To all Members: At the last members meeting we held our 2011-2012 Officer elections where all incumbents went unchallenged and will graciously serve the Detachment another year. I want to personally thank all of those officers and staff for their time and effort last year and greatly appreciate them volunteering to return for a second year of service. Also, during that meeting we had a ballot to vote on weather we would like to change the name of our Detachment in honor of a deceased member or Marine. Apparently, our namesake “Intracoastal” still means a lot to our members as they came out to vote and decided to retain the name we have had since the beginning. Overall, it was not a bad idea to test the waters in unison with other Detachments across the country that have recently changed their names to honor deceased Warriors from our current conflicts and the past. “Thank You” again to all of those members who came out to participate in our voting process. You can now find us on Facebook.com social network under the search name: Marine Corps League Intracoastal Detachment 1058. A big thanks goes out to those members and friends that have already “Liked” our page. One of our first goals on the network is to gain our own Facebook user address, but we must first obtain a total of (25) Facebook “Likes”. So, when the rest of you FBer’s get the chance, please log on to our page and kindly hit the “Like” button. Also, thanks to the efforts of our Webmaster, Amy Vulpis, we now have a newly designed Detachment web site at Mcleague1058.org , with a variety of menus and items to look through, including a very nice photo gallery. In closing, I would like to congratulate our friends at the Tamarac Detachment 755 who celebrated their 20 Year Anniversary this month. They have always been a great MCL Detachment with their large membership that is very active and truly dedicated to their cause. We look forward to another 20 years of friendship with these fine Marines and Corpsman. OORah! Meeting was called to Order by Commandant Scott Vulpis at 19:30 hrs.

Opening Ceremony: Sgt. at Arms Bob Coleman posted the colors and lead the Detachment in the Pledge of Allegiance.He then declared the meeting open for official business. Chaplain Robert Powers read the Opening Prayer.New Members: Marine Jose Garcia was present and reported that he was originally from the Dominican Republic andmoved to Providence, RI when he was young and that he loved the Corps and appreciated the discipline and the manylessons he learned while serving. Also, current member and first time attendee Marine Patrick Dougherty relayed thathe went to Parris Island in January 1952 and then to Quantico for the rest of his term and that it was one of the best timesin his life.Adjutants Report: Minutes of the previous meeting on 03/15/11 were handed out for the members review. CorpsmanLonnie Cantor made a motion to accept the minutes as presented and was seconded by PC Jesse Bell and carried to aunanimous vote, none opposed.Paymaster Report: Comdt. Scott Vulpis read the detachment financial report as copies were passed around for themembers review. A motion to accept the report was made by PC Jesse Bell and was seconded by Marine MikeMcCarthy and carried to a unanimous vote, none opposed.Members/Family in Sickness or Distress: Paymaster Kyle Austin reported that his mother was currently going underchemo-therapy and doing well. Marine Mike McCarthy wanted to pass on that his brother, an active duty Marine, wasgoing out on his 6th combat tour.Report of Committees: Awards Committee Chairman, Harry Delaney reported that currently there were only (6)submittals for the Marine of the Year nomination. Comdt. Vulpis then reminded the members on how they could obtainthe MOY form and encouraged them to take the time to look it over and submit their nominee to Chairman Harry Delaney.Old Business:Wash DC/Quantico Trip - Status: SVC Scott Egan reported on some financial costs of travel, accommodations, andevents for the Wash DC/ Quantico trip but had yet been able to find affordable hotels in the DC area and transportationaround DC and Quantico. He also stated that he has not received a very good response from the membership, citingthe bad economy or that they had already gone on the trip in 2006. Currently there are eight (8) people that areinterested in going.New Business:2011-2012 Officers Election: Judge Advocate (JA) John Jordan was given the floor to conduct the 2011-2012 OfficersElection. He began by announcing the current nominations along with asking for nominations from the floor for eachposition. He announced for Judge Advocate: John Jordan, for Junior Vice Commandant: Marty Winston, for SeniorVice Commandant: Scott Egan, and for Commandant: Scott Vulpis. Being there were no challenges, Sgt at Arms BobColeman placed one vote for each nominee, confirming their win for election.Ballot on Renaming the Detachment: JA Jordan began the written balloting process for voting on whether we shouldchange the name of the Detachment or not. Upon completion of the members voting, JA Jordan announced that (5)members had voted for the name change and (23) members had voted against the name change. Therefore, theDetachment will not seek to change it’s name and will remain “Intracoastal Detachment”. Marine Kevin Bolender saidthat he was honored and really appreciated that the Detachment was considering using his late fathers name for thechange. He also stated that he voted against the name change because the name “Intracoastal “represented all of theoriginal membership, many of whom were still around, and which his father was a part of, and would not have wantedthis change to happen.Fleet Night at Casey’s: SVC Scott Egan announced that the Detachment would once again be holding a

