101. *Mr. Abdul Waseem :(Deferred during 17th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the steps being taken by the Government to control the illegalsmuggling of petrol in the country; and

(b) the number of persons arrested in this regard alongwith detailsthereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) To control the illegal smugglingof POL products including petrol, number of steps have been taken by the Customsin close collaboration with other law enforcement agencies. The main reasons ofthe phenomena of smuggling of POL particularly at Pak-Iran border is the cheaperavailability of smuggled oil, porous Pak-Iran border and use of infrequent routesby smugglers in vast terrain of Baluchistan.

Despite the fact of precarious law and order situation in the area, followingsteps have been taken by the Government to control such smuggling:

i. Frontiers Corps (KPK) has been entrusted to carry out anti-smugglingwithin 20 K.M of the international borders vide SRO 1090(I)/2010dated 01-12-2010.

ii. Anti smuggling powers have also been entrusted to Pakistan CoastGuards vide SRO No. 42(I)/2014 and Pakistan Maritime SecurityAgency vide SRO No. 43(I)/2014 dated 20-01-2014 to check thesmuggling on high sea.

iii. FBR has chalked out a comprehensive anti-smuggling strategy toeffectively curb the menace of smuggling. In this regard availableresources have been pooled for optimal use under the supervision ofDirectorate General of Intelligence & Investigation FBR.

iv. Joint efforts are undertaken between Customs and other LawEnforcement Agencies to control the menace of smuggling.

v. As a result of heightened enforcement efforts POL of Quantity7,057,017 liters, valuing Rs. 638.51 million approximately hasbeen seized in last three years. In addition, about 150 illegal petrolpumps have been demolished in southern areas of Sindh andBaluchistan.

(b) On account of smuggling of POL products, 12 persons have beenarrested during last three years. The details of arrested persons and cases thereofare attached as (Annex A).

116. *Ms. Shaista Pervaiz :(Deferred during 17th Session)

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that the Government conducts periodicreviews of the schemes/programmes initiated under the PSDP toensure their scheduled executions; if so, the details alongwithbenchmarks thereof;

(b) whether Planning Commussion has taken into account thesocio-economic backwardness of less-developed areas of thecountry prior to initiating the social sector projects under thePSDP; if so, the details thereof;

(c) whether there is any proposal under consideration of theGovernment to initiate any special schemes/programmes for

development of such backward areas in the country; if so, thedetails thereof;

(d) the details of the achievements made regarding the schemes/programmes initiated under the PSDP during the last five yearsrelating to the basic needs like water, electricity, health andeducation; and

(e) the targets fixed for basic infrastructure during the next fouryears alongwith the steps being taken in this regard?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) The primary responsibility for periodic monitoring and review of PSDP budgetedschemes rests with the relevant line Ministry / Division. However, M/o Planning,Development & Reform under directions by the National Economic Council,conducts quarterly reviews with the line Ministries / Divisions to assess financialand physical progress of the budgeted projects. The issues / bottlenecks areidentified and remedial measures are suggested to the line Ministries / Divisionsfor smooth and timely execution of development projects including diversion offunds from slow moving to fast moving projects. First Quarter Review of PSDP2014-15 was held in November, 2014 and Mid Year Review of PSDP 2014-15is being held in last week of January, 2015. Planning Commission also undertakesmonitoring of the mega projects and disseminates the monitoring reports amongthe stakeholders suggesting measures for smooth implementation of projects.

(b) While fixing the development priorities in consultation with ProvincialGovernments as per guidance of the National Economic Council, the socioeconomic conditions of the less developed areas are taken into account prior toinitiating mega social sector projects. The need / demand for the projects isdetermined by analysis of various socio economic indicators prevailing in the country.It is also added that since the subject of core social sector related activities havebeen devolved to the Provinces after 18th Amendment in the Constitution. However,Federal Government extends its assistance both technical and financial in shape ofdevelopment projects wherever required. Currently, vertical programs of healthand population despite being devolved to the Provinces, are being financed by thefederal government to improve health and social indicators.

(c) Accelerated development of backward areas in the country is priorityof the Government. Various initiatives and special development packages are beingundertaken through the Federal PSDP in consultation with Provincial Governmentsfor uplift of backward areas. As indicated above, that core social sector subjects

have been devolved to the Provinces for financing under the enhanced resourcesbeing transferred to the Provinces through 7th NFC Award. However, FederalGovernment has budgeted a Pak MDGs and Community Development Programto launch during current fiscal year with an allocation of Rs. 12.5 billion. Theimplementation of the program will take place across the country includingbackward areas in consultation with and demand of the community. Communitywould be required to forward its demand through DCO of the area.

