I LEGAL BASES AND GENERAL CONDITIONS

1. This European Technical Approval is issued by the Centre Scientifique et Technique du Bâtiment in accordance with:

– Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of Member States relating to construction products

1, modified by the Council Directive 93/68/EEC

2 and

Regulation (EC) no. 1882/2003 of the European Parliament and of the Council

3;

– Décret n° 92-647 du 8 juillet 1992 concernant l’aptitude à l’usage des produits de construction

4;

– Common Procedural Rules for Requesting, Preparing and the Granting of European Technical Approvals set out in the Annex to Commission Decision 94/23/EC;

– Guideline for European Technical Approval of “Non load-bearing permanent shuttering kits/systems based on hollow blocks or panels of insulating materials and sometimes concrete” ETAG 009, edition June 2002.

2. The Centre Scientifique et Technique du Bâtiment is authorized to check whether the provisions of this European Technical Approval are met. Checking may take place in the manufacturing plant. Nevertheless, the responsibility for the conformity of the products to the European Technical Approval and for their fitness for the intended use remains with the holder of the European Technical Approval.

3. This European Technical Approval is not to be transferred to manufacturers or agents of manufacturers other than those indicated on page 1; or manufacturing plants other than those laid down in the context of this European Technical Approval.

4. This European Technical Approval may be withdrawn by the Centre Scientifique et Technique du Bâtiment, in particular pursuant to information by the Commission according to Article 5 (1) of Council Directive 89/106/EEC.

5. Reproduction of this European Technical Approval including transmission by electronic means shall be in full. However, partial reproduction can be made with the written consent of the Centre Scientifique et Technique du Bâtiment . In this case, partial reproduction has to be designated as such. Texts and drawings of advertising brochures shall not contradict or misuse the European Technical Approval.

6. The European Technical Approval is issued by the approval body in its official language. This version corresponds to the version circulated within EOTA. Translations into other languages have to be designated as such.

II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL

1 Definition of the product and intended use

1.1. Definition of the product

The shuttering system NEOMUR® are non load-bearing permanent shuttering kits based on preassembled moulded expanded polystyrene panels (EPS) of one storey height applicable as formwork for plain and reinforced concrete walls cast in-situ, see Annex 1. The concrete infill structural pattern is of continuous type. The expanded polystyrene (EPS) sheets are mechanically fixed to an arrangement of braced, wire-rod reinforcement cage using polypropylene screw caps at 200 mm cross centres, see Annex 3. The reinforcement cage consists of horizontal threaded metal rods of Ø5 mm screwed to the caps and electro-welded to vertical reinforcement bars with Ø ranging from 8 to 12 mm (generally Ø8 mm) depending on the structural design requirements and diagonal bracing bars of Ø3 mm. Additional reinforcement can be placed within the cage depending on design requirements. The panels are 1200 mm wide by 200 to 4500 mm high. The thickness of the outer shuttering panels ranges from 50 to 250 mm. The inner shuttering panels are 50 mm thick. Shuttering kits with a thicker outer insulating panel are generally used for external load-bearing walls. Shuttering kits with inner and outer panels of equal thickness are also used for internal partition walls. The concrete layer of the wall can be produced in any thickness by using the suitable spacers from 120 to 300 mm. The total thickness of the wall not coating can vary from 220 to 600 mm while varying dimensions of the spacers and/or the EPS panels. The vertical edges of each EPS panels have a flat form. Prior to pouring concrete, adjacent units are wired together, plumbed vertically and propped. The props are kept in place until the concrete has reached the initial design strength. The bottom of the inner EPS panel is pushed into a galvanized steel setting-out channel screw fixed or bolted into the foundation, basement or floor slab. Renderings, coatings and plasters are not part of this ETA.

1.2. Intended use

The kit is intended to be used for the construction of internal as well as external walls, above or below ground which are load-bearing or non load-bearing, for residential buildings, offices, public establishments, including those which are subject to fire regulations. For the intended use it is essential to protect this type of construction against effect of the weather.

When using this type of construction below ground a waterproofing according to applicable national rules shall be provided depending whether water not exerting pressure or water exerting pressure is to be dealt with. The waterproofing shall be protected from mechanical damage by an impact-resistant protective coating.

1.3. Assumed working life

The provisions aimed in this ETA are based on one assumed working life of the kit of formwork of at least 50 years, provided that the system of formwork is subjected to a suitable use and maintenance. The indications given for the envisaged working life cannot be regarded as a guarantee given by the manufacturer or approval body. They must be regarded only as means of choice the right products in relation to the expected economically reasonable working life of the works.