Fleet Night at Casey’sFor the second year running, the Detachment put on a party for the Marines and Sailors coming offthe USS Iwo Jima, docked for Fort Lauderdale’s 2011 “Fleet Week” this past April 25th -29th.Thanks to the teamwork of Casey’s, manager Diane Schmidt and SVC Scott Egan, we were ableto provide the troops with transportation along with great food & drinks for them and everyone whoattended. Also, we were fortunate to have our good friend and comedian, Marine Woody Woodbury,stop by for a drink and kindly told few good jokes for everyone’s entertainment. By the end of theevening, a good time was had by all as we sent the troops back to the port with full bellies and asore ears, (due to the barrage of really old war stories). Anyhow, thanks again to those of you thatworked so hard to put this event together and everyone who came out to support our young Marinesand Sailors. Oorah!

party for the troops at Casey’s Bar and Grill during this year’s Fleet Week and the manager of Casey’s, Diane Schmidt,was asking for a donation to cover the food and drinks for the troops and the Detachment. Corpsman Lonnie Cantorinquired as to how much was spent last year and SVC Egan replied $650.00. $500 for food and drink and $150 in tips.Marine Kevin Bolender then graciously offered to match half of the base cost with a donation of $250. PC NewtSchneider made motion to share the cost with Marine Bolender plus the tip, totaling a cost of $350.00 from theDetachment. PC Ed Johnson seconded the motion and was carried to a unanimous vote, none opposed.

Isle 1st Annual RV Show / MCL Recruiting Exhibit: SVC Scott Egan announced that the Detachment wasscheduled to set-up and operate a recruiting booth at the upcoming Isle RV Show on May 20,21,& 22, 2011. Also, wewill be receiving (2) tickets for a Goodyear Blimp ride to raffle off for a fundraiser to support wounded troops programs.SVC Egan then asked for volunteers to give any amount of time they can to man the booth over the three day period andasked that they sign-up on a shift schedule up at the front table. He also added that all participants must wear somethingMarine Corps orientated, such as Marine hats and shirts and to please bring your own lawn chair to have a place to sit.Open Agenda: Marine Harry Delaney wanted to pass on that he recently returned to the Sandy Ninninger NursingHome in Pembroke Pines to interview some of their Marine residents. During a discussion with the President of theResident Council, a Marine named “Henry”, who explained that there were a few residents at the home that were thereon 100% disability and the State normally takes there entire benefit check each month and disperses back $35.00 cashto the individual for any commissary type expenses, etc. Henry went on to explain that sometimes the little money theygot back form the State was not enough to suffice a whole month and asked if the Detachment would possibly help tohelp offset some these small expenses by periodically donating a small amount of cash, $25 or so, to each of theseindividuals. Marine Delaney further stated that before we decide to distribute these funds, he would first have to checkwith the facility administrator to insure that these individuals would not be gaining an unfair advantage over the other 100or so residents or any other issue that could arise from this activity. PC Newt Schneider replied that the figures couldrun as much as $1500 per year and recommended the need for a fundraiser to cover these cash donations to the Vet’s.

PC Newt Schneider wanted to share that he read an excerpt from the Marine Corps Times that Marine grunts wantspecial consideration in that 0300’s should be the only members of the Marine Corps authorized to wear the Cross RifleInsignia (internationally indicates “Infantry”) with their rank. Mike McCarthy stated, he is a younger Marine and confirmedthat elements of the Marine Corps wanted to make these changes when he was in service 10 years ago.

