Deciding to move is easy
A painful reminder for us allWhen an Act of God strikes a cruel
blow such as that delivered in
Fort McMurray, Alta. recently, one
immediate concern – after personal
safety – is home insurance.
Quite literally, when residents are
allowed to return, they have no idea

began the night before opening, with
people camping out to be first in
line. Their excitement was warranted
with prices starting in the mid-$200’s

in Ontario could begin to rise
significantly if new provincial
government proposals go through.
Already testing affordability limits
in markets such as Toronto, higher
new home prices could well be
among the unintended consequences
of the province’s recent proposed
changes to four provincial plans that
shape how land is used in the Greater
Golden Horseshoe – Canada’s
fastest-growing urban region, the
province’s economic engine and the
home of the Greenbelt.
Ontario is responding to input
from the public and addressing the
recommendations of the report,
Planning for Health, Prosperity
and Growth in the Greater Golden
Horsehoe: 2015-2041, from the Co-
ordinated Land Use Planning Review
advisory panel.
In the province’s words, the
proposed changes to the Growth Plan
for the Greater Golden Horseshoe,
the Greenbelt Plan, the Oak Ridges
Moraine Conservation Plan and the
Niagara Escarpment Plan would:
• Protect clean water by adding the
lands within 21 major urban river
valleys to the Greenbelt, along
with seven coastal wetlands, and
establish a process for further
expanding the Greenbelt to protect
key water features
• Require zoning along transit
corridors to provide adequate
density to support transit
• Establish Greenbelt-level
protections for natural heritage
systems – such as wetlands,
woodlands and rivers – beyond
the Greenbelt, with the provincial
government taking a lead in
mapping those areas
• Support agricultural viability and
preserve farmland by setting strict
requirements for the expansion
of urban areas and allowing more

• Require municipalities in the
Greater Golden Horseshoe to
integrate climate change policies
into municipal official plans
and to conduct climate change
vulnerability risk assessments when
they are planning or replacing
infrastructure.
The problem, according to the
Ontario Home Builders’ Association
(OHBA) and several regional builder
groups, is that such a focus on
densification will mean more condos,
less choice and higher new home
prices for consumers.
OHBA says the amendments will
continue to make homeownership
more difficult for Ontarians.
“This announcement means
that you’re going to see more
intensification, more condos, less
choice and higher prices,” says
Bryan Tuckey, President and CEO
of the Building Industry and Land
Development Association (BILD),
representing the largest of OHBA’s
locals affected by this announcement.
“The industry would have liked to
see a more measured and cautious
approach before significantly
increasing intensification targets,” he
adds. “The industry has been meeting
the intensification targets in the 10
years since the provincial Greenbelt
and Growth Plans were introduced,
building at least as many highrise
homes as lowrise homes, and yet the
demand for single-family homes has
not diminished.
“(We) also would have liked to hear
a provincial commitment to explain
to the public and new-home buyers
what increased intensification means
on the ground,” he adds.
The amendments would see
intensification within existing
communities in the Greater Golden
Horseshoe (GGH) increase from 40

to 60 per cent, which means more
density and condos within already
highly-concentrated areas. In new
communities not captured in the
existing areas, densities for newly built
neighbourhoods will increase from 50
persons and jobs per hectare to 80. At
this time, these new communities do
not have the necessary infrastructure
in place to support these density
targets, OHBA says.
Traffic congestion is already a
serious problem in the Greater
Toronto and Hamilton Area (GTAH),
and more intensification will make
it worse unless there are massive
public investments in infrastructure.
The current financing system
disproportionately places the brunt
of paying for these infrastructure
projects on new-home buyers,
builders say.
“Hamilton will benefit from
Ontario’s investment in a LRT line, but
that is nearly a decade away,” says
Suzanne Mammel, executive officer of
the Hamilton-Halton Home Builders’
Association (HHHBA).
With 100,000 people joining the
GTAH every year, the Growth Plan
is where Ontario will house the
majority of the additional 4.5 million
new residents and attract nearly two
million new jobs by 2041.
“Creating a smart Greenbelt
by adding river valleys and other
significant environmental features
will improve our quality of life by
connecting the dots between the
Greenbelt and Growth Plan,” says
OHBA CEO Joe Vaccaro. “We need
to build new communities where
residents have housing choice with
access to greenspace, good public
transit and jobs.”

