From the Manager’s Desk: Rules, Rules and More Rules…

Someone once coined the term “Rules are meant to be broken.” I don’t know if that is true or not but I know that they are broken and bent daily and yes, I’ve broken my share.

HOA’s were founded on rules like all government. You have heard me say before that an

HOA is the lowest level of government. Without rules, the world would be chaos. The trick is to determine what rules are needed and enforceable. We all have a different point of view so it is only possible to satisfy the majority relative to establishing rules.

In HOA’s it has been determined that a certain core set of rules protects your property value. Therefore, rules are extremely similar wherever you live. No weeds, keep pets on a leash, no leasing for less than 30 days, etc. All of these rules have been tested and tried for years and proven to maintain property in some way or another. They really work when compliance exists at a high level like here at Corte Bella.

A lot of folks ignore the rules until they become self serving and the HOA is needed to step in and resolve an issue for them. Almost everyone asks for help from the HOA at some time for

one reason or another. They want the condition to stop but don’t want to be involved for fear of retaliation or confrontation.

Enforcement of the rules is what makes them effective. Although it is the Board’s duty to enforce rules, it is not always possible without the help of someone involved (usually the reporter). The state has decided that some rules can only be addressed with a willing witness. As the managing agent, I can see and report weeds growing on a lot or a vehicle parked in the street but I can’t see a dog barking at 2 A.M. next door to you. I cannot tell if someone is actually leasing a home for less than a 30 day period. Therefore, some times, the person(s) affected by a violation must be willing to file a written complaint as a witness rather than just report it to the HOA with the expectation that it will be resolved.

Laws change every year sometimes causing conflict with Corte Bella governing documents. It is always a good idea to check with the community manager when you have a question about the rules or governing documents since they are not always compliant with a higher rule of law.

Lastly and most importantly, know that each violation of our rules has the potential to end up in a court of law in front of a judge or jury. In this case the association must be prepared to spend your money on legal representation to pursue or defend. Some rules are simple and easily enforceable yet others are extremely hard to enforce and can put community assets at risk without guarantee of successfully resolving the issue. Therefore, it is important to be thoughtful and pick the battles that can be proven and won.

Crispy Vegetable Lumpia with Cucumber Mint DipCrispy Vegetable Lumpia with Cucumber Mint Dip8 Lumpia Wrappers, 6X6 (eggroll wrappers will also work.)1 Cup Julienne Carrots1 Cup Bean Sprouts1 Cup Red Onion, Julienne½ Cup Sea Beans or French Beans, sliced in half lengthwise2 cups Napa Cabbage2 Tbsp Soy Sauce and to taste2 Tbsp Sesame Oil1 Tbsp Garlic1 tsp Patis seasoning2-3 pinches Black Pepper1 egg, whisked

For Filling:• Heat Sesame Oil in a Large Sauté Pan

on medium High Heat. • Add Carrot, Onions, Beans, Garlic

and lightly Sauté for 1-2 Minutes until wilted.

• Add Bean Sprouts and Napa Cabbage and toss Briefly. Remove from heat.

• Add Soy, Patis, Black Pepper and toss again.

• Check seasoning. Add a little salt if necessary. Put aside in wide bowl and allow to cool.

1. On a flat surface, lay out the Lumpia wrappers. In the center of each wrap divide the filling equally in center of wrapper.

2. Fold one corner of the wrap over the top of the filling and pull back towards you gently to form a bunch. Then fold the ends into the center so you have what looks like an open

envelope. Brush the tip of the open end of the Lumpia with the egg and roll the Lumpia up tightly. The egg will make the end stick.

3. Repeat with other Lumpia until you have all 8 done.

4. Using a deep fat fryer or a pan of oil at 350 degrees, carefully drop your Lumpia into the hot oil and fry until golden -4-5 minutes or until crisp and golden.

5. Remove from oil with a basket or tongs and place on a plate with dry towel so excess oil can drain. On four plates, drizzle a small amount of hot siracha sauce on the plate.

6. Place a small cup of dipping sauce and 2 of the Lumpia on each. Enjoy.

Cucumber Mint Dip1 cup Yogurt8-10 leaves of mint, Chopped1 Cucumber, Peeled, seeded Diced2 tsp Rice Vinegar

Combine all ingredients in a food processor and blend until smooth. Serve on the side as a cooling dip for hot and spicy foods.

