Mayor De Blasio Visits P.S. 5 On June 8th, Council District 10
and PS 5 welcomed Mayor De
Blasio as he announced that about 70,000 New York families
would receive slots for their children in New York City's
historic
Universal Pre-K program. This announcement means our city is
continuing to build the strongest pipeline possible to
college
rather than corrections. I am proud to be an ardent supporter
of
Mayor De Blasio's Pre-K program, not only because of its
vision
but because of the positive effects it has had on our
community.
In Northern Manhattan alone we have increased the number of
Pre-K seats for the students in our community from less than
550 in the 2013-2014 school year to just under 2,000 seats
this
school year. That's 1,500 more students every year who are
now
more likely to graduate from high school, less likely to
abuse
drugs, more likely to own their own home and have their own
savings account, and less likely to receive welfare. This
announcement means an even greater number of our children
will gain these benefits; benefits that will create a deeply
impactful, long-lasting effect in their future.
Small Business Town Hall NYS Senator Adriano Espaillat, Moving
Forward Unidos, and I
held a community meeting at the Payton Park House on June
2nd to discuss the possibility of saving the laundromat on
Dickman Street. The owner of the establishment sold it Duce
Laundromat to an unknown buyer who was planning on
establishing a restaurant in its place. The new owner planned
to
combine this space with the adjacent storefront to create a
2,000-
square-foot space. The community did not support this
decision
and attempted to save the laundromat, but nothing could be
done.

Alcalde De Blasio visita P.S. 5 El 8 de junio, el Concejo del
Distrito 10 y PS-5 dieron la
bienvenida al alcalde de Blasio al este anunciar que cerca
de 70 mil familias de Nueva York recibiran espacio para
sus hijos en el histrico programa Pre-K Universal de la
ciudad de Nueva York. Este anuncio significa que nuestra
ciudad contina edificando el medio ms firme posible
hacia la universidad en lugar de ir a la correccional. Me
enorgullece ser un firme partidario del programa de Pre-K
del alcalde de Blasio, no slo debido a su visin, si no por
los efectos positivos que ha tenido en nuestra comunidad.
Solamente en el norte de Manhattan hemos incrementado
el nmero de asientos de Pre-K para los estudiantes en
nuestra comunidad, de menos de 550 en el ao escolar
2013-2014, a poco menos de 2.000 plazas en este ao
escolar. Eso significa 1.500 estudiantes ms cada ao,
quienes tienen ahora ms probabilidades de graduarse de
la secundaria, menos propensos a abusar de las drogas,
ms probabilidades de poseer su propia casa y tener sus
propios ahorros, y menos probabilidades de recibir
asistencia social. Este anuncio significa un nmero an
mayor de nuestros hijos quienes obtendrn estos
beneficios; beneficios que van a crear un efecto
profundamente impactante, y de larga duracin en su
futuro.
Reunin sobre los Pequeos Negocios El Senador Estatal de NY
Adriano Espaillat, Moving
Forward Unidos, y yo, celebramos una reunin de la
comunidad en el Park House Payton el 2 de junio, para
discutir la posibilidad de salvar la lavandera en la calle
Dyckman. El propietario del establecimiento vendi la

Small Business Town Hall Continued After this event, I hosted on
June 11th a small business town
hall at the Isabella Geriatric Center alongside numerous
city
agencies including the Department of Consumer Affairs, the
Department of Small Business Services, the Economic
Development Corporation, the Mayors Office of Contract Services,
the Department of Transportation, the Mayors Office of Immigrant
Affairs, the Department of Sanitation, the
Department of Environmental Protection, the Department of
Health, the Department of Housing Preservation and
Development, and the Department of Buildings. City agency
leaders, including Commissioner Julie Menin, came together
to
discuss how their agencies can help small business owners to
better understand the resources available to them so that
every
small business can achieve success.
In Northern Manhattan and throughout New York City, small
businesses are the centerpiece of the community, not only
providing jobs but also the seeds of community culture.
Showing my support for small businesses, I highlighted the
rapid economic development in Northern Manhattan and spoke
about the need to create a pipeline for local small businesses
to
development projects in the community so that Northern
Manhattan can maintain its culture and community.. After
this
important information session I will continue to work with
Mayor De Blasio, Speaker Mark Viverito and agency
Commissioners to better understand the various needs of
local
small businesses and better service those needs.
That day we connected our small business owners to the
resources they need to be lifted to success. Now more than
ever
Northern Manhattan is a priority for our Mayor and city
agencies. A centerpiece of my economic agenda is to ensure
that
our small businesses take advantage of this attention and
translate this priority into profits for our small businesses
by
taking advantage of the various city programs available to
them
from agencies. I was proud to bring together one of the
broadest
coalitions of city agencies I've seen to Northern Manhattan
to
help benefit our small businesses.

