T he new Article 4 planningpapers were announced thisweek by Brighton & Hove City

Council and invitations invited for representationsfor permitted development on proposed change ofuse from offices to residential. Without ‘over-egging’ the policy, it could be one of the mostimportant consultations that the city will have toundertake in recent years.

We have been here before and made errors.Back in the dormant market of the early 1990swhen the UK economy last took a dip, we panickedand had no real discipline over policy change ofuse and various purpose built offices becameresidential buildings in city centre locations. It wasbelieved it was the best use for the then emptybuildings and although the new residentialoccupiers now enjoy the benefit, when the marketdemand for offices did return and businesswanted to be in Brighton again, they had nowhereto go and the city missed out. Let us learn from ourmistakes and not let it happen again.

I have a foot in both camps. I recognise theneed for utilising our empty office stock, but not

every building in every locationshould fall under the new decision.

A good example is the PrestonRoad area. In its ‘pomp’, it was inhigh demand back in the 1980sand was the love of the insurancecompanies who required largeprominent offices with plentifulparking, overlooking parkland fortheir staff. Now, it languishes as anoffice location and alternative usesshould be sought. The Landlady Building Opinions

In July, I spent lessthan nine days athome in Brighton.

I have rushed aroundEurope, to the Northof England and back,only stopping to re-load the toilet rolls inthe student bathroom,water the plants, hooverup and stuff the fridge withready meals.

On the phone to The Boyfriendwho, lucky thing, is still unable to travel due to hiscatastrophically broken foot, I told him I wanted to come home immediately. I had even checked the price of train tickets for the following day, which wereso ridiculous that I resigned myself to the fact that I had to stick to myoriginal plan and head further North.

So here I am on a train from Stoke to York, via Manchester. There hasalready been a severe delay at Macclesfield due to signal failure. The poorplatform guard at MacclesfieldStation was, within two minutes ofthe delay, harangued by a harridanwho claimed she had to collect alorry in Manchester in exactly onehour and that he would personallybe paying for the taxi she wouldnow have to take. As good karmawould have it, the train pulled off atprecisely the same moment as shegot into a taxi outside the stationas the signals miraculously sprungback into life.

I am now in Leeds, where we havebeen informed in a delightful accent,that we will be proceeding at a‘very cautious’ pace until Garforth,as it has been reported that thereare trespassers on the line.

Although I am into the final leg of my Northern tour, there will be no let-upuntil at least mid-August as my York friend is coming back to Brighton withme and her kids to spend some of their summer holiday.

I will have to probably stay at The Boyfriend’s, as this visit coincides withthe student season. Even The Small Daughter’s room is being let out to anactor who’s performing at Brighton Dome all week. Then, The Big Daughter, TheSmall Daughter, The Big Daughter’s Boyfriend, The Adopted Daughter and herhusband and I are off to Spain for a week.

All of these delightful excursions will be peppered with making beds, doingwashing and re-loading toilet rolls like some hideous housework relay. Goodjob I’m going for a proper holiday at the end of August.

“T he best way to save abuilding is to find a newuse for it,” says English

Heritage. This is certainly true inthe case of Medina House.

The Medina Baths were builtin 1893-4 to the designs of P. B.Chambers by the Hove Bath &Laundry Company andoccupied two buildings onKing’s Esplanade flankingSussex Road. The much largerplot on the west side washome to a 93ft pool for menand laundry rooms. It is nowhome to Bath Court, amodern block of flats.Medina House on the eastside, once home to a 65ftwomen’s pool, still exists.

Once the baths had closed,and the King Alfred was firmlyestablished as the swimming poolfor Hove, Medina House was leasedto Monnickendam Diamonds. Thisconvenient arrangement lastedfrom the 1940s until 1994. Oncevacated, the building’sdeterioration was rapid.

The current owner, Sirus Taghan,actually gained permission to replace Medina House with two houses andthree flats in 1999. Since then, schemes for towers of 18, 16 and 9 storeyswere refused in 2002, 2008 and 2009 respectively. I would like to see thebuilding converted into a restaurant or luxury spa.

A seemingly derelict car park alongside Medina House, which is actually animportant space due to the remains of its astonishing Royal Doulton tiles andits history as Turkish baths, is currently surrounded by hoardings. Whilstwalking past during a particularly windy evening earlier this year, I stopped tore-fix one of the panels which had blown off. In order to ensure that nobodywould be trapped inside, I ventured into the building’s open side door.

It struck me straight away just how dark the building was inside. I neededmy largest Maglite to see where I was going. In terms of surviving features, anattractive white, turquoise and orange terrazzo floor and a wide woodenstaircase leading upstairs were particularly eye-catching. An array of safeswas presumably used by Monnickendam for cash and diamonds. I can’texplain though the wall upstairs that has been decorated with discardedcomputed motherboards and another with serial-killer-style newspaper cut-outs. A graffitied electric organ was a bit of a shock too.

