The plan is to provide wider, smoother roads for an increasing number guests seeking recreation in the area. Lake Mohave is a reser- voir formed by Davis Dam on the Colorado River, which defines the border between Nevada and Arizona. The lake lies at an elevation of 647 ft. (197 m) near Laughlin, Nev. The Lake starts at the Hoover Dam on the Colorado River and runs to the Davis Dam. The lake and adjacent lands forming its shoreline are part of the Lake Mead National Recreation Area adminis- tered by the U.S. National Park Service. Lake Mohave encom- passes 28,260 acres of water. Activities at the lake include boating, fishing, kayaking and canoeing. Road improvements will take place on Davis Dam Road to Katherine Spur Road, Katherine Spur Road and parking lots within the Katherine Landing area. $11.3M Project Will Widen Lake Mohave Roads Construction employment increased in 243 out of 358 metro areas, was unchanged in 43 and declined in 72 between January 2015 and January 2016, according to a new analysis of federal employment data released March 17 by the Associated General Contractors of America. ANCHORAGE, Alaska (AP)Alaska officials say they will keepworking with federal authorities whoturned down a state request for a morethan $375 million loan for the KnikArm bridge project. The U.S. Department of

Transportation said it was suspendingits review of the proposal, citing issueswith traffic and revenue projections.State officials said that they were con-fident the funding would eventually beapproved, the Alaska Dispatch Newsreported. “Getting this loan isn’t just a simple

pass-fail, it’s a negotiation,’’ said JudyDougherty, director of the Knik Armcrossing project. “So we were not sur-prised by that letter.’’ The federal government has rejected

the project several times since stateofficials first sent a letter of interest in

2007, with the most recent coming inFebruary. The bridge would connectAnchorage to land near PointMacKenzie in the Matanuska-SusitnaBorough. “As currently structured, your plan

of finance would not have sufficientcoverage to withstand stress testingand meet DOT’s requirements,’’Shoshana Lew, chief financial officerof the federal transportation depart-ment, said in a letter dated Feb. 9.“Therefore, DOT is suspending reviewof your current [letter of intent] andplan of finance.’’ Opponents of the bridge held a news

conference in Anchorage on March 21to release Lew’s letter and further chal-lenge the state’s estimates for growthin the region. “This latest rejection proves once

and for all that Alaska doesn’t have a

viable financial plan for the bridge,’’project critic Jamie Kenworthy said. He said the state should cut the

funding for the project in the proposedoperating budget and reallocate thenearly $160 million already approvedfor it. A spokeswoman of Gov. Bill

Walker referred questions to the stateDepartment of Transportation. DOT spokesman Jeremy Woodrow

Cat Demonstrates New Products at Peoria, Ill., Facility Caterpillar welcomed members of the

press to a three-day event at its Peoria,Ill., facilities March 16 to 18. Thursday

morning, Caterpillar opened its doors for thefirst time to its Peoria Proving Grounds facil-ity. Guests were led to temperature-controlleddemonstration area. Cameras were notallowed in the facility, but guests wereallowed to view and test two machines — theCat MH3295 material handler and the Cat637K tractor scraper. These models have beentested in this facility, tested in the field withcontractors and are now set to go into produc-tion. Later, attendees were welcomed to the

Edwards Demonstration and Learning Center.Operators demonstrated several machines,including the Cat 918M, Cat 308E2, Cat730C2 and in particular, the new Cat 304.5E2XTC. Cat representatives emphasized the release

Attachments helpconstruction equipment ownersgrow business, replace less effec-tive machines, lower operatingcosts and significantly increase amachine’s flexibility.Attachment versatility for con-

struction equipment can stretchyour fleet resources with their abili-ty to adjust to changing applicationsand serve as work tools to performmultiple jobs. Use Only Attachments That AreApproved by the Excavator and

Coupler Manufacturers Operators should only attach and remove

attachments in a secure environment andensure that the quick coupler is properlyengaged with the attachment before operat-ing.