From Your Government Affairs Committee – An Update from the Water TeamWell, there is some good news in this update and a bit of a delay. Throughout the summer, the water team has been in contact with the other community members in the Water Alliance – everyone remains committed to a full consolidation of the waste water districts, as discussed last year during the settlement negotiations, which will reduce waste water rates for all consumers in the districts The Sun Cities remain opposed. But how much of a reduction has yet to be determined – and that is part of the reason for the delay.

EPCOR was originally ordered to file a full rate case by September 30, 2015 with complete data and exploring various scenarios regarding full, partial or no consolidation of their waste water districts. As the preparations went forward, it became apparent that the accounting data available from American Water was difficult to obtain leading to the conclusion that an extension of time was necessary. Each of the communities, including Corte Bella, the Arizona Corporations Commission and its staff as well as RUCO, agreed that accounting data is critical to establish the waste water rate. No one objected to the request for an extension and the Commission stated that EPCOR has until April 29, 2016 to file the waste water rate case using a December 31, 2015 testing year. The Commission also wants to see a rate case filed regarding consolidation of the water districts by July 1, 2018. This also has the potential to further reduce consumer water costs.

What does this mean for Corte Bella? The Settlement Agreement remains in effect – no increases in waste water rates AND

consumers will be reimbursed for anything paid over the final rate determination upon termination of the case. Those provisions remain in effect no matter how long the decision may be delayed.

With respect to timing, based on discussions with EPCOR, the actual hearing on the issues will likely not commence until late summer, early fall 2016. EPCOR will be holding community meetings once the sufficiency period has elapsed, which will be about 30 days after the filing, around the 1st week in June 2016. They stand by their original recommendation that consolidation of all waste water districts is the best alternative. It would be a significant reduction in our waste water rates.

Once filed, the process involved in the hearings – evidence, testimony, water experts – is quite lengthy. If everything proceeds smoothly with no issues, it will still require a 13-14 month period commencing with the April 2016 filing to the time of the Commission hearings which could take several weeks. Your water team, each of whom is an intervenor, will also be collecting information, refining arguments and meeting with members of the Water Alliance to insure a solid and fact-based position to support consolidation.

Since the water consolidation case will follow closely on the conclusion of the waste water case, your team is already preparing its position on your behalf to support any alternative that reduces costs to the consumers.

Neighborhood Awareness and SafetyDid you know that smoke detectors need to be replaced?

The National Fire Protection Association (NFPA) says that smoke detectors which are ten years old should be replaced. Many folks do not realize that pushing the test button on your smoke detector does not confirm it is in good working order. According to Consumer Reports the test button only confirms that the battery, electronics and alarm are working, it does not confirm that the smoke detector is actually functional. Many of the homes in Corte Bella have reached or will soon reach that ten year mark so it is time for those detectors to be replaced. Information from various sources indicate that there are two types of smoke detectors; ionization and photoelectric, the former being quicker to warn about open flame fires while the latter is quicker to warn about smoldering fires. It is recommended that both types be used within each home or dual sensor (both ionization and photoelectric) units be installed.

Even if your smoke detectors are not in need of replacement, you still need to replace the batteries every year and test each unit every month according to the NFPA.

Not too thrilled about getting on a ladder to replace smoke detectors or the batteries? No problem! The North County Fire & Medical District (formerly Sun City West Fire District) will provide personnel to replace smoke detectors or the batteries at no charge. The resident can purchase the replacement smoke detectors on their own or North County Fire & Medical can provide dual sensor smoke detectors for a nominal fee. As for replacement batteries, these will need to be provided by the resident. You can call their administrative office at 623-544-5400 Monday through Thursday during normal business hours to get the details.

Finally one more bit of information for all Corte Bella residents. If your smoke detector is chirping due to low battery or another issue during non-business hours or on Friday, Saturday or Sunday, you do not have to wait for the administrative office to open on Monday, you can call 911 and explain the emergency. You also have the option of calling the non-emergency number at 602-253-1191. This number will connect you with the Phoenix Fire Department (which manages fire dispatching for our community).

AARP Safe Driver Course

The Medicare Annual Enrollment Period runs from October 15 to December 7, 2015. It is always a good idea to review your plans but more so this year with the merging of several insurance companies. I prefer to go through an insurance agent who knows the ins and outs of the current plans. A good agent will know which companies are easy to deal with and which companies are generally a pain in the nether regions.

The agent will review the drugs you currently take and make sure your drugs are in the plans’ drug formulary. The doctor list should be reviewed, especially with an advantage plan (HMO) which is more limited in scope than the Alphabet plans, A, F, G, etc. The alphabet plans cover any doctor that accepts Medicare but they cost more. You are eligible to switch your medical plans as long as you meet certain medical criteria. It you have medical issues and cannot answer “yes” to one of the questions, you must stay with the plan you have. The only circumstance that would allow you to change is if the company were to go out of business or drop that plan.

