Sezingafakwa izicelozokubuyiselwa umhlaba eKZN>> Muva nje uMongameli Jacob Zuma usayine umthetho ogunyaza lokho

NOMPENDULO NGUBANE>>[email protected]

IKHOMISHANA yokubuyiselwa komhlabaebantwini imemabonkeabantubesifundazwesaKwaZulu Natal ukuba bafake izicelozokubuyiselwakomhlabawabokantilokhuku-vuleleke kuze kube zingu 30 kuNhlangulana(Juni) 2019.

Lesi simemezelo sikhishwe ngu-AdvocateBheki Mbili ngoLwesithathu olwedlule laphoenabe kabanzi ngokumele abantu abazofakaizicelo bakwazi uma sebenza lokhu.

Echaza uMbili uthe kunezicelo ezingu-1900 ezasala ezicelweni ezazifakiwe nge-sikhathi kukhishwe umyalelo wokuthi abantubafake izicelo zabo zokubuyiselwa umhlaba.

Uthe lezi zicelo ezingu-1900 yizo ezizob-hekelelwa kuqala nezizobekwa kuqala kuloluhlelo lokubuyiselwa kwemihlaba kubanikazibayo.

Ukubuyiselwa kwemihlaba ebantwini ku-menyezelwa emva kokuthi uMengameliwezweuMnuzJacobZumaephindewasayindangokusemthethweniukuthikuphindekuvulwefuthi kululwenesikhathi sokuthi abantu ezwe-ni lonke laseNingizimu Africa bafake izicelozabo zokubuyiselwa komhlaba wabongokomthethoowaziwangeResitutionofLandRights Amendment Act 2014.

Abavumelekile ukufaka izicelo zokubuy-iselwakomhlabailabobantuabaphucwaumh-labawaboemvakwezi19kuNhlangulanango-nyaka ka-1913 nalabo abageja usuku olwalu-wunqamlajuqu lwama 31 kuZibandlela(Disemba) 1998 ngokusho kuka-Mbili.

“Ikhomishana yesifunda ebhekelele uku-buyiselwa komhlaba imema bonke abantuabafuna ukubuyiselwa imihlaba yabo ukuthibeze bezofaka izicelo zabo kule khomishini.

“Lokhukuvulelekeemiphakithininomaim-indeni eyathinteka ekudliweni komhlabangalesi khathi esibekiwe. Leli hhovisi liku-lungeleukuthibonkeabantuabazobebezofakaizicelozabobalutholeusizonjengoba loluhlelolozobe lwenziwa online (kwi-computer).

Ukwenza lezi zicelo online kungenyeyezindlela yokukwazi ukuthi sivimbe ubuge-bengu nenkohlakalo engase yenzeke umaabantu befaka izicelo zabo. Siyanxusa ukuthiabantu beze kuleli hhovisi bephethe zonke iz-imfanelo ezidingekayo uma bezofaka izicelo.

“Lokhu kuzokwenza ukuthi sikwazi ukuthiabantusibasizefuthisikwazinokugwemaizin-selelo ezingaba khona lapho kufakwa izicelo,”kuchaza Mbili.

Eqhuba uthe ukungaboni ngasolinye kwe-

mindeni osuke ufake isicelo sokubuyiselwakomhlabamayelananokuthi ngabeusukeufu-na luphi uhlelo lokubuyiselwa umhlaba kubayinselelo kubona.

“Sinezinhlelo ezikhona mayelananokubuyiselwakomhlabaebantwini.Ezinhlel-weni ezikhona ukuthola enye indawo lowomndeni noma umphakathi onganikwa yonanoma isinxephezelo semali yawo umhlaba.

“Uye uthole ukuthi kunokungaboningasolinye emindenini noma emphakathinimayelananokuthi bafunakwenziwekuphi ku-lokhu okuthathu. Lokho kukodwa kuyinseleloenkulu ngoba kubambezela ukuqhutshwa no-ma ukuqala kwesicelo sabo.

