Judge Sentences 26 Individuals Tied to Mass Graves in San Fernando, Tamaulipas – 07 July 2011
A Federal District Judge sentenced 26 suspects linked to the the mass
graves discovered in San Fernando in April 2011. Those individuals
that will serve prison time have been identified as:

Comment: From October 2010 through April 2011, Los Zetas operators were allegedly responsible for
murdering more than 200 kidnapping victims from passenger busses. These same individuals were then
buried in clandestine graves that were unearthed in San Fernando, Tamaulipas.

Soldiers Recover Male Murder Victim from Shallow Grave near Montemorelos, Nuevo Leon – 06
July 2011
On 06 July 2011 at around 1400 hours, soldiers received a report regarding an abandoned vehicle and a
murder victim in the Los Lirios community of Montemorelos [25.1837 -99.8296], Nuevo Leon. Upon
arrival to the scene, soldiers found a completely dismantled late-model gray SUV and a murder victim
that had been buried in a shallow grave near the vehicle. Noted on the exterior of the SUV mentioned
above were multiple bullet holes. No further details regarding this incident were reported.

Gunmen Kidnap Police Chief in San Nicolas, Nuevo Leon – 06 July 2011
On 06 July 2011 at around 0915 hours, armed assailants
traveling in multiple luxury SUVs boxed-in and kidnapped a
individual that was later identified as the District 2 Police
Chief. The kidnapping in question was reportedly carried out
on Jacarandas and Ébanos Streets [25.7162 -100.2466] in the
Hacienda Los Morales neighborhood of San Nicolas, Nuevo
Leon. Witnesses to the incident included employees from
nearby stores to include HEB and a Car Wash business.
However, these individuals refused to provide any details to authorities regarding the situation; most
likely out of fear of repercussions from those responsible for the kidnapping.

Tortured Murder Victim Recovered Along Highway in Santiago, Nuevo Leon – 06 July 2011
On 06 July 2011 at around 0200 hours, motorists
witnessed unidentified suspects throw a man from an
SUV, shoot him, and abandon him under an overpass
located along the National Highway in Santiago
[25.4272 -100.1493], Nuevo Leon. Once at the scene,
authorities recovered the body of a male estimated to
be around 25 years of age. It was noted that he appears
to have been tortured before being killed, and had been shot once in the head. Police indicated that
although they do not know the name of the victim, they recognize his face from recordings of
assaults/robberies he has carried out in the area.

On 05 July 2011, soldiers assigned to the 2nd
Military Zone arrested two unidentified individuals in
possession of weapons and narcotics in the Montecarlo neighborhood of Mexicali [32.6449 -115.4454],
Baja California. Those items seized from the now detained individuals were identified as follows:
28.2 kilograms of methamphetamine
1.16 kilograms of cocaine

2 handguns
751 rounds of ammunition
3 magazines

Amplifying Information Released Regarding the Arrest of El Mamito in Atizapan, Mexico State –
06 July 2011
Amplifying information has been released regarding the arrest of Jesus
Enrique REJON Aguilar aka El Mamito (see the 07 July 2011
Newsbriefs edition for original article). In an interrogation conducted
by the Mexican Federal Public Security Secretariat (SSP), Rejon
disclosed the following information:
Los Zetas have the choice of purchasing their narcotics in
Colombia, Panama, or Guatemala, but they chose to purchase
them in Guatemala. The rationale behind this is that Los Zetas
do not trust the drug trafficking groups in Colombia.
Nearly all weapons utilized by Los Zetas are purchased in the
U.S. from either straw buyers or directly from the U.S. government.
Regarding transport of weapons into Mexico, he stated that previously, they were brought directly
across the bridge, but now, because of enhanced security measures, the weapons enter into
Mexico via the river.
Rejon also acknowledged that his Los Zetas code name was Z-7.