2 Characteristics of products and methods of verification

2.1 Characteristics of products 2.11 Shuttering kit All detailed drawing of part or sub assembly of the shuttering kits and accessories are in annex. 2.11.1 EPS panels The shuttering panels are made of high density expanded polystyrene. They are in conformity with EN 13163:2008. The insulating materials are CE marked, and have the description defined in the table below:

2.11.2 Spacers The expanded polystyrene (EPS) sheets are mechanically fixed to an arrangement of braced, wire-rod reinforcement cage using polypropylene screw caps at 200 mm cross centres The geometry of the polypropylene caps is described in Annex 3. The polypropylene caps are produced by Caps Lagoplast S.r.l, Via Liguria 10/12, IT-29017 FIORENZUOLA D’ARDA. 2.11.3 Caps The caps are manufactured in HDDE polypropylene. The caps have the following dimensions:

• Cap head diameter : 60 mm

• Body diameter : 9.8 mm

• Length : 49 mm The polypropylene caps are installed in the shuttering at 200 x 200mm spacing. Each cap can endure 175 kg/cm2 rupture load. After concrete mass pressure reaches 80 kg/cm2 they are impressed into polystyrene surface. 2.11.4 Stoppers The stoppers are manufactured in HDDE polypropylene. The stoppers have the following dimensions:

• Stopper head diameter : 37.5 mm

• Body diameter : 15.7 mm

• Length : 20.5 mm 2.11.5 Ladders Thickness of the concrete layer can be 120 – 300 mm. Vertically mounted steel reinforcement frames having 200mm spacing ensure the constant distance between polystyrene-foam panels. Diameter of the frame longitudinal rods can be 8, 10 or 12mm, diameter of horizontal transverse bars is 5mm and spacing between them is 200mm. Transverse bars of reinforcement frames near EPS-F panels from the interior shuttering face carry polypropylene support chairs. Bars run through shuttering panels, and polypropylene caps are screwed on them on the exterior panel side. To increase frames stability, 3mm in diameter diagonal rods are laid inside them. The ladders are manufactured in B500B steel. The ladders have the following dimensions:

• Width : 8 – 10 - 12 mm

• Length : 210 to 440 mm

• Height : 260 to 4660 mm

2.12 Accessories 2.12.1 Brace and Corner Brace The braces and corner braces are manufactured in steel. The braces have the following dimensions:

• Height : 80 mm 2.12.2 C-channeled track The C-channeled tracks are manufactured in steel with the following dimensions:

• Length : 3000 mm

• Height : 40 mm 2.12.3 Prop The props are not provided by Néopano Construction but braces and corners braces have been designed to meet all European standards of props characteristics. 2.2 Methods of verification 2.20 General The assessment of fitness of the shuttering system for the intended use has been made in compliance with ETAG 009, Guideline for European Technical Approval of “Non-load-bearing permanent shuttering kits/systems based on shuttering elements or blocks of insulating materials and sometimes concrete”, edition June 2002. This ETA is issued for the shuttering kit NEOMUR®, on the basis of the agreed information provided by the manufacturer, lodged with the Centre Scientifique et Technique du bâtiment (CSTB) in charge of the evaluation of the product. Any modification on the process of manufacture, the product or its use having for consequence to make null and void the initial information deposited by the manufacturer must be transmitted to the CSTB. The latter will decide then whether or not changes affect the ETA and consequently the validity of the CE marking on the basis of ETA, and, if so, whether further assessment and/or modifications of the ETA will be necessary. 2.21 Mechanical resistance and stability, Essential Requirement 1 (ER 1) 2.211 Resulting structural pattern The shuttering kits NEOMUR® can be assimilated to continuous type according to ETAG 009. 2.212 Efficiency of filling

Considering the instructions and the installation guide of the manufacturer, an efficient filling without bursting of the shuttering and without voids or any uncovered reinforcement in the concrete core is possible. The requirements according to ETAG 009, section 6.1.2 are met satisfactorily. 2.213 Possibility of steel reinforcements The instructions of the guide of installation of the manufacturer are appropriate to incorporate reinforcements in the walls, in accordance with the standard EN 1992-1-1 or with corresponding national calculation rules. The requirements of guide ETAG 009, section 6.1.3 are met satisfactorily. 2 Safety in case of fire (ER 2) 2.221 Reaction to fire The expanded polystyrene panels described in §2.11 meets the following conditions:

It is pointed out in addition that the inner panels of the walls are intended to be covered by gypsum boards or other coatings. The reaction to fire classification shall be therefore verified according to the field application. 2.222 Resistance to fire The shuttering system NEOMUR® can be assimilated to a continuous type structural wall and meet the resistance to fire requirements given in the first column of Table 1 in appendix C of ETAG 009. The strength of concrete shall be between C16/20 and C50/60 according to EN 206. In lack of availability of European standard EN 206, alternatively a concrete according to national rules, valid in the place of use, with a compressive strength which fits in the interval given above, is also considered as appropriate