IN A HISTORIC FIRST, TARION
Warranty Corp. is holding its 2016
Annual Public Meeting on May 31
as a webcast. This will provide
unprecedented access to residents
across the province, including new
home buyers and new-home owners,
who have an interest in Tarion’s work.
Beginning on Tuesday, May 31, at
7 p.m. members of Tarion’s corporate
leadership team will be providing
an update on the warranty, policies
and processes over the last year.
The Tarion ombudsperson will
also present his report for 2015.
After the formal presentations,
a live question and answer period will
be conducted. Stakeholders from
across the province are encouraged
to send in their questions in
advance of the meeting by visiting
research.net/r/APMQA2016
“Holding a virtual Public Meeting
makes sense,” says Howard Bogach,
president and CEO of Tarion. “After
listening to feedback from the
public, reviewing the cost benefi ts
and recognizing that we can reach
so many more consumers, we
made the decision to web cast this
year’s meeting. In the past, most
participants were from the Greater
Toronto Area, and only a few new
home owners came from outside
the city – some having to travel
for many hours. Since we provide
consumer protection to new home
buyers across the entire province,
it’s important that our Annual Public
Meeting be similarly accessible.”
This new format is consistent
with improvements Tarion has
made to the warranty process
over the years. Moving to online
channels has signifi cantly increased
home buyers’ satisfaction with the
warranty process as they fi nd it more
convenient and accessible.

Meetings since 2010 to provide an
update on the organization, and a
forum for the public to interact with
Tarion’s management and warranty
services sta� . In 2015, Tarion made
enhancements to this meeting to
better refl ect the information that
new home buyers were asking for. For
example, we encouraged questions
in advance of the meeting to help
tailor our presentations and focus
on the information participants were
looking for. It also allowed us to
respond to many individual questions
well in advance of the meeting and
to connect with those unable to
attend. This year, Tarion plans to post
a recording of the meeting on its
website after the event.
According to Siloni Waraich,
Tarion’s vice-president of stakeholder
engagement, “Over the years, Tarion
has continuously sought new ways
to expand our outreach, and interact
with all our stakeholders. Earlier this

TARION RECENTLY HOSTED THE 2016
Homeowners’ Choice Awards. This is
our annual awards luncheon where
we present awards to the builders with
the best customer service in Ontario.
And how do we know who is the
best? We ask every new home buyer
in Ontario to rate their builder, and
tell us about their new home buying
experience. I’m pleased to announce
that the results are in, and 2016
Homeowners’ Choice Awards go to:

Small Volume Category
Formerly known as the Tarion
Awards of Excellence, the
Homeowners’ Choice Awards are
the result of thousands of new-
home buyers’ being polled across
the province annually. Anyone that
moved into a new home between
Oct. 1, 2014 and Sept. 30, 2015 was
o� ered the chance to rate their
builder by fi lling out a survey. Home
buyers are asked to evaluate every
customer service touch-point in the
new-home buying process. Out
of more than 56,000 invitations to
participate, an impressive 21 per cent
of new-home buyers participated.
This translated into nearly 12,000
responses that were tabulated by
Crunch Research and Nielsen. To
qualify for the awards, builders
must have had at least fi ve new
home possessions during the survey
timeframe and a specifi ed number of
completed questionnaires must be
returned.
So why did we change the name
of these awards? These awards
have always been about new home
buyers in Ontario and their level
of satisfaction with their individual
builder. Changing the name to
the Homeowners’ Choice Awards
simply refl ects the importance of
the customer’s experience in the
new-home buying process, and how
each and every homebuyer can have
a say in whether a new home builder
receives recognition.
I’m pleased to see some familiar
names on the list this year. The
Daniels Corporation, The Tricar Group
and Tribute Communities are all past
winners and fi nalists. In fact, The
Tricar Group has won this award for
the past three years in a row. These
builders demonstrate an unwavering
commitment to customer service,
which is evident in the scores they
receive from homebuyers year after
year. As large-scale builders, they
are providing service to thousands of
buyers, and still manage to uphold
consistent customer service delivery
– a clear indication that these builders
put their customers fi rst. It is always
exciting to me to see new names on
the list as well. Both Kolody Homes
and LEMAY Homes are fi rst time
fi nalists and recipients. This inaugural
recognition demonstrates that every
good builder has an equal chance to
be recognized – from small to large,
and new to established. It’s all about
how each builder chooses to focus
on their customers.
On behalf of Tarion, I would
like to congratulate all the 2016
Homeowners’ Choice Awards
fi nalists and recipients. Tarion has
been working with builders and
homeowners for the past 40 years.

designs and campaigns were
recognized at the 36th annual BILD
Awards on April 28.
Awards for excellence in sales,
marketing, design and construction of
new homes in the GTA were handed
out by the Building Industry and Land
Development Association (BILD)
in 47 categories. A group of expert
judges from across North America
determined the winners from more
than 900 submitted entries.
This year’s program featured many
new modernized categories that
reflect today’s GTA housing market
such as awards for innovation and the
inclusion of midrise developments
within several awards. For the first time
ever, two Home Builders of the Year
were recognized, Great Gulf Homes for
lowrise and Tridel for mid and highrise.
The coveted People’s Choice
Award, determined by members of
the public through online voting,
was awarded to Friday Harbour by
Geranium Corporation and Pemberton
Group. The resort-style development
in Innisfil will feature walkable streets