Remove the Attachment Using the Quick Coupler Safely

For safe attachment removal, operatorsshould lower the coupler and attachment onthe ground or a structure at level height.Consult the manufacturer’s operation andmaintenance manuals for more informationabout proper use of the quick coupler.

Maintain Quick Couplers to PreventExcessive Wear

The manufacturer’s recommended preven-tive maintenance inspection procedures shouldbe followed to maintain the coupler so that itoperates properly. Important to coupler safetyare regular visual inspections of the quick cou-plers to avoid changing conditions, modifica-tions or alterations that could cause the quickcoupler not to provide a secure attachmentconnection. With some coupler systems, theoperator will need to manually inspect the safe-ty pin to make sure it is correctly positionedand hasn’t developed wear issues.

Multi-Function MachinesIf you’ve ever owned compact equip-

ment, you know the key to achieving afavorable return on investment is to reachhigh machine utilization. Leveraging attach-ments to perform certain tasks can signifi-cantly increase those rates. The same is truefor heavy equipment. A multi-functionmachine that is productive on a daily basisnot only has a greater chance of generatingprofit, but also can be more responsive toyour needs on a job site.For example, you may have a dedicated

excavator only used for trenching or ditch-ing, and if so, you may be missing an oppor-tunity (or more).Fit your excavator with attachments such

as a grapple for land clearing, a trenchingbucket to dig foundation footings or a platecompactor to finish trenches.“There are some contractors with a mind-

set that they’ll bring in a piece of heavyequipment for site preparation and thenassign a smaller piece of equipment for othertasks,” Smith said. “Having machines sit idlewhile you bring in different equipment isn’tthe most efficient way to work. By utilizingattachments, operators can do more withfewer machines.”

Maneuverability on most confined work-sites can still be achieved with excavators aslarge as 50,000 lbs. (22,680 kg) and wheelloaders up to 40,000 lbs. (18,143 kg). Theideal end goal, Smith said, is to make thepower unit as versatile as possible and on asmany different job sites as possible.The key to getting the most productivity

from an excavator or a wheel loader is theinvestment in a quality attachment changesystem, which is optional on most manufac-turers’ machines. Some industry experts esti-mate that a quality automated coupler mounton an excavator can save owners up to 25percent of their total machine operating timecompared to direct-mount attachments.According to Reardon, a quick coupler

installed on the end of an excavator armspeeds up efficiency. “It allows the operator to change an

attachment on a machine in a fraction of thetime compared to manually using pins toconnect the attachment to the excavator,” hesaid.Many of the efficiencies are gained from

operators being able to rapidly changeattachments with a quick coupler from thecomfort of a cab.

Roads to Lake Mohave Being ImprovedThe project began Jan. 11 with survey staking. Contractor

SWP Contracting and Paving of Surprise, Ariz., began mobi-lizing equipment and personnel to the site Jan. 19.SWP Contracting was selected as the low bidder for the

project.The Federal Highways Administration, Central Federal

Lands Highway Division based in Denver, is managing theproject for the National Park Service.The primary subcontractor for the work is FNF

Construction of Tempe, Ariz.Work will be con-

ducted seven days aweek. “This project is

complex and to mini-mize the impact onpark visitors duringthe busy summer sea-son weekend work isnecessary,” saidBruce Nyhuis, chief,park maintenanceand engineering divi-sion, Lake MeadNational RecreationArea. “The contrac-tor will be working essentially from dawn to dusk to accel-erate the schedule.”Completion date had originally been set for May 31, but

is now expected in mid-June.

