I.

Lao National Chamber of Commerce and Industry

Lao National Chamber of Commerce and Industry (LNCCI) established in 1989 is an

independent body which represents the business community in Lao PDR. It is the nexus

between state and private enterprises and represents employers, groups and joint ventures

across all agencies that have been established under the laws of Lao PDR. It currently has

more than 1000 members represented through Chambers of Commerce in 13 provinces and

business associations and groups. That makes LNCCI the largest and most representative

business community in Lao PDR.

As the nexus between the state and private enterprises, LNCCI’s responsibility is to identify

problems and concerns of its members and make sure that they are presented to the

government. In this way, business policies and legislation are developed and adjusted for the

improvement of business environment in Lao PDR.

LNCCI represents the business community of Lao PDR undertaking business negotiations

and dealing with trade and labor issues at both regional and international levels with a view to

expanding trade and investment

In addition, LNCCI works to strengthen Provincial CCIs, Vientiane CCI, Business

Associations and Groups by upgrading services and management. As national economic

development requires a pool of knowledge and skills, LNCCI seeks to build capacity through

seminars, business meetings, and exhibitions where views can be exchanged and experiences

and skills shared.

The Chamber also seeks approaches to address the need of Lao businesses and facilitate the

businesses to operate in a friendly business environment.

II.

European Chamber of Commerce and Industry in Lao PDR

The European Chamber of Commerce and Industry in Lao PDR (ECCIL) has been founded on May

9th, 2011 in order to give a voice to European businesses operating in Lao and in order to render

services to companies. In doing so, it contributes actively to the economic development of the

country. ECCIL is unique from a European point of view in a way that it is the only representation of

European enterprises in Laos since there are no bilateral chambers from European countries in the

PDR. From a Lao point of view it is also unique in a way that on one hand it does not just represent

businesses from one particular country but from a large and sometimes diverse group of countries;

different from other foreign chambers in Laos, ECCIL has its own full time personnel and is therefore

in a position to offer a full range of services.

Structure and members

ECCIL is controlled by an executive committee which consists of 11 business people. It is led by

a president and two vice presidents which serve on annual terms. The board itself is elected by the

General Assembly, the highest authority in the chamber, which regularly convenes once a year.

The operations of ECCIL are led by an executive director who is answerable to the executive

committee.

As of September 2016 ECCIL counts over 110 members from a variety of industries and with

operations inside and outside of Lao PDR.

Strategic priorities

ECCIL has two strategic priorities: Promotion of the interests of its members (advocacy) and giving valuable service to companies.

Fields of activity

Regarding advocacy ECCIL takes up issues from its members but also analyses legal regulations,

observes practices of the authorities and does impact assessments of proposed laws and decrees.

In appropriate cases ECCIL writes position papers, collects relevant data and shares its views and

findings with the government and the Lao business communities. It advocates for its members by

discussing relevant issues with the concerned ministries. In addition to that, ECCIL is actively

involved in the Lao Business Forum (LBF) and takes care of its private sector working group on cross

cutting issues. Involvement in the public private dialogue on provincial level is in progress.

Regarding services ECCIL is basically open for everyone, there is just a difference in the fees that

apply for members and non-members and in the level of information access.

ECCIL collects and interprets a variety of up-to-date economic data, publishes investment guides,

collects laws and decrees which are relevant for the economic development and compares the Lao

situation with the situation in other countries.

Other services include the reception of delegations, business matching, support of company

founders, applied economic research etc., but also conducting of networking events, job fairs,

food festival among the business communities but also with government representatives, donors

and others.

Cooperation with the Lao business community

ECCIL cooperates very closely with the Lao National Chamber of Commerce and Industry

(LNCCI) and its affiliates. There is not only a regular exchange of information but also a

successful mutual support in fields of common interest. There are joint projects like the

organization of delegation visits. Future common activities are very likely to include the

publication of a business climate index and the joint organization of the ASEAN Business

Advisory Council Conference, ASEAN-EU Business Summit; and supporting the organization of

ASEAN Business & Investment Summit in 2016.

III. Mission Leaders

Mr. Oudet Souvannavong

President of Lao National Chamber of Commerce and

Industry

Mr. Oudet Souvannavong born the 4th February 1957, is the President of the Lao National Chamber of

Commerce and Industry (LNCCI). He is a council member of the ASEAN Business Advisory Council

(ASEAN-BAC) since its establishment in 2003. He assumed the Chairmanship of the Council in 2004

and acquired the Council’s Chairmanship again in January 2016. In relation to his business, he is the

founder and President of the Lao Hotel and Restaurant Association (LHRA) since 2004. He was

appointed Secretary General of the Great Mekong Sub-Region Business Forum (GMS-BF) in 2008

and assume this function until now.