The alphabet plans have the exact same benefits from company to company and only the price will vary. The HMO plans are harder to compare since they don’t always have the same doctors.

When was the last time you took a driver’s refresher course? If you can’t recall, it’s probably time! Driving is definitely not what it used to be; with the ever-changing road conditions, traffic laws, and car technology, it might seem a bit challenging. This is why it’s important to keep your driving skills up to date in order to be safe on the road.

You may be eligible to receive an insurance discount, valid for 3 years, upon completing the course, so consult your insurance agent for details. AARP membership is not required to take the course, and there are no tests to pass.

Coming Home to Corte BellaYou may remember from my musings in the summer issue of the CB Times, we were thinking about selling our Minnesota home in the next few years. Well, I missed having anything in the September CB Times because somebody made us an offer we couldn’t refuse and we were and are in the midst of selling the house—and we hope, everything in it.

Except of course for a few dozen things we just can’t part with. So we’ve been listing things on Craigslist and now on eBay, and we’ve been pawning stuff off on the kids. And yet, I have things to take to Corte Bella and then transport to my son in Las Vegas. Emilie thinks we’ll need a semi to load everything we can’t part with or can’t sell and hate to give away. Some of you know how that is.

But when we return in October, we will be full-time Corte Bella residents. Full time will still have a caveat for us: we will escape in July and August. We’ll probably come north to say hello to the family and friends before heading across the pond to Italy (Emilie’s favorite place in the world) and Germany (where what’s left of her family is).

This is, for us, an excellent time to quit Minnesota. We’re just completing what both of us think may be the best summer we’ve

ever had here. It was warm after the late spring chills. It rained enough to keep us from watering the gardens more than twice all summer. Somehow the chilly spring and pace of the rains resulted in only a few days with mosquitoes. And while we had a few very humid days, we did not have the sweltering heat and humidity for very long at a stretch. So we decided to leave while we are ahead—surely there could never be another summer so good.

We both have loved living in Minnesota. I have never lived anywhere that I liked the people and their sense of community so well. And I came here from the south over 40 years ago. We’ll have good memories of this place, but we do get to come back for family and friends.

But we are so looking forward to coming home to Corte Bella without having the burden of planning to leave for six months again next April. And not getting calls about the furnace being out in the home 1700 miles away will be pure bliss.

And it looks like you missed your chance to stop by for a beer on your way through Minnesota this summer. Now you’ll just have to stop by in Corte Bella, but wait until November when we’ve sorted through all the treasures we will bring home with us.

“Making a Difference”SOuL Luncheons Benefit StreetLightUSALet’s meet for lunch! How often do we indulge ourselves in that small pleasure? Imagine if that same pleasure could also benefit someone in need. Finding inspiration from an NBC “Making a Difference” segment, the ladies of SOuL (Smiling Out Loud) gather throughout the year to share a meal, enjoy each other’s company, and raise money for StreetLightUSA, one of their charities.

The ladies gather at one of the member’s homes, bring a favorite dish to share, and contribute the money they would have spent going out to lunch to their charity. Such a simple idea! Not only do the members spend a pleasant afternoon getting to know one another better, but they are also helping StreetLightUSA. Over the past three years, SOuL has donated $7000 to this organization.

StreetLightUSA serves girls age 11-17 who have experienced sexual trauma. Their program consists of a three-prong strategy of awareness, prevention, and direct care. They are helping girls find a new way forward so they can become independent, confident, and successful young women.

The luncheons are just one of the many fund raisers sponsored by SOuL. Many of you have enjoyed the Taste of Spring, Holiday

Bake Sale and Boutique, Casino Night, Holiday Home, Maui Magic, and more. These events help fund donations to Eve’s Place, StreetLightUSA, and local at-risk schools. The Corte Bella Website in a Nutshell

When the community was preparing to assume control of Corte Bella from Pulte, the Transition Committee recognized the need for a quick, reliable way to facilitate easy to use, two-way communications between management, the Board of Directors, and Corte Bella residents. The committee’s answer was the Corte Bella website.

The website physically resides on servers belonging to Association Voice, a company located in Denver, CO, that designs and manages websites for thousands of community associations across the United States. The servers are protected by multiple layers of state-of-the-art security measures and software monitored 365/24/7 by Association Voice computer experts. Association Voice provides system maintenance and

software development at the administration level. Locally, the Corte Bella web team manages website content control to include the creation, removal, and maintenance of user accounts, the website menu structure, and website content.