“Siyakuqinisekisa ebantwimi ukuthi bazo-lutholausizongolimi lwaboabalusebenzisayo.Abasebenzi bethubakhonaukubasizangolimilwabo. Yize amafomu e-online engolimilweSingisi kodwa ababasizayo bazobasizangolimi lwabo.

“Yonke into izobhekisiswa ukuze ku-qinisekiswe ukuthi akukho mkhonyovu,”eqhuba Mbili.

Ubuye wathi kunemindeni esiqalile uku-theleka emahhovisi abo ukuzofaka izicelozokubuyiselwa umhlaba. Okwamanje amah-hovisi laphoabantubengezakuwonaukuzofa-ka izicelozokubuyiselwakomhlaba ilaphaeM-gungundlovukwisakhiwo139uMhlabaHouseemgwaqeni uLangalibalele.

Millions to fixageingmunicipalresourcesDUMISANI ZONDI>>[email protected]

AWHOPPINGR250 millionhas been setaside for the repair andmaintainance ofageing vehicles, workshops, offices andtools for the Msunduzi Municipality.

This was revealed by mayor ChrisNdlela during his State of the City Ad-dress at the Royal Showgrounds lastMonday.

“While we are aware that we arefaced with a huge repair and mainte-nance backlog, there is no reason to talkabout it ifwearenotgoing todoanythingabout it.

“Vehicles have surpassed theirlifespan, working tools take a long timetoreplacewhilejobsarebeinghaltedandworkshopandoffice facilities are ageingas lessmaintenancehasbeenconductedonthemwhiletheproblemofskilledstaffpersists.

“That iswhywehavesetasideaquar-terofabillionrand forrepairsandmain-tenanceforthefinancialyearthatstartedon 1 July,” said Ndlela.

He believes that such amove will im-prove service delivery for citizens andthat all the areas under the MsunduziMunicipality will benefit equitably fromservice delivery.

“In speaking about the city of Pieter-maritzburg or the MsunduziMunicipality, there has always been atendency to focus on the CBD or the ur-ban part of our area of jurisdiction.

“In terms of howwe have zoned our-selves, the focus has always been onzones four and five andnot one, two andthree, which has been a great injustice.

This has especially been the case inthemediawherealotof issueshavebeenraised and by consequence, leapsachievedarethoseinzonesfourandfive,he says.

He said that infrastructural develop-ment is the lifelineofagrowingeconomylike Msunduzi if it is to create jobs andbusinesses,addingthatthisalsocontrib-utes to being a vibrant and world-classcity.

“It is for reasons like these that weconceptualised the Greater EdendaleVulindlela Development Initiative, aproject that aims to reconstruct and de-velop the landscapeof theGreaterEden-dale area.

“One of themost notable shortfalls oftheareais the lackofproperhousingandrelated services, which resulted in hun-dreds of thousands of people living in in-formal settlements, characterised bypoverty.

To the excitement of those from thearea in the audience, themayor said theGreaterEdendale areahas beendividedinto18functionalareas,subjecttoamac-ro-planning analysis.

“Planshavebeenpreparedforeachofthe functional areas, giving detail on therole, spatial features and key develop-ment interventions.” he said

He said all the landbelongs to privatelandowners and negotiations are inplace tobuythe landsodevelopmentcantake place.

The mayor also spoke about the BusRapid Transit System.

“This is intended to transform thepublic transport system in the city ofMsunduzi through the provision of ahigh-quality and affordable Bus RapidTransit system in linewith national poli-cy.

“Over the next three years R3,2 bil-lion will be spent on this project.”

The speechwill be the subject of a de-bate after councillors return fromrecesson 23 July, according to council speakerBaboo Bajoo.

AN organisation dedicated to wrenchingsingle, divorced and widowed KwaZuluNatal moms from being sucked into theabyss of poverty may have to close itsdoors after a computer crash has rendered it unable to operate.

