CARPETING OF STREETS

Carpeting of streets and roads is a regular feature. Market RoadsMaintenance Directorate conducts a survey of roads in a state of disrepair andstreets carries out repairs as per availability of funds.

STREET LIGHT.

Municipal Corporation Islamabad (MCI) is responsible for repair/maintenance of approximately 44,000 street/road light. Three complaint officeshave been established in Sector G-6, G-10 & I-8. Maintenance of street lights isan going process.

SANITATION.

In Islamabad waste generation is about 550-600 tons per day. This alsoincludes the solid waste from industrial and commercial areas. Responsibility ofmanagement of hospital waste rests with the respective hospital management asper provisions of Environmental Regulation, 2005.

Waste management operation entrails street sweeping, door to doorgarbage collection, waste transportation and controlled dumping at waste disposalsite, Garbage in the municipal area of Islamabad is collected door to door manually/mechanically through mini tippers and transported to the waste GarbageCompactors, 13 Skip Lifting Vehicles, 35 dump trucks & tractor trolleys, 12tractor blades, 13 tractor buckets, 05 mini tippers and 07 mechanical sweepers.

For improvement, specially roads and street cleaning, 07 mechanicalsweepers are being used for cleaning of major roads and streets in Capital City.

MAINTENANCE

Maintenance Directorate is currently maintaining 14592 houses. Majorityof these houses/ flats were constructed about 3 to 4 decades ago which havebecome dilapidated and require extensive maintenance repair and rehabilitation.

Minor repair/maintenance is carried out regularly as per complaint of theoccupant. However, major repair/maintenance works is being carried out on thebasis of allocation of funds.

(b) Tree plantation and landscaping has been made an integral part ofIslamabad Master Plan. Environment Wing, (MCI) is continuously maintaining theRoadside Plantations, Medians, Flowering Beds and Parks. it is also planningnew parks and soft landscape projects. Plantation of indigenous varieties twice ayear on a massive scale also helps in adding greenery to Islamabad.

94. *Mr. Sher Akbar Khan:(Deferred during 37th Session)

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that fences of Park near Street No.49,opposite Khan Market, Sector G-10/3, Islamabad have beenbroken and the vehicles being entered in the Park;

(b) the details of broken items of the said Park alongwiththe expenditure to be incurred thereon;

(c) the time by which the arrangements will be made for its repair/maintenance;

(d) the number of guards and gardeners deputed to look after thesaid Park alongwith the salaries being paid to them;

(e) the action taken against those employees deputed on the saidPark who do not perform their duties; and

(f) the planning made for its repair/maintenance in future?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) It is correct to the extent that 40 feet length of fence has been damaged andvehicles do enter the park from 4:00 PM to 8:00 AM, when there is no CDApersonnel on duty.

(b) Damage has been caused to:—

i. 30 Feet Fence.

ii. Canopy of Multi Play Station.

iii. One Dustbin and three Benches.

The estimated expenditure to be incurred on repair is Rs.0.400 million.

(c) Repair is planned to be carried out shortly.

(d) There is no security guard and only one Mali is working 08 hours aday, at a monthly salary Rs.19,000/-

(e) There is only one Mali deputed in the Park who is dutiful and nocomplaint has been received against him.

(f) Estimates have been prepared for replacement/ repair/ maintenance/painting of fence. The repair work will be carried out as soon as funds are available.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Potable water is provided through six (6) Bowzers Points at G-10 WaterWorks, F-8 Markaz, G-5 near Government Hostel, I-9 Markaz, and I-10 Markaz.

Thirty-seven (37) Public Drinking Water Filtration Plants are installed atdifferent Sectors for provision of potable water (Annex-A).

Drinking water connections at bus stops and parks are not provided dueto non-availability of network.

(b) Rs. 8.1 million were allocated for operation and maintenance of WaterFiltration Plants in CFY.

(b) whether any enquiry has been conducted for plantation of suchtrees; if so, the action taken against responsibles therefor;

(c) the kinds of plants planned/to be planted in Islamabad underTree Plantation Drive being carried at present alongwith affectsthereof on livings things including human being; and

(d) the steps being taken by the Government to plant human healthfriendly trees in Islamabad?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) It is partly correct.

