HISTORICAL PERSPECTIVE: On September 4, 2014, the Traffic Commission held a public hearing on Issue TC 724 regarding parking restrictions on NW Cambray Place and Cambray Street near 183rd Avenue. At its October 2, 2014 meeting, on Consent Agenda, the Traffic Commission adopted the final written order on TC 724. Exhibits 1 to 6 show the Traffic Commission record on this issue.

INFORMATION FOR CONSIDERATION: The original request was to restrict parking between 10 p.m. and 6 a.m. on both sides of NW Cambray Place and on NW Camray Street near 183rd Avenue. Staff recommended to the Traffic Commission to grant the request (Exhibit 4).

After hearing testimony on Issue TC 724, the Commission voted 6:0 to recommend restricting parking only on the north side of NW Cambray Place. The Commission adopted a final written order (Exhibit 3).

An appeal of the Traffic Commission decision was received on October 10, 2014, from Cameron lrtifa (Exhibit 1). Mr. lrtifa had testified at the public hearing and his appeal was received within the required time limit.

Under the Traffic Commission procedures adopted in Section 6.02.065 of the Beaverton Code, appeals of Traffic Commission recommendations are heard by Council. Council review of appeals shall be on the record. Any person may testify before the Council but testimony will be limited to issues previously raised before the Traffic Commission. Council, on its own motion, may hold a de novo hearing that would allow new evidence to be presented. The procedures for the Council hearing are set forth in Beaverton Code Section 2.11.020-82.

Subject: Appeal of Issue No. TC 724

The Traffic Commission approved on Sept. 4, 2014 and adopted on Oct. 2, 2014 the following:

• Restrict parking between 10 p.m. and 6 a.m. on the northwest side of NW Cambray

Place.

• Maintain existing parking restrictions at the turnaround on the east end of NW Cam bray

Place.

This recently approved Traffic Commission's decision outlined above does not, as a whole,

address the residents' safety concerns. Therefore, the residents living in this neighborhood are

requesting the Beaverton City Council to grant our original petition as stated below:

Restrict parking between 10 p.m. and 6 a.m. on the following streets:

(1) both sides of NW Cam bray Place

(2) both sides of NW Cam bray Street west of 183rd Ave

(3) the west half of NW 183rd Avenue

Our concerns have also been recognized by City officials:

• The City of Beaverton's Traffic Engineer, Jabra Khasho, recommended approval to the

Traffic Commission to restrict parking, stating that it will discourage illegal activities

based on criterion from the Beaverton City Code 6.02.060A(1d).

• The Beaverton Police Department's Traffic Sergeant, Steve Schaer, in his report dated

August 26, 2014, concurred with the Traffic Engineer's recommendations.

As suggested by the Chair of the Traffic Commission, several of the petitioners attended the

Five Oaks Triple Creek Neighborhood (NAC) meeting and discussed our concerns with the NAC

members. The NAC is sympathetic to and are in support of our safety concerns.

Furthermore in compliance with the Traffic Commission's suggestion, several of the petitioners

made multiple attempts to contact The Crossings at Tanasbourne Homeowner's Association

through their property management company, Pinnacle Management Services, but we have not

received any responses to date.

Attached is the original petition dated July 27, 2014, which outlines all of our concerns and our

initial request. We are appealing the Traffic Commission's decision, because it does not address

the residents' concerns, as a whole, related to safety and livability. Our homes are our

sanctuary; please grant our original petition in order to make our neighborhood safe and

livable.