(d) The summarized position of sector achievements during the last fiveyears is indicated as under:

As indicated in table above, a total 213 projects costing Rs. 1978 billionwere initiated during the last five years. Against approved cost, Rs. 89 billion havebeen spent upto June, 2014.

Though, the subject of health and education stands devolved to theprovinces after 18th Amendment, however, federal Government continued financingof the vertical programmes of health, population and programmes of highereducation and trainings through federal PSDP as per decision of CCI dated28-04-2011.

(e) 11th Five Year Plan is under formulation. Projections for varioussectors during next four years (2014-15 to 2017-18) of federal developmentprogram (PSDP) are as under:

ii. Efforts would be made to provide the required finances to thedevelopment projects for timely completion of projects to achieveobjectives set under 11th Five Year Plan / Vision 2025.

iii. The mechanism for monitoring and review of development projectswould further be strengthened on time for cornpletion of envisagedprojects.

iv. Ministries/Divisions have been requested to establish monitoring unitsto ensure timely execution of projects to avoid cost/time over run.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether there is a shortage ofemployees belonging to Sindh (Rural and Urban) in the Ministry andits attached departments, autonomous bodies and semi autonomous

bodies; if so, the reasons thereof alongwith the steps being taken orproposed to be taken to meet the said deficiency?

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the criteria prescribed by the Ministry to check the performanceof Competition Commission of Pakistan(CCP) during a year;and

(b) the detail of the report received by the Ministry during the lasttwo years?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Under Section 12(3) ofthe Competition Act 2010. Competition Commission of Pakistan (CCP) isindependent both administratively and functionally and as such no specificcriteria is laid down for the purpose. However, the performance of theCommission is checked on the basis of:

(i) Its annual activities report under section 21 and 22 of the CompetitionAct, 2010 (Annex-I).

(ii) Year Book in term of Rule 25(2) of the Rules of Business, 1973(Annex-II).

(b) The Annual Reports for last two years were not received in theMinistry because it could not be published by the Competition Commission ofPakistan (CCP). The reasons for not sending the reports are that there was aconfusion as to which institution would conduct the audit of the Commission, theChartered Accountant Firm as was previously done or the Office of the AuditorGeneral of Pakistan as the provisions of Article 170 (2) and Section 21 (2) of theCompetition Act, 2010 are not synchronized with each other. So its interpretationtook time and resulted in delay of finalization of the Annual Reports. After18th amendment in the Constitution, position stood clarified and now the DirectorateGeneral Audit (Federal Government) has asked for submission of financialstatements for the year 2011-12 to 2013-14 for certification as per requirementof section 21 of Competition Act, 2010.

The certified accounts are now expected to be received shortly from theDirectorate General (Govt. Audit) and CCP. Thereafter, the Annual Reports alongwith certified accounts will be published in the Gazette of Pakistan and laid beforethe Auaust Houses.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the total amount of revenue tobe received from International NGOs as taxation during currentfinancial year?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): No Income Tax collection isexpected from the INGOs who have signed an MOU with EAD and are fulfillingthe requirements as laid down in Income Tax Ordinance, 2001 as they are entitledto 100% tax credit u/s 100C of the Income tax Ordinance, 2001.2. *Mrs. Shahida Rehmani :

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the circular debt has surged again;

(b) if so, the current amount alongwith mode of payment thereof;and

(c) the future strategy devised to curb the said debt?

3. *Ms. Belum Hasnain :

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that E-filing System under Integrated RiskInformation System (IRIS) has been creating problems for thetax filers; if so, the details thereof; and

(b) the steps taken by the Government so far to improve the saidsystem?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The system did not create anyproblems for the taxpayers. However, some taxpayers and practitioners werereluctant to accept change since:

(i) It was a new system and there is a general resistance to any changeamong the people;

(ii) It requires accurate data and taxpayer could not get away with filinginaccurate/estimated particulars as Iris, unlike the previous systems,does not allow filing of return on incorrect data;

(iii) It is based on a strict application of law and taxpayers cannot calculatetheir liability according to their own interpretation of laws.

