At the edge of the East River, Manhattan comes to a halt in the hectic everyday life.
At first glance, the bright yellow fall colors, the stacking of layers and the rushing water against a still land outstand. But more relevant to the particular reach between 37 and 60 is the fact that FDR Highway runs along the protective seawall, forcing the greenbelt to come out into the water.
The Highway condition changes from parallel to overlapped lanes, exit and entrance ramps and overhanging building structures.

Patterns of artificial light, cars moving along and window lights turning on as the night comes in, highlight the impact of this changing edge, from an intertwining net of threads to a rational and orthogonal grid of cells.
In opposition to the horizontal surface movement along the highway, the underground infrastructure, tunnels and combined sewer pipes, run perpendicular to the shore.
NYC sewage system is for the most part a combined sewer system. There are 460 CSO along the total shore of NYC, discharging 27 million gallons of raw sewage per year, the equivalent volume of 97 Empire State buildings.
A dozen of them contribute to 50% of the overflow, 15 account for 20% and 42 for 10%, leaving the remaining 390 to discharge 20% in total, a very small amount compared to the Tier 1 volumes. Bw 35 and 60 there are 10 CSO, one of them being a Tier3. The CSO volumes are directly related to their sewage-shed area; in this particular reach the volumes per area are relatively small and this is supported by the lower number of flooding and swage backups reports in comparison to other areas of NYC. Overlapping the sewage-sheds of the area to a 1990 map shows the relation of those to the previous natural conditions, were the largest Tier in the area is catching the same shed area as the former creek and bay.
The esplanade concept comes as a result of those to systems (HWY+CSO) crossing and coming together. The geometry, access and circulation respond to the changing conditions of the edge while the CSO outfalls dictate a secondary program of water treatment.

Once at the marsh edge, the people of South Prescott, and Oakland at large, are cut off from the San Francisco Bay. The Port of Oakland is nearly a mile deep, amassing the edge of the Bay with I-880 sweeping around the neighborhood perimeter. South Prescott Park reconnects people to the edge while maintaining Port and Amtrak operations

Concept:
A new topography for the pier, maximizing the public space surface and elevating the pedestrians point of view.The Research Marine Center facilities lie under the topography and emerge form it in tree special ocasions (confer-ence hall, library, laboratories) fragmenting the lenght of the pier and giving the whole a human scale.