Subject: Petition for Limiting On-Street Parking

With a No Parking zone between 10 pm and 6 am on both sides of:

(1) NW Cam bray PI (2) NW Cam bray St- starting at the eastern edge of NW 183rd Avenue

Dear Mr. Khasho and Members of Beaverton Traffic Commission,

ALL of the residents of NW Cambray PI and NW Cambray St (starting at the eastern edge of NW 183rd

Ave) have UNANIMOUSLY signed this petition (see attached sign-up sheets). We most respectfully state:

Both of the above referenced streets are located at the end of the Cambray Street creating a closed

neighborhood. As a result, criminals and law-breakers have discovered that due to having minimum

exposure, these areas are ideal sites to conduct unlawful activities. Police have been called multiple

times to deal with illegal activities. Below is an inconclusive list of issues:

-· 1. Public display of sexual activities while parked on the side of the street

--- 2. Prostitution & performing sex while parked on the side of the street

3. Dealing drugs

4. Illegal & transient parking

_, .S. Graffiti and gang marking

6. Package deliveries left at front doors have been stolen

" 7. Parked vehicles along the street impedes garbage and recycle pickup

8. NW Cambray PI is a 28-foot wide street. Transients from other neighborhoods park on both

sides of the street that impedes the flow of emergency vehicles. In case of a fire or a natural

disaster, lives and the properties of the residents will be compromised, because of the impeded

access to law enforcement and emergency vehicles and agencies.

Due to the above referenced reasons, the situation has become so dire that residents are scared to

take vacations, as they do not want to return to a robbed home. Often; neighbors are too nervous to

leave their front doors unlocked or have garage doors open to go visit one another down the street

even just for a few minutes.

Beaverton prides itself as one of the SAFEST city of the USA; its residents should never have to live

in a state of constant fear, especially in their home, the place that should be a sanctuary. We

humbly request the City Engineer and the Traffic Commission to please place YOURSELVES in the

situation we are in, and please imagine how YOU would feel living among these illegal activities. In

conclusion, to enhance the livability, safety, and security of this neighborhood, we strongly urge you

to please approve this petition.

FINAL WRITTEN ORDER OF THE TRAFFIC COMMISSION

REGARDING ISSUE NUMBER TC 724

Parking Restrictions on NW Cam bay Place and on Cam bray Street near 183rd Avenue

1. A hearing on the issue was held by the Traffic Commission on September 4, 2014.

2. The following criteria were found by the City Traffic Engineer to be relevant to the issue:

• 1 d (accommodate the parking needs of residents and businesses in a safe and equitable fashion);

3. In making its decision, the Traffic Commission relied upon the follo~ing facts from the staff report and public testimony: • Parking restrictions were requested by residents on NW Cambray Place and on NW

Cambray Street west of 183rd Avenue. • Residents on SW Breccia Drive indicated that because Cambray Place and of the low

exposure, nuisance and illegal activities has been occurring on the street during night time.

• Residences are concerned about the livability of the neighborhood. • Under current standards of the Engineering Design Manual, parking is allowed on both

sides of the street. • The demand for on-street parking on NW Cambray Place an'd on Cambray Street west of

183rd A venue is very low. • At the hearing the Commission heard from 7 people in favor of the parking restrictions

and 8 people in opposition to the parking restrictions.

4 . . Following the public hearing, the Traffic Commission voted ( 6 aye, 0 nay) to recommend the following action:

' 1. Restrict parking between 10 p.m. and 6 a.m. on the northwest side ofNW Cambray Place.

2. Maintain existing parking restrictions at the turnaround on the east end ofNW Cambray Place.

5. The Traffic Commission decision was based on the following findings: • Restricting parking between 10 p.m. and 6 a.m. on the northwest side ofNW Cambray

Place will discourage illegal activities during the night time. It will accommodate the parking needs of residents by allowing parking on the other side of the street for overflow parking, satisfying Criterion 1 d.

6. The decision ofthe Traffic Commission shall become effective upon formal approval of the City Council.

Parking Restrictions on NW Cambray Place and Cambray Street near 183rd Avenue

August 14, 2014

Background Information

Residents on NW Cam bray Place and on Cambray Street near 183rd A venue requested parking restrictions on both sides ofNW Cambray Place and on NW Cambray Street west of 183rd Avenue from 10:00 p.m. to 6:00a.m. all days. They indicated that because Cambray Place is a dead end street and of the low exposure, many nuisance and illegal activities has been occurring in the neighborhood during night time. Residents are concerned about their safety and the livability of the neighborhood (see attached request petition).

The pavement width of Cambray Place is 28 feet. It is a dead end Street with a turn around and is classified as a Local Street. Parking is allowed on both sides of the street except at the turn around (see attached Drawing).