TOP BUILDERS AND PROJECTS celebrated at annual BILD awards
and inviting public spaces where residents will enjoy amenities like an 18-hole
championship golf course, a nature preserve and a vibrant marina.
“This is a special award because it is completely decided by the public,” says
BILD President and CEO Bryan Tuckey. “The eight projects vying for the title this
year were all unique and show how the industry is providing a wide range of
choices to new home buyers across the GTA.”
In addition to the Home Builder of the Year title, Tridel was named Green
Builder of the Year for its leadership in Green building practices, and the
company also won the inaugural Best Customer Care award for its many
customer service initiatives.
The award for the Best New Community currently planned or under
development was presented to Aspen Ridge Homes, CountryWide Homes and
Lakeview Homes for Queensville – a new community just north of Newmarket.
This award recognizes a community that embodies the smart growth principles
of the provincial Growth Plan.
The inaugural award for Best New Community – Built was presented to
Hullmark Developments and Tridel for Hullmark Centre in North York. This
new award, the only one given out for a constructed project, honours the
best existing “complete community” that embodies provincial smart growth
principles. Completed in 2015, Hullmark Centre features residential, office and
retail space with direct access to the Yonge-Sheppard subway station.
Two outstanding new GTA developments, one lowrise and one mid/highrise,
were crowned Project of the Year. This distinction recognizes projects that best
combine excellence in design and marketing while exemplifying quality and
innovation.
A townhome development called 35 Wabash by Zinc Developments won the
prize for Project of the Year Lowrise and a uniquely designed mixed-use condo
development at Yonge and Eglinton called Art Shoppe Lofts + Condos by Freed
Developments and Capital Developments won the Project of the Year Mid/
Highrise award.

A brand new accolade for Best
Midrise Building Design was presented
to the Vandyk Group of Companies
for The Craftsman Condominium
Residences in Mississauga, which
consists of three interconnected
midrise buildings in the shape of a
W, designed as an homage to Frank
Lloyd Wright, as well as to create more
corner units and terraces.
The award for Best Innovative
Suite Design, a new award which
recognizes suites designed to
increase housing choices for entry-
level consumers, was presented to
Building Capital Inc. for SmartStudios,
a 274-sq.-ft. condo showcasing
multi-purpose features within the
University Studios project in Oshawa.
Best Innovative Home Design
was awarded to Mason Homes for
the Oakwood, one of its Courtyard
Collection residences in Port Hope.
At 2,122-sq. ft., it was the Oakwood
model’s urban design that enabled
it to be built as a detached, semi-
detached home or townhome with a
sale price starting at $387,900.
In a special presentation, Ignat
“Iggy” Kaneff was honoured with the
BILD Lifetime Achievement Award.
The CEO and Chairman of the
Kanefff Group of Companies has built
thousands of family homes, highrise
residential apartment units, as well as
retail commercial plazas and office
buildings in the GTA.
“The GTA is home to some of the
best projects in the world thanks
to the hard work of local industry
professionals,” says Tuckey. “Their
hard work is a testament to the
quality of our communities, which
is what makes the GTA such a great
place to live.”

want to build a fence, shed or deck or
otherwise spruce up your residence?
Here’s why you might want to check
your property boundary fi rst.
A recent analysis conducted by
Krcmar Surveyors Ltd. showed that
about 49 per cent of residential
properties in the Greater Toronto
Area, for example, have boundary
discrepancies with signifi cant
potential to cause disputes between
neighbours.
Horror stories of feuding
neighbours, litigation nightmares
and tens of thousands of dollars in
legal costs are not just the stu� of
Hollywood movies – it really does
happen.
And yes, even with new homes.
Sometimes, it’s just di� cult to
tell where one property ends and
another begins. “It’s not as easy
as one would think, in a muddy
construction zone with no fences
and rudimentary driveways, curbs
and roads to delineate land parcels,”
says Sasa Krcmar, executive
director of Krcmar Surveyors
Ltd., whose company has helped
launch protectyourboundaries.ca, a
site designed to help homeowners
prevent and resolve property
boundary issues.
Although legal iron bars are
set to mark out each lot prior to
construction, they often get knocked
out, moved or buried during the
building phase.
Why you should always check your property boundary

“Many homeowners, naturally and
incorrectly, assume that the wooden
stakes that dot the perimeter of their
property represent the boundary, and
use them as a guide to start planting
a hedge or put up a fence,” Krcmar
told New Home & Condo Guide.
“However, these wooden stakes
are generally used for site grading.
And while they are likely located
near the property line, they can’t be
relied upon to determine the legal
boundary.”
Here, then, are a few tips for
new-home owners to avoid property
boundary issues.
» Get the Surveyors Real Property
Report: Your property boundary
will be recorded in the Surveyors
Real Property Report (SRPR) that
is performed after the foundation
walls are poured (approximately a
foot above grade) and the soil is
backfi lled around the home. The
SRPR is your o� cial documentation
of your building location and the
property boundary lines. Builders
typically provide this plan when you
close the deal. Be sure you receive
a copy and keep it in a safe place
for future reference.
» Mark the four boundary corners
of your property: Ask the builder
to have the surveyor mark the
four boundary corners of your
