Broward Municipal Services District - NeighborhoodsThe Broward Municipal Services District, formerly known as Unincorporated Broward County, consists of 11.4 square miles and has a population of approximately 14,759.* The Broward County Board of County Commissioners is the governing body of the District, and provides municipal services for the area, including business and housing development, library and park facilities, roadway maintenance, street enhancements, and zoning and code enforcement.

Broward Municipal Services District Highlights

This Semi-Annual Report highlights accomplishments as well as projects underway in the Broward Municipal Services District (BMSD), from July through December 2016, in the following areas. This report is now available in a printer-friendly format online at Broward.org/MunicipalServicesDistrict.

Managing the BMSD

Broward County government is implementing programs and services in the BMSD to help strengthen neighborhoods in the community, for today and for the future.

Investing in Our Community

Investments in the community include small business development, housing and construction projects, and enhancements to parks and libraries.

Promoting Safe Streets

Comprehensive community planning includes safe streets designed with vehicles, bicycles and pedestrians in mind.

Building Healthy & Vibrant Places

Parks, libraries and community facilities are popular places to promote arts and culture and healthy living activities, including community clean-ups and recycling.

Enhancing a Safe Community

Community safety is a partnership between residents, law enforcement, fire rescue and local government. Priorities include code enforcement and drug education activities, as well as public safety infrastructure improvements.

Economic Development and Small Business Assistance

The Office of Economic and Small Business Development conducted free workshops, seminars and networking conferences in the Broward Municipal Services District (BMSD) from June thru December 2016, including the Kaufmann FastTrac® workshops The Intentional Entrepreneur™ and Listening to Your Business™. Participants were able to interact directly with industry professionals and given tools on how to build profitable and sustainable businesses in the community.

On October 27th, participants attending an Employment Resources Workshop at Franklin Park received information on assistance programs, and employers held one-on-one sessions with hard-to-hire Broward County residents. Speakers included District 9 Commissioner Dale V.C. Holness, Broward County Office of Economic and Small Business Development, Broward County Libraries (representing Creation Stations), OIC of South Florida, CareerSource Broward and the Urban League of Broward County.

Outreach Plan for Comprehensive Planning EffortBroward County is working with a consultant to organize public workshops in the summer of 2017 in Central County, Broadview Park and Northern County, to identify community needs and priorities to be included on the BMSD Comprehensive Plan. Outreach goals include continued collaboration with community leaders, residents and business owners to identify future plans for capital and community improvement projects reflective of needs unique to each neighborhood.

BMSD Advertising and Communications CampaignsAn ongoing advertising campaign showcases recent accomplishments in the BMSD, including the Safe Streets Broward App and Franklin Park Estates ribbon cutting. The ads runs prior to Commission meetings, during the week on cable TV and ATT U-verse and in the elevators at the Governmental Center. The campaign reinforces how Broward County is investing in the community and its future.

Broward.org/MunicipalServicesDistrict is a website where residents, businesses and visitors can find current news regarding district events and programs, and important information on such timely topics as Zika virus prevention, hurricane

season preparedness, flood management, volunteer opportunities and more. Community news is also featured on the Broward.org home page.

Broward County engages with BMSD residents through Facebook, Facebook.com/BrowardMunicipalServicesDistrict), Twitter (Twitter.com/AskBMSD) and YouTube (YouTube.com). The community’s news and events are also promoted in the County’s Twitter site @BrowardCounty, the monthly resident newsletter Community Update and the County’s weekly newsletter, Bridges. The social media sites and County newsletters feature news releases that are distributed to local media, municipalities, elected officials and residents.

Improving Our ParksNumerous park improvement projects have been completed and are in progress, including:

Broadview Pocket Park

The new Broadview Pocket Park will feature a jogging/walking path, fencing, site furnishing, landscaping and an irrigation system. Design is complete and a construction permit has been issued. Construction is scheduled to start in February 2017 and anticipated completion is May 2017. Estimated investment is $170,000.

Boulevard Gardens Park

Planned improvements include renovation to the existing building, additional parking spaces, a basketball court, landscaping and irrigation system. Conceptual design is complete. A design consultant will be engaged to prepare construction plans. Design is expected to be complete by the end of 2017, and construction complete by the end of 2018. Estimated investment is $500,000.

Reverend Samuel Delevoe Memorial Park

Planned improvements include construction of jogging/walking path, fencing, site furnishing, landscaping and an irrigation system. Design is complete and a construction permit has been issued. Construction is scheduled to start in February 2017 and anticipated completion is May 2017. Estimated investment is $170,000.

Dillard Green Space

Planned improvements include construction of a jogging/walk path, solar lights and landscaping. Design is complete and has been presented to the Central County Community Advisory Board. Improvements include an artwork project with a budget of $80,000. The construction of the jogging/walk path and electrical system is complete, and an art piece has been installed. The construction of remaining improvements should begin in August 2017. Estimated investment, excluding the art piece, is $240,000.

Franklin Park

On October 2016, the Franklin Park property was enhanced with the installation of a new decorative fence. This park offers a variety of programs and amenities for all residents of Franklin Park Estates. Estimated investment for this upgrade is $56,000.

Lafayette Hart Park

Lafayette Hart Park community center reopened December 27, 2016 after Broward County completed construction and installation of a triple-wide modular building including a central meeting room, kitchen area, computer lab and offices. The meeting room will be used for programs, meetings and other special events, and will also be available for private rental. Estimated investment is $70,000.