The pavement width of Cambray Street is 36 feet. It is classified as Local Street. Parking is allowed on both sides of the street.

Under current standards of the City's Engineering Design Manual, to allow parking on both sides of a local street, the pavement width must be at least 28 feet for local streets that carry less than 500 vehicles per day and at least 34 feet for local streets that carry over 500 vehicles per day. It appears both Cambray Place and Cambray Street meets current Engineering Design Manual standards to allow parking on both sides.

During several visits to the site, staff observed that the demand for on-street parking on Cambray Place and on Cambray Street west of 183rd A venue is very low. The maximum number of observed parked vehicles at one time on Cambray Place was 3 vehicles. There was no observed parked vehicles on NW Cam bray Street west of 183rd A venue.

Section 6.02.080 of the Beaverton City Code, establishes the designation of a Residential Permit Parking District. The criteria requires that at least 75 percent of the available parking spaces on the public street within the proposed district boundaries are occupied at least 4 days per week for at least 16 weeks in any 52-week period. It appears the intensity of on-street parking on NW Cambray Place and on Cambray Street do not meet the minimum threshold for establishing a residential permit parking district.

Staff is proposing to restrict parking on both sides ofNW Cambray Place and on NW Cam bray Street west of 183rd A venue between 10 p.m. and 6 a.m. all days. This parking time restrictions will discourage illegal activities during night time.

Applicable Criteria

The applicable criterion from Beaverton Code 6.02.060A is:

• 1 d (accommodate the parking needs of residents and businesses in a safe and equitable fashion).

Conclusions:

1. Restricting Parking between 10 p.m. and 6 a.m. on both sides ofNW Cam bray Place and on NW Cambray Street west of 183rd A venue will discourage illegal activities during night time. It will have minor impact on on-street parking as the demand for on-street parking is very low and all homes along the street have double garages with wide driveways for residents to park, satisfying Criterion 1 d.

Recommendation:

1. Restrict parking between 10 p.m. and 6 a.m. on both sides ofNW Cambray Place and on NW ·Cam bray Street west of 18Jfd A venue.

ALL of the residents of NW Cambray PI and NW Cambray St (starting at the eastern edge of NW 183rd

Ave) have UNANIMOUSLY signed this petition (see attached sign-up sheets). We most respectfully state:

Both of the above referenced streets are located at the end of the Cambray Street creating a closed

neighborhood. As a result, criminals and law-breakers have discovered that due to having minimum

exposure, these areas are ideal sites to conduct unlawful activities. Police have been called multiple

times to deal with illegal activities. Below is an inconclusive list of issues:

1. Public display of sexual activities while parked on the side ofthe street

2. Prostitution & performing sex while parked on the side of the street

3. Dealing drugs

4. Illegal & transient parking

5. Graffiti and gang marking

6. Package deliveries left at front doors have been stolen

7. Parked vehicles along the street impedes garbage and recycle pickup

8. NW Cambray PI is a 28-foot wide street. Transients from other neighborhoods park on both

sides of the street that impedes the flow of emergency vehicles. In case of a fire or a natural

disaster, lives and the properties of the residents will be compromised, because of the impeded

access to law enforcement and emergency vehicles and agencies.

Due to the above referenced reasons, the situation has become so dire that residents are scared to

take vacations, as they do not want to return to a robbed home. Often, neighbors are too nervous to

leave their front doors unlocked or have garage doors open to go visit one another down the street

even just for a few minutes.

Beaverton prides itself as one of the SAFEST city of the USA; its residents should never have to live

in a state of constant fear, especially in their home, the place that should be a sanctuary. We

humbly request the City Engineer and the Traffic Commission to please place YOURSELVES in the

situation we are in, and please imagine how YOU would feel living among these illegal activities. In

conclusion, to enhance the livability, safety, and security of this neighborhood, we strongly urge you

to please approve this petition.

Hello, I'm sorry for not doing this at the meeting, but my sched4le does not permit me.