(b) Paper mulberry frees were introduced in Islamabad in early seventiesto improve the green cover of Islamabad. At that time most of the area was totallybarren and efforts were made to enhance the greenery of Islamabad. At that time

it was also not known that it will cause pollen allergy in the city. However, in 1992,it was identified as the major culprit in pollen allergy in Islamabad. No inquiry hasbeen conducted on this ground.

(c) MCI is planting indigenous environment friendly trees in tree plantationdrives. The most common indigenous and environmental friendly trees which arebeing planted are Amatlas, Kachnar, Celtis, Chir Pine, Arjan, Siris etc. It willimprove city aesthetic and landscape, conserve biodiversity, reduce the impact ofurbanization and climate change.

(d) MCI is planning indigenous environment friendly trees. The mostcommon indigenous and environmental friendly trees which are being planted areAmaltas, Kachnar, Celtis, Chir Pine, Arjan, Siris etc.

(a) the names of Dams from where the water is being supplied toIslamabad and Rawalpindi at present; and

(b) whether there is any proposal under consideration of theGovernment to provide water from the Ghazi Brotha Dam toresidents of said cities; if so, the time by which it will beimplemented?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Water to Islamabad is supplied from Simly Dam & to Rawalpindi from RawalDam.

(b) There is a proposal to provide water from Tarbela Dam, not fromGhazi Barotha Dam to Islamabad & Rawalpindi. Since details are yet to be finalized,it will be premature to intimate time by which it will be completed.

(a) the total funds released under the Public Sector DevelopmentProgramme (PSDP) during the current fiscal year;

(b) whether released funds are at par with the percentage of thatfunds which required to be distributed in each quarter; and

(c) the percentage of funds allocated under the PSDP for Sindhduring the said period alongwith details of schemes thereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) During CFY, as on 23-02-2017, the total funds amounting to Rs. 430 billionhave been released including Rs.311 billion against rupee allocation and Rs. 119billion as foreign aid out of total PSDP allocation of Rs. 800 billion. Foreign Aidcomponent is directly disbursed by the donor agencies to respective projectswhich are compiled and reported by Economic Affairs Division. ForeignDisbursement and report usually has a lag of 4-6 weeks.

M/o Planning, Development & Reform authorizes release of funds againstthe rupee component only.

(b) Funds are being released on demand, on quarterly basis as per releasestrategy approved by Finance Division i.e. 20% each in first and second quarter,30% each in third and fourth quarter. The quarter wise status of release is asfollows:

The above releases have been authorized as per demand of sponsoringMinistry/ Division/ Agency after fulfilling all codal and procedural formalitiesrequired for release of PSDP funds.

(c) Funds under federal PSDP are not distributed among the provincesunder any formula as in case of NFC Award but allocated to the developmentprojects/ programs keeping in view the development needs in the particular area/province proposed and implemented by the line Ministries/ Divisions/ Provincesas per assigned respective Rules of Business. In certain cases, projects such aselectricity generation and transmission, water reservoirs, railways especially rollingstock, motorways and highways, sea and airports, science and informationtechnology, governance can’t be bifurcated among/ between provinces. Therefore,it is difficult to give provincial breakup of PSDP funded projects. However, as perguidelines of the National Economic Council and provisions in Five Year Plan/vision 2025, balanced regional development is ensured to the extent fiscal spacepermits.

92. *Mr. Abdul Qahar Khan Wadan:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Computerized National Identity Card(CNIC) has been made compulsory for recent population census;

(b) whether it is also a fact that a column of CNIC has been includedin the population census form; and

(c) whether it is further a fact that non-holders of said Card will beincluded in the said census?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Census Form-2 has a field forrecording of CNIC number. However, it is not compulsory but in those areaswhere Afghan Refugees / Aliens are living, the enumerators are being directed torecord the CNIC of head of the household or any responsible person of thefamily (male or female) in the census questionnaire to ensure the accuracy andtransparency of Census data.

(b) Yes, Census Form-2 has a field for recording of CNIC number.

(c) According to international definition all the persons living in the countrywith reference to Census Day will be counted in the Census operation-2017.Therefore, non-holders of CNICs will also be counted in the Census Process.The CNIC of either head of the household or any member of the household willbe recorded in the Census Form-2.

