ObjectiveTo offer the extensive planning knowledge and experience of ISOCARP members to provide expert and independent advice to local and regional authorities and communities in specific urban or regional topics.

TopicsUPATs relate to any topic or assignment within City and Regional Planning in any of the areas of expertise of the ISOCARP members.

TeamA UPAT is a tailored team with six to eight ISOCARP members with a Team Leader, a UPAT Rapporteur and two young planning professionals.

ISOCARP is able to organise tailor made UPATs for specific tasks and topics.

Team selectionISOCARP publishes a detailed “Call for Experts” and forms a team with both experienced practitionersand scientists as well as talented young planningprofessionals.

Process In a one week workshop, the team interacts with the local actors and out of an intensive working process, generates a public presentation and a technicalreport, with proposals and recommendations tackling the selected topic.

Perm Science City – Knowledge Hub

UPAT Programme

• To design, conduct and to write a vision and to write three scenarios for Perm as a knowledge hub and a science city between Europe and Asia

• To conduct interviews and conversations with key figures in the ministry of education, universities and institutes of higher education in Perm

• To assemble and to review literature about best and bad practices about the mutual benefits between universities, university life and cities

• To provide a strategy, principles, practical steps and solutions towards 2020