First off, the limiting of parking on SW Cambrey and Cambrey Pl. near NW 183rd. isn't going to fix the problem. It will only move it to another street. I understand the residence of that street are tired of people parking outside there homes and this is unfortunate ! I'm sure most are either visiting or live in the Condominiums "The Crossings" off 185th. There is not enough parking for the community. I am not sure how to fix the problem or how to get more parking in " The Crossings" community, but the plan was bad and now we are left to find a solution Thanks for your time

Chairman Conway called the Traffic Commission meeting to order in the Beaverton Building, 12725 SW Millikan Way, Beaverton,

Oregon, on Thursday September 4, 2014 at 7:00pm and called the roll.

Traffic Commissioners present included Chairman Ernie Conway, Vice Chairman John Herring, Amy Johnson, Bill Berg, Brad McCLean

and Alton Harvey Sr. Commissioner Cohen was absent and excused.

City of Beaverton staff included City Transportation Engineer, Jabra Khasho, Police Traffic Sergeant Steve Schaer and Traffic

Commission Recorder Anne Luciano.

Issue TC 724 Parking Restrictions on NW Cam bray Place and on NW Cam bray Street near 183'd Avenue

Staff Report:

Mr. Khasho said this request was from residents that live on NW Cam bray Place and sam bray Street. The residents signed a petition

and requested parking restrictions on both sides of NW Cambray Place and on NW Cambray Street west of 183'd Avenue from 10:00

p.m. to 6:00a.m. all days. The request is because Cam bray Place is a dead end street and of low exposure many illegal and nuisance

activities has been occurring in the neighborhood. Mr. Khasho said the residents are concerned about safety and the livability of the

neighborhood.

Mr. Khasho said that the pavement width of Cam bray Place is 28 Feet and classified as a local street. It is a dead end street with a

turn around. Mr. Khasho said that the pavement width of Cam bray Street is 36 and it is classified as a local street. Parking is allowed

on both sides of these streets.

Mr. Khasho said that both street meets the City Engineering Design Manual Standards to allow parking on both sides of the street.

He said staff visited the site several times and the maximum number of observed parked vehicles at one time on Cam bray Place was

3 vehicles. He said there was no observed parked vehicles on Cambray Street west of 183'd Avenue.

Mr. Khasho said the Beaverton Code establishes the designation of a Residential Permit Parking District. The criteria requires that at

least 75 percent of the available parking spaces on the street must be occupied at least 4 days per week for at least 16 weeks in any

52-week period. He said the intensity of on-street parking on Cam bray Place and Cambray Street does not meet this criteria. Mr.

Khasho said the only option is to go with the request and asked the Commission to approve the parking restriction from 10 pm to 6

am on both sides of Cam bray Place and on Cam bray Street west of 183'd Avenue.

Commissioner Berg asked what time of day staff visited. Mr. Khasho said it was during the day, morning, afternoon and late

afternoon. Commissioner Berg asked if more people parked in the evening than during the day. Mr. Khasho replied that it can be the

case.

Commissioner Conway asked if there are times required by the residential permit criteria. Mr. Khasho replied that it needs to be all

the time within 24 hours.

Public Testimony:

Cameron lrtifa, Beaverton Oregon, lives on NW Cam bray Place and is the petitioner who is requesting this parking restriction. He

stated that once you turn onto the street you are trapped. This is home for illegal activities and there are many incidences he will . 2

explain how safety was compromised. Safety is a big concern and police are not there. The street has very little visibility. It can be

very scary, there was a public display of sexual activities in front of his home, and someone's parked on the street, and there was

bad behavior occurring. He said he has personally seen at night people parked and just sitting in cars. There has been graffiti and

gang marking on fences, and packages delivered to homes have been stolen off the front door step . Garbage and recycling

sometimes does not get picked up because of the cars that are parked on the street. There has been a vehicle accident and first

responders had trouble responding due to not enough room from cars being parked on the street. This makes it a concern for fires

or any other problems if first responders take more time due to having difficulty accessing the street. Cars will park in opposite

directions illegally, there is a small turn radius and cars will even park on the turns blocking mailboxes. Please consider safety when

deciding upon this issue. Again there is nowhere to go as it is a dead end street, thus making safety a main issue. If there are less

cars parked on the street these incidences will not be occurring as much.

