MUMBAI: Taking noteof the complaints bysome of the patientsthat private hospitalsin the jurisdiction ofThane Municipal Cor-poration (TMC) are de-laying the patients’ dis-charge for the Insur-ance benefits, the TMCby its notification on 17July 2020, has orderedall hospitals to dis-charge 25% of their pa-tients every day other-wise the hospitals willbe penalized under theEpidemic Act 1897 andDisaster Managementact 2005. This order,however, is being ob-jected by the IndianMedical Association,Maharashtra State.

arising there after? Dothe administratorspromise with anothernotification that if a pa-tient worsens or dies be-cause he was dischargedprematurely withoutgetting recovered but onthe account of followingthis new rule of 25%, theGovernment will be re-

sponsible and no doctoror the hospital will beblamed or sued?,” heasks.

“The doctors of IMA,Maharashtra Statehave always committedto the medical princi-ples, treatment proto-cols and the medicalethics as well as all therules and laws of the

land. We also believethat the disease and thedeath never arrive byinvitation and cured byany law. We acceptedthe Government rulingthat to send notice andtake legal actions, if thehospitals deny the ad-missions. We also ac-cepted that the hospi-

tals should not over-charge and bill the pa-tients according to therates given by the Gov-ernment. However, therule to discharge the25% percent patients isnot practical as per themedical science. It isindigestible because itcreates a dilemma inthe minds of the treat-

ing doctors whether togive importance to thepatient's wellbeing andlife or to follow the dic-tate of the Civic Admin-istration,” says Dr.Pankaj Bandarkar,State Secretary, IMA,Maharashtra.

The doctors of IMA,Maharashtra haveurged the Commission-er of Thane MunicipalCorporation, to recon-sider this ruling and tomake it more practicaland ethical for the doc-tors. “We suggest tak-

ing opinion of the TaskForce of the Govern-ment of Maharashtraheaded by Dr SanjayOak, Dr ShashankJoshi and others. If theTMC is firm on its de-cision, it should comeout with a written or-der to stating the hos-pitals that any legalproblem arises from thepatients side because ofthis 25% daily dis-charge rule, the doctorsand hospitals will not becharged or blamed,”says Dr. Bhondwe.

The aimof the initiative is to ensure that theresidents do not have to depend com-pletely on online services.

The web link serves two purpose:Firstly, giving local vendors busi-ness; Secondly, helping the residentsget necessary items in a very shorttime. This was inaugurated by thePanvel City Municipal Corporation(PCMC) commissioner SudhakarDeshmukh on Saturday.

Speaking about the features of theweb-link, Leena Garad, corporator ofward no. 5, PCMC, said, “The weblink is Android and ISO compatibleand extremely easy to use. The us-

ers have to click on http://miappserver.co . in :8079/kharghar_forum_server and the web link willshow screen where the user has toselect the sector after which the userwill have to select type i.e. type ofservice they are looking for. Onceselected the address, name, sectorand contact number of the vendor isdisplayed. To ensure the web link isuseful the details are provided inMarathi language.”

The web-link which is the effortof the forum members was createdin a short span. “We had to collectdetails of the vendors for which theforum members helped. Within 25days we had the whole data and wewere able to create the web-link,”said Garad.

NAVI MUMBAI: The Ministry ofShipping, Government of India hasimplemented a special scheme called‘Seafarer Welfare Fund Soci-ety-Novel Coronavirus Assis-tance Scheme for Indian Sea-farers’ with an aim to helpthe seafarers and their fami-ly during the pandemic. How-ever, this scheme, says San-jay Pawar, President All In-dia Seafarer and GeneralWorkers Union, is not beingimplemented by all the ship-ping companies.

“In many shipping companies, therecruitment process has started.

All shipping companies should implementthe Welfare Scheme for staff as directed by the

Since there is no medical cover ormedical remedy plan from the com-pany, there is a feeling of insecurityand dissatisfaction among the staff,”

I believe in areas where corona is spreading very fastlike containment zone, the domestic workers should notbe allowed. In areas where the spread is slow, they shouldbe allowed. If home delivery is possible then it is alsopossible. Even they do not have other earning source.

In other areas, which have notbeen identified as hotspots by the civ-ic body, the shops will be allowed toresume business on odd-even schemesexcept for the malls.

Abhijit Bangar, Commissioner,NMMC has passed the order whichsays that the shops will be open from9am to 5pm. The rules with regardsto the movement of vehicles will re-main the same as was declared dur-ing the first and second lockdownsannounced in the month of July.

Water transport - Need of the hourThe population and the economy have grown multi-fold but the

growth of the infrastructural facilities has remained stagnant overthe years. The transport sector has suffered the most. Over years,it has deteriorated in quality as well as in quantity of service. Thedemand today far exceeds the supply. The problem is far moreacute for the residents of Navi Mumbai, as contrary to the projec-tions of the planners, the business opportunities did not developin Navi Mumbai and still most of the populace of Navi Mumbai hasto depend on Mumbai for the livelihood. For this, they have toundertake gruesome train journeys everyday. The decision of theMSRDC to start the Eastern Freeway water project to facilitatetravelling from South Mumbai's Ferry Wharf to Nerul is a wel-come decision. CIDCO had also started hovercraft facility for trav-eling to Mumbai, which due to bureaucratic apathy was abandoned.

Hovercraft service was started by CIDCO as an eco-friendlyalternative transport system and with the intention of providingrelief to the Roads and the Railways, which were bursting on theirseams. Huge investments were made by CIDCO to develop hov-er-ports. However, these services were finally abandoned and theinvestments are today seen as in-fructuous expenditures. The oncetastefully developed hover-ports which used to bustle with activi-ty, today wear a deserted look with shrubs growing wildly. Thearea has in fact become home for the encroachers and antisocialelements.

The hovercraft services were highly welcomed by the officegoers as it made traveling faster and comfortable. Moreover, thejoy rides in the evenings and the special services introduced forthe Elephanta Caves and the JNPT were a big rage amongst theresidents. Due to these services, the hover-ports both at Vashiand CBD became tourist spots and Navi Mumbai an importantdestination. However, life was strangulated out from these servic-es, thanks to the non-cooperation and the lack of initiative andinterest from the state government and the CIDCO.

It is really a misfortune that a city with immense scope to havesuperior quality water transport system with its calm bay, is con-tinuing with its limited roads and railways which are creaking un-der ever rising traffic demand. The waterways provide eco-friend-ly alternative, that too with no or very miniscule maintenance costfor the infrastructure. It can also help in reducing travel time onroads besides bringing down the road-accident statistics.
