COWSneglectedby their ownersin the Greater Edendale areaare causing havoc for road
users, home owners and ordinaryresidents.
It has becomenormal that a drivein Dambuza, Snathing, Esigodini,Machibisa, Azalea, Sweetwaters andMoses Mabhida Road will bedisturbed by herds of cattle whichcriss-cross the busy roads unattend-ed.
Motorists and residents spoke to
Echo about the stray cows that areregularly seen in these areas.
A Snathing resident, BongiweMchunu, said that this is common intheSnathingarea,calledHsection. Inthis area, one would find herds ofcattle blocking the road and sleepingandsitting in thebussheltersat somebus stops, she said.
“It’s familiar to see these animalsontheroadsunguarded.Theanimalsdon’t care whether they are on theroads or on people’s premises.
Atthemoment, theissuemightnotbetakenseriouslybecauseithasdoneno majorharm,but it’s very impor-
tant.Onedaytheseanimalsmightbevi-
olent to pedestrians or others,” saidMchunu.
SlovoZondifromAzaleasaidinhisarea, the issuehasbeen taken care ofby the owners of the animals. It wasa concern, especially on peoplespremises, said Zondi.
“The cattle would get insidepeople’s yards and scratch them-selvesonthewalls.Thescratchingleftthe walls marked with the blood ofticks.Itmightbethattheownerswerewarnedaboutthisbutlately,theytaketheir stock to the mountain every
morning,” he said.Ward 12 councillor Sboniso
Majola, said the stock subject hasbeen discussed on numerous occa-sions at community meetings.
“This is very serious but the stockownersare turningablindeye.Therehave been complaints from manywards, includingward11.Peoplearecomplaining that cows sleep on theroad.
There are similar complaintsabout thestock thatwalksaround theGreaterEdendaleMall. This drags usback in terms of development in ourareas,” said Majola.
Msunduzi Municipality spokes-person,BrianZuma,said themunici-pality is aware of the problem as it isnot something new.
He said they are in the process oflaw enforcement that will lead to thecattle being take to the pound wherethe owners will have to pay fines fortheir release.
“It is a relief to note that it is veryrare to hear of an accident involvingcows. In most cases, it’s wanderingdogs that get killed by cars.
However, it is true that these cowsposealotofdangertomotorists.”saidZuma.

INCREASING incidents of theft inthe Nhlazatshe area has left theresidentswith no other choice thantoresuscitate theirdefunctcommu-nity policing forum (CPF).
According to the CPF, and com-munity member Mduduzi Dlamini,the recent crimes have been an eyeopener and motivated them torelaunch the CPF.
Dlamini said recent incidents ofcar andhousebreakings havebeenhigh in the area.
Hesaid lastyearalone,ninecarswere broken into and stripped ofstereosandspeakers.Thestrippingof cars radios is not the only crimein the area, as this is coupled withhouse breakings.
“We had a CPF that workedtirelessly in 2012. With that struc-ture being hands on, the criminalactivity decreased in the area.Seeing that the residents werebehaving as the CPF, we wererelaxed. As from last year, themembers of the structure were nolonger together. Last year thethieves started misbehaving. Theystarted breaking into peopleshousesandstealingTVs,radiosandany other fancy items they couldfind.Asmembersofthecommunity,we saw a need for putting backtogether theCPF to fight theft,” saidDlamini.
Bongiwe Mchunu fromNhlazatshesaidtheftandmuggingsare very high in the area.
“Last year we had many housebreakings and muggings. One tuckshopownerwasbeatenandrobbedof items from the shop. He left thearea after that incident,” said Mc-hunu.
Dlamini said they will have ameeting with the ward councillorSipho Madonda to discuss therelaunch of the CPF.
Massive servicedelivery marchin the cityRESIDENTS across Msunduzi,fromGreaterEdenale toNorthdale,are joining together for a massiveservice delivery march against theMsunduziMunicipality. Themarchtakes place on 24 January.
Residents fed up with high andincorrectwaterandelectricitybills,wrong rates evaluations, potholes,neglect in their areas are invited tojoin the march which will start atDales Park.
Protestors can begin gatheringfrom 8.30am and the march isexpected to end at the City Hall at2.30pm, where a memorandumwill be handed over to the munici-pality.

