Lettuce Soup

3 tbsp butter 1 medium onion, diced 4 shallots, trimmed & white part chopped 2 garlic cloves, crushed 2 tbsp Italian parsley, chopped 2 tbsp chives, chopped 1 tbsp fresh thyme leaves 2 large lettuce, coarsely chopped 2 medium waxy potatoes, peeled & diced 3 cups chicken stock ¼ cup fresh cream, + extra for garnish Salt & freshly ground black pepper

In a large saucepan, melt butter over medium heat until foam subsides. Add onion, shallots & garlic, sauté until softened. Add parsley, chives & thyme; stir over heat gently for 1 minute. Add lettuce, stir until wilted, add potatoes & stock; cover & bring to a boil. Reduce heat to a simmer & cook covered until the potatoes are very tender, about 10-15 minutes. Process the soup with a blender, add cream, salt & pepper to taste. Simmer for another 5 minutes to heat through & reduce to desired thickness. Serve hot, garnished with a swirl of cream, thyme leaves & fresh chives.

It is now almost 12 months since the official launch of the Canowindra Community Garden by the Gardening Australia personality and passionate gardener, Costa Georgiadis. Since the launch, much food has been harvested by members of the Canowindra community; providing fresh, locally grown chemical free produce. The schools kids that were part of the launch have still been involved in carrying out some of the planting, weeding and harvesting of the produce. A highlight for the younger infants kids was being able to harvest, dry and then pop their own popcorn. The garden has developed and evolved over the last 12 months, we have trialled some things that didn't go quite to plan and have been highly successful with other endeavours. All the while food has been growing as has the soil. What was once a hard, unproductive car park is now a flourishing garden teeming with life with a rich, fertile soil.

While many of the gardens in Canowindra have been preparing for the Hidden Gardens of Canowindra tour to be held on Saturday 20 October, the community garden is no exception. The Community Garden will feature as one of the gardens open for visitors and in preparation for this, it is time for another working bee in the garden. It is time to engage in some much needed weeding, some important mulching, and preparing and planting a new crop. Some of the scarecrows have suffered over the last year and need some attention. In addition to all this, we will be formalising the path with gravel. Please come anytime between 7am until 1pm Saturday 6 October, and stay for a barbecue lunch, provided with fresh salad from the community garden. Please bring your own garden tools, wheel barrows, enthusiasm, friends, family, kids, hat, spare clothes and decorations for the scarecrows.

CABONNE COUNCILLORS COMMITTEE DELEGATES Canowindra-based Councillors Kevin Walker and Anthony Durkin will represent Cabonne residents on the Central West’s major water supply authority for the next four years. Crs Walker and Durkin have been appointed Cabonne Council’s delegates to Central Tablelands Water, which provides water to about 11,500 consumers in 14 towns and villages, including Canowindra, Cargo, Cudal, Eugowra and Manildra. Their appointment is for the term of the newly elected council and delegates must be Central Tablelands Water consumers. Central Tablelands Water’s constituent council comprises delegates from three local govern-ment areas, Cabonne, Blayney and Weddin. It will meet next month to elect a chairman to replace long-serving Cabonne Councillor John Farr who retired this month after holding the top job for the past 17 years. Crs Walker and Durkin, who were re-elected for their second term on Cabonne Council, will continue to be Canowindra’s representatives on the District Floodplain Management Sub -committee, while Crs Walker and Geoff Dean will represent Eugowra on the sub-committee. Cr Walker will also serve on council’s Works, Community Services, caravan park and Four Towns Sewer Committees, as well as being council’s delegate to the Belubula River Joint Committee, Home and Community Care Joint Committee, Canowindra Food Basket Advisory Group, Lachlan Valley Weeds Advisory Committee and Eugowra Promotion and Progress Association. Cr Durkin will serve on council’s Environmental Services and Sustainability, Economic Development and Tourism, Quarry Review and Local Government Week Committees, as well as representing council on the Age of Fishes Museum Board and Strategic Advisory Committee, Canowindra Business Chamber and Lachlan Regional Transport Committee.