93. *Ms. Shaista Pervaiz:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that a large number of women to whomfinancial aid is being granted under the Benazir Income SupportProgramme (BISP) are illiterate and they do not know how tooperate cards of BISP; and

(b) whether there is any proposal under consideration to install aseparate ATM in each city for those people receiving aid/grantunder the BISP at present?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The beneficiaries of BISPbelong to the poorest of the poor segment of society. Unfortunately the literacyrate is lowest among the poor people. Currently, around 88% of BISPbeneficiaries are receiving payments through Benazir Debit Card (BDC)mechanism. This system has lot of advantages, however due to illiteracy ofbeneficiaries and less know how of the system, issues were faced by thebeneficiaries in the past. BISP with the help of World Bank has carried outFinancial literacy initiatives in some districts. Under these initiatives, thebeneficiaries were educated about the payment process. Moreover, at the timeof issuance of BDC, beneficiaries are apprised about the system as well asprovided with written material having pictorial demonstration of paymentwithdrawal process. Due to above mentioned steps and with the passage oftime, the beneficiaries got familiar with the system and now most beneficiariesknow how to operate their cards. It is also pertinent to mention that, BISP hasbeen gradually converting all its beneficiaries to Biometric Verification System(BVS) which is a very convenient and easy to use system as it requires onlyCNIC and biometric verification of the beneficiary for withdrawal.

(b) There is no plan under consideration to install separate ATM in eachcity for BISP beneficiaries. It is pertinent to mention that the BISP beneficiariesare scattered across the country and they live in cities as well as in villages.Beneficiaries can withdraw amounts from the ATMs of any bank as well as fromPoint of Sale (POS) agents available everywhere. Moreover, the partner banks ofBISP are under contractual obligation to maintain number of ATMs/ POS inproportion to the concentration of BISP beneficiaries in a specific area.

However, during currency of financial year,Government resorts to SBP borrowing for meeting its expenses which is to beretired before end of each quarter.

Government borrowings from SBP during fiscal year 2013-14 wasRs. 159.7 billion. However, Government retired SBP borrowings of Rs. 434.3billion and Rs.475.0 billion during fiscal years 2014-15 and 2015-16 respectively.

During fiscal year 2016-17 for quarter 1st, Government could not keep borrowingfrom SBP at zero but for quarter 2nd, Government has reduced SBP’s stock byRs. 94.1 billion.

(b) During last 3-1/2 years an average amount of Rs. 41 billion wasborrowed on annual basis, therefore, borrowing from SBP is not excessive whichmay hamper the structural reforms of the economy.

(c) The following steps are taken/being taken by the Government toreduce borrowings:

(i) Revenue collection and expenditure are being monitored on monthlybasis in order to reduce fiscal deficit which will help to reduce loans.

(ii) Government borrowing for budgetary support from Scheduled Banksis being shifted from short-term to long-term which will result in lessreliance on SBP borrowing.

(iii) Privatization of various Public Sector Enterprises is under process.Ninety percent of revenue collected through Privatization is beingused for debt retirement.

Nisar Ali Khan):Official/ Gratis Passports were issued to 2002 non-entitled persons prior to June2013, under the authorization of the then Secretary Interior. However, thesePassports were cancelled and made ‘INACTIVE’ through system under the presentGovernment on the instructions of Minister of Interior on 04-10-2013. The issuanceof Official/ Gratis Passports over the last two years is strictly according to the laiddown policy.

The 2002 Passports given to non-entitled persons were issued under theprovisions of Para-9 of Passport & Visa Manual, 2006 under the saving clausewhich is reproduced below:

“Notwithstanding the provisions of Para 9 above, the FederalGovernment may exempt any person or class of persons from all or any ofthe provisions of this Para in the public interest”.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Federal Board of Revenue ismaking earnest efforts for simplification of the tax system/ processes to facilitateand reduce the cost of doing business for taxpayers. The steps already taken forease of paying taxes in respect of major taxes administered by Federal Board ofRevenue are given below:

Income Tax:

FBR has made concerted efforts to simplify tax return forms so thattaxpayers can file their tax returns with ease. Towards this end, every year, asimplified draft income tax return is published on the official website of FBR andsuitable changes are made in the return, based on the feedback received fromdifferent stakeholders, prior to notification of the final tax return. A complete set ofinstructions on how to fill manual tax returns is also available alongwith the return.