God’s Warehouse in Pietermaritzburgprovides families with food, clothing, support and assistance through the labyrinth of the legal system. Its mission isto stop single, divorced and widowedmothers from sliding through the cracksand becoming another poverty statistic.

It also collects donations of used andnew clothing, toys and household itemsfor the families it supports. Items thatcannot be distributed for various reasonsare spruced up and sold to generatefunds for God’s Warehouse.

The registered nonprofit organisation’s reach is not limited to Pietermaritzburg as it helps families from RichardsBay to Port Shepstone, from the greaterDurban area through the Midlands and

up into the northern interior.Debbie Schroeder, who founded and

runs the organisation, said the operationhas been brought to a standstill after thecomputer crash. “Everything is on it. Theyare working to recover information fromthe hard drive, but we need a computerto transfer onto in order to operate.”

God’s Warehouse relies solely on donations. “Every cent we raise goes tofeeding and helping our moms,” saidSchroeder.

The 2011 South African census foundthat nationally, 3.7% of South Africanchildren live with their fathers while 39%live only with their mothers who raise thechildren without maintenance from thefather.

“Many of those [men] I have encoun

tered can’t pay maintenance for theirchildren, but can support the new girlfriend and provide for or pay to entertaintheir children,” said Schroeder.

While gender equality has improved, the gap between the difference in earnings between men and women is stillconsiderable.

“This means that should a womanfall pregnant, be divorced or widowed, itis difficult for her to survive financiallywithout the support of the father,” saidSchroeder.

Schroeder is also on a crusade to ensure “deadbeat” fathers feel the wrathof the long arm of the law. Today, shehelps moms navigate the often intimidating and confusing legal system at nocost.

“This is why God’s Warehouse exists. No parent should fall through the cracksjust because they are doing the best theycan to keep their children healthy and educated,” she said.

Without the laptop, this importantsupport structure will grind to a halt.

“We have sent messages to all oursupporters and need whatever help wecan get. Any donation is welcome andevery little bit counts. If more is raised,it will go straight to helping feed, clotheand support our moms,” said Schroeder.

Contributions to God’s Warehousecan be deposited into the following account:

echoAutoTHE reinvented secondgeneration Nissan Qashqaiwill be available later this month on South Africanroads. It is set to continue the success of the popularfirstgeneration model, which is wellknown for itscompact hatchback proportions coupled with the adventurous driving stance of an SUV.

“The ultimate driving experience – this is how wedescribe the new Nissan Qashqai,” commented Konstantin von Vieregge, general manager of marketingand planning at Nissan South Africa.

“The new model represents a new lifestyle choicefor people who value their driving as part of their everyday experience, and aim to make theirtime behind the wheel more than justa chore.” “New and revamped fromthe ground up, the new NissanQashqai is a vehicle that can doit all – it has the space, power, comfort, versatility and practicality to suit the busy and adventurous lifestyles of SouthAfrican buyers,” added NancyReddy, product manager forpassenger and crossover vehicles at Nissan South Africa. The new Qashqai arrives witha fivemodel range supported bythree engine variants and two trim lines.Rather than being simply a reworked originalwith a renewed lease on life, the new Qashqai is longer, wider, lower, lighter and redesigned from theground up.

It also boasts stateoftheart technology, in

creased efficiency, and a sassy new character. Thenew interior, which is bolstered by the three core elements of comfort, connectivity and control, is wherethe biggest leap in quality and feel has been achieved. The ergonomic layout ensures ease of use, with keytouch points and surfaces designed to enhance thesensory experience and provide longterm durability. The availability of space remains a key factor in theQashqai, and ample seating is available for five occupants. The 430litre boot which is fronted by a tailgate which now opens 150 mm higher than before,

is 20 litres bigger than that of its first generationcounterpart.