To be able to see all these quilts and to imagine the hours of work that had gone into their construction and design was awesome. Owner PJ McCaffery has had time to assess customer expectations and staff routines, and he has decided to trial only offering takeaway service between 5-6pm, and after 8pm. This will ensure that diners are assured of a high quality of service, without impacting on the waiting time for takeaway customers. "We pride ourselves on our made to order gourmet pizzas, and we want ALL of our customers to have the best experience possible," explains PJ. "All our bases are the same: thin crust and large sizes, so the sooner they are eaten the better." The takeaway menu consists of two sections, 'The Basics' which includes: garlic pizzas at $15 each; or for $18 each are Margherita; spinach, feta & olive; supreme; pepperoni; and vegetarian. To the editor... Dear Mr Cobb, I refer to your column in Issue 223 of The Phoenix dated 19 September, where you say that the carbon tax has caused the electricity bill at Lithgow Workers Club to increase by $5000.00 per month. I don’t believe this for a second. Could you please provide us with detailed evidence that the increase is due to the carbon tax, as I suspect you are talking rubbish. I believe the increase in their power bill is likely to be mostly due to increases in electricity prices that have no relation to the carbon tax, but mostly due to the deal done by the state government that guarantees power companies a return on investment, leading them to over invest on infrastructure. If you are not able to demonstrate clearly to Phoenix readers that the $5000.00 increase is entirely due to the carbon tax then I expect you will apologise for misleading us, and being disingenuous at best. You cannot expect to get away with making unsubstantiated assertions without backing them up. I look forward to your reply, I am certain it will be fascinating. Steve Brown, Orange.

To the editor... Just some more information on my “tirade” re the NBN On the ABC website last week “Outback Qld goes it alone for high-speed internet”. In remote south-western Queensland, The Barcoo and Diamantina Shires are planning to build their own high-speed internet network. To quote them "The national information super-highway is so critically important and if we've got a second-rate service coming into these communities what reason is there for people to stay?” They are planning to roll out 700kms of optic fibre between five of the region's towns, including Birdsville, costing $22 million. Appreciated the response from Robert Sherwood, and just to follow up on his nit-pick WRT banking. My business bankers, St George, provide us with unlimited fee free electronic transactions, but charge transaction fees of 50 cents for cheques and $1.00 for over-the-counter transac-tions. FITNESS PATH UPDATE Just over 12 months ago, Julie Middleton gathered a group of dynamic people together to discuss an idea. Since then, the Fitness Path working group have banked $30,000, and Cabonne Council has approved $60,000 of funding. Three more grants have been applied for: Essential Energy for one piece of outdoor fitness equipment; Optus for three pieces of outdoor fitness equipment; and Canowindra Sports Trust, in partnership with Cabonne Council (Belinda Keniry and Julie Middleton), have applied for a $50,000 grant from Department of Sport and Recreation. Work was to start this month on installing Phase 1 of the project, the basic path, however as the grant from the Department of Sport and Recreation is dollar for dollar funding, the revised commencement date should be known by end of November. YOUR INPUT IS NEEDED NSW Farmers Association has undergone some rather considerable changes in that last year or so. The 2011-12 Board took the bit between their teeth and made some very hard decisions that will ultimately bring the Associations budget back into balance. In February this year the Executive Council established a taskforce to recommend changes to the association's structure to make it more relevant in today's world of fewer farmers and widespread access to electronic communications. All members have been sent a copy of the Draft Restructure Proposal and are being encouraged to comment on it. The Canowindra District Council will meet at the Services and Citizen's Club on Tuesday 9 October 7.30pm to consider the proposal and formulate a response. Chair of the Canowindra District Council, Mrs Maree McKay, hopes that lots of local members of the association will take this opportunity to have their say about the draft proposal. "NSW Farmers is there to represent our interests," Mrs McKay said. "It is up to us to make our position known to all those elected representatives who give so much of their time and energy working for us," she said.