In order to avoid complications in the filing of tax returns the facility ofe-filing of returns as well as withholding tax statements has been introduced by theFBR. In order to simplify the process of e-filing of returns the following steps havebeen taken:—

(a) The FBR has introduced new software, IRIS, which is a web based,integrated system for e-filing of returns. The process of return filinghas been simplified in this software and exclusive tabs have beenintroduced for each different head of income.

(b) In order to simplify the process of filling in returns, some basicinformation has already been fed into the system. Furthermore certainfields in the tax return have been made optional.

(c) The IRIS software computes tax liability, tax credits etc automatically,thereby simplifying the process of tax computation for thetaxpayer.

(d) Furthermore, step by step instructions for filling in the e-returns arealso available. In addition, an elaborate mechanism of providingassistance/ guidelines to taxpayers is available in the form of FBR’shelpline as well as taxpayer facilitation centers located at differentstations.

(e) In order to streamline and expedite the process of issuance of refunds,applications are now filed online by taxpayers through the IRIS system.

(f) Indepth discussions were held with stakeholders and the voluntarytax compliance scheme (VTCS) was introduced through whichtraders were facilitated and allowed to file a single page income taxreturn under the simplified special provision of section 99A of theIncome Tax Ordinance, 2001 read with the Ninth Schedule to theOrdinance.

Furthermore, a person deriving income subject to final taxation is justrequired to file a simple statement under section 115 of the Income Tax Ordinance,2001.

Additionally, efforts have been made to simplify the mechanism for paymentof various types of taxes.

(i) In order to facilitate taxpayers desirous of making tax paymentsdesignated tax officials at Taxpayers Facilitation Desks in varioustax officers located nationwide are available to assist taxpayers ingeneration of payment slip ID’s in case payments are made throughcheques/ pay orders. Designated tax officials /representatives ofPRAL are also present in various branches of NBP/State Bank ofPakistan to render asssistance in payment of taxes.

(ii) Upon payment of taxes in cash/ submission of PSID’ s the NationalBank of Pakistan/State Bank of Pakistan generates Cash PaymentReceipts which can be viewed on real time basis by tax officialsthrough the Integrated Tax Management System. Payments madeby taxpayers are also reflected in their IRIS accounts.

A sub-committee has been constituted under the auspices of the Tax ReformImplementation Committee, consisting of members from within and outside FBRto make specific proposals for the simplification/ rationalization of tax laws and

procedures in order to curtail the complexity and rigours associated with tax lawsto the extent possible. Recommendations in this respect have also been solicitedfrom all stakeholders so that meaningful progress can be made in this respect.

Sales Tax:

The following steps have been taken on the sales tax side to simplifytaxation system:

(i) System of issuance of sales tax refunds has been simplified.Arrangements with the State Bank of Pakistan have been finalizedfor direct electronic transfer of sales tax refunds whereby in the future,all Sales Tax refunds will be credited directly into the bank accountsof the taxpayers.

(ii) Major inputs of five major export oriented sectors i.e. textile, leather,carpets, sports and surgical goods including diesel, coal and furnaceoil have been zero-rated so that liquidity of the taxpayers is not stuckup in refunds.

(iii) Turnover threshold for cottage industry has been enhanced toRs. 10 million meaning thereby that persons engaged in smallbusinesses having turnover of less than 10 million are not required toget registered for sales tax purposes.

(iv) Small retailers are not required to file sales tax return and their salestax liability is discharged alongwith monthly electricity bills. Undersub-section (9) of section 3 of the Sales Tax Act, 1990, sales tax ischarged @ 5% from retailers whose monthly bill does not exceedRs. 20,000 and @ 7.5% where the monthly bill exceeds Rs. 20,000.Even large scale, retailers have been given the option to pay salestax @ 2% of total turnover without any input tax adjustment.

(v) Marble industry has been given the option to discharge its sales taxliability alongwith electricity bill @) Rs. 1.25 per unit of electricityconsumed whereas simplified procedure for steel sector to dischargesales tax liability @ Rs. 9/ unit of electricity consumed has beencontinued.

(vi) Tax Reforms Commission has been constituted by the FederalGovernment with the mandate of simplifying taxation system. The

Commission is holding its meetings regularly and recommendationsof the Commission shall be translated into respective tax laws.