Equipment on SiteSWP Contracting and Paving is installing and maintaining

erosion control devices, pulverizing asphalt in the primaryparking lots and a service road, removing damaged concrete,grading for new handicap parking stalls and starting to clearand grub the road widening areas. The contractor also ismarking the locations of underground utilities.“Excavation equipment is on site,” Nyhuis said. Nyhuis pointed out that the existing roads were in poor

condition and well past service life, even with regular chipseal pavement preservation. “Similarly, the parking lots also were in poor condition,”

he said.Also use of the roads has increased as more people visit

the recreation areas and its lakes.“Lake Mead National Recreation Area is the sixth most

visited park in the National Park Service,” said ChristieVanover, public affairs officer for Lake Mead NationalRecreation Area. “In the past three years, visitation at ourpark has increased by about 15 percent.”In 2015, the park welcomed 7.5 million visitors, which

was a 5 percent increase compared to 2014. About 1.3 mil-lion people visited Katherine Landing last year.

Reconstructed RoadwaysThe roadways will be reconstructed from the base to the

surface and will be widened to 12-ft. (3.7 m) lanes with 2-ft.(.6 m) shoulders. The intersection of Davis Dam Road andKatherine Spur Road will be realigned to allow traffic toflow to and from Davis Dam Road to Katherine Spur Roadwithout a stop sign.An additional lane will be added from the entrance station

to Cabin Site Road. The project also will include some

drainage improvement and reconstruction of parking lots.The total length of construction is about 4.9 mi. (8

km) Davis Dam Road spans about 0.8 mi. (1.3 km) andKatherine Spur Road covers 3.9 mi. (6.3 km). Back BayRoad stretches 0.15 mi. (.24 km).Workers will apply about 30,000 tons (27,215 t) of

asphalt and 1,400 cu. yds. (1,070 cu m) of concrete dur-ing the road and parking lot project.

Approximately 40,000 cu. yds. (30,582 cu m) of dirt willbe moved to make way for wider roads. All of the asphaltfrom the existing roads and parking lots will be pulverizedand reused on the project.The roads will remain open during construction, but visi-

tors may experience delays lasting as much as 15 minutes.Funding for the project was provided by Federal Lands

Transportation Program.

Benefits of Improving Entry Roads “Lake Mead National Recreation Area is very important

to surrounding communities,” Vanover said. “In 2014, visi-tors spent around $290 million in gateway cities, supportingnearly 4,000 local jobs. It is possible that road improvementsmay attract more visitors, but more importantly, it willimprove the experience that the area’s 1.3 million visitorshave when they visit Lake Mohave.”

Minimizing Congestion During Construction “One of the biggest challenges of the project is to mini-

mize the impact to park visitors in a very busy, congestedarea while working on the roadway,” Nyhuis said. “The con-tractor prepared a traffic control plan that will be continuallyupdated to improve the efficiency of the operations. Weeklyprogress meetings will be conducted to communicate anyissues that arise.”Nyhuis said another challenge is a wash that parallels

Katherine Spur Road for a short distance. It requires amechanically stabilized earth wall.Mechanically stabilized earth is soil constructed with arti-

ficial reinforcing including materials like steel and geo-syn-thetics.“This is a narrow part of the roadway and will again be a

difficult area for traffic control,” Nyhuis said.(This story also can be found on Construction

Record Crowds Attend 52nd Annual NTEA Work Truck ShowThe National Truck Equipment

Association held its Annual WorkTruck Show at the Indiana

Convention Center in Indianapolis, Ind.,on March 1 to 4. This year’s event, whichmarked the 52nd National TruckEquipment Association (NTEA)Convention, attracted the largest atten-dance on record for the show.The event featured more than 500,000

sq. ft. of exhibit hall space filled with thelatest vocational trucks, vans, equipmentand services presented by hundreds ofexhibiting companies along with a varietyof industry focused educational and train-ing sessions held throughout the course ofthe show. Many of the industry’s leadingmanufacturers selected the show as anideal format to unveil their new productlaunches focused on vocational trucks andtransportation equipment from Classes 1to 8, including chassis, bodies, compo-nents and accessories.In addition to the NTEA Work Truck