Commissioner Herring asked if the cars observed belong to the residents who live on the street. Mr. lrtifa replied the majority of

them do not live on the street. Commissioner Herring asked, if he was aware this will eliminate his own parking on the street as well.

Mr. lrtifa replied yes but for safety he will sacrifice the parking spaces. Commissioner Herring asked if he was responsible for the

petition . Mr. lrtifa replied yes, along with the neighbors and others.

Commissioner Conway asked, how often he has contacted police. Mr. lrtifa replied over 10 times over the period of 10 months to a

year. Commissioner Conway asked if all the neighbors have gotten together to come up with any more options. Mr. lrtifa replied

they've talked about it but there are not many more options.

Destiny Covington, Beaverton Oregon. She said she lives in the condos located directly across from the bridge in this neighborhood.

She is against for parking restrictions because she will park on this street at night. She states her condo does not have much parking

space and many times the spaces run out early on in the evening. She was glad to find a nice neighborhood where she could legally

park her car but feels like they're being treated like second class citizens from the residents who reside on the street. She states

there is no correlation with the illegal activities and the mature and responsible citizens who utilize parking on the street. She

defended the emergency vehicle issue by stating the street meets the standards to allow parking on both sides. She feels herself and

the other condo home owners are tax paying citizens and deserve the right to be able to park their cars on the street.

Commissioner Conway asked if the condo have an HOA. Ms. Covington replied we do. Commissioner Herring asked if the HOA been

asked to address this issue. Ms. Covington replied yes, but most of the properties are two bedrooms with one parking spot so there

are not enough spaces. They have started giving out parking passes to eliminate people who take up more than one parking spot.

Josh Zawasky Beaverton Oregon, said he lives in the condo section as well. He is against the parking restrictions. He utilizes the

parking and states most of the residents from the Condo are parking on the opposite side of the NW Cam bray Place homes. He said

they park as close to the curb as possible and most do not block garbage or mailboxes. He said they are not doing something wrong,

and that the street on Cambray is where he was told to park and does not see why this is becoming an issue.

Commissioner Conway asked who told him to park there. Mr. Zawasky replied the City and HOA neighbors said they were not

allowed to park anywhere else. This is the closet street and area we are permitted to park.

Dorothy Love, Beaverton, Oregon, said she lives on NW Cam bray Place and has lived there for 4 Y, years. She stated her home is

located right in the middle of the street and she is for the petition . She said large trucks are always parked in front of her home the

whole time she has lived there and she has seen vandalism as well as a water ciphering crime where a truck has used her water to fill

up their tanks. She said there is a bridge there and she is constantly cleaning up graffiti and dog waste. She has put up friendly signs

advising people to take care of their animals waste but they have just been removed. She said she feels less safe in her home than

she did four years ago. She sympathizes with the Condo neighbors who responsibly use the parking on the street however it is

difficult to have to cover the cost and burden of property damage and theft. 24

Joy Chang, Beaverton, Oregon, said she lives on NW Cambray Street and supports the issue. She works for Washington County. She

stated that the parking on the street leaves first responders with two feet to clear to get through the street and that can cause

response times to slow because of having difficulty getting through the street with inadequate space. She said people are parking on

both sides of the street and the visibility is a true issue especially at night. She said police have been called often and this is a

concern.

Sean Bayou I, Beaverton Oregon, said he lives west of Cam bray in the condo complex. He has lived there for going on two years and

said the HOA sent out a letter stating they're working to resolve the parking issue. He stated he sympathizes with the homeowners

on Cambray for having to deal with vandalism but if they did not park there it would still occur as it does in every neighborhood. He

stated the illegal activity is not coming from the Condo owners and they're just parking their cars there at night time when they're

returning from work. He stated he has never seen any illegal activity.