Customs:

The present Government is cognizant of the need to simplify the laws,rules, procedures and clearance system (WeBOC) at import stage. Accordingly,regular revisioning are being undertaken to streamline import stage laws andprocedures. Since Pakistan is a member of the World Customs Organization(WCO) therefore, guidelines issued by the WCO from time to time are given dueconsideration to achieve simplicity of system for import of goods. Main areasfocused in this regard are:

increase transparency and predictability of Customs actions.

standardization and simplification of the goods declaration andsupporting documents.

simplified procedures for authorized persons.

maximum use of information technology.

minimum necessary Customs control to ensure compliance withregulations.

use of risk management and audit based controls.

coordinated interventions with other border agencies, and

partnership with the trade.

Similarly, Pakistan is also in the process of implementing Trade FacilitationAgreement (TFA) of WTO which will further ensure facilitation and simplificationof payment of duty and taxes at the import stage.

Besides, following steps have also been taken by the present Governmentto simplify and rationalize tariff structure of the country:

In FY 2014-15, maximum tariff slab of 30% was brought down to25% and floor was raised from 0% to 1%. The number of slabswere reduced from 7 to 6.

In FY 2015-16, the maximum tariff slab of 25% was brought downto 20% and floor was raised from 1% to 2%. The number of slabswere reduced from 6 to 5.

In the FY 2016-17, the customs tariff was further rationalized bymerging the tariff slabs of 2% & 5% into new slab of 3% resulting inreduction of the CD rate on more than 2000 items mostly primaryraw materials and machinery. The number of slabs were reducedfrom 5 to 4 i.e. 3%, 11%, 16% and 20%.

With a view to further facilitating the importers all documents needed tobe filed for import/ export of goods e.g. Goods Declaration(GD), B/L etc. havebeen simplified and aligned with international standards devised by the WCO.

All aforesaid measures are aimed at maximising ease and simplicity for thetrade in payment of duty/ taxes at import stage which in turn also helps in reducingcost of doing business.

99. *Ms. Parveen Masood Bhatti:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the time by which poverty surveywill be conducted in the country under the Benazir Income SupportProgramme alongwith purposes thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): BISP is currently engaged inNational Socio Economic Registry update (NSER) (Re-survey). This exercisewould be undertaken in two phases, Phase-I (pilot phase) followed by a nationalrollout, In Phase-I, BISP experimented with Desk Approach (from October 2016to February 2017) by establishing registration desks at Union Council level in fourdistricts i.e. Haripur, Bahawalpur, Sukkur and Nasirabad. This experiment is almostfinished now with almost 86% coverage.

After this experiment of Desks approach, Now, BISP is launchingDoor-to-Door survey in 16 District/Area including FATA Agency (List attachedas Annex-I). Door-to-Door survey in these District/Area is planned to becompleted by July 2017. National roll out is planned to be conducted fromAugust 2017 to March 2018.

The previous NSER being a static registry is unable to cater to changingsocioeconomic conditions of the population surveyed 5 years ago. Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Under Income Tax Law, thereis no concept of pending withholding tax case. Income tax withholding taxesregime envisages collection / deduction of withholding taxes on certain specifiedtransactions (such as banking transactions, transfer of property, registration ofvehicles, telephone use, etc) during a tax year. Taxes withheld are either adjustableor final. In case withheld taxes are final, refund cannot be claimed in respect ofsuch taxes. However, if the taxes withheld are adjustable, the same are claimedagainst the tax liability at the time of filing of returns. If no tax is payable or if taxpayable is less than the taxes withheld, the balance is refundable, for whichtaxpayer has to file an application electronically.

Income -fax refunds are processed after e-filing of income -Tax returnand refund application. The refund claim must be supported by documentaryevidence of tax paid / tax deducted. Multiple reasons may cause delay in paymentof Income Tax refund.

Section 170 of the Income Tax Ordinance, 2001 reads as under:—

“(1) A taxpayer who has paid tax in excess of the amount which thetaxpayer is properly chargeable under this Ordinance may apply to theCommissioner for a refund of the excess”.

Refund claim must be substantiated with documentary evidence of taxpaid / tax deducted. Most of the taxpayers do not provide such documentaryevidence in support of their refund claims, which may result in delay in issuance oftheir refund cheques.

Refund claims may at time, become subjudice due to pendency of theappeal of either the taxpayer or the department which may also cause delay in theissuance of refund.

However, in order to expedite the issuance of refunds FBR has launcheda new online automated system with the name of “lris” whereby, the taxpayeris provided with online facility of filing returns/statements. Besides, taxpayershave also been provided with the facility to apply for refunds through thisonline system.