2. 231 Release of dangerous substances

According to the manufacturer’s declarations, the products of the shuttering kit NEOMUR® do not contain dangerous substances. In addition to the specific clauses relating to dangerous substances contained in this ETA, there may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation into national laws, regulations and administrative provisions). In order to meet the provisions of the EC Construction Product Directive 89/106, these requirements need also to be complied with, when and where they apply. 2.232 Water vapor permeability The tabulated design value of water vapor diffusion resistance coefficient of expanded polystyrene, in accordance with the European standard EN 12524 "building materials and products, hygrothermal properties- tabulated design is been worth" is 60. The values for the water vapor diffusion resistance of concrete in dependence of density and type and of the different inserts of insulating material are tabulated in EN 12524. 2.233 Water absorption Th30 Th34 Th36 Water absorption by partial immersion – short term (kg/m²) < 0,25

2.242 Resistance to filling pressure The resistance to filling pressure has been determined by observation of lower sections of the shuttering leaves and is satisfactory for filling up to heights of approximately 3 m.

The resistance tests carried out on elements subjected to a pressure effect simulating the push of the fresh concrete for panels with 50 mm thickness show the risks of bursting of the panels appear limited when the walls are filled at a recommended maximum rate of 1.5 m/h. Requirements according to ETAG 009, section 6.4.2 are met satisfactorily. 2.243 Safety against personal injury by contact The panels and spacers do not have cutting edges, even if they were cut out for the realization of the particular points of construction. The requirements contained in ETAG 009 chapter 6.4.3 are regarded as satisfied. 2.25 Protection against noise (ER 5) 2.251 Airborne sound insulation The option « no performance determined » in ETAG 009 is used. 2.252 Sound absorption The option « no performance determined » in ETAG 009 is used. 2.26 Energy economy and heat retention (ER 6) 2.261 Thermal resistances The declared values of the thermal conductivity of the shuttering leaves according to EN 13163 are given in the following table:

thermal bridges are not taken into consideration in the tabulated values. Neither is the render system. The thermal resistance of the wall is calculated as described in: EN ISO 6946-1: Building components and building elements - Thermal resistance and thermal transmittance - Calculation method. If the thermal resistance cannot be calculated, it can be measured on the complete as described in: EN 1934: "Thermal insulation - Determination of steady state thermal transmission properties - Calibrated and guarded hot box". The thermal bridges caused by mechanical fixing devices influence the thermal transmittance of the entire wall and shall be taken into account using the following calculation:

3 Evaluation and attestation of conformity and CE marking

3.1 Attestation of conformity

The system of certificate of conformity applicable to these products, described in mandate 98/279/CE of December 5, 1997 (Official Journal L 127, 24.04.1998) of the European Commission, is of type 2+ (Appendix III, clause 2(ii) second possibility of the directive 89:106/EEC) for the kits which there is not clearly identifiable stage of the manufacturing process allowing an improvement of the classification of fire performance. a) Tasks for the manufacturer

1) Initial type-testing of the product, 2) Factory production control, 3) Continuous surveillance.

b) Tasks for the approved body: 4) Certification of factory production control on the basis of:

- Initial inspection of factory and the factory production control; - Continuous surveillance, assessment and approval of factory production control.

3.2 Tasks for the manufacturer

3.2.1 Factory production control

The manufacturer exerts a permanent internal audit of production. The checks of quality control are carried out on the raw materials, and with various stages of the production to ensure quality and the aptitude for the use of the components. The system of control of production makes sure that the product is in conformity with European technical approval. All the elements, conditions and provisions adopted by the manufacturer are documented in a systematic way in the form of written procedures. The raw materials will be prone to the specifications and tests by the manufacturer before acceptance. The quality control of the components includes the checks of dimensions and the quality of materials. The manufacturer preserves a file describing the tasks and the tests carried out by him. These files include information on the principal components of the kit: panels out of expanded polystyrene, spacers out of polypropylene, and also within control comprising the type and the frequency of controls. The results of the factory production control are recorded and evaluated. The recordings include at least following information: Designation of the product, raw material and of the components; type of test dates from manufacture, goes back to test from the product, test result and comparison with the specifications, signature of the person responsible for the control of production of factory. The recordings will be submitted to the notified organization implied in the monitoring continues, and will be presented on request at the CSTB. The details as for the type and the frequency of

controls to be carried out within the framework of the control of production in factory will correspond to written procedures forming part of this European technical approval.

