Administrative History/Biographical Sketch Dr. Peter Stanley Schmalz resides in Walkerton, Ontario.
His education includes the following: 1962 Bachelor of Arts, University of Western Ontario
1962 Secondary School Teacher’s Certificate 1972 Master of Arts Degree, University of Waterloo
1985 Doctor of Philosophy Degree from the University of Waterloo.
Dr. Schmalz taught for five years at John F. Ross C.V.I., Guelph (1962-1967). In 1967, he began teaching at Walkerton District Secondary
School. He became the Head of the History & Contemporary Studies Department at the school, a position from which he retired in or around
1995. In addition to his daily teaching job, Schmalz taught summer courses at Queen’s University in Kingston, and night courses for Georgian
Collage and the University of Waterloo. He also developed and taught a course called “Man in Society” for the Ontario Ministry of Education,
Correspondence Division.
From 1991 – 1992, he was seconded by the Bruce County Board of
Education, through a grant from Employment and Immigration Canada, to develop a native Co-operative Education Pilot Project with two
reserves for the Bruce County Board of Education.
In 1993, Dr. Schmalz received the 1993 Hilroy Fellowship for Innovations in Education award for a computer role-playing simulation which
develops non-Native empathy for the century-long Native experiences on reserves.
Dr. Schmalz has researched local native land claims and issues
extensively. In the 1990s and 2000s, Dr. Schmalz was hired to create reports for the Ministry of Natural Resources, First Nations communities,
the provincial government and federal government.

In addition to various published articles and book reviews, his works

The History of the Saugeen Indians, Ottawa: The Ontario Historical Society, Research Publication No. 5, 1977
Dr. Schmalz was “honourably mentioned” by The Canadian Historical
Association in 1991 in relation to his book, The Ojibwa of Southern
Ontario, which also won the 1993 Joseph Brant Award, given by The Ontario Historical Society, as “the best book dealing with Ontario’s
multicultural history published in a three-year period.”
Scope and Content This fonds reflects Dr. Peter S. Schmalz’s career as an educator,
researcher and author from the late 1960s to early 2000s. He used these resources in the creation of a Master's Thesis, a Doctoral Thesis,
numerous learned articles, several books, and reports for the Ministry of Natural Resources, First Nations communities, the provincial government
and federal government. The focus of his research and writing concerned First Nations as well as Town of Walkerton history.
This fonds includes over 700 published books (not including duplicates)
which reflect Dr. Schmalz's primary interest in aboriginal contact with
Europeans.
The fonds also consists of documents related to the history of the Saugeen Ojibway Nation Territory (Saugeen First Nation and Chippewas
of Nawash Unceded First Nation) which reflect the communications and relationship between the First Nations and the Imperial and Canadian
governments. These documents consist of photocopied records, many of which were copied from microfilm held by the National Archives of
Canada, including material from NAC's reference number RG 10 (parts of the Department of Indian Affairs and Northern Development fonds).
Records also include microform, brochures, audiotapes and videotapes, newspapers and clippings, magazines and research cards.
Material in the fonds also reflects the history and experience of First
Nations across North America.

Fonds Description
The material further reflects Dr. Schmalz’s leadership in education,
particularly as it relates to both the education of First Nation students and the education of others about the history of First Nations. Records
relate to a co-operative education project, field archaeology and native studies summer course, as well as curriculum created by Peter Schmalz
and other education resources.
Dr. Schmalz’s work, activities and interests are also reflected through his correspondence, publications, theses, and essays.
Finally, the fonds consists of articles, maps and original records reflecting
Dr. Schmalz’s interest and research concerning the history of the Town of Walkerton and other regional history resources.

Arrangement At the time of donation, the material (not including books listed in Series
1) were donated in boxes numbered from 1 to 43 and four unnumbered boxes. The items were physically left in that order (unless otherwise
noted). Intellectual arrangement into seven series, with subordinate files, was imposed by archival staff based on the primary content and
form of each item/folder. Original box numbers are noted in the “Arrangement” note in each file / item description.

third-party permission for public access. These items are currently not listed on any finding aid.

Scope and Content
This series consists of approximately 700 published books collected by
Dr. Peter S. Schmalz, over a thirty-five year period. This research library was created to serve the purpose of researching and writing
history related mainly to the First Nations of Bruce County. Since Dr.
Schmalz was isolated from a major library, it was much more economical to buy the books, microfilm and other resources. Having his own library
was rewarding in that it permitted him to research and write a Masters Thesis, a Doctoral Thesis, numerous learned articles, several books, and
reports for the Ministry of Natural Resources, First Nations communities, the provincial government and federal government.
The library reflects his primary interest in aboriginal contact with
Europeans. Almost all of the travel, war, and missionary books, microfilm, audio tapes, etc., in some way enlighten the reader on the
complexity of this contact. Many are written by the indigenous peoples. While North American Native books form the foundation of this
collection, there are other fields of interest reflected as well. Dr. Schmalz notes that none of these books was purchased by an
'antiquarian' whose sole purpose was to acquire a 'rare book collection'.
This was a working library.

