Submittal Requirements:
The owner has requested that we start processing submittals as soon as possible.
All submittals will be submitted by D.G. Granade, Inc. electronically via the owner’s
Web based software, PM Web. Please forward COMPLETE submittals
electronically to [email protected] and
[email protected] and [email protected] as soon as
possible. Hard copies of submittals ARE NOT required. If your submittals include
samples, please forward them to our office at 4420 Business Drive, Shingle
Springs, CA 95682.
Please review Specification Section 013300 – Submittal Procedures. Please pay
particular attention to Paragraph 3.01.E.2 which states in part “…the contractor will
be responsible for the District Representative’s review costs for each re-submittal in
excess of the first resubmittal. These costs will be back charged to the contractor
and will be deducted from progress payments.” This is to inform you that D.G.
Granade, Inc. will be passing on this cost (if incurred) to each applicable
subcontractor. Please submit a complete submittal.
PM WEB software requires that all submittals be submitted by section number, with
only one specification section being submitted per submittal. In other words, if you
have three specification sections in your contract, you will have three separate
submittals. The software will not allow multiple specification sections to be
combined into one submittal. Keep this in mind when preparing/submitting your
submittals. Also, the owner will not review partial submittals. Partial submittals
will be returned without review. If your submittal is rejected, you must
resubmit the entire submittal, not just the part that was rejected.
We plan to have all submittals turned in to the owner by no later than June 30,
2017. Initial start-up subcontractors should submit their submittals by no later than
May 26, 2017.
Please review Items 1 and 2 below. You must comply with this section or your
submittal will be returned without review. Please review your individual specification
section(s) to ensure you submit a complete submittal.
The following information shall be submitted for review in accordance with the
SUBMITTAL PROCEDURES Section (01 33 00):
1. A copy of your specification section with each paragraph check marked
to show specification compliance or marked to show deviations.
a. Mark “NA” for requirements that do not apply, and if the submittal does
not conform to a requirement, explain the exception.
b. A check mark shall denote full compliance with a paragraph as a whole.
c. If deviations from the specification are indicated, and therefore requested
by the Contractor, each deviation shall be underlined and denoted by a
number in the margin to the right of the identified paragraph referenced to
a detailed written explanation for requesting the deviation.
d. The District shall be the final authority for determining acceptability of
requested deviations.
e. The remaining portions of the paragraph not underlined will signify
compliance on the part of the Contractor with the specification.
f. Failure to include a copy of the marked-up specification section,
along with justification(s) for any requested deviations to the
specification requirements, with the submittal shall be sufficient
cause for rejection of the entire submittal with no further
consideration.
2. Equipment Data Forms per Section 01 33 16 – Design Data:
The following information is ONLY for subcontractors that have “equipment” in
their portion of work. If you do not have “equipment” in your portion of work,
please disregard the following paragraph:
Subcontractors will be required to enter Asset Attribute data electronically into the EXCEL based Equipment Data Forms (provided by owner) for all equipment and submit the data forms along with the standard equipment submittal data. Hard copies of the Equipment Data Forms are attached to Volume 3 of the specifications as Appendix C for your review. The owner will provide D.G. Granade, Inc. with electronic files in Excel format for all relevant electronic equipment data forms upon issuance of the Notice to Proceed (NTP). We will then forward them on to you. Subcontractors are responsible for selecting the correct equipment data forms for each discrete piece of equipment and to submit this form with the submittal with all data fields completed. Submittals will not receive final approval without a completed equipment data form, if applicable.
This pertains to ALL submittals: The owner is requiring a cover letter
stating the following: “The product information shown in this submittal is that
proposed to be incorporated with the Heavy Equipment Maintenance
Building, Contract 4343, Project Specification Section ________________, has
been checked and complies in all respects, except as specifically noted in
writing on the submittal and accompanying transmittal, with the requirements
of the contract documents, is a complete submittal, has been coordinated
with all other accepted Submittals, and can be properly installed in the
allocated spaces.” When submitting your submittals, please include (in your cover
letter), the above verbiage. Also include (in your cover letter), a list of the
documents being submitted.
Also, the owner requires that we submit one PDF per submittal section. Please
combine your submittal into one document (with the specification section check
marked and a Table of Contents).
Your submittal should include (in the following
order):
• Subcontractor Cover Letter that includes a list of the documents being submitted. Also, state: “The product information shown in this submittal is that proposed to be incorporated with the Heavy Equipment Maintenance Building, Contract 4343, Project Specification Section ________________, has been checked and complies in all respects, except as specifically noted in writing on the submittal and accompanying transmittal, with the requirements of the contract documents, is a complete submittal, has been coordinated with all other accepted Submittals, and can be properly installed in the allocated spaces.” Sign your cover letter.
• Table of Contents (if your submittal is a large document). If your submittal only contains one or two items, a Table of Contents is not required.
• Equipment Data Form (if your work includes equipment). The equipment data forms are available in Excel format on our website.
• Specification Section with Check Marks. See instructions above on how to check mark a section.
• Your product data, shop drawings, etc.
Finally, attached is a SAMPLE COPY of an approved
submittal for another project. Please use this as a
reference when preparing your submittals.