Mr. Oudet has done his education in French primary, secondary schools and colleges in France, in

Vietnam and in Laos. He held a Diploma of Education, Mathematics and Physics from the Ecole

Nationale Superieure de Pedagogie (now the National University of the Lao PDR) (1977-1981), and a

Post Graduate Certificate of Forest Industry Management, from the Swedish University of

Agricultural Sciences (SUAS), Sweden (1997).

Mr. Oudet worked a civil servant at the Ministry of Agriculture and Forestry from 1981 to 1990. From

1991 to 2004, he was a regional expert in the field of human resource, institution and rural

development by different international organizations. In 2004, he went into business and is now

Managing Director of the Societe Commerciale Lao (SCL) and director in a number of business

ventures. The important ones are: Best Western Vientiane Hotel, Fuji Japanese Restaurants (I&II),

Mixai Techno Engineering & Consulting Ltd, Inter Lao Tourist Co.,Ltd. In Vientiane and

Luangprabang, Lao PDR.

Mr. Thanongsinh Kanlagna

Vice- President of Lao National Chamber of Commerce and

Industry in charge of International Relations

Mr. Thanongsinh Kanlagna born 21 April 1965 in Vientiane, Laos, is Founder and CEO of Datacom

co. Ltd. A Laos based IT company of 19 years. He is also the President of the Lao ICT Commerce

Association (LICA), a grouping of ICT Companies, Software developers and IT products and service

suppliers in Laos. LICA is a member of ASOCIO (The Asian and Oceania Computing Industry

Organisation) and WITSA (the Global ICT Organisation).

He also is also Vice-President of the Lao National Chamber of commerce and Industry (LNCCI),

responsible for International Affairs.

And since last year was appointed as one of the ASEAN Business Advisory Council (ASEAN-BAC)

member for Lao PDR.

For the education background, He attended the Alliance française since primary in Laos until in 1974

attended the Lycee francais de Londres. And return back to Laos in 1976.

After finishing Lycee de Vientiane or Vientiane Hi-School in 1981, went to USSR for further study.

He graduated from the Azerbaidjan National Institute of Polytechnics in the previous USSR, (1982-

1987) in the field of Computing Machines in Baku. After Graduation joined as Lecturer at the

National Polytechnic Institute 2nd December in Sokpaluang, Vientiane. During 1990-1991, attended

the Master Degree Program at the Asian Institute of /technology, Bangkok, Thailand in the field of

Computer Science. After return home in 1997, setup Datacom Co. Ltd. as one of the IT company in

Laos distributing Dell computers and other IT product and services. With 5 staff in the beginning,

now Datacom is a 60+ organization with certified engineers in Dell, HP, CISCO, VMware, EMC,

Diebold, Toshiba, Schneider Electric, Microsoft and Oracle.

Datacom is a leading IT System integrator in Laos servicing enterprise IT solution both in hardware

and software to government, financial institution, and multinational enterprises in Lao territory. With

more than 20 brands global and regional, Datacom has been working in the area of Data Center

building and servicing, Virtualisation, customized software implementation, ERP, Core banking and

switching solution, Database Administration, Payment Solution, and more.

Nowadays, the company is much focus on the coming trend of e-commerce in Laos and AEC,

providing solution in e-government services, payment gateway, security and cloud computing.

Beside, Mr Thanongsinh also is involved in companies such Mobela, an interior design, furniture and

Lightning solution provider. ACC or ASEAN Contact Center, a startup of 2 years in the area of Call

Center with customers such UNITEL, and RMA in Laos Territory.

He is married with 3 Children all attending Ecole Hoffet in Vientiane, Laos.

Dr. Ramon Brüsseler

Executive Director of the European Chamber of Commerce

and Industry in Lao

Ramon Bruesseler, born in 1962, studied Economic Geography, Economics and

Development Economics at the universities of Bonn and Aachen, where he graduated as

M.A. in 1989. Three years later he became Ph.D. (summa cum laude) and received the

Borchers Award for outstanding scientific work.

After five years as a scientist, specializing in and publishing about Asian economic

development he moved to a regional economic development agency as director of

international marketing and infrastructure development.

2001 Dr. Bruesseler took over as CEO of Eurasia Managing Agency, an international

consultancy with core business in strategy consulting and top management training and main

focus on Asian markets. 2007 he became CIM expert and advisor to the board of the Lao

National Chamber of Commerce and Industry where he worked on strategic and

organizational issues and published several studies about the economic development of the

country.

Since May 2011 Dr. Bruesseler is executive director of the European Chamber of Commerce

and Industry in Lao PDR, since 2015 he is also board member and treasurer of the European

Business Organizations’ World Wide Network (EBOWWN), the global network of European

Chambers of Commerce and Industry.