Scope and Content This series consists of photocopied documents, including Department of
Indian Affairs reports and correspondence, Band Council minutes, census
/ lists of residents data, memoranda, petitions, reports, sessional papers (excerpts from Journals of Legislative Assemblies), treaties, and other
documents. Many of the documents were photocopied from microfilm held by the National Archives of Canada, including material from NAC's
reference number RG 10 (parts of the Department of Indian Affairs and Northern Development fonds).
Also included in this series are articles, pamphlets, brochures, hand-
made cards, microform, interview notes / transcripts, audiotapes, newspapers, newspaper clippings, and research cards.

Scope and Content
This file consists of documents that chiefly reflect the relationship and communications between First Nations, including Saugeen First Nation
and Chippewas of Nawash Unceded First Nation, and the Imperial and Canadian Governments, including the Canadian Department of Indian
Affairs.
Many of the documents were photocopied from microfilm held by the National Archives of Canada, including material from NAC's reference
number RG 10 (parts of the Department of Indian Affairs and Northern
Development fonds).
The documents include photocopies of correspondence, census / lists of residents data, memoranda, petitions, reports, sessional papers
(excerpts from Journals of Legislative Assemblies), treaties, and other documents. Many of these documents were collected by the donor for
use in demonstrating the historical background of events concerning the rights and obligations of First Nations and the Canadian Government.
Some documents were collected in relation to Dr. Schmalz's work in preparing reports for the Ministry of Natural Resources, First Nations
communities, the provincial government and federal government.
Arrangement & Title note Some folders in this file were specifically labelled "Chippewas of Nawash
and Saugeen Claim : requests for documents". The File title "Saugeen-
Nawash rights and claims" was based on that title as well as the contents of other folders. Other folders that contained documents similar to those
contained in the "Chippewas of Nawash and Saugeen Claim : requests for documents" folders were included in this series/file. These folders and
items were housed in boxes numbered 1-4, 6, 7, 11, 13, 14, 16, 24, 26, 29, 31, 36, 38, 39, 43, 44 and unnumbered boxes.

This file consists of clipped articles from newspapers, photocopied articles from magazines or journals, and papers / essays.
The articles and papers primarily relate to issues concerning Chippewas
of Nawash Unceded First Nation (Cape Croker), Nodwell Indian Village, Saugeen First Nation, and First Nations in the Owen Sound area. One
folder of clippings concerns events in the Oka area.
Topics of clippings include chiefs, other people and families, fishing,
burial ground protest, land claims, education, veterans, claim to sovereignty over lake waters and Nodwell Indian Village.
Arrangement note
These folders and clippings were physically housed in boxes 4, 14, 19, 38, 39, 40 and an unnumbered box. They were intellectually categorized
by archives staff within this series/file due to their content.

This file consists of documents related to Experience '81, a work experience program for native children in collecting oral history of
Saugeen First Nation and Chippewas of Nawash Unceded First Nation. The program was funded through a provincial grant. The purposes of the
project included providing career-related experience to students, as well as developing new resources and evaluating existing resources related to
the two bands whose pupils attended Bruce County Schools.
Dr. Peter S. Schmalz acted as project supervisor, with Suzanne Stump as
project leader.
Documents include grant proposal and application form, Experience ’81 guidelines and handbook, draft reserve research questions, project
leader notes, a manuscript written in response to the questionnaire by Irene Akiwenzie, and an article about the program in Past & Present, a
University of Waterloo publication.

Cape Croker concerning historical and more current issues regarding First Nations, fisheries and fishing in Ontario, and particularly in the

Scope and Content
This file consists of photocopies of documents related to the Potawatomi in Ontario and the United States, especially Wisconsin. Documents
include material photocopied, chiefly from Public Archives Canada, regarding lands in the United States claimed by Indians living in Ontario,
a considerable number in the Saugeen and Cape Croker area. Also includes documents concerning a claim against the United States
Government for annuity money owing under treaties between the government and the tribe at Wisconsin.
Documents include articles, reports (including Appendix T, Journals of the Legislative Assembly, 11 Victoriae, 1847), Department of Indian
Affairs correspondence, resident lists, 1907 Wooster Roll, petitions, land purchase applications and lists of Potawatomie treaties. Also included
are transcripts of pleadings, testimony and argument, as well as correspondence, memoranda and Statement of Claim and brief
concerning the Potawatomie claim against the United States government.

Scope and Content This file consists of correspondence, grant application, notes, reports,
courses of study and clipped articles concerning the Bruce County Board
of Education's Native Co-operative Education Project.
For the 1991/1992 school year, Peter Schmalz was seconded by the Bruce County Board of Education from his headship position at Walkerton
Secondary School to develop a "native-centered" high school program, including a specialized co-operative education program for First Nation
students. The overall project goal was identified as creating "a meaningful educational experience that will retain Native students within
the Bruce County schools so that they are prepared for productive employment after graduation."
A grant from the Ministry of Employment & Immigration Canada
supported the creation of a unique curriculum package and experiential learning opportunities for native students. In addition to the related
work experience component, three courses at the advanced, general and
basic senior levels were developed: Entrepreneurs (producing businesses on the reserves), Native Studies (the history, economics and politics of
the two reserve communities and the Ojibwa in general) and Native Literature (mainly Ojibwa writers).
This file also includes materials concerning an application for
"Community Based Demonstration Pilot Project” (.1385).

