– Boston is just above the state rate ofSpecial Education identification (19%compared to statewide average of 17%)

– Massachusetts has one of the higheststate rates, a reflection of being on the

vanguard, not a manifestation ofstatewide policies

▪ Organization:

– Every department does onboarding andPD in their own ways, with pockets ofgreatness that are not being shared

▪ Overextension:

– Districts that right-size find savingsbetween $300K and $700K per school