SVC Scott Egan spoke about doing some recent work with the Dept of Florida MCL and was introduced to MaryHinton, the former Mayor of Jupiter, who has a large waterfront home and property in Martin County where she invitesWounded Warriors, who are coming out of extended military hospital stays, to come with their families and relax for aweekend vacation. During their visit the troops and their families are involved in many fun activities such as going outfishing , jet skiing, kayaking, water sports, etc. During Scott’s visit, Mary Hinton asked if he could do anything to helpher cause as she spends up to $17,000 a weekend, of her own money, to put on these vacations. She said as much as$500 would help to offset some of the expenses incurred for the program. Furthermore, SVC Egan stated that the someof the funds that are expected to be earned at the upcoming RV Show fundraiser, could be used for donating to thiscause. Apparently the organizers of the Isle RV Show would like us to advertise a Wounded Warriors type organizationas benefactors of the Goodyear Blimp Ride ticket drawing. Marine Kevin Bolender recommends that for the RV Showthat we make a poster/banner that will explain the program and encourage people to participate in the raffle or donateto the cause.50/50: For the second meeting in a row, Marine Kevin Bolender won the 50/50 drawing, this time for $95.00 and again,graciously returned all winnings back to the Detachment.Closing Ceremony: The closing prayer was given by Chaplain Bob Powers and the Colors were Retired by Sgt at ArmsBob Coleman.

Commandant Vulpis adjourned the meeting at 2050 hrs.

VA to Take Applications for New Family Caregiver Program & Implementing Enhancementsto Existing Services for Veterans and Their Caregivers

WASHINGTON – Today, the Department of Veterans Affairs (VA) published the interim final rule for implementing theFamily Caregiver Program of the Caregivers and Veterans Omnibus Health Services Act 2010. This new rule will provideadditional support to eligible post-9/11 Veterans who elect to receive their care in a home setting from a primary FamilyCaregiver.“We at VA know that every day is a challenge for our most seriously injured Veterans and their Family Caregivers,” saidVA Secretary Eric K. Shinseki. “I know many Veterans and their Family Caregivers have been waiting anxiously for thisday and I urge them to get their applications in as soon as possible so they can receive the additional support they haveearned.”On May 9, staff in VA’s Office of Care Management and Social Work will open the application process for eligiblepost-9/11 Veterans and Servicemembers to designate their Family Caregivers.Additional services for primary Family Caregivers of eligible post-9/11 Veterans and Servicemembers include a stipend,mental health services, and access to health care insurance, if they are not already entitled to care or services under ahealth care plan. Comprehensive Caregiver training and medical support are other key components of this program. Theprogram builds on the foundation of Caregiver support now provided at VA and reflects what families and clinicians havelong known; that Family Caregivers in a home environment can enhance the health and well-being of Veterans underVA care.Starting May 9th, Veterans may download a copy of the Family Caregiver program application (VA CG 10-10) atwww.caregiver.va.gov. The application enables the Veteran to designate a primary Family Caregiver and secondaryFamily Caregivers if needed. Caregiver Support Coordinators are stationed at every VA medical center and via phoneat 1-877-222 VETS (8387) to assist Veterans and their Family Caregivers with the application process.“Providing support to Family Caregivers who sacrifice so much to allow Veterans to remain at home surrounded by theirloved ones, is very important to us at VA. We offer a range of Caregiver support services including training, counselingand respite care to ensure that our caregivers have the tools and support they need to continue in their care giving role,”said Deborah Amdur, VA’s Chief Consultant for Care Management and Social Work. “We appreciate the patience,support and assistance we have received from Veterans, Veterans Service Organizations, and the greater Caregivercommunity in shaping this program and bringing this new VA program to our wounded warriors and their dedicatedFamily Caregivers.”Caregivers for Veterans of all eras are eligible for respite care, education and training on what it means to be a caregiver,how to best meet the Veteran’s care needs, and the importance of self-care when in a care giving role. The full range ofVA services already provided to Caregivers will continue, and local Caregiver Support Coordinators at each VA medicalcenter are available to assist Family Caregivers in identifying benefits and services they may be eligible for. TheCaregiver Support Coordinators are well versed in VA programs and also have information about other local public,private and non-profit agency support services that are available to support Veterans and their Family Caregivers athome.VA programs for Veterans and their Family Caregivers include:• In-Home and Community Based Care: This includes skilled home health care, homemaker home health aideservices, community adult day health care and Home Based Primary Care.• Respite Care: Designed to relieve the Family Caregiver from the constant challenge of caring for a chronically ill ordisabled Veteran at home, respite services can include in-home care, a short stay in one of VA’s community livingcenters or an environment designed for adult day health care.• Caregiver education and training programs: VA currently provides multiple training opportunities which includepre-discharge care instruction and specialized caregiver programs in multiple severe traumas such as Traumatic BrainInjury (TBI), Spinal Cord Injury/Disorders, and Blind Rehabilitation. VA has a Family Caregiver assistance healthy livingcenter on My HealtheVet, www.myhealth.va.gov, as well as caregiver information on the VA’s main Web page healthsite; both Websites include information on VA and community resources and Caregiver health and wellness.• Caregiver support groups and other services: Family Caregiver support groups, offered in a face to face setting oron the telephone, provide emotional and peer support, and information. Family Caregiver services include familycounseling, spiritual and pastoral care, family leisure and recreational activities and temporary lodging in Fisher Houses.• Other services: VA provides durable medical equipment and prosthetic and sensory aides to improve function,financial assistance with home modification to improve access and mobility, and transportation assistance for someVeterans to and from medical appointments.