Jacque Smith, Beaverton Oregon, said she lives on NW Cambray Place and is against the petition. She said the petition had no writing

attached so she did not know exactly what was proposed on the petition . She said the street is well lit . There are four street lights

and she has never had an issue or been robbed . She said because of her work she is up in the middle of the night doing work on a

room with a large window facing the street with a clear view. She said she's never seen any drug activity or anything unusual

happening on the street. She said her property has been targeted by graffiti but she bought paint and covered it up. She said she

loves her neighborhood and does not feel threatened.

Commissioner McClean asked if she parked her vehicles on the street. Ms. Smith replied yes, we have Harleys in the garage and we

have two cars so they utilize the street parking. Commissioner McClean asked when they haven't parked on the street have they

noticed others parking there. Ms. Smith replied yes.

Commissioner Herring said he drove through the neighborhood and asked why is there a walking path. Ms. Smith replied it was a

road that was going to be connected to 185th and the people didn't want it to be put in and the walking path was put in to connect

their neighborhood with Tri-Met.

Cynthia Peterson, Beaverton Oregon, said she lives on NW Cambray Place and lives on the corner. She stated she gets very nervous

and scared especially when she sees people parked in cars for a long amount of time. She has called the police a couple of times

because she comes home at night and sees people parked in their cars doing who knows what. She said she has a tree that limits her

view of the street and because she is worried about safety and the tree hindering her visibility she is having it removed . She said the

real issue is safety and that everyone who has attended the meeting are good people but it is the people who did not show up and

causing the problem that creates this issue. She said she sympathizes with the condo neighbors and states maybe better lighting

could help.

Weida Qian, Beaverton Oregon, said he lives on Cambray Place and moved in four years ago. He stated the major reason he moved

to Beaverton is because it is a safe city. Right after they had moved in he was surprised to see so many different cars in front of his

home with some staying parked there for a very long time.

Lee Brodinsky, Beaverton, Oregon, said he lives on NW 185th and has gone to HOA meetings and wants people to know they are

trying to address the issue. He stated there is tension between the two sides and he doesn't feel these issues apply to the

homeowners on Cam bray alone. He stated even at the condos graffiti occurs and there is from time to time bad activity taking place.

He wants people to know he is all for making the community safe.

Commissioner Conway asked if he was a member of the HOA board. Mr. Brodinsky replied no, but he goes to the meetings and he

doesn't feel any safer in that community these are public streets not gated communities. Commissioner Harvey asked if we were

speaking of two different communities. Mr. Brodinsky replied he feels there is we are home owners too we just own condos. He

says they have graffiti and traffic just as much as they do. He hasn't seemed to find a community that's crime free unless it is a gated

community. Commissioner Harvey asked if he had any comments about discussing these concerns. Mr. Brodinsky replied his door is

open. He feels a bridge is separating the communities, but we are all the same and we share the same concerns.

Will Burton, Beaverton Oregon, said he is against the parking restriction and resides in the condo complex. He stated he agrees with

his neighbors and that when he comes home from work all the parking spots are taken and he needs to park on this street.

Nikki Burton, Beaverton Oregon, said she is against the parking restriction and agrees with everyone who has so far spoken against it

tonight. She said that she has no idea where the notion of the neighborhood being unsafe is coming from. She has lived in the area

for six years and has been a single person and never felt unsafe or seen anything that is concerning.

Mark Chang, Beaverton Oregon, said he lives on NW Cam bray Street on the corner. He supports the petition for the safety of his

family. He said he needs to be constantly picking up after parked cars that leave their cigarette butts and beer cans out on the street.

Their home has been targeted by graffiti . There is a lot of foot traffic because of the bridge that connects to Tri-Met. He has had a

car parked in front of his home for three to four days and when the vehicle owner came back to retrieve the vehicle he asked if he

could please not leave his car there long term he was threatened . So now he is extremely worried about who parks there. He feels

uncomfortable leaving his daughter alone, and believes limiting the parking will reduce the bad behavior and make the neighbor

more livable.

Commissioner Berg asked, if he could estimate the number of times a car has been left there for multiple days. Mr. Chang replied it

happens two to three times every couple of months. Commissioner Harvey asked if the cars are the same or random. Mr. Chang

replied some are regulars and some are not.