When conducting interviewswith estate agents the usualopening gambit is about

experience and longevity in thebusiness, valid factors granted. Butwith Mehdi Jahani he is quick toexplain that, in letting agency terms,he is still, after five years, pretty newto the industry. It was a refreshingstart to what turned out to be anexcellent story of how one man, witha sharp mind and a keen desire to beopen and honest, could set up abusiness that has grown in bothscale and reputation.

“I didn’t set out to open a lettingagency at all. Only two months beforeI was still undecided and looking atperhaps opening a bar,” says Mehdi. “Iabandoned the bar idea and thoughtabout imports and exports or catering,just weighing up different options, anda letting agency was one of them. Atthat point I thought that cash flowwould be easier. Basically, I waslooking at being a service provider ofsome kind and I was looking at allareas. I finally settled on lettings andthat was five years ago.

“What I didn't realise back at thestart was how long it would take forpeople to trust me. “I had no agencyexperience and had no landlordcontacts, it took me six months toget two properties. It was a strugglebut there was no way back, wesimply had to learn as we went. Wewere confident that our service wasgood and our prices too, and after a

year we had ten properties.“I did worry and I talked openly with

my accountant but he said carry on, itwill work. I worked seven days a weekand we had no holidays for threeyears. It was after those three yearsthat I realised we had a business andthat we were rating on the same scaleas many other agents.

“People who fail often give up justat the moment when people who domake it decide to carry on. I had cutall my costs, gym, mobile phone, I letmy spare room. I was motivated bythis business, and knew that I wantedto provide a five star service. All thetime that we were struggling we neverlet our clients down, and pretty soonthey started not only to really trust usbut also to recommend us to theircolleagues. We even started to getbusiness from people who had justone letting property and in the pasthad managed it themselves. We offerthe same level of service to clientswho might only have one small studioflat to let as we do to our clients who

have a large portfolio of propertiesthey want us to manage.”

So what is it that makes Mehdi andhis business work? “We have noambitions to become huge, for mesmall works well and I can make adecent living without having the hugestress of managing a huge operation. Ihave kept the team small too andwork only with Victoria White & LinaBalickaite, full time propertymanagers, in that way it is very easyfor us to know exactly where we are atany given time. I have also invested instate of the art technology, thesoftware that we use is second tonone, and right now we are alsoinvesting time and effort into socialmedia, an ever expanding area in thelettings market.

“Staying small also means thatwe know our clients by name, bothlandlords and tenants, no one issimply a file number or an address.We can also turn on a sixpencewithout any of the red tape that canoften slow down the biggercorporate agencies. Staying smallmeans fewer headaches for both meand my clients.

“We also work with a regular teamof contractors who we know andtrust. Staying flexible is alsoimportant to us, being willing to workwith our landlords in a way that suitsthem. That said, I do like to work withlandlords who care and we do nottake just any property onto ourbooks. Why would we care if thelandlord doesn't care?

In the last 12 years, since thelaunch of this magazine to beprecise, much has changed in

the way that property has beensold. Back then, estate agentswere tied into a format ofnewspaper advertising thatconsisted of row upon row ofthumbnail sized black and whitephotographs of house fronts. Itdidn’t matter how lovely yourhome for sale was, it ended uplooking like a terraced house, in astreet not unlike CoronationStreet. It’s odd to imagine thatnow, things have come so far withcolour advertising, digitalcameras, online exposure andnow TV. Even what we see has changed, gone arethose straight forward house fronts, now even themost modest of properties for sale will be seen withinterior shots, gardens and balconies. In other words,agents have a world of media opportunities to exploit.

At the same time, we are often asked by agentsand vendors how we can improve the look of theirmedia exposure. The answer is simple: qualityimagery, which is where Jerry Phillipps of ExposureHome comes in.

Jerry studied arts before embarking on a 12-yearcareer in estate agency. In fact within days we had a massiveamount of interest and our first offer – and that was£5,000 over the asking price.

“Another client had double the amount of onlineinterest after I had taken new photographs. This isclear evidence that great photographs attract trafficto your property.”

“Should We Extend?”

We are often invited to advise local homeowners on theexpected “uplift” in the value of their property if they makecertain alterations.

On the surface, it is logical to assume that an extension will add significantvalue to your property, and usually this is the case. However, we would urgecaution when justifying the cost of improvements versus the expectedincrease in value.

There is little point in improving your property unless it significantly increasesits saleability. In other words, once extended, will more people want to buyit, and if so will they pay substantially more than the combined cost of theunimproved property plus the cost of improvements?

The key questions to ask are “will there be a good balance of living tosleeping accommodation?” and “will the property be elevated into the nextcategory of buyer?” For example, it is generally better to add a loft extensionto a two bedroom cottage than it is to add a conservatory. This is because athree bedroom property will now appeal to the wider family market, whereas a two bedroom house with a conservatory will still only appeal to its originaltwo-bedroom market.

One thing is for certain – the larger the pool of buyers, the higher the price.
