There are reasons for the recent "renaissance" of science advice

o The world is getting more and more complex and interdependent and so are political challenges.

o Policy issues are getting more and more multi-sectorial, requiring multi-disciplinary science advice.

o Knowledge is generated at an unprecedented speed.

o Science is more and more opening up (open access, citizen science, transparency, etc.).

o Strive for better regulation and value for money.

SAM established in 2015 in support to evidence-informed policy making

o SAM delivers scientific advice to help ensure that the Commission’s proposals for policy or legislation are well-informed.

o SAM is designed to be transparent, independent and as free of bias as possible.

o SAM complements an extensive and diverse scientific advisory system that already underpins EU policies, including the Joint Research Centre and a number of specialist European agencies.

SCIENTIFIC EXPERT WORKSHOP

• 25-26 Oct. 2016, Vilnius, Lithuania (hosted by the Lithuanian

Academy of Sciences)

• Workshop enabled the HLG to gather the views of ~60 top

experts from various disciplines relevant to cybersecurity and

digital identities (computer science, IT security, social sciences,

humanities and law)

o Experts recommended by SAPEA, HLG, SAM Secretariat

• Outcome of the discussions fed the SAM HLG's opinion

• Workshop documents (programme, presentations, list of

participants, minutes) are available on the SAM website

"SOUNDING BOARD" TYPE MEETING

• 11 Jan. 2017, Brussels

• Objective : discuss draft findings and potential

recommendations as well as the underlying

evidence analysis

• Participants : four top experts selected from the

Vilnius workshop, including new (non-participant in

Vilnius) top expert proposed by SAPEA

STAKEHOLDER MEETING

• 13 February 2017, Brussels

• Objective : present draft HLG's findings and observations

to stakeholders and gather reactions, while encouraging

a fruitful and informative exchange of views