Departamento de Transporte, la Oficina del Alcalde de

de Salud, el Departamento de Preservacin y Desarrollo
de la Vivienda, y el Departamento de Edificios.

Legislative Update/Actualizacion Legislativa
Vision Zero Deserves More Funding Earlier this month, the
Department of Transportation decided to
increase the Executive Budget from $831.8 million to $874.7
million for the 2016 fiscal year. While I am pleased for the
additional opportunities this will offer in improving the
efficiency
of transportation in New York, I am disappointed that the
budget
for Vision Zero Great Streets remains at $250 million despite
our
repeated efforts to request increased funding. Recent
Department
of Transportation borough reports show that 60% of
pedestrian
accidents occur on streets that make up only 15% of our
roadways; thus it is crucial that Vision Zero Great Streets
and
Vision Zero Education and Enforcement receives the funding
necessary to research and implement policy, as small changes
have the potential to lead to tremendous results. The
importance
of this proposal can be seen in the tragic accident earlier
this
month in which one pedestrian was killed and another injured
after being struck by vehicles in Inwood. Funding for
education
and arterial street design can have a monumental impact on
making sure cars abide by street limits and are aware of
pedestrians, as well as increasing pedestrian accountability so
that
needless accidents like this can be easily prevented.
Mayor De Blasio Signs Side Guard Bill into Law I am proud to
announce that on June 16th, Mayor Bill de Blasio
signed into law three pieces of legislation that will bring
our
community and city closer to Vision Zero. Following the death
of
Hoyt Jacobs, the first cyclist fatality of 2015, I called on
the
administration to enact the INT 198-A, the mandatory
implementation of side guards in over 4,500 city vehicles -
the
largest fleet in the nation - as well as nearly 6,000
private
sanitation trucks to make our roads safer than ever before.
Furthermore, Mayor de Blasio has taken admirable steps to
increase the accountability of trucks in New York City streets
as
well. The signing of the bills INT 641-A and INT 315-A
mandate
critically needed studies to research how compliant trucks
are
with designated, pre-established routes and what factors may
inhibit or encourage this. By learning about the most
effective
ways to regulate truck routing, we take great strides in making
our
residential neighborhoods safer and more beautiful and
increasing
the quality of life for all New Yorkers who frequent them. I
eagerly await the results of these studies in 2016 so that we
can
put life-saving measures into place once and for all.

16 de junio, el alcalde
Bill de Blasio convirti en ley tres proyectos de ley que
traern a nuestra comunidad y la ciudad ms cerca de la
Visin Cero. Tras la muerte de Hoyt Jacobs, la primera
vctima mortal ciclista de 2015, exhort a la administracin
a promulgar la INT 198-A, la aplicacin obligatoria de
proteccin lateral en ms de 4.500 vehculos de la ciudad -
la flota ms grande de la nacin -, as como casi 6.000
camiones privados de limpieza para hacer que nuestras
carreteras sean ms seguras que nunca antes.
Por otra parte, el alcalde de Blasio ha dado pasos
admirables para aumentar la responsabilidad de los
camiones en calles de la Ciudad de Nueva York tambin.
La firma de los proyectos de ley INT 641-A y 315-INT-A,
ordenan los estudios crticamente necesarios para
investigar que tanto cumplen los camiones con las rutas
designadas, preestablecidas, y cuales factores pueden
inhibir o estimular esto. Al aprender acerca de las formas
ms eficaces para regular las rutas de camin, tomamos
grandes pasos en hacer a nuestros barrios residenciales ms
seguros y ms hermosos, y el incremento de la calidad de
vida para todos los neoyorquinos quienes los frecuentan.
Espero ansiosamente los resultados de estos estudios en el
2016, de manera que podamos poner en efecto medidas
para salvar de una vez por todas.