But later, in order to improve the efficiency andtransparency of payments to its beneficiaries, BISP started using technologybased Alternate Payment Mechanisms (APM) in the form of Benazir SmartCard, Mobile Phone Banking, Benazir Debit Cards (BDC) and BiometricVerification System (BVS) through hiring of six partner Banks, Most of thebeneficiaries of Balochistan are being paid through BDC mechanism after issuingCards. Due to the outreach and connectivity issues, some of the districts ofBlochistan are still kept under Pakistan Post (PPost). It is pertinent to mentionthat BISP has planned to gradually convert most of the Districts of Balochistan

(b) Under the Waseela-e-Sehet Programme, Health Cards were issuedby BISP to beneficiary families in Faisalabad district only as a Pilot Project. Afterclosure of this pilot initiative, no Health Card was issued by BISP. Now PrimeMinister’s Health Insurance Programme under the M/o National Health ServicesRegulation and Coordination is responsible for issuance of Health Cards.

(c) Cards are issued to only those beneficiaries who are being providedcash grant through BDC mechanism. District-wise summary of beneficiaries ofBalochistan under BDC and Pakistan Post are enclosed as Annexure-A.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) State Bank of Pakistan (SBP)observes five days a working week in pursuance of Ministry of Interior’sNotification No. 2/7/2011-Public dated 13th October 2011. However, on thebasis of business requirements of banks, SBP also allows banking facilities onSaturdays in branches situated at business/commercial hubs/ports/main marketsincluding evening branch banking services up to 8:30 pm etc.

(b) No, In terms of SBP’s instructions, all banks are required to collectutility bills from general public during the business hours. Further, all banks areadvised vide SBP Circular Letter No. 01 of 2014 to ensure uninterrupted collectionof utility bills even in case of network/system problem. SBP ensures compliancethrough surprise checks of banks’ branches across Pakistan.

(c) No. SBP has issued instructions regarding conduct to insure provisionof better service by the banks to their customers. Security Guards, are normallyposted at the branch entrance in order to ensure security/ checking of all walk incustomers which may offend someone. If there is any complaint of misbehavior,the same can be brought into the notice of concerned branch manager who cantake care of the issue through CCTV footage for on spot resolution.

(d) No. The Automated Teller Machines (ATMs) uptime data reportedby banks for the quarter ended December 31, 2016 reveals 95% average uptimeon weekends in respect of 12,402 ATMs across Pakistan. During 2015-16SBP imposed heavy penalties on banks who failed to ensure required ATMuptime during national holidays/weekends especially in Ramadan/ Eid-ul-fitr/Muharram.

Pakistan vision 2010 was launched in 1998 butMusharraf government discontinued it, which resulted in loss of direction. Lack ofcontinuity of policies is a major obstacle for getting positive impact in developmentprocess.

(b) Unnecessary policy reversals do bear economic cost and loss ofdirection.

(c) Legal cover for binding the successive government on a visionformulated by the preceding government is not desirable as each successivegovernment comes through a mandate by the voters with different visions. ThisVision 2025 is very holistic and a shared vision that has been conceived withwider level consultations with all stakeholders. Even the manifestos of all majorpolitical parties have been consulted besides all such visions given in the past. Aninclusive and participatory approach was followed to get buy in of all keystakeholders in formulation of Vision 2025.

(a) the total amount of losses which the country suffers due tosmuggling each year; and

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Due to the peculiar nature ofthe Pak-Afghan border and lack of verifiable data for smuggling, it is difficult tocalculate the total amount of loss caused to the national exchequer each year inabsolute terms. However, the quantum of seizure of smuggled goods is an indicatorof the scale of smuggling, which has been explained in the answer to part (b) of thequestion below.

(b) To curb the menace of smuggling, Pakistan Customs is pursuingconcerted anti-smuggling strategy which includes intelligence sharing and jointoperations with the help of other Law Enforcement Agencies. Steps taken by theGovernment in this direction are as under:

(i) FBR vide SRO 1090(1)/2010 dated 01-12-2010, has entrustedanti-smuggling powers to F.C (Khyber Pakhtunkhawa includingFATA) to carry out anti-smuggling operations within 20 K.M of theinternational border.