(b) No shortcomings have yet been pointed out in the system from thestakeholders, so there was no need to improve the system on the basis of taxpayers’lack of understanding of the system, law and rules. In order to facilitate the taxpayers,FBR took the following steps:—

(i) Conducted countrywide seminars/workshops for tax officers,members of tax bar associations and chambers of commerce in whichthe participants were apprised of and given training on the new system;

(ii) Printable as well as Audio/Video help was provided on the system;

(iii) Officers of the Information Technology Wing including Member(Information Technology) were available to guide taxpayers on emailas well as phone whenever required.

As a result of the above efforts, more returns have been electronicallyfiled for the Tax Year 2014 than ever before in the history of FBR which itself is aproof of the success of Iris.

4. *Ms. Belum Hasnain :

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that Islamabad Safe City Project initiatedsix years ago was suspended in 2010; if so, the reasons thereof;

(b) the initial estimated cost of the project and its revised cost duringthe year 2010; and

(c) the time by which the said project will be completed?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Safe City Islamabad Project was suspended pursuant to Supreme Courtjudgment dated 22nd August 2012, wherein the Court decded that commercialcontract between Government of Pakistan and M/s Huawei dated 29-12-2009was illegal and invalid and Government of Pakistan was directed to re-initiateprocurement process. The procurement process was re-initiated and the Projecthas been resumed on 26th March, 2014.

(b) The initial estimated cost of the Project was $ 124.975 million andthe Project has been resumed to be implemented at the same cost.

(c) The Project is to be completed by October, 2015.

5. *Ms. Musarat Rafique Mahesar :Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken by the Government to control the increasingdrug smuggling to Pakistan and other countries from Afghanistanvia Pakistan?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):The steps taken by the Government to control the increasing drug smuggling toPakistan and other countries from Afghanistan via Pakistan is attached atAnnexure-A.

6. *Ms. Musarat Rafique Mahesar :

Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken by the Government to controlsmuggling at Afghan Border through Afghan Transit Trade Route?

Will the Minister for Planning, Development and Reform be pleasedto state the number of new projects launched in the province of Sindhduring the last two years 2013 and 2014 alongwith the city-wise detailsthereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):Fourteen (14) project costing Rs. 184 billion were initiated under PSDP 2013-14and twenty seven (27) projects costing Rs. 143 billion were initiated under PSDP2014-15. In addition, Rs. 8 billion have been earmarked in PSDP 2014-15 asspecial federal development package for Sindh. Details are placed at Annex-Aand Annex-B, respectively.

8. *Mr. Muhammad Muzammil Qureshi :

Will the Minister for Finance, Revenue, Economics Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that data/figures of poverty have neitherbeen estimated nor released for many years; if so, the reasonsthereof;

(b) whether it is also fact that due to non-availability of the saiddata, resource distribution can not be ensured on equal basis;

(c) if so, the steps being taken by the Government in this regard toensure equal distribution of resources to various sectors?

9. *Mr. Muhammad Ali Rashid :

Will the Minister for Finance, Revenue, Economic Affairs,Statistics and Privatization be pleased to state:

(a) whether it is a fact that State Bank of Pakistan had traced 300cases of money laundering in the country including 34 bigtransactions of suspected terrorists during the last five years;and

\ (b) the details of the big transactions alongwith the names ofsuspected terrorists involved therein?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Financial Monitoring Unit (FMU)and not the State Bank of Pakistan is the relevant organization. FMU has forwarded1060 Suspicious Transaction Reports / Financial Intelligence reports (STRs), underthe Anti Money Laundering Act, 2010 to Law enforcement Agencies (LEAs)during the last five years. Moreover, FMU has disseminated 34 financial intelligencereports on the suspicion that might have relevance to the offence of Terrorism.

(b) As per AML Act, 2010 and international best practice, informationfurnished by the financial institutions to FMU is kept confidential due to sensitivityand protection of innocent persons. Being a source of intelligence, the informationon STRs is not disclosed till proven through investigation and prosecution.Moreover, this is essential for the protection of financial institutions in the country.

10. *Sheikh Salahuddin :

Will the Minister for Interior and Narcotics Control be pleasedto state whether there is any proposal under consideration ofthe Government to ban the use of loudspeakers for variousceremonies in order to control noise pollution in Islamabad; ifso, the details thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):The District Administration, Islamabad has imposed ban U/S 144 Cr. P.C. inIslamabad on use of Loudspeaker (except Azan and Khutba of Juma) which isvalidated from time to time.