NAYARIT Gunmen Kill Two near Police Station in Tepic, Nayarit – 06 July 2011
On 05 July 2011, a group of gunmen attacked two individuals a few meters from a Federal Police station
near Rey Nayar and Miguel Lebrija Avenues [21.4698 -104.8832] in Tepic, Nayarit. At the time of the
attacks, the victims were sitting in a grey Chevrolet Aveo. Following the attack, one of the victims was
identified as Dr. Oscar Guillen Chaves.

OAXACA The Fight for Land to Grow Drugs in Oaxaca – 05 June 2011
The state of Oaxaca serves as a key location to grow marijuana and poppy, and because of this, ranks fifth
in the country in terms production output. Other advantages to growing drugs in this area include the
relative absence of authorities. However, the growth of drugs in the area and the influence of organized
crime operators are directly related to an increase in disputes between campesinos dedicated to nurturing
and cultivating the crop. This idea is evidenced by the murder of two individuals (ages 23 and 41) in
rural San Mateo [17.6937 -96.6392], Oaxaca. Upon arrival to the scene of the crime, police discovered
four marijuana fields containing nearly a hectare of fully grown marijuana plants which leads them to
believe that the murders were related to the fields. Past marijuana seizures in Oaxaca include:
Approximately 1 metric ton of marijuana was seized in Miahuatlan [16.3212 -96.5969] in May of
2011.
9.7 metric tons (56,000 plants) were seized over the course of the last few months in San Jose, El
Frijol, Santiago Textitlan, and Sola de Vega.
Comment: In order, the states with the highest production rates of poppy and marijuana include Sinaloa,
Guerrero, Michoacán, Durango, and Oaxaca.

Criminals Set Vehicles on Fire at a Local Business in Ciudad Chihuahua, Chihuahua – 07 July 2011
On 07 July 2011 at approximately 0300
hours, a group of at least 10 individuals
set multiple vehicles on fire at a lot
belonging to Lineas Leos business
(located in the Aeropuerto neighborhood
of Ciudad Chihuahua [28.6333 -
106.0833], Chihuahua). Some of the
incinerated vehicles reportedly included
a Kenworth tractor-trailer, two
International brand trailers, a Ford Ranger, and two trailers. Following the incident, police officers set up
an operation to search for the criminals but they managed to escape in recent model vehicles.

More Police Murdered within Chihuahua than any Other State within Mexico during 2011 – 07
July 2011
According to official reports, to date in 2011, 100 state and municipal police officers have been murdered
in the State of Chihuahua. This number exceeds murder rates of police officers in all other states within
Mexico during 2011. Of the murders committed within the state, 78 were reported in Ciudad Chihuahua
and Ciudad Juarez. Other areas where murders of officers are prevalent include Delicias, Meoqui, and
Guachochi.
In reference to the high murder rate of officers in the state of Chihuahua, the Congressional leader of the
the PAN Party, Hector Ortiz, presented an initiative to create a Special Prosecutor’s Office that would
exclusively handle police officer homicide investigations. He stated that this initiative would aid
authorities in solving crimes committed against police officers more quickly and efficiently.

JALISCO Customs Officers Seize 26,000 Pseudoephedrine Tablets at the Miguel Hidalgo International
Airport of Guadalajara, Jalisco – 06 July 2011
Customs officers at the Guadalajara International Airport seized 13 plastic bottles marked ‘Pool Solutions
3’ after discovering they contained pseudoephedrine. The plastic bottles in question arrived in a parcel
that was shipped from Bangladesh and destined to Juanacatlan [20.5104,-103.16823], Jalisco. In total,
26,000 tablets of pseudoephedrine weighing 13.5 kg were seized.

Director of Quitupan Municipal Police Murdered in Jalisco – 06 July 2011
Jorge Mario Villa Barajas, 45, the Director of the Quitupan Municipal Police Department, was murdered
in Quitupan [19.9166 -102.8666], Jalisco. He was attacked by a group of gunmen while travelling in an
official green Mitsubishi vehicle near the 1.5 kilometer mark along the Valle de Juarez-Quitupan highway
in the El Moral village.