CANOWINDRA DEMENTIA CARER'S SUPPORT Every fourth Tuesday of the month from 10:30am until 12:30pm a group of very special people meet at the Canowindra Community Health Centre. Some of the strongest people in our community gather to share ideas, offer support, have morning tea and relax for a while. These are the carers of people with dementia. Dementia describes a collection of symptoms that are caused by disorders affecting the brain, it is not one specific disease. Dementia affects thinking, behaviour and the ability to perform everyday tasks. Each person with dementia is unique and so is the situation in which they find themselves. This is where the Canowindra Dementia Carer's Support Group can help. Carers help each other by sharing discoveries and giving practical advice to others in similar circumstances. Respite care is available, not only to attend these gatherings, but at any time it is needed. It is a free, confidential support group, new members are very welcome to attend, and morning tea is provided. Three months on, and the Carbon Tax is starting to bite: The weekend marked three months since the introduction of the Carbon Tax, and it seems households and businesses are starting to feel the sting of the tax as electricity and gas bills roll in for the past quarter. Small businesses are experiencing the pressure of increased electricity costs, increased cost of supplies and a softening in consumer demand. Families and pensioners throughout Calare have been telling me about the bill-shock they are experiencing. Winter power bills are always the biggest of the year and these winter power bills delivered in recent weeks are hitting household budgets hard. It is clear to me the carbon tax is hurting local consumer and business confidence. People don’t feel like they are getting ahead. When you add the carbon tax, to stagnating house prices, lacklustre superannuation returns and the end of real wages growth, and it is little wonder many families feel like there is no light at the end of the tunnel. Get involved in the Coalition’s NBN survey: I again urge households right across the electorate to take a minute to complete the Coalition’s nationwide broadband survey. We want as many as people as possible to go online and fill out the survey, so we can determine which areas are in the greatest need of faster internet, so we can plan out national broadband network scheme around that. Calare’s Biggest Survey results now being tallied: Meanwhile, submissions have now closed for Calare’s Biggest Survey, and I’ll begin the big task of collating all the results. I have received close to 3000 surveys now. It’s certainly taking time to read through them, but I am doing so every chance I get. We’re collating the details and will reveal the results in due course. Anecdotally, we’ve seen, as expected, a great deal of opposition to the Carbon Tax. Perhaps more surprisingly is strong opposition to Labor’s NBN scheme. The state of local roads is certainly a stand out issue, but it’s good to see a significant number of respondents indicate they feel safe in their neighbourhood or area. The Survey can be found on my website www.johncobb.com.au. The 50th Great Race is here: The countdown is well and truly on for the Supercheap Auto Bathurst 1000 this weekend. As if Race Week is exciting enough for Bathurst, and indeed the wider Central West community, this year is promising to be the biggest and best yet as the Great Race celebrates 50 years. I understand camping sites sold out in half an hour, while the record number of fans through the gates of 2006 – the year legend Peter Brock died – of 192, 647 is tipped to be beaten. I hope all those attending have a very safe and exciting day at the track.

MATTERS OF STATE with TROY GRANT MP Member for Dubbo 1 October 2012

Spring has well and truly arrived. The weather is warming up, school holidays have begun and last week-end saw the culmination of the football season for the NRL and AFL. No doubt many others in the electorate were like me glued to the television set on Saturday and Sunday as the Sydney Swans took on Hawthorn and the Bulldogs tackled the Storm. The Monday public holiday was an ideal time to spend with family and friends as we run into the busy period leading up to Christmas. Much of the commentary in the media during the past week has been about public service pay and conditions. The campaign waged by the Public Service Association (PSA) against the reasonable measures introduced by the Government to counter the economic difficulties facing the NSW economy has been little more than mischief making. The NSW Government has delivered a 2.5 per cent wage increase across the entire public sector. Further increases beyond that amount are entirely dependent upon agencies achieving productivity savings. It's worth remembering that Public Service growth has outstripped population and economic growth by more than 20%. Public Servants cannot be quarantined from addressing the need to protect the state's AAA credit rating. We do not have the luxury of spending more than we earn nor is that a legacy I wish the children of this state to inherit. When the PSA grow tired of the games they are currently playing with the livelihoods of the members they purport to represent they will realise that we all must work hard to ensure the long term sustainability of this region and acknowledge the work already undertaken to attract additional infrastructure investment and growth. Labor's discredited economic legacy to this state should be burned into the collective conscience of our community for generations to come. Sport is often regarded as an important part of life in regional Australia, contributing to community identity, sense of place, social interaction and good health. Organisers of regional sporting events held in NSW are eligible to receive a significant boost through a new events grant program announced by the Minister for Sport and Recreation, Graham Annesley. The program supports events conducted in regional and rural areas that promote participation in sport and physical activity and stimulate local economies. Those eligible to apply include; national sporting organisations, state sporting organisations, recognised industry bodies, incorporated not-for-profit sporting organisations and event organisers which have a contractual arrangement with and or a letter of support from a national or state sporting organisation to deliver an event. I strongly advise organisers of sporting events within the Dubbo electorate to apply. Details about the Sport and Recreation Events Grant Program including guidelines are available at www.dsr.nsw.gov.au or by phoning 13 13 02. It is commonly assumed that video games cause violence. The NSW Government has introduced a new R18+ rating, which is great news for parents who want to protect their children from computer games with unsuitable content. Legislation passed recently will implement a national regime to bring the rules for computer games into line with films. The new national reforms mean some MA 15+ games may now be reclassified as R18+ if they contain material that is not suitable for teenagers under 18. Previously some games classified as R18+ overseas only carried a MA 15+ rating in Australia. As part of the Government’s WorkCover reforms we have substantially increased the weekly benefits for 940 men and women who have been seriously injured at work. The weekly benefit for the most seriously injured workers has increased by about 70 per cent to a minimum of $736 per week. The NSW Government promised to improve WorkCover and has. As a result seriously injured workers will have more money and access to medical treatment for life. Employers and the economy have also benefitted because the forecast 28 per cent rise in WorkCover premiums was avoided, saving up to 12,600 jobs.