Scope and Content
File 4 of Series 4 (Education) consists of documents and photographs related to a summer Native Studies and Archaeology field course directed
by Dr. Peter S. Schmalz and archaeologist Jim Molnar in 1987 and 1989. It was operated through the Bruce County Board of Education with the
Ministry of Culture and Communications providing money for the archaeological staff and supplies. A University of Albany, SUNLY
Benevolent Foundation grant covered the faunal analysis.
Approximately 24 grade 12 / 13 students were accepted into the three-week course each year. The course involved academic pursuits in the
morning, afternoon and evening, with weekends off. Students participated in an archaeological dig at the "Boat Lake Site" and "Mason
Site" at the base of the Bruce Peninsula on land owned by the Bruce County Board of Education for its Outdoor Education Centre. During the
course, students learned about archaeology, native material culture in
Pre-Columbian times, the full chronology of the native experience, and the history of the Ojibwa of Southern Ontario from pre-contact o present.
Students also participated in a case study of the Saugeen Indians, including culture, wars with Iroquois, land surrenders, reserve politics,
reserve economics, religion, literature and art. This included a trip to Cape Croker Reserve where they heard band councillors and
administrators discuss contemporary native issues. Students were tested throughout the programme with essays, reports, seminars, tests
and an archaeological diary.
The field course required students to fulfill the requirements for a Grade 12 History Credit under the People of Native Ancestry course guidelines
published by the Ministry of Education of Ontario (1981).

Scope and Content
File 6 of Series 4 (Education) consists of material related to
"Reservation", a role-playing simulation game. Reservation was first created as an educational board game by Dr. Peter S. Schmalz in or
around 1975. It was revised over the years, through student testing, so that grades seven through twelve benefitted from it. In 1991, the board-
card format was converted into a computer game by Peter Schmalz's son, James Schmalz, while in grade 12, who later went into the computer
games business as Digital Extremes in London, Ontario.
The contents of the game are based on information contained within the book "The History of the Saugeen Indians" by Peter S. Schmalz (Ottawa,
The Ontario Historical Society, 1977.)
The educational software brochure describes the game as: "Reservation places you in a community which constantly faces crucial social, political
and economic decisions of a material and moral nature. In a realistic
environment, you will play a role in determining not only your destiny but the destiny of your community.”
In a 1993 article in Rapport, Dr. Schmalz indicated: "After experiencing
this simulation, students have a much better understanding of the background leading to the First Nations' current demands for self-
government. They also have a greater appreciation for the need of political involvement at the individual, local and federal levels. Moreover,
they see more clearly the inter-relationships among politics, economics and morality in our society."
"Reservation" won the Hilroy Fellowship Award for excellence in Teaching
in 1993.

Scope and Content This File consists of research notes and newspaper clippings related to
the history of the town of Walkerton in Bruce County, Ontario.
The research notes include index cards on which notes are written about
Walkerton historical topics, including the agricultural society, social life, gravel roads, railways and the county town issue. Most cards reference
articles in the Huron Signal newspaper (1860s). Also includes research notes concerning statistics and information gathered from Bruce County
Censuses 1851, 1871 and 1881.
The file also consists of newspaper clippings from 1930s Walkerton Herald-Times used as research for the book written by Peter S. Schmalz,
"The Impact of the Great Depression on Walkerton", as well as clippings about Reuben E. Truax, Neil Nashkawa and Ernest Bean.

Scope and Content
This file consists of materials created or gathered by the Special Prosecutor, Campbell Grant, concerning the 1961 trial of Arthur James
Kendall for the August 1952 murder of his wife Helen Kendall near Johnston's Harbour, Bruce Peninsula, Bruce County. Documents include
correspondence to and from Prosecutor, O.P.P. memoranda, preliminary hearing transcript, Prosecutor notes and Brief, and evidentiary
photographs. Access to these items is currently restricted. Items open to public access consist of the Supreme Court of Canada Judgment and
photocopy of book excerpt entitled “What the Children Saw.”
Kendall was arrested in January 1961 after some of the children made a report to the police. The trial took place between October 23 and 27,
1961 in the Supreme Court of Ontario at Walkerton in front of the Honourable Mr. Justice W.D. Parker. Arthur Kendall was convicted capital
murder based chiefly on the evidence of the three eldest children. The
conviction was appealed to the Court of Appeal and then the Supreme Court of Canada who dismissed the appeal in 1962. The appeal was based
on the fact that the evidence given by the children in trial differed from the information they provided police in 1952. Arthur Kendall’s execution
was fixed to January 23, 1962. His sentence, however, was commuted from death to life imprisonment by Orders in Council April 9, 1962.
