied with pla yers

    part icipatin g in the Hervormde Kerk Gholfdag. Those who would