fight against Illegal Hotels This month Council Member Helen
Rosenthal and I introduced
legislation to strengthen the Citys enforcement of illegal
hotels, or the use of residential apartments as hotel rooms for
less than
thirty days. In 2014 the Mayors Office of Special Enforcement
(OSE) received 1,150 complaints of illegal hotels in 2014, a
62% increase from 2013, yet only 311 of those were
investigated. Through the Airbnb platform alone, there are
over
25,000 illegal hotel listings - 72% of Airbnb listings - in
New
York City. It is blatantly obvious that current fines
(between
$1,600-$25,000) are not succeeding in deterring illicit
activity.
Not only do these illegal hotels reduce available housing
options
for New Yorkers for six months or more but in doing so, they
squeeze the housing market and allow exploitation of New
York
residents and result in skyrocketing rent hikes - on average,
New
Yorkers spend 34% of their income on rent and one-third pay
rates as high as 50%. The lack of safety regulations place
the
tourists who rent these apartments in danger and hurt the
quality
of life for both tenants and tourists alike.
Unfortunately, the OSE has limited resources to pursue these
reports, including a staff of only 13 people and a delay of
3-5
weeks before such complaints can be processed. This is why I
am proud to introduce legislation with Council Member
Rosenthal that we find to be critical: to increase penalties
and
fines to $10,000-$50,000, conduct greater comprehensive
research to arm ourselves with information to target these
activities, and thus deter such activities that have such
destructive ripple effects in our communities. We are also
pleased that the Mayors Executive Budget in May 2015 included an
additional $1.2 million for OSE to crack down on
illegal hotels and enforce the rights and liberties of New
Yorkers
and their housing.

actividades, las que tienen tales repercusiones destructivas
en nuestras comunidades. Tambin nos complace que el
Presupuesto Ejecutivo de la Alcalda en mayo de 2015
incluy un adicional de $1.2 millones para la OSE tomar
medidas enrgicas contra los hoteles ilegales, y hacer
cumplir los derechos y libertades de los neoyorquinos y sus
viviendas.

Community Update/Actualizacion Communitaria
The High Bridge is Open! On June 9th I was proud to announce the
reopening of the High
Bridge! After 40 years, the newly renovated High Bridge will
connect the Bronx with Washington Heights and give Northern
Manhattan yet another park amenity. Downtown has the High
line
and now, uptown has the High Bridge.
With the second greenest area outside of Central Park, we
already
have great resources. However, with the High Bridge, we will
be
able to share those resources with residents of the Bronx, as
well as
all communities in New York City and beyond. As Chair of the
Transportation Committee, I am excited to announce that
cyclists
may gain access to our New York City Greenways. This
increases
our community's space for recreational activities, and
encourages our
children to play outside and enjoy our great parks!
2nd
Annual Bike Bonanza I really enjoyed conducting bike lessons and
giving away bike
helmets and bikes to the children of Northern Manhattan on
June
13th during our Bike Bonanza. Along with the NYC DOT,
Recycle-
A-Bicycle and Bike New York we handed out hundreds of bike
helmets and new bikes to children. Its important to teach our
kids the importance of wearing helmets while riding their bikes on
the
street so theyll be safe. It is also important to encourage them
to ride their bikes often since this is an activity that helps
fight obesity and
keep our children healthy and happy.
4th
Annual Spring Clean On June 7th, dozens of community residents
and I spent our Sunday
afternoon helping increase the quality of life in Northern
Manhattan
by helping clean the streets of the district at the 4th
Annual Spring
Clean. This event not only brings together community members
inciting new relationships but also allows residents to more
deeply
invest in the neighborhoods they call home. Begun 4 years ago
by
mothers concerned with the state of their local park, the Spring
Clean
has since grown to include cleaning groups in Inwood as well as
its
initial location near Bennett Park. During the clean, residents
collect
garbage and clean sidewalks to improve the quality of life
in
Northern Manhattan streets, which are sometimes plagued by
overflowing trash cans and pet feces. After years of success the
event
has attracted new partners such as Dichter Pharmacy, La
Marina,
New Leaf Caf, and myself. Ensuring that residents invest in
our
community is one of my highest priorities. I'm proud to
cosponsor
this event that both cleans the surface of our community and
builds
its heart. By investing in our community residents will
assuredly
increase their interest not only in quality of life issues but
also in the
future of our community.
Honoring our leaders On Saturday, June 20th, 2015, Council
Member Ydanis Rodriguez
joined the family of Altagracia Dilon Levat and Senator
Adriano
Espaillat to co-name a street in her honor. Altagracia Dilon
Levat Way is located at 166th St between St Nicholas Avenue
and
Audobon Avenue. Altagracia was a pillar of the community
helping
found the Alianza Dominicana Cultural Center to teach music
to
children otherwise forgotten by existing music programs.
These
children not only were exposed to the wonders of music but
also
learned instruments otherwise beyond their reach like harp
and
violin.
High Bridge est abierto! El 9 de junio tuve el orgullo de
anunciar la reapertura de High Bridge!
Despus de 40 aos, el recientemente renovado High Bridge se
conectar al Bronx con Washington Heights, y ofrecer al Norte
de
Manhattan otra opcin de parque. El centro de la ciudad cuenta
con el
High Line, y ahora, la parte alta tiene al High Bridge.
Con la segunda zona ms verde fuera del Parque Central, ya
tenemos
grandes recursos. Sin embargo, con el High Bridge, vamos a ser
capaces
de compartir estos recursos con los residentes del Bronx, as
como todas