Your Corte Bella web team consists of two First Service Residential staff members and four Corte Bella volunteers. As the HOA General Manager, Mike Arrington has overall responsibility for the website and its content. Dave Wright, a volunteer, is the nominal chief of the web team and the point of contact for Interest Group and Club postings and webpages as well as the Discussion Group monitor and the liaison between Corte Bella and Association Voice. He reports directly to Mike. Peg Pozdol, Bishop David McMannes, Jim Williams, all community volunteers, and Paula Coudright, an HOA employee, make up the rest of the team. Peg is in charge of user accounts and managing the HOA email account; Bishop McMannes is responsible for Classified Ads; Jim designs the HOA committee webpages and maintains the Home-Based Services Directory; and Paula ensures that HOA communications and announcements, including the CB Times Magazine, are posted in a timely and effective manner.

Windows 10: “Let’s Try This Again”You’ve probably noticed that Microsoft has recently launched yet another version of Windows. They call it “Windows 10.” The previous version was “Windows 8.” I know what you’re going to ask. Forget it. It’s marketing.

As you are also probably aware, Windows 8 was a disaster. The public hated its interface. Its adoption rate was less than twenty percent. Even many unsupported Windows XP users chose not to upgrade to it. Here’s a graph showing current market share:

Microsoft wants you to believe that things are different now. They are so desperate for you to believe them that they are offering an unprecedented free upgrade to all users of Windows 7 and 8, as long as you make your decision by August of 2016. Most Windows 7 users already know this, because there’s that annoying window popup in the bottom right hand side of your screen. Grrrr.

Fortunately for everyone, Microsoft has improved things considerably. The new default interface is similar to good ol’

Windows 7. Those visually interesting but less effective “live tiles” of Windows 8 are now part of the new Start menu. And, you don’t have to click endlessly to get somewhere. While you may have expected improvements sooner

than this from the software giant, at least they finally got it right.

I’ve been fielding many questions from residents recently about when they should upgrade to Windows 10. My opinion is to wait for a few months at least. This was a very large upgrade, and many fixes will be coming in for quite a while. If you rely heavily on your computer, I would wait at least until the start of next year.

Needless to say, there are a lot of new features to be acquainted with, and it is worthy of a discussion in an upcoming computer club meeting. You may want to wait until we talk about it before you take a Windows leap of faith. The club starts up again on Thursday, October 8th at 6:30 pm in the Social Hall. See you then!

The Theory of Acupuncture

While acupuncture has been practiced for over 3000 years in Asia, it is a relatively new concept in America. The first acupuncture school in America opened in the late 1970’s. Prior to that time, acupuncture here was sequestered in Asian communities. In recent years

we have heard a great deal about acupuncture, Chinese herbs, and cupping. In fact, these components of Traditional Chinese Medicine (TCM) are some of the most sought out modalities of alternative medicine.

How does acupuncture work? There are a series of ‘meridians’ or pathways that run through our bodies. ‘Qi’ (pronounced chee) flows through these meridians. When acupuncture needles are inserted into specific points along the meridians, the Qi is accessed. When a patient is experiencing pain, Qi is stagnating rather than flowing freely through the meridians. Blood is also stagnating, as Qi and blood flow or stagnate together. The relationship between Qi and blood is one of mutual dependence, therefore treating one affects the other. When Qi and blood are flowing, there is a reduction or elimination of pain. The needles can also recourse Qi. The Qi of different organs flows in a specific direction. For example, stomach Qi flows down. When you have an upset stomach and are experiencing nausea, the Qi is flowing upwards. Acupuncture can recourse the Qi and make it flow down, thereby alleviating the symptoms. Qi is a vital force in the body which cannot be seen. It is much like breath, which we cannot see (unless of course you are wintering in Chicago), yet we are alive therefore we breathe!

Acupuncture needles are filiform or solid needles. They are about the width of a hair. Most people are surprised to find that acupuncture is not painful. We are accustomed to Western Medicine needles which are hollow and much thicker, as they are either injecting or removing substances in the body. Generally it is a comfortable treatment, during which many patients fall asleep. Patients also find that they feel quite relaxed after the treatment. Virtually all acupuncturists in America now use disposable needles which are placed in a hazardous waste container after each use.

It started like so many phone calls that sound like solicitation. Not sure if you should hang up now or listen to the next sentence. It turned out to be solicitation, but more intriguing than the usual call. The request was from Reuters, the well known national reporting agency, and they were doing a feature article for a client on “The Changing Face of Retirement”. They were looking for a Corte Bella couple to highlight the tennis and golf community that we enjoy. Mark and Linda Sivakoff were just what they were looking for.