Shootout between Police and La Resistencia Members Leaves Three Dead in Ayotlan, Jalisco – 05
July 2011
Late on him 04 July 2011, a shootout between state police officers
and La Resistencia operators was reported in the Santa Rita
community of Ayotlan [19.4667 -104.1833], Jalisco. During this
confrontation, three gunmen were killed while two others were
arrested. The now arrested La Resistencia members were
identified as Jesus ROJAS Gonzalez, 45, and Roberto Eliseo
SANCHEZ, 18. Those items seized from these individuals were
reported as follows:

1 Fal type rifle

400 rounds of ammunition
2 fragmentation grenades
21 magazines

Authorities Seize 30.6 Metric Tons of Monomethylamine in Lazaro Cardenas, Michoacan – 06 July
2011
SAT and federal police officers seized 30.6 metric tons of monomethylamine at the Lazaro Cardenas
Cardenas [18.079284,-102.391205] customs check point in Michoacan. The monomethylamine was
found hidden within 160 metallic barrels. No arrests were made in conjunction with this seizure.
Comment: Monomethylamine is used to produce synthetic drugs.

SONORA 325 Kilograms of Marijuana Seized at a Checkpoint in Sonora – 06 July 2011
On 04 July 2011, Federal Police acting on an anonymous tip seized a shipment of marijuana from a
tractor-trailer at a checkpoint located at the 250+800 kilometer mark along the Caborca-Sonoyta stretch
of Federal Highway 2 in Sonoyta [31.8623 -112.8500], in Sonora. Seized during this incident were the
following items:
White 2002 Road King semi-tractor
1996 Freuhauf box trailer container
325 kilograms of marijuana distributed in 117 packets hidden amongst the cargo of floor tiles
Arrested in conjunction with this seizure were two individuals identified as Efrén López González and
Enrique Brambila Gaspar. Had they not been arrested, the shipment would have gone to Tijuana, Baja
California.

Soldiers assigned to the III Military Region and 9th
Military Zone discovered a synthetic drug lab while
conducting land reconnaissance near La Cupia and La Nanche villages in Culiacan [24.7994 -107.3897],
Sinaloa. Those items seized from the interior of this lab were reported as follows:
230 liters of liquid methamphetamine
115 liters of alcohol
190 liters of hydrochloric acid
75 liters of acetone
40 liters of toluene
75 kilograms of caustic soda
65 kilograms of tartaric acid
20 kilograms of an unknown substance him
400 liter of an unknown liquid substance

On 06 July 2011 at around 0200 hours, the Investigative Police
Directorate initiated an operation that led to the arrest of 49 gang
members from the San Miguelito district [9.0709 -79.4815] of Panama
City, Panama. Of the 50 gangs that operate in the district, authorities

ECUADOR
Two Metric Tons of Cocaine Seized at the Port of Guayaquil in Ecuador – 06 July 2011
Two separate operations carried out by authorities in Ecuador led to the following seizures over the
Fourth of July weekend. These incidences were reported as follows:
Incident one: On 03 July 2011, authorities seized metric two tons of cocaine at the port of Guayaquil [-
2.2346 -79.8863] in Ecuador. The cocaine was hidden amongst a shipment of frozen pineapples and
detected by K-9 units. Had this cocaine not been seized, it would have shipped to Valencia, Spain.
Incident two: On 04 July 2011, Anti-Drug Police seized 741 kilograms of cocaine from two double
bottomed compartments that had been built into fishing boats that were docked at port of Manta in [-
0.9410 -80.7257], Ecuador. No arrests were reported in conjunction with the seizure.
Comment: Authorities in Ecuador seized 68 metric tons of narcotics in 2009, 18 metric tons in 2010,
and to date in 2011, 11.3 metric tons.