Besides, the ICT Police is proactive and taking action against the violators/persons involved in use of Loudspeakers for various ceremonies in order to controlnoise pollution in Islamabad under West Pakistan Regulation and Control ofLoudspeaker and Sound Amplifier Ordinance, 1965 as well U/S 188 PC in violationof Section 144 Cr. P.C.

Following steps have also been taken by the ICT Police:—

All SHOs have been directed to visit their areas of responsibility andtake action against the persons involved in using the Loudspeakersat various ceremonies in violation of above said Ordinance to controlthe noise pollution.

yeA.,*;;.To arrange meetings with the Religious. Scholars / Ulema andorganizers of Marriage Centers as well as Political workers and advisethem to adhere to an acceptable code of conduct and renounce suchpractices of using Loudspeakers in the ceremonies held under theirpatronage.

To deploy their officials in civvies within their A.O.R. for surveillanceand if any information is received regarding violation of above saidordinance then to take action against the violators.

11. *Sheikh Salahuddin :

Will the Minister for Interior and Narcotics Control be pleased tostate whether there is any proposal under consideration of theGovernment to take action against such persons who deliver sectarianhate-speeches and lectures in the ICT?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):As per Government Policy, ICT Police is proactive and taking action againstpersons found involved in delivering sectarian / hate speeches and lectures inIslamabad.

In this regard, following steps have been taken:—

All SHOs have been directed to take action against persons involvedin delivery of sectarian / hate speeches.

Convene meetings with Religious Scholars / Ulema and leaders ofvarious sects and advise them to adhere to an acceptable code ofconduct and renounce such practices including distribution of hatematerial from their respective mosques.

Supervisory officers have been directed to further advise religiousleaders not to criticize upon any Sect during Khutba’s and promoteharmony.

12. *Mr. Iqbal Muhammad Ali Khan :

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the number of officers in BPS-19 and above working in NationalDatabase Registration Authority;

(b) whether it is a fact that there is a shortfall of officers hailingfrom Sindh; if so, the reasons therefor; and

(c) the steps being taken or proposed to be taken by the Governmentto meet the said deficiency?

13. *Mr. Iqbal Muhammad Ali Khan :

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that National Database and RegistrationAuthority (NADRA) does not own a building for establishmentof Headquarters thereof; and

(b) whether it is also a fact that NADRA has purchased many largevehicles like VIGO; if so, the reasons thereof alongwith the namesof the officers who are entitled to use those vehicles?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) National Database and Registration Authority (NADRA) HQ was establishedin State Bank of Pakistan building in 2000 with approval of Competent Authority

(b) NADRA purchased vehicles for official use and pick and droppurposes as well. To eliminate the possibility of misuse of official vehicles,comprehensive policy / Instructions have been issued. A car Monetization policywas imposed in NADRA w.e f. 1st June 2012. Under this policy no NADRAofficer will be entitled and use project vehicles or the departmental operational /general duty vehicles for personal affairs.

14. *Mr. Mehboob Alam :

Will the Minister for Interior and Narcotics Control be pleased tostate whether it is a fact that after reduction of oil prices, the fares oftransport have also not been reduced, so far; if so, the steps beingtaken by the Government in this regard?

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the names of Government owned institutions to be privatizedalongwith the details thereof; and

(b) whether it is a fact that dues of PTCL are still outstanding,despite privatization thereof; if so, the reasons thereof?

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the steps taken against differentcartels, companies and associations by the Competition Commissionof Pakistan since June, 2013 till date alongwith the achievementsmade therefrom?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):Competition Commission ofPakistan (CCP) have taken various steps against cartelization and collusive practicessince June 2013 and till date have made the following achievements therefrom:

Steps taken against cartels:

CCP has completed one inquiry into allegations of collusion andcartelization against Pakistan Automotive Manufacturers AuthorizedDealers Association (PAMADA).

The Commission is now adjudicating the matter and the next hearingis scheduled for February 03, 2015.

Steps taken against companies:

For violation of Section 4 (Prohibited Agreements), 43 companieshave been issued show cause notices for collusion in the automotivesale and after sales markets.

For violation of Section 10 (Deceptive Marketing), 32 companies in10 different matters have been issued show cause notices.