Reuters sent a photographer to spend the day at Corte Bella. The day was focused around the active lifestyle in the tennis community. Mark and Linda have been a part of the Corte Bella Tennis Club for six years, and have participated in the board and club activities. They both play tennis year round with several groups in Corte Bella, and they play singles tennis together as well. Linda remembered starting to play tennis in 2007, and what a challenge it was to return the ball. “If I hit the ball three times in a row, I would be laughing and unable to hit a fourth!”

Both Mark and Linda enjoy golfing as well, and play the many courses in the Sun City West area, including the Corte Bella course where they previously were social members. Both agree that if you can tolerate the heat, the summer offers low rates and wide open courses.

CBTC Couple Featured in Reuters Article Lunch with the photographer and reporter included conversation that centered around the challenges that are part of retirement decisions. Linda retired last October after 40 years in the nursing profession. Mark, retired his medical office practice in January, but continues to work part time as regional director of medical education for A. T. Still University.

The photographer, Kathy, was surprised at how hot it was on the tennis court on this last day of March. She had just stepped off a plane from New York, where the weather was more like winter than spring. She spent time photographing Linda and Mark as they played doubles tennis with Jolene and Joel Piaskowski. Other activities that were photographed as part of the project included golf and hobbies, and the day concluded with a happy hour with tennis friends at the Anacapa restaurant.

October is the month that the Corte Bella golf course goes through its overseeding process. While many of you are not golfers, everybody enjoys the beauty that the golf course adds to the community, and is most likely why you purchased a home here.

No matter where your interests lie with golf, it’s always good to know the process of how we keep the course in top shape and green all year round. So I thought I would give you an inside look into what we do “behind the greens.”

Bermuda grass is the staple for all golf courses in the Phoenix area in summer. It can take the desert’s hottest weather as long as it has sufficient water. During winter it is dormant, meaning that it turns yellow and appears dead. However, below the surface it is alive and waiting for next season’s warmer weather. Bermuda usually starts to slow down and go dormant in September, and starts growing again in May.

This life cycle makes it ideal for golf courses because Bermuda does not have to be replanted each year. However, to keep golf courses vibrant and green during the winter months, Rye grass will be planted successfully over the dormant Bermuda. When high afternoon temperatures start to kill the winter grass, in May, the Bermuda grass takes over again.

Bermuda grasses ability to spread out can be both a blessing and a curse. On one hand it will quickly fill in any damaged areas, but on the other hand it can spread into areas that it is not desired. The reason that brown patches sometimes appear are due to the grass becoming so thick that the leaves are only at the ends

of the stalks, forming a sort of canopy. If allowed to grow taller than recommended all the leaves get scalped off during mowing, leaving nothing but brown stalks. That is one of the problems that aeration can rectify by thinning out and helping the roots grow deeper into the soil which promotes a longer more resilient root system.

Rye is the most popular winter grass used in the Phoenix area. Rye grass will stay a lustrous dark green until the middle of May, before quickly dying off as temperatures approach 100 degrees Fahrenheit.

The optimal time to overseed Bermuda with Rye is from early to middle October. Plant too early and the sun can bake the seedlings. Also, when the weather is still hot the Bermuda is still growing and will compete with the Rye seedlings. Plant too late and germination is slow because the weather isn’t warm enough. So, there is a relatively small window of opportunity.

So now you know why we close the course for 2 to 3 weeks a year. Please feel free to stop in any time to say hello and have a cup of coffee.

What do Corte Bella Tennis Club members do when it’s just too hot in the summer to be on court playing the game they love? They go inside where it’s cool, and practice throwing 16 pound balls, enjoying a lot of laughs, and drinking brewski’s! The CBTC had a fun time on Sunday, August 23rd at Johnsons Lanes with a social bowling outing. On average, the last time members went bowling was somewhere between 15 – 20 years ago. There were no aces, drop shots (unless you are counting dropping a bowling ball on the lane), lobs, back hands, fore hands, or deuces. Instead, there were plenty of bad, good, great and some very interesting approaches, spares, gutter balls, splits and strikes by all. There were almost a couple of Turkey’s and it isn’t even close to Thanksgiving. A Turkey is three….count em’…three strikes in a row!

The highest point game trophies went to Ed Miller for the men with a single game score of 156. The ladies champ was Jolene Piaskowski with a 137 game. Afterwards, the members went