Maher Makboul, Beaverton Oregon, said he lives on NW Cam bray and is for this petition . He said every night he has about ten cars

around his driveway and has children who he will not allow out in the summer because he cannot see them . He believes this issue is

a problem for the HOA to solve and not the homeowners on the street. He said a man pulled up in an SUV with a boat covering his

driveway for hours. He said the activity with the path has grown and he's worried about safety. He has seen someone hit a parked

car. He said this needs to be figured out but it should not be up to the homeowners because it is getting out of control and they feel

people are abusing the street parking.

Kid Fisher, Beaverton Oregon, said he is part of the HOA and has been for eight years. He bought the condo in 2007 . He said he is

very active with issuing parking tickets for people who do not have a pass. He feels it is just not the homeowners. There is illegal

activity everywhere not just on one street. He would like to address the issue together and try to get it resolved.

Commissioner Conway asked what he is doing on the board. Mr. Fisher said he is a floater. He said everyone that lives here is issued

a parking sticker. Commissioner Herring asked if that would exclude people parking in their lot. Mr. Fisher replied yes they are a

private lot and they can't park there. Commissioner Conway asked about visitors. Mr. Fisher replied they give visitors a parking pass.

Staff comments:

Sergeant Schaer said he is the traffic sergeant. He has dealt with speeding here. They did a black box test and there were not many

speeders. This street only has issues for traffic. People that attended tonight's meeting was for a purpose and no one in this room is

likely the problem. There is a way to engineer a neighborhood to make it less likely to have criminal activity. You can increase light

and remove vehicles from the street to increase the visibility. If there are no parking signs it will increase police activity in your

neighborhood unless there is a reason, he states he does not drive down one way streets. He stated he arrested 300 people plus a

year from transit centers and that they do bring in a lot of bad behavior. It is the people who bring foot traffic from the bridge that is

causing a part of the problem and not the people who are parking there. He thinks there are two different issues anytime you have

cars parked on the street it can decrease visibility. He suggests going off theory if there is less vehicles on the street it's going to

increase police activities and will make people with bad behavior appear much easier. In terms of towing vehicles the City does not

tow cars unless they're a hazard. It is a ticket that is given out.

Commissioner Herring asked about longer term parking. Sergeant Schaer replied there used to be a 72 hour parking law they

changed that to people parking in front of their residence. Commissioner Herring asked if it's your cars it can stay or if it is not can

you call the city? Sergeant Schaer replied yes and we can tag and ticket but it's more difficult and has some gray area.

Commissioner Berg asked you don't have any statistics on this neighborhood that you can say that crime is higher here than others?

Sergeant Schaer replied no he did not bring any reports. Commissioner Herring asked just off of word of mouth this neighborhood

does not come across as a crime neighborhood? Sergeant Schaer replied it does not no.

Commission Deliberation

Commissioner McClean said based on this he does not think it's appropriate for this to occur. He will think people will still find

somewhere to park this is not a long term solution but for the people who petitioned he is all for allowing to pass this with Sergeant

Schaer. Increasing visibility will help and if this is a safety issue he will not stop them.

Commissioner Johnson said it seems like this is a community issue. If residents are willing to give up their street parking she would

be in favor of a compromise, maybe in front of the street will be no parking and then across the street will allow parking.

Commissioner Herring said he agrees with Commissioner McClean. This is a first for a safety issue there are some obvious places

where unsafe activity is occurring compared to other places. He does see a slight difference on perspective. Condo owners don't

want any parking spots taken away but others feel it is not safe he gives more weight to the I don't feel safe in my own home than

the I want to park there. He understands the concern if they' re willing to sacrifice their parking spots to help have better visibility.

He doesn't want people to ignore the law it sounds like the Condo owners are not the problem and the two do have a decent

relationship with each other. He would not go and call on a condo owner and say no parking in the no parking zone and then call a

police officer. He is in support as it's written.