HOUSEHOLD CHEMICALS CLEAN OUT Pool cleaners, acids, pesticides and rat poison are among items that can be disposed of as part of a free household chemicals cleanout in Cabonne Shire next month. Cabonne residents will able to able to dispose of a variety of products when the cleanout is conducted at the Cumnock waste depot from 2-5pm Wednesday 17 October 2012. “People may be keeping cleaning agents, paints, kerosene, fire extinguishers or other items at home because they are not sure how to dispose of them properly,” Council’s Senior Environmental Services Officer Lex Stewart said. “This clean up gives you the opportunity to get rid of this hazardous household waste and helps the council dispose of it properly.” The Household Chemical Cleanout is a joint initiative between NetWaste, participating councils and the NSW Environment Protection Authority. Items such as gas cylinders, smoke detectors, household batteries and fluorescent light globes and tubes can be disposed of at any time at Cabonne’s six waste depots at Cargo, Canowindra, Cumnock, Eugowra, Manildra and Yeoval. If residents are in any doubt about the correct disposal of household waste items they should ask the Council’s waste depot staff on 02 6392 3200.

MIDDLETON SECOND IN STATE CHAMPIONSHIP Tim Middleton, a Year 10 student at Canowindra High School, recently clinched second place in the Junior 15 Years Class of the NSW Motorcycling Cross Country Series. Representing Canobolas Motorcycle Club and racing on a Honda CRF 250X, Tim was competing at a State level for the first time against another 25 riders. The series took riders to Coonabarabran, Sunny Corner, Bulahdelah and Dungog over six months. Each location held two rounds on a weekend with a 1.5 hour cross country ride on Saturdays and a six lap sprint race on Sunday. After a steady start to the series, Tim found some form and stormed home with multiple wins and podiums in the last half of the series. He is looking forward to stepping up to the senior ranks next year. Tim was joined by another six Canobolas Club riders who all performed strongly: Walter Marriot (Cumnock) dominated the Clubman Class Over 21 category to claim a NSW title; and Jake Fieldus (Orange) finished third in the Clubman Class Under 21 category. Tim trains with his older brother Dan on his parents Julie and Peter Middleton's farm 'Broadview'. Well done Tim!

ON YOUR MARKS... Saturday 3 and Sunday 4 of November will see Carcoar awash with runners of all shapes and ages. The second running of the Carcoar Cup is shaping up to be much bigger than last year, with the hero of the festival, The Marathon starting at 8am on Sunday. This race is run over the traditional mara-thon distance of 42.2km, but with a mix of sealed and unsealed surfaces and changes in altitude and scenery along the way. Other events include the: Half Marathon (21.1kms); Teams Events (4 members approx 10kms each); Carcoar to Creek Dash (6kms); Carcoar Cup for Kids (1.8kms); Carcoar U18 Cup (6kms); and the Mile Long Club (26 members each run a mile of the Carcoar Cup course for charity). The Carcoar Cup for Kids is a short race around the town of Carcoar designed for the young ones at approximately 1.8km. Age groups comprise U6, U8, U10 and U12, with trophies awarded to the winners of boys and girls of each division.