Following orders were issued & complied with by the companies:—

i. For violation of Section 3 (Abuse of Dominance),

1 company was ordered to change anti-competitive conditionsin its provisional booking order process. The company hascomplied with the order.

ii. For violation of section 10 (Deceptive Marketing),

2 companies were ordered to stop deceptive marketingpractices and both have complied.

17. *Ms. Shakila Luqman :

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the year and company-wise totalamount of tax collected from the mobile phone companies in the countryduring the last two years till date alongwith the details thereof?

The steps taken by Government for effective narcotics control are listedbelow:

a. 28 Police stations of ANF are working in the country to control/stop the smuggling/ spread of narcotics (Number of Police Stationshave been increased from 25 to 28 by activating 3 additional PoliceStations during 2014) .

b Deployment of ANF personnel at all international airports, seaportsand dry ports to counter narcotics trafficking through passengersand goods.

c. Launching of campaigns / crackdowns against drug peddlers throughprovincial Police under IATF forum.

d. Destruction of Poppy crops in coordination with Provincial Govt.and FATA Administration.

e. Establishment of Canine Units (sniffer dogs) at each RegionalDirectorate (Khyber Pakhtunkhwa, North Punjab, Sindh andBalochistan).

f. Capacity building of ANF officials and other Law EnforcementAgencies (LEAs) through training and provision of equipment forcounter narcotics activities.

g. Intelligence network of ANF has been expanded inside main citiesto locate and hunt drug smugglers/peddlers.

h. Areas around educational institutions are being monitored on regularbasis to stop/counter sale of drugs to students by peddlers/suppliers.

i. Enrollment of 590 x individuals Enforcers in the Force is in process.

j. Checking of international arrivals at all airports and checking ofdomestic flights at Quetta and Peshawar airports.

k. Extension of NADRA Verification System to HQ RDs for speedyinvestigations.

l. Conduct of precursors training for all users for effective precursorcontrol/ checking.

m. Induction of intelligence software (i2) for assistance in investigationbacktracking.

n. Random/surprise checking by ANF Special Squads at all RailwayStations.

o. Scope of Port Control Unit (PCU) at Karachi has been expanded.Checking of imports at seaports has also commenced despite paucityof resources.

p. Use of CCTV cameras for effective profiling of passengers at allairports.

q. Frequent engagement with courier and parcel companies andextension of NADRA Biometric Verification System at those facilities.

r. To monitor the trafficking and use of synthetic drugs, RegionalDirectorates of ANF have been directed to take stringent measures.With regard to diversion of precursors for manufacturing of narcoticsdrugs, an elaborate SOP has been formulated and being implementedin letter and spirit.

s. Pre-Export Notification (PEN) online system is in practice to havecheck on misuse/ diversion of precursors.

(c) The gross receipts of the State Bank of Pakistan amounted toRs. 362.63 billion in FY 2013-14 as against Rs. 274.85 billion in FY 2012-13resulting in an increase of 31.94%.

(c) NADRA has taken adequate measures to facilitate general public, inobtaining registration documents without hassle, some of vital measures are asunder:-

(1) NADRA registration centers are designed in one window conceptto provide applicant all their registration documents need under one roof.

(2) NADRA established 557 x NADRA Registration Centers (NRC)nationwide for providing registration services.

(3) 234 Mobile Registration Vans (MRVs) in far flung / remote areasand 40 Sami Mobile Units working in small towns to facilitate generalpublic close to their door step.

(4) 14 NRCs and 4 MRVs exclusively for females/senior citizens areworking in the country.

(5) Friday has been earmarked as Female Day at NADRA Officeswhereby only females are entertained.

(6) Free or cost CN1C (Fresh) is being issued since year 2008.

(7) Exemption of expiry date on CN1C for Senior Citizens with life timevalidity.

(8) Special/Disabled personnel are processed on priority with care anddiligence.

a. Measures have been taken to improve the financial management,resulting in better profits during the preceding years.

b. NADRA’s vigilance department has been assigned a proactive role,which has helped in curbing the activities of the Tout mafia, whoearlier used to operate outside NADRA offices.

c. Strict is being followed in posting employees to NADRA officesparticularly in Pakistan missions abroad.

d. Launching of Chip based Smart card with embedded security featureshas helped in forestalling numerous attempts of forgery andduplication.

e. To curb the processing of issuance of CNICs to aliens, SOP/policieshave been strengthened, training of staff has been commenced andthe vigilance department has introduced surprise checks.