The new Qashqai achieved five stars in theincreasingly stringent Euro NCAP crash tests,

and all models carry the highest complement of safety equipment as standard, including fourdisc ABS with EBD (Electronic Brakeforce Distribution) andBAS (Brake Assist System), six airbags,Vehicle Dynamic Control (VDC), hill startassistance, an electric parking brake, threepoint seat belts for all five seatsand Isofix child seat anchor points. TheNissan Around View Monitor is available

as an option on all derivatives except theQashqai 1.2T Visia. This monitor incorpo

rates four exterior cameras – on the nose, tailgate and under each door mirror – to cre

ate a “helicopter view” of the vehicle. All newQashqai models carry Nissan’s sixyear/150

19Local netball doing well, in good hands

IF you have been wondering whothe president of Mgungundlovuand District Netball Association is,

she is Matholi Nsele, a resident ofImbali Unit 18. Nsele is a formerschool sprinter, karateka and model. She finished her schooling atNjoloba and Mphophomeni High inHowick. This week Echo asked hersome questionsEcho: Explain your position or dutiesin the local netball association.Matholi Nsele (MN): I am the

president or chairperson for Mgungundlovu and District Netball Association. My main duty is to lead andhead the federation.Echo: Officially who are the affiliates of your federation?MN: All the local municipalitieswithin the Mgungundlovu district.Echo: Besides you, who are otherofficials are under this wing?MN: There is Angie Xaba [secretary],Mabuyi Madlala, SthembisoMncwabe, Lungwana Xulu andArthur Maseko, to count a few.Echo: Explain how the structure isactually made up of, from local circles, regional to provincial or national level?MN: The federation is mostly madeup of officials from various local municipalities. In simple terms, as a district we accommodate local associations right up to the regional, provincial and the national level, under Netball South Africa.

I remember many years ago during the days of the Natal MidlandsNetball Association under Joe Majolaand PMBMsunduzi Municipality under chairman Singh, we used to haveteams and fixtures or tournamentstaking place almost every weekendor at least monthly.

We also had teams from around

the local townships like Imbali,Edendale, Sobantu, Eastwood,Northdale, Westgate and Eastwood.ECHO: Does it still happen or areyou guys active in the same way?MN: We still have teams from localcircles right up to the regional level. Imust point though that we don’t really play or have tournaments everyweekend, but we are active. It is impossible to play every weekendbecause we lack funds. In fact wedon’t have an official sponsor forlocal netball.Echo: What exactly is the positionof local netball — would you say it isgood, battling or there is a room forimprovement?MN: We are doing good, especiallywhen it comes to developing or raising the bar of the game. We enjoy agood relationship with the majorityof local schools.

Echo: What do you think is stillneeded to take the local game tothe next level?MN: We honestly need more trainingof our coaches or officials to getproper papers for the game. So faronly passion is pushing most of us.The other big problem that is affecting netball in a big way is that thereare no netball facilities within theMsunduzi Municipality and to hireprivate ones is very expensive.Echo: We are already in the middleof the year. Are there any eventsthat are being staged by Mgungundlovu at the moment?MN: Yes, we held a couple of eventto mark the start of the new seasonand to conduct selection of differentage groups.Echo: Are there any on going development programmes?MN: Yes, as I earlier said we enjoy a

good relationship with local schools. Most of our senior players are working with local schools as development officers or trainers.

Those players are active in areassuch as Northdale, Sweetwaters, Imbali, University of KZN and DUT.Echo: How many players are currently involved with provincial or national teams?MN: There are a couple of playersfrom Mgungundlovu that are regulars in the provincial teams and alsoat the national level. The likes ofBongiwe Msomi, Skhokho Shezi,Khaliphi Gebisela, Mitchel Segal,Minky Moahlali, Fezeka Gambusheand Precious Mthembu.Echo: I know that the Departmentof Sports and Recretaion always playa very important role in the game, can you explain this.MN: Yes, DSR are always on boardand positively support us in manyways. They help us with equipment, guidance, training, workshops, transport and accomodation when travelling.Echo: Finally, do you think the future of netball in Mgungundlovu isbright and on the right track?MN: We are doing fairly well, I meanfor our players to be regulars in theprovincial and national teams, speaks volumes about the localgame.