LOW-VOLTAGE DRY-TYPE TRANSFORMERS
PART 1 -- GENERAL
1.01 GENERAL REQUIREMENTS
A. SCOPE:
1. This section specifies dry-type transformers rated 600 volts and less used for power distribution, lighting and control purposes.
1.02 REFERENCES
A. REFERENCE STANDARDS: The publications referred to hereinafter form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only. The latest edition of referenced publications in effect at the time of the bid shall govern. In case of conflict between the requirements of this section and the listed references, the requirements of this section shall prevail.

A. The following information shall be submitted for review in accordance with the SUBMITTAL PROCEDURES Section (01 33 00):
1. A copy of this section, with addenda updates, with each paragraph check marked to show specification compliance or marked to show deviations.
2. Manufacturer's product data including catalog number, sound level data, and unit weight.
3. Dimensional outline drawing.
4. Nameplate engraving list.

5. Mounting bolt design calculations in accordance with the COMMON WORK RESULTS FOR ELECTRICAL Section (26 05 00).
1.04 OPERATION AND MAINTENANCE INSTRUCTIONS
A. Submit operation and maintenance (O&M) instructions in accordance with the OPERATION AND MAINTENANCE DATA Section (01 78 23) by submitting a copy of the OPERATION AND MAINTENANCE DATA Section (01 78 23) with each paragraph check marked to show compliance. O&M instructions shall be submitted after all submittals specified above have been returned mark “No Exceptions Taken” or “Make Corrections Noted.” O&M instructions shall reflect the approved materials and equipment.
PART 2 -- PRODUCTS
2.01 GENERAL
A. GENERAL PURPOSE TRANSFORMERS:
1. Transformers rated 15KVA and greater shall be 3 phase with a "K" factor of 4. Three Phase transformers less than 15KVA shall not be acceptable. Transformers shall conform to ANSI/IEEE C57.12.01 and ANSI/UL506. The voltage, frequency, number of phases and KVA rating shall be as shown on the drawings. Transformers shall be limited to a 115 degree C temperature rise. Double-sized neutral terminal shall be provided to handle excessive neutral currents. Transformers shall be Acme Electric #TPNS-533xx-1S series, Eaton Type KT-4 series, or equal.
2.02 INSULATION
A. Transformers 15 KVA and above shall have a Class 220 insulation system in accordance with NEMA ST20.
2.03 COILS
A. Transformer coils shall be copper. Transformer coils 15 KVA and above shall be impregnated with varnish.
2.04 WINDING CONFIGURATION
A. Transformers shall have electrically isolated primary and secondary windings. Primary and secondary winding configurations shall be Delta-wye. Provisions shall be made to permit separate grounding of the neutral conductor and the enclosure.

2.05 TRANSFORMER TAPS
A. Transformers 15 KVA and above shall be provided with two 2-1/2 percent full capacity taps above normal voltage and four 2-1/2 percent full capacity taps below rated voltage on the primary winding.
2.06 TERMINAL COMPARTMENTS
A. Terminal compartments shall be sized to permit termination of cables as shown on the drawings and cable schedule. Terminal connections shall be made in the bottom third of the enclosure. The terminals shall be copper and sized for the cable specified.
2.07 ENCLOSURES
A. Indoor transformers rated greater than 15 KVA shall be provided with drip-proof, ventilated, NEMAICS-6, Type 2 enclosures. Outdoor transformers shall have weatherproof, NEMA ICS-6, Type 3R enclosures.
2.08 NAMEPLATES
A. Nameplates shall meet the requirements of the ELECTRICAL CONTROLS AND RELAYS Section (26 09 16).
2.09 FACTORY TESTING
A. The following standard factory tests shall be performed on all transformers: ratio of all taps, polarity, phase relation, applied potential, induced potential, no-load, and excitation current tests.
PART 3 -- EXECUTION
3.01 GENERAL (NOT USED)
3.02 INSTALLATION
A. LOCATION:
1. Transformers shall be installed a minimum of 6-inches away from the walls and ceiling.
B. CONDUIT ENTRY:
1. Conduit connections shall be made with flexible conduits.
2. Conduits shall enter the transformer in the lower third area of the enclosure to prevent warm air from traveling up the conduit.