WHO AM I?I was born in Charlottesville, Virginia before the birth of what would come to be called the "airplane", a somewhat unusualoccurrence considering that I am often called the father of vertical envelopment - the use of helicopters in warfare.

I attended the University of Virginia for three years then one a week-long comprehensive competitive examination in 1908,becoming a second lieutenant in 1909. Of course, we will not go into a discussion of my first performance evaluation asa Marine Corps Officer where the Commanding Officer, Commanding Marine Officers School stated "This officer has notshown the he appreciates the responsibilities of his position as an officer, and unless there is a decisive improvement, hisrelations will not be to the advantage of the service. However, my second evaluation was stated to be "Good andtolerable" followed by my third evaluation carried an "Excellent". It was also Marine Corps Schools that I wrote my firstmajor work entitled "Aviation, the Cavalry of the Future".

It is understood by students of Military History that the years between 1900 and the First World War were directed southof the border, Caribbean, the Banana Wars and again to the Far East.

It was in 1927 that I sailed for China where is served as TrainingOfficer for the 3rd Marines at Tientsin, came the tour in Washingtonin 1928.From Washington to Marine Barracks Quantico, then in1925 back in China returning to Headquarters Marine Corps inWashington. I was detached and assigned to the 1st MarineDivision in November 1941, one month prior to the Pearl Harborattack.

With 1st Marines and another promotion in rank I commanded 1stMarines at Guadalcanal then Tulagi, Gavutu, through the SolomonIslands. However, possibly my greatest battle was against GeneralEisenhower and then President Harry S. Truman to save theMarine Corps - but that is another story of long ago.

Eventually, I earned my rest and a place of honor at Arlington National Cemetery and along the way I earned a proudchest full of honors, including the highest for my service to my country - The Home of the Free - The Home of the Brave.

"For outstanding and heroic accomplishment above and beyond thecall of duty as Commanding Officer of the FIRST Marine Division in

operations against enemy Japanese forces in the Solomon Islands during theperiod, 7 August to 9 December 1942. With the adverse factors of weather,terrain and disease making his task a difficult and hazardous undertaking, andwith his command eventually including sea, land and air forces of Army, Navyand Marine Corps, Major General Vandegrift achieved marked success incommanding the initial landings of the United States forces in the SolomonIslands and in their subsequent occupation. His tenacity, courage and resource-fulness prevailed against a strong, determined and experienced enemy, and thegallant fighting spirit of the men under his inspiring leadership enabled them towithstand aerial, land and sea bombardment, to surmount all obstacles andleave a disorganized and ravaged enemy. This dangerous but vital mission,accomplished at the constant risk of his life, resulted in securing a valuable basefor further operations of our forces against the enemy, and its successfulcompletion reflects great credit upon Major General Vandegrift, his commandand the United States Naval Service."
