4. NEW BUSINESS

a. Recreation Survey

The Commission discussed breaking down Question 7, and giving additional examples. Mr. Clarkin suggested

"holiday events."

Mr. Clarkin suggested changing the questions numbering to be more uniform. Town Council member Deborah Carney passed out the 2003 survey which she indicated was completed by the

University of Rhode Island for suggestions in Ninigret Park. Mr. Hammett suggested adding Pawaget Park to the survey and promoting the survey on Facebook. The Commission discussed ways to allow Charlestown residents would complete the survey.

Ms. LaBossiere clarified that she was speaking of the Wicklund Park and asked for an update on the progress

there.

Director Hilton noted that the field renovation was complete and the area cleared up and a shed was being

installed. She added it was being used by the Chariho Girls Softball League. Director Hilton continued that the

tennis court was being lined for pickleball in the upcoming month. Mr. Hammett asked if there was talk of a Clivus unit being installed there. Director Hilton noted that they needed to be cleaned, maintained and used and that the league was content with

the port a jon. Ms. LaBossiere asked if there was a way to add an exercise trail, or track on that site. Director Hilton noted that the discussion was concerning a track on school grounds.


c. Recreational Ideas for Town

Mr. Hammett mentioned the addition of food trucks to the park during the summer at certain events. He

suggested that it would make a good addition at the movie nights and concerts and attract people to the park.


d. Paddle Tennis Courts

Mr. Lyons was noted the paddle tennis courts were sold and that the time frame for the purchase was not

something the Town could accommodate.


e. Identification of Potential Locations for Art Sculptures

The Commission discussed potential locations for the art sculptures in Ninigret Park. Mr. Clarkin motioned to recommend installation of the art sculptures near the entrance to Ninigret Park, near

the kiosk area and near the dog park stop sign area. Mr. Hammett clarified that it would be ultimately up to the Parks & Recreation Department to decide exact

locations.

5. OLD BUSINESS

a. Coastal Route Bikeway Feasibility Study Plan Recommendation to Town Council

Ms. LaBossiere noted that the state was reviewing TIP applications and the Charlestown TIP application was

for the widening of the road from Ninigret Park to the village center.

Mr. Hammett noted that VHB responded that the universal sections were what connected each one and if they

needed to put that language in the Feasibility Study, they could, but there would be an additional charge.

Mr. Hammett added that he preferred a dedicated bike path and that he understood that it would be difficult, but

that a shared bike lane was ok for cyclists, but not for strollers, and families.

The Commission discussed potential locations for a Route 1 crossing and different ways to cross.

Mr. Hammett reported that a crossing at Route 2 made sense and that a light would be required.

Ms. LaBossiere noted in the report Narrow Lane was selected because it was the narrowest lane.

Ms. LaBossiere noted that a traffic study would be done.

Mr. Hammett read an excerpt from packet page 23, “New Traffic Signal and Roadway Realignment/Interchange

Reconstruction at Narrow Lane/ US.”

Ms. LaBossiere noted the language in the study was “might be the most useful.”

Ms. LaBossiere suggested a crossing be the safest and best crossing of US 1.

Mr. Clarkin motioned to request from the Town Council for VHB to look into the feasibility of a pedestrian

crossing of Route 1.






b. Update on Kiosk and Signage in Ninigret Park

Director Hilton reported that she had contacted Bradford & Associates for an update.


c. Recreation Bond Expenses and Ninigret Park Fund Balance

Mr. Hammett noted the current recreation bond fund amount was $108,623.03 and the Ninigret Park Fund

balance was $122,560.25.


d. Gaga Pit Update

Director Hilton noted communication from Eagle Scout candidate Christopher Bell indicated that the gaga pit

would be installed by June.

I would like you all to know that Ray received the Walter A. Henry Leadership Award at

the beginning of June from the Rhode Island Parks and Recreation Association at their

Annual Conference. I too received this prestigious award a few years ago. Ray has been

nominated as President of the Rhode Island Parks and Recreation Association for the

upcoming year. Ray brings positive energy to our department with his knowledge of

technology and dedication to making what we do successful. Our department is fortunate

to have Ray on staff along with Becca, Carl, Michelle, Stephanie, Diane to make us a

great parks and recreation team.

Current or Past Projects/Events

• The Town Beaches opened on Memorial Day. The weather has been inconsistent on the weekends, good weather one day and rainy the next. All beach staff are undergoing training for the upcoming busy weeks with our senior guards along with the Ambulance Corp. Most of our lifeguards are returning along with a few new ones. We are fortunate to have Bill Clarkin returning as our Beach Assistant. Jodi Frank ran a course to certify new lifeguards, and she was able to certify an additional four guards. Our numbers are looking good for lifeguards, despite the lifeguard shortage in Rhode Island and in CT.

• Our Summer Camp staff participated in a staff training session at Coventry Parks and Rec. Department. This program was jointly funded by the South Kingstown Parks and Recreation Department, Coventry Parks and Recreation and Westerly Parks and Recreation. The presenters were from a conference Ray and I went to this past winter in New Hampshire. All the staff seemed to appreciate the session and have new ideas for working with the children this summer.

• Tennis Lessons began during the 1st week in June. The registration numbers look good for the summer. Hopefully both the basketball and tennis courts will be will be done by July.

• On June 7th Ray and I attended the Rhode Island Parks and Recreation Association conference in Roger Williams Park. Ray is the new president for the upcoming year for the Association.

• The Columbia Heights 3rd Annual Block Party was held this past Saturday, with free face painting, free hot dogs donated by Johnny Martin of Johnny Angels, free Ice cream donated by Lickety Splits, free games, moon bounce and a music. It was a fun day at the Clark Memorial Field.

• The half basketball court will be painted and complete by the end of the week. The neighborhood children seem to enjoy the new court.

• A new fence was installed by the Playground in Ninigret Park and the old one removed.

• The Wicklund Tennis Courts are almost complete, as the lines need to be painted and the tennis nets put up.

• A Camp counselor and parent meet and greet is set for Friday, June 21st at Ninigret. Camp registration is going well and is it presently at 151 or so participants.

• Concert series and movie series coming up. The first concert is June 24th – Phil Adams – who is a local talent. The concert will take place from 5-7pm at the new pavilion. On Wednesday, June 27th is the “Lego-Ninjago Movie” the first movie in the movie series, this will begin at dusk (which is about 9pm).

• Ray and I have been planning for fall programs before camp and the movies and concert begin and the beaches open full time.

• Swim Lessons will be offered for 3-5 year olds at Little Nini from July 9 for six sessions then until August 15 on Mondays and Wednesdays.

Assistant Director’s Report

June 2019

• Helped run the Clark Memorial Field Block Party, the block party was a success. The

event included Sally Doodles face painter, Ice Cream Sundae bar, Hot Dogs, bouncy

house, firetruck and ambulance.

• Preparing for summer camp which starts June 24th

• Advertising for summer basketball, which starts July 12th.

• Ran the School’s Out Dance June 14th at the Charlestown Elementary School. The event

had over 130 Chariho 5th and 6th graders in attendance.

• Attended the RIRPA’s state conference at Roger Williams Park on June 7th.

• Helped with the Summer Staff orientation

• Adult Flag Football on Sunday mornings is ongoing with the finals slated for July 21st