PIETERMARITZBURG police are looking forthe two people pictured in connection withfraud incidents in the city last year.
“We believe that they can assist police withinformation regarding two separate fraudincident that occurred in the PMB area in 2013,”said the police in a press release.
They say during October 2013 and December2013, suspects approached furniture shops in thecitywithfalsifiedIDdocumentsofotherpeopleandpurchased furniture and electrical equipment onaccount to a total value of about R51 000.
“The victims were contacted by the shopsdemandingpayment.After further investigation itwasestablishedthattheIDphotosanddateofissueof the duplicate IDs did not match the victims’records. Police are making an appeal to anyonewho can assist with information regarding thewhereaboutsof theabovepersonsor their identitytourgentlycontacttheinvestigatingofficer,Detec-tive Warrant Officer Bheki Shelembe at 033 8452766 or 072 246 7296, or Lieutenant ColonelNaresh Nandhlal at 079 696 3712.

Outcry follows heftyelectricity tariff hikesNOKULUNGANGOBESE
CITY’s business ownerswill be happy to hear thattheNationalElectricityRegulatorofSouthAfrica(Nersa) has ordered the municipality to reverse
tariff hikes that were exorbitantly increased late lastyear.
Thedecisioncomesamidthreatsbysmallbusiness-es to close downas they cannot keep upwith the 900%increase.
Although the municipality claims to have been or-dered by Nersa to increase its tariffs, it has been re-vealed that it was applying its tariffs incorrectly.
AccordingtoreportsbytheWitnessnewspaper,Pie-termaritzburg Chamber of Business (PCB) CEO Mela-nie Veness read out a letter on the reversal, sent to herbyNersa, toapackedmeetingat theChamberonMon-day.
The letter written by Nersa’s CEO Phindile Balenireads: “It has come toNersa’s attention that theMsun-duziMunicipality isnot implementingNersaapprovedtariffsforthefollowing:DomesticHigh(80A),DomesticHigh (100A),Commercial conventional single phase and conven-tional three phase. The basic charges that Nersa ap-provedforthesetariffcategories ismadeupofthebasicchargesandthenetamperechargesappliedbythemu-nicipality.However, inthecurrentyear, themunicipali-ty implemented the basic charges and net amperecharges separately, resulting in double counting of thenet ampere charges”.
The letter further said that the municipality is re-quired to effect the necessary corrections in its imple-mented tariffs.
SpeakingtoEchoabout thedecision,smallbusinessownerPrettyMadelaofPOAcademysaid that thedeci-sioncameattherighttimebecauseshewasonthevergeof closing down.
“Thesechargeswereabitunfair,takingintoaccountthat this was added on top of the current account ofR800 that I paymonthly, andwith the tariff increases,I had to pay an extra R900, which is too much. Somesmall business owners have closed down because ofthis.Weappeal tothemunicipality togiveusthecorrectfigures,” she said.
NormanMkhize of Normans driving school sharedthe same sentiments, saying that the hikes were toomuch.
DA councillor Megan Chetty said that Nersa’s deci-sion also means that the municipality will have to goback to thedrawingboardwhen it comes to the flawedbudget that it passed last year.
“Weare requesting themunicipality to place an im-mediate moratorium on the escalated bills and reim-burse those businesses who have already payed time-ously. A 900% increase in electricity would have killedlocal businesses and jobs,” he said.