(iii) The anti-smuggling powers have also been given to Pakistan CoastGuards vide SRO No. 42(I)/2014 and Pakistan Maritime SecurityAgency vide SRO No. 43(I)/2014 dated 20-01-2014 to checksmuggling in the coastal areas/ high seas.

(iv) Available resources and manpower, although meager, have beenpooled up for optimum use. The Director General of Intelligence &Investigation (Customs)-FBR has been assigned to coordinate anti-smuggling activities with other Law Enforcement Agencies.

(v) Major entry points/smuggling routes in the country are beingmonitored through check posts and mobile anti-smuggling unitsmanned by Pakistan Customs with the assistance of Law EnforcementAgencies.

(vi) A dedicated Customs Border Enforcement (CBE) unit has been setup Torkham Custom Station for vigilance on undocumented trade.

(vii) Scanners have been installed at land border custom stations at Chaman(Balochistan) and NLC Terminal at Jamrud (Khyber Agency) forscanning of cargo.

(viii) Enroute tracking and monitoring of movement of all Afghan Transitcontainers/ vehicles is being carried out under Tracking andMonitoring of Cargo Rules, 2012 notified vide SRO 413(1)/2012dated 25-04-2012.

(ix) A Joint Maritime Information Organization (JMIO), comprisingmembers of all Law Enforcement Agencies, working under theMinistry of Defence has been established at Karachi to address theissue of smuggling in coastal areas/ high seas.

(x) The level of efforts put in by the FBR in anti-smuggling operationscan be judged from the following figures of seized smuggledgoods;

The Federation ofPakistan Chambers of Commerce and Industry, during the export trophy function heldon 15th December, 2016, suggested that an amnesty scheme for assets held abroadbe announced by the government in order to incentivize declaration of assets heldabroad and reap the ensuing economic benefits. Similar suggestions have also beenadvanced by other trade bodies/ associations in this regard. However, no concreteproposal has so far been submitted for consideration of the government.

Regardless of location, electricity generated is put into national grid.

(b) Energy projects cannot be classified in isolation. There is an overallportfolio of energy projects under which projects have been launched in KP.Progress on energy project located in Khyber Pakhtunkhwa is at annex-I.

(c) It is difficult to estimate the expected job creation under CPEC atthis stage. Once short, medium and long term projects are completed, it is expectedthat a significant number of job opportunities will be created for locals all overPakistan.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The Federal Board of Revenueallows repayment of customs duties paid on importation of any goods which havebeen imported and used in the manufacturing of exported goods. The rates ofthese customs drawbacks are reviewed and notified by the FBR periodically lasedon the changes in import tariff for raw materials. Presently, no proposal for anyadditional customs rebate is under consideration. It may be added that recentlyFederal Government has announced incentive package under the Prime Minister’sExport Enhancement Package including payment of Drawback of Local Taxesand Levies (DLTL).

(b) To combat over-invoicing and fake exports, the current Web BasedOne Customs (WeBOC) System of FBR has a robust Risk Management System(RMS). This new end-to-end computerized system processes the exportconsignments on the basis of exporters’ profile, therefore, segregating the sameinto red, yellow and green categories for intrusive inspections and appropriatevalue assessments. Moreover, FBR’s collaboration with State Bank of Pakistanfor electronic submission of Form-E for each export consignment has put in placea comprehensive mechanism to thwart any chance of over-invoicing or paperexports.

Minister In-charge of the Prime Minister’s Office: Presently, NuclearMedicine Oncology and Radiotherapy Institute (NORI), Islamabad has followingtwo Radiotherapy Machines:—

i. Cobalt — 60 (Co-60 Teletherapy Machine

ii. High Energy Linear Accelerator

Co-60 Teletherapy machine is in working condition and about 92 — 110patients are being treated on this machine on daily basis while the other machinei.e. High Energy Linear Accelerator, is out of order since 10th Jan, 2017. Thismachine is still under warranty period and the concerned vendor i.e. M/SSEIMENS Islamabad is in process to repair it. About 70-90 patients were beingtreated on this machine. However, 50% of the patient load of this machine hasbeen shifted to Co-60 Teletherapy machine. The NORI is in process of getting anew Linear Accelerator machine through PSDP funds, purchase order of whichhas been placed and shipment is awaited. Moreover, keeping in view the increasingdemand of cancer patients, PC-1 is being prepared for purchase of another LinearAccelerator Machine.