The manufacture shall only use raw material states in this ETA

3.2.2 Initial type testing of the product

For initial type-testing, the results of tests, assessments and calculations performed as part of the assessment for the European Technical Approval shall be used unless there are changes in the production line or plant. In such cases the necessary type-testing has to be agreed between CSTB and the notified body involved. The notified body shall ascertain that, in accordance with the prescribed test plan, the factory, in particular the staff and equipment, and the factory production control, are suitable to ensure a continuous and orderly manufacturing of the system components with the specifications given in part II, section 2 and the accompanying Annexes to this ETA.

3.2.3 Continuous surveillance

The approved body shall visit the factory at least once a year for surveillance. It has to be verified that the system of factory production control and the specified automated manufacturing process are maintained taking account of the prescribed test plan. Continuous surveillance and assessment of factory production control have to be performed according to the prescribed test plan. The results of product certification and continuous surveillance shall be made available on demand by the certification body or inspection body, respectively, to CSTB. In cases where the provisions of the European technical approval and the prescribed test plan are no longer fulfilled the conformity certificate shall be withdrawn.

3.3 CE Marking

CE Marking must be affixed on packing and on commercial documents. The letters "CE" must be followed by the identification number of the notified body, and be accompanied by the following additional information:

� Identification of the product: (NEOMUR®); � Name or distinctive mark of the manufacturer and the manufacturing unit � Last two digits of the year in which the CE marking was affixed; � Number of the EC certificate for the factory production control; � Number of European Technical Approval; � Euroclass E according to EN 13501-1; � Protection against noise “no performance determined” � Nominal value of the thermal conductivity of the shuttering leaves � Identification number of notified body

4 Assumptions under which the fitness of the product for the intended use was favorably assessed

4.1. Manufacturing

The shuttering elements are manufactured in accordance with the provisions of the European technical approval using the process automated of manufacture as identified during the inspection of the factory by the notified body. The shuttering panels are marketed by Knauf and Plastedil, the cages and spacers are marketed by Plastedil.

4.2. Installation

The instructions of the manufacturer for the handling of the system shall be known to the one who executes the building and are to be followed. If the manufacturer's instructions contain other specifications than those stated here, the specifications of the ETA shall apply. In end use conditions concrete walls of continuous type of plain or reinforced concrete according to EN 1992-1-1 or corresponding national rules will be formed.

Erection of the wall panels commences at one corner. First a galvanized steel channel is anchored to the foundation using screws or nails to secure the inner sheet of the wall in position. The first panel is placed into the channel on one side of the corner and stabilized using a diagonal brace. Additional corner reinforcement is wired to the standard reinforcement cage. The second panel is introduced and placed against the first panel. The cages are wired together and the corner is strengthened by steel corner braces to inside and outside. Further panels are introduced and the joints between panels are held in place using galvanized steel strip held in place by plastic screw caps. The quantities of reinforcement steel placed within the system are dependent on the design requirements. Door, window or service openings can be cut on site, with EPS bucks inserted around the periphery of formed openings. Prior to pouring concrete, adjacent units are wired together, plumbed vertically and propped. The props are kept in place until the concrete has reached the initial design strength. Concrete placement should be directed away from corners in 1500 mm lifts. The operation requires a concrete having the aggregates from 10 to 15 mm, and having a slump class S4 according to the standard EN 206-1:2001-07. Vibrating equipment can be used with care. The manufacturer’s installation guide is a supporting document for the ETA. The preparation, installation and support of the wall panels and application of the specified finishes must be in accordance with the NEOMUR® Installation Manual, which shall be present on construction site.

Ducts crossing and situated inside the wall: Horizontal ducts are to be installed according to the installation guide of the ETA applicant and are to be taken into account when designing the wall. Horizontal ducts situated inside the wall cores are to be avoided. Vertical ducts in the concrete core shall be considered, if their diameter exceeds 1/6 of the thickness of the concrete core and the distance of the pipes is less than 2 m.

5 Recommendations

5.1. Recommendation on packaging, transport and storage

5.1.1. Packaging

Packaging of the components has to be such that they are protected against moisture during transport and storage, unless other measures are foreseen by the manufacturer for this purpose. The components are to be protected against damage.

5.1.2. Transport

Company NEOPANO and manufacturers ensure transport, or let this task to its customers when picking up the shuttering panels.

5.1.3. Storage

Packs should be stored flat.

5.2. Recommendations relating to the use, maintenance and repair

For a good efficiency of filling, the casting of the concrete must be done in several steps from the top of walls under roofing, and in two steps at least for current storey heights. Regular checks should be carried out on render finishes to ensure that any damage is detected and repaired as soon as possible. The recommendations on use, maintenance and repair in ETAG 009 section 7.5 shall be considered.