Commissioner Conway said this is the biggest visitor comment period we have had. For the Commission he has a couple of questions

and it goes to the public street issue. We have a pass through car on Gemstone witch we restricted parking that was overturned by

City Council. The reason they didn't want people to not park in front of their homes and that is something important to them. He

appreciates Commissioner Johnsons comment do to half the street and make a compromise, but then the question becomes we

have seen this numerous times if I have a large space of parking they're going to go up the street. What are we going to do is have a

neighbor say I'm struggling with parking in front of your own home and public access. Where are they going to go up the street?

Then someone will come up here and say we want no parking it is an issue. This is a no parking issue and another issue. The city has

a mediation service people are scared but the no parking restrictions will not do anything to fix this issue it will just expand the issue.

Commissioner Berg said these are tough and it's understandable why people want to have restricted parking. We can't weigh one

against others the law says you can park on a street so that does not make up my mind. We heard conflicted testimony on crime

some say there is a lot of crime and others said there is no crime. We don't have any official report so I can't believe we are solving

the problem by adopting restricted parking that will move the problem down the street. It will then become an item on the agenda

down the road. He sympathizes with both parties and there is never an easy answer. He feels majority of people here are trying to

do the right thing and he concludes with saying he's going to vote against this for those reasons.

Commissioner Harvey said he is interested in the comment made about across the bridge . It seems like there is a division between

two different communities. The two different communities should sit down and discuss the differences. Sometimes if we bring our

differences together the resolution is within the differences. He said both groups can be extending an invitation to the other group

and talk about the differences. He doesn't think a sign would make this better he doesn't believe it would take away the problem.

Sometimes the problem is within us and that some might find when you sit down and reason together you'll find the differences are

quite similar. He does not support the signs to take care of this issue.

Commissioner McCI~an said he agrees with Commissioner Harvey and Berg. Increased dialogue would help. If he was not hearing

they're worried about safety at night time he would give more weight to the residents who do feel safe with their cars. Less cars will

increase visibility from what Sargent Shafer said . We should agree to do this because I don't believe the Traffic Commission should

stop them because outside residents want to park on their street when it's not appropriate.

Commissioner Conway said parking halfway on the street and making the other side a parking restriction is there consideration of

that before we go farther?

Commissioner Berg said if we restrict parking in front of the homes and then everyone will park on the opposite side and down the

road . People have testified it's already bad it would be even worse.

Commissioner McClean said I would still be in favor as written on both sides on Cambray Place.

Commissioner Berg asked, you're okay if the problem moves down the street?

Commissioner McClean replied No.

Commissioner Berg asked, so how're you solving the problem?

Commissioner McClean replied because it is making it safer.

Commissioner Herring said it is different it's not just parking it is a safety issue that's why he agrees with commissioner McClean.

Commissioner Conway said he would be more open to Commissioner Johnson's compromise.

Commissioner Herring said the issue needs to be addressed for safety not just restricting parking.

Commissioner Conway said he thinks no parking on that side of the street where the homes are located will help.

Commissioner Herring said then he doesn't agree with that.

Commissioner Conway said he thinks certain issues can be helped by having some mediation in place, and would entertain a motion

to take Commissioner Johnsons compromise.

Commissioner Johnson said she thinks eliminating parking on that street in front of the houses will help reduce property damage

concerns.

Commissioner Herring asked if Mr. Khasho know how many lega l parking spots are on that side of the road .

Mr. Khasho replied 10-13 cars not including the side of the houses.

Commissioner Herring said he would like to do the whole thing if there's not support to that then we can do changes.

Commissioner Conway said he is not against the whole thing, but he would have liked more interaction between the sides with that

in mind he would support so now we need to discuss if we pass or make a motion to make an amendment motion.

Commissioner Johnson MOVED, SECONDED by Commissioner Berg to amend the final order and to restrict parking between 10:00 p.m. and 6:00a.m. only on the northwest side of NW Cambray Place the side that is most adjacent to the 9 homes and maintain the

existing parking restrictions at the turnaround .

Question called on the motion . Commissioner Berg, Conway, Harvey Sr., Herring, Johnson and McClean voted AYE. The MOTION

Carried (6:0)

Commissioner Conway said this is never an all or nothing discussion between groups. If there is more consideration for a further