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) in early days of establishment of NADRA processing of form based CNICswere started and verification system was not very robust at that time. As a result,some applicants submitted multiple forms by changing partial/complete particularsand multiple ID cards were issued.

(b) In year 2005, after the integration of Automated Finger IdentificationSystem (AFIS) and Facial system the malpractice of processing multiple ID cardswas reduced and checks have been implemented to stop this activity, NADRA’spresent strengthened system has been able to detect multiple identity cards. Inpursuance of Federal Government clemency policy, 784,505 cards have beenidentified in Duplicate category, out of which 645013 have been processed andcleared.

(b) Following steps have been taken by the Government for developmentof coastal areas of Balochistan:

(i) Public Sector Development Program

The Federal Government is committed for socio-economicdevelopment of Baluchistan in particular the up-gradation of Gwadar asan integral part of China Pak Economic Corridor. Presently about 30projects costing Rs. 114 billion located in / around the Coastal Areas ofBaluchistan i.e. Gwadar, Ormara, Pasni, Jiwani etc. are underimplementation through federal PSDP 2014-15. An amount of Rs.11.3billion is allocated for these projects (list attached). Moreover, under 7thNFC award, substantial funds are being provided to the ProvincialGovernments for spending on development including development ofCoastal Areas. Govt. of Balochistan would be in a better position to intimatedevelopment expenditure on coastal areas.

(ii) Tax incentives include:

Income Tax

Incomes or classes of income, or persons or classes of persons,enumerated below, shall be exempt from tax, subject to the conditionsand to the extent specified thereunder:

(126A) income derived by China Overseas Ports Holding CompanyLimited from Gwadar Port operations for a period of twentyyears, with effect from the sixth day of February, 2007.

(126B) Profit and gains derived by Khalifa Coastal Refinery for a periodof twenty years beginning in the month in which the refinery isset up or commercial production is commenced, whichever islater.

(126D) Profit and gains derived by a taxpayer from an industrialundertaking setup in the Gwadar declared by the FederalGovernment to be a Zone within the meaning of ExportProcessing Zone Authority Ordinance, 1980 (IV of 1980) asExport Processing Zone, Gwadar, for a period of ten yearsbeginning with the month and year in which the industrialundertaking is set up or commercial operation commenced,whichever is later.

(126H) Profits and gains derived by a taxpayer, from a fruit processingor preservation unit set up in Baluchistan Province, MalakandDivision, Gilgit Baltistan and FATA between the first day ofJuly, 2014 to the thirtieth day of June, 2017, both days inclusive,engaged in processing of locally grown fruits, for a period offive years beginning with the month in which the industrialundertaking is set up or commercial production is commenced,whichever is later.

Sales Tax

Exemption from Sales tax from imports of supplies under SixthSchedule to Sales tax Act 1990 is also available on following items:

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) Yes. Federal Government is financing and executing one of the 06 identifiedlines of Bus Rapid Transit System, namely, Green Line Bus Rapid Transit Systemfrom Municipal Park, Sadder to KESC Power House Chowrangi, Surjani,Karachi. The project has been approved by ECNEC in its meeting held on04-12-2014 at the total estimated cost of Rs.16,085.100 million.

(b) The current issues related to setting up of Karachi Circular Railway(KCR) project as reported by Karachi Urban Transport Corporation (KUTC)are as under:

i. Resettlement of the affectees as per the detailed Resettlement ActionPlan (RAP) study prepared in conformity with the guidelines of WorldBank, ADB and JICA.

ii. A Constitutional petition No. D-274 of 2014 has been filed in theHonorable Sindh High Court by the affectees of the project, in whichJapan International Cooperation Agency (JICA) has been cited asone of the respondents. Before proceeding further with the project,JICA’s name as one of the respondents needs to be removed as theyare not involved in execution of the project.

iii. It was decided in a meeting with Chief Secretary Sindh that AdvocateGeneral Sindh will file a request praying to expunge JICA’s name asJICA is a donor agency and has nothing to do with the case in question.

INCOME TAX

Income Tax Ordinance, 2001 taxes the income earned by a person as perrates prescribed in First Schedule to this Ordinance, copy of which is Annex-A.herewith.

SALES TAX

The standard rate of sales tax is 17%. However, the special rates of salestax are charged on certain commodities as per details given in Annex-B.

FEDERAL EXCISE DUTY

The excise duty is levied on certain goods and services as per detailsgiven in Annex-C.