Why I am falling in love with
SOCIALISM>> In light of the highcost of living, as aparent, I am startingto like it.
IMUSThavesurprisedmylatepoetbrotherMlungisiMkhizewhowasan unrepentant socialist, when I
made it known to him that I did notagree with socialism as a youngerperson.
Well, I havealways thoughtofmy-self as a pragmatic person, and thatmeans I have always felt that social-ism was not in line with human na-ture,whichIsawas inherentlyselfishand corrupt.
It did not matter to me then thatmy brother was a close friend of aSouth African Communist Party(SACP) leader, the nowNationalMin-ister of Education, Blade Nzimande,during Nzimande’s days when heworked for the thenUniversity of Na-tal at the Ethekwini campus.
Ineverusedto likesocialism,even
though the person who introducedme to these –isms properly, my sec-ondary school commerce teacher,MrsThandoMokoana,was ahealthyfence–sitter. In other words, she didnot take sides with any of these eco-nomic systems when she taught useconomics as a subject as early asstandard seven atmy dream–school,Amakholwa High, in the greaterEdendale area.
Fortunately forme,my latebroth-er and intellectual darlingdidnot im-pose his views on me. He was quiteliberal in that he encouraged criticalthinking.Helikedtocitehistorical fig-ureswhohadusedcapitalistmethodstoenabletheircountriestobecomevi-ableandbebetterabletoshouldertheresponsibilities of launching socialistprogrammes.
But nowadays when I hear that acertaincompanyhasbeenshutdownandbreadwinnerswhosupportfami-lies are going to bewithout jobs, I be-come depressed and consequentlyunimpressed with capitalism, or thefree enterprise system, for being likean over–rated prostitute.
WhenIhearmygovernment’scur-rent nationalminister of health, Aar-on Motsoaledi, criticising the veryhighpricestheprivatesectorischarg-ing for medicine in this capitalistcountry, I become very disappointedwith the free enterprise system.
For instance, Iwas not impressedatallwhenIhad to forkoutR5000 foraminor operation in a private hospi-taloverayearago.Mymedicalaidon-lypaid just overR1000of the totalR6000 that was charged for removing a
rathersmall lumpoffmychest. Iwon-dered when my government’s Na-tional Health Insurance (NHI) planwill begin to touch my life.
Imustsaythat itexcitedmeagreatdeal when I was younger to hear of aquote from a European free enter-prise promoter, Adam Smith, whichread,“Throughhigherpricesweshallbe buying a better quality of life.”
I know that one of the things thatupsetmegreatly about socialismandcommunismwas the knowledge thatpoliticalpartybosses inMoscow,whowere in charge of the Union of SovietSocialist Republics (USSR), were al-legedly corrupt and greedy.
Hence, when Mikhail Gorbachevbecame president of the USSR andfreed that part of the Eastern blockfromwhatwasgenerallyperceivedas
the shackles of socialism and rigidcentralism which saw many coun-tries under the USSR becoming trulyfree for the first timeduringhispresi-dency, I was in awe.
IreallythoughttheWesthadalltheanswers to the world’s challenges.Alas, I was wrong. I do not think thatway anymore.
Asaparent Iknowhowheavilywepayforfood,education,health,trans-port or soaringpetrol prices, housingrent or bond, municipal services etc.My late brother,Mlu,must be smilingin his grave – the Freedom Charterthathecherishedusedtosoundideal-istic and almost unreal to me when Iwas younger. As a parent, I am start-ing to like it.

South African actress Lesego Motsepe has died,her family said on Monday. Her body was discovered by her brother, Moemise Motsepe, around11 am at her home in Randburg, the family said ina statement. She was declared dead at 1pm byparamedics. She died of natural causes. Motsepewill be remembered for her role as Letti Matabane in Isidingo. She was part of the cast from1998 to 2008. She announced her HIV–positivestatus on World Aids day in 2011 and became anHIV/Aids ambassador.“She had been living with the disease since 1998,”her family said. “Since the public announcementthat touched many hearts, Lesego conducted several workshops and talks on the importance ofliving with hope when affected by HIV/Aids, directly or otherwise.”Motsepe is survived by her mother Ivy Skhosana,brothers Moemise and Andile Skhosana, and nieces and nephews. — Sapa.PHOTO: SUPPLIED