The 2016 World of AsphaltShow & Conference andAGG1 Academy & Expo con-

cluded as the most successful ever,with record attendance, exhibit andeducation numbers. The co-locatedshows, held March 22 to 24, were atthe Music City Center in Nashville,Tenn.Record registered attendance of

more than 9,000 was 18 percent overthe record-setting 2015 shows and 38percent growth compared with 2013.Attendees came from all 50 states,

nine of the 10 Canadian provincesand more than 60 other countriesworldwide; 30 percent were compa-ny presidents/owners, vice presi-dents, general managers or chieffinancial officers, and all together 87percent were in managerial roles.“This truly is the global gathering

place for our aggregates and asphaltindustries, where attendees couldeasily find the equipment and prod-ucts to help their businesses growand prosper,” said Rick Feltes ofLafargeHolcim, AGG1 chair repre-senting the National Stone, Sand andGravel Association (NSSGA).

“Education is also critical to staycompetitive in today’s marketplace,and our record education ticket num-bers underscore the value attendeesplace on the shows’ programs to helpthem succeed,” Feltes said.“This was such an incredible

opportunity to connect with so manyfellow industry professionals in oneplace, to discuss common chal-lenges, and learn how others havetackled similar problems,” said RickMoore of Lehman-RobertsCompany, World of Asphalt chairrepresenting the National AsphaltPavement Association (NAPA).“There’s a real anticipation for

what’s ahead; attendees know therewill be bumps, but they know this iswhere they find the focused educa-tion and tools to make the right choic-es for their companies,” Moore said.

Exhibits and EducationThe sold-out show floor covered a

record 157,000-plus net sq. ft. ofexhibit space — a 16 percentincrease over the 2015 shows, with arecord 500-plus exhibitors, including150 new to the shows. Leading man-

ufacturers and suppliers, from largemultinationals with multiple productlines to smaller firms with nicheproducts, showcased their latestproducts and technologies.Industry-driven education pro-

grams achieved record ticket sales ofmore than 13,000. Attendees couldtake advantage of more than 115 edu-cation sessions, including the signa-ture AGG1 Academy from NSSGAand the People, Plants and PavingTraining Program from NAPA.The American Road and

Transportation Builders Association(ARTBA) contributed education ses-sions, and NSSGA also offeredworkshops on strategic sales trainingand basic supervisory training, and atour of the Rogers Group RutherfordQuarry.

for by cities and farmers mainly in dry parts of California, includ-ing Los Angeles, the country’s second-most populous city, and themost productive agricultural region, the San Joaquin Valley. Thesefarmers and water managers who face drought and climate changehope the tunnels will bring them a more reliable water supply.

OpponentsResidents and farmers who have tilled the delta soil for gener-

ations fear the tunnels would let the state take too much waterfrom the delta, changing life forever in the bucolic landscape ofpear orchards and Gold Rush-era Victorian homes. Constructioncould run through 2029, with trucks moving more than 30 millioncubic yards of earth.

ObstaclesIn a decisive year for the project, the state must win approval

from federal and state wildlife agencies. Given environmental andwater-rights laws limiting how much water can be taken from thedelta, agencies expected to foot the bill are asking if they willreceive enough water to make the steep price worthwhile.

(minus 3,100 jobs,minus 16 percent). The largest percent-age declines for the past year were inOdessa; Greeley; Victoria, Texas(minus 14 percent, minus 900 jobs) andHuntington-Ashland, W.V.-Ky.-Ohio(minus 14 percent, minus 1,100 jobs).“The top markets are very diverse

economically and geographically,”Simonson noted. “Even Houstonadded an impressive number of jobsdespite the oil-drilling slump becauseof strong demand for office, medical,residential and infrastructure projects.”Association officials said the new

data is consistent with other econom-ic figures, including recent spending

data, and the association’s ownOutlook, that show growing demandfor construction services in most partsof the country. This means many con-struction firms will continue to have ahard time finding enough qualifiedworkers, which is why the associa-tion continues to push for the meas-ures outlined in its WorkforceDevelopment Plan.“The construction industry contin-

ues to expand at a faster rate than othersectors of the economy,” said StephenE.