2da Bonanza Ciclstica Anual Realmente disfrut mucho la conduccin
de clases de bicicleta, y el
obsequiar los cascos para bicicletas y motos para los nios del
norte de
Manhattan el 13 de junio, durante nuestra Bike Bonanza.
Conjuntamente
con NYC DOT (Depto. de Transporte de Nueva York), Recycle-A-
Bicycle y Bike New York, repartimos cientos de cascos para
bicicletas
y nuevas bicicletas a los nios. Es importante ensear a nuestros
hijos la
importancia de usar casco cuando conducen sus bicicletas en la
calle
para que estn a salvo. Tambin es importante para estimularles
a
montar en bicicleta a menudo, ya que sta es una actividad que
ayuda a
combatir la obesidad y mantener a nuestros nios sanos y
felices.
4ta Limpieza Anual de Primavera El 7 de junio, docenas de
residentes en la comunidad y y, pasamos
nuestra tarde del domingo contribuyendo a incrementar la calidad
de
vida en el Norte de Manhattan, ayudando a limpiar las calles del
distrito
en la 4ta Limpieza de Primavera. Este evento no slo rene a
los
miembros de la comunidad, promoviendo nuevas amistades, sin
que
permite a los residentes invertir ms en el vecindario al cual
llaman su
hogar. Se inici hace 4 aos, con un grupo de madres preocupadas
con
el estado de su parque local. La Limpieza de Primavera ha
crecido, para
incluir a grupos de limpieza en Inwood, as como en su localidad
inicial,
cercano a Bennett Park.
Durante la limpieza, los residentes recogen basura y limpian las
aceras
para mejorar la calidad de vida en las calles del Norte de
Manhattan, que
a menudo se ven afectadas por el desborde de botes de basura y
heces de
mascotas. Despus de aos de xito, el evento ha atrado a nuevos
socios
como Farmacia Dichter, La Marina, New Leaf Caf, y a m.
Asegurar

Honrando a Nuestros Lderes El Sbado 20 de junio de 2015, el
concejal Ydanis Rodrguez acompa
a la familia de Altagracia Dilon Levat y al senador Adriano
Espaillat,
para re-designar una calle en su honor. La Va Altagracia Dilon
Levat
se encuentra en la calle 166, entre las avenidas St. Nicholas
y
Audubon. Altagracia fue un pilar de la comunidad, ayudando a
fundar
el Centro Cultural Alianza Dominicana para ensear msica a
nios
quienes estaban olvidados por los programas musicales
existentes. Estos
nios no slo estn expuestos a las maravillas de la msica, sino
que
tambin han aprendido instrumentos como el arpa y el violn, que
de
otra forma estaran fuera de su alcance.