KZN is currently hosting a national tournament this week at Durban’sHoy Park for the U19 and U21 (females and males).

It started on Monday and will bewrapped up on Saturday 12 July .

Sunfoil tournament reveals new talentA TOTAL of 72 of KwaZuluNatal’s mostpromising young cricketers were selected for six teams making up the eliteSunfoil development squad at the conclusion of this year’s Sunfoil TownshipTournament.

This has paved the way for the development of the great talents of thefuture for both the province and SouthAfrica.

The tournament, which took placeat Hilton College from 1 to 4 July, is akey element of a successful development programme run by the KwaZuluNatal Cricket Union (KZNCU) and Willowton Group, manufacturers of Sunfoil cooking oil.

It provides disadvantaged youngsters within the coaching programmethe opportunity of showcasing theirtalent in a competitive match environment.

Over four days, 300 young cricketers from KZN, Gauteng, border, Griqualand West and Western Province, divided into 24 teams of 12, played 49matches in a T20 format.

The ultimate goal of all participants

was to be selected for the elite Sunfoildevelopment teams with a view to being considered for the Dolphins Academy in the future.

TheU15andu19SunfoilXIInvitationteam was announced at the conclusionof the tournament and these teamsplayed against the Sunfoil XI Guest

team.Shoaib Moosa, sales and marketing

director of Willowton Group said: “TheSunfoil Township Tournament, which isintegral to the overall township development programme has come a longway over the past seven years.

“The township development programme is contributing to CricketSouth Africa’s vision of cricket being atruly national sport and available to allwho want to play it and pursue excellence at all levels of the game,” he said.

All those involved in the tournament this year have commented on thesignificant improvement in the standard of cricket being played.

In addition to the players of the daybeingrecognisedintheU15andU19categories, two promising cricketers,Banele Cele and Bayanda Gumbi havebeenawardedbursariestoattendGlenwood Preparatory School and Maritzburg College.

SA needs quality playersSOUTH Africans need to accept that fora country of over 50 million people weare not producing the quality of playersat top level who have the necessarytechnical skills required by major clubsand international teams.

There is something terribly wrongwith our football. We have allowed failing philosophies to influence our game,eg. English.

Currently, Portugal ideas and philosophy have been added over andabove the German, English, Dutch andBrazilian methods and philosophies.

English football over the years hasalways valued hard work and determination over technical skills and intelligence. We have a generation of prominent coaches in this country schooledin this philosophy. They receive more

time on national television and radiowhile the print media also give themhuge space for comments.

This is one of the reasons why football fans talk of big strikers and central

defenders. This is what the outdateddirect football requires.

It boggles the mind why footballleaders in a country like South Africacontinue hiring coaches indoctrinatedin the direct safety first mentality. Weare failing to learn from those liftingmajor international trophies. We haveallowed mentalities that value lastditch crunching tackles, where the ballflies out of play and is booted into thestands instead of those that look todribble or pass to their teammates.

It should not surprise that fansspend 90 minutes singing and facingaway from the action. The development centres springing up all over

South Africa under foreign technicalinfluence is not helping our course.Philosophies, methods and developmentprogrammesimportedintoSouthAfrica will produce average footballers.

Children born in the southern partof Africa are not only different to Europeans, but also to those from otherparts of Africa.

Itwilltakeanewgenerationofleadership, both politically and in sports, toengage in these issues. Currently, people are obsessed with numbers gamesi.e. how many blacks are in a team instead of matters of training and education.

We complain that teams are toowhite while welcoming training ideasthat do not suit a black child. Unzimalo mthwalo!