Additional planned improvements include additional parking, a new restroom, gazebo, play equipment, landscaping and an irrigation system. Design is complete and a construction permit has been issued. Construction is scheduled to start in January 2017. The estimated investment for all improvements, excluding the modular building, is $400,000.

Sunview Park

Planned improvements include construction of a 3,000-square-foot building with offices, restrooms, computer room, warming kitchen and assembly hall, and a new playground. Design of the new building is complete and design of the new playground is approximately 90 percent complete. Construction is expected to begin in the fall of 2017. Completion is expected by Fall 2018. The estimated investment is $1.7 million.

Hillsboro Pines Neighborhood Waste Water Project

Hillsboro Pines neighborhood is receiving improvements to their waste water system and infrastructure that include potable water distribution system, sanitary sewers, two sewage lift stations, storm water drainage, pavement restoration and swale reshaping. Project scope includes 4,000 linear feet of 24-inch reclaimed water main for future system expansion. Project 85% complete with conclusion expected by second quarter of 2017. Estimated $8,822,000 Investment.

Turning Traffic Signal Cabinets Into Public ArtThe Cultural Division in collaboration with County Administration moved the Wrap Traffic Signal Cabinets Project forward, to transform blighted traffic signal cabinets into pieces of art throughout the community, improve neighborhood aesthetics and promote community pride. The Call to Artists was open to artists residing in Broward County, 18 years and older, who had not been selected for a Public Art project within the past five years. Five traffic cabinets in Central County and three in Broadview Park will be wrapped with artwork reflective of the surrounding community’s unique culture. A panel consisting of local industry professionals, community residents, and County staff reviewed artwork submitted by artists (individuals and teams), selected and interviewed finalists. The selected artist or team was required to conduct community outreach and demonstrate interactive engagement with the Central County and Broadview Park communities. Anticipated completion is summer 2017 and the estimated investment for the project is $18,000.

Creating Safe StreetsSafe Streets projects utilize design standards to make streets safe for all users, including those who walk, ride bikes and use public transportation complementing the Healthy Community Zone initiative. Important BMSD initiatives include the Phase I and Phase II projects along Sistrunk Boulevard and NW 27th Avenue.

Phase I is more than 90 percent done, with completion expected in the first quarter of 2017. Phase II is in the design stage, with the survey more than 95 percent complete. Construction of Phase II is expected to begin in the winter of 2018. The County is investing nearly $2.9 million in Phase I and II of the Safe Streets Project. Improvements include: Phase I - Sistrunk Boulevard Improvements

• Mill and resurface the roadway from just west of the intersection of Sistrunk Blvd and NW 27th Avenue to NW 24th Avenue

• Add landscaped medians and bike lanes• Bring curb ramps into compliance with the

ADA, where needed • Colored sidewalks• Mid-Block Crossings with rapid flashing

beacon • Pedestrian scale lighting • Decorative crosswalks and African-American

Library art at the intersection of NW 27th Ave and Sistrunk Blvd.

Phase II - NW 27th Avenue Improvements

• Milling and resurfacing• Converting the two-way left turn lane into

landscaped medians• Public Art in landscaped medians• Reducing four lanes to two lanes of travel

along NW 27th Avenue for approximately one mile between Broward and Sunrise Blvd.

• Reducing four lanes to two lanes to provide 5 foot bicycle lanes on each side of the road, and on-street parking on the west side of the road

• Pedestrian lighting along Sistrunk Blvd.

Surveillance Cameras Increase Public Safety The County in collaboration with the Broward Sheriff’s Office is moving forward with plans to install surveillance cameras along select BMSD public streets in Central County and Broadview Park. The cameras will provide BSO with an additional tool to apprehend violators and increase public safety. Optimal camera locations are being identified and installation is expected summer 2017. The estimated investment for the project is $320,000.

MyRide Coming to the BMSDThe Broward County Transportation Department is planning on installing real-time passenger advisory signs at three locations in the Municipal Services District. The signs will display real time bus arrival information for transit passengers. The locations include: Sunrise Boulevard at NW 27 th Avenue, Sunrise Boulevard at NW 31st Avenue, and SR 7/US 441 at SW 21st Street. Locations were selected based on ridership, existing amenities, available right-of-way, and connections to other transit routes. The signs are currently in design/permitting and will likely be installed by fall 2017. Passenger advisory signs are one component of the BCT MyRide project that includes the recently released mobile application and website for real time bus arrival information. The investment in MyRide is part of a multi-million dollar county wide project. Learn more at Broward.org/BCT/myride.

Bus Stop Enhancements UnderwayThe Broward County Transportation Department is improving 17 bus stops in the Municipal Services District. These enhancements include the addition of ADA landings pads, adjacent sidewalk connectors, and curb ramps, as needed. Designs are complete for 15 of the 17 bus stops and permits have been obtained for 7 stops. The project is expected to be completed by fall 2017. The estimated investment is $100,000.

Neighborhood Parks Offer Summer Recreation Program

Broward County Parks and Recreation hosted a free Summer Recreation Program at the neighborhood parks centered around health and wellness. From June 20th through August 12th, youth ages 6-17 received a free healthy lunch and snack daily, physical activity including Pilates, a football and basketball league for teens and SPARK programming. Among the programs offered were life skills classes, the Alcohol Literacy Challenge, a Wildlife Conservation presentation, the Home Alone Safe Alone program and nutrition classes.

This program also provides employment opportunities for Broward students through CareerSource Broward’s Summer Youth Employment Program, and allows teens to complete community service hours. Attendance soared to as many as 200 youth daily at larger sites, and 24 teens daily at Sunview Park. The summer program culminated at the City of Fort Lauderdale’s David Deal Play Day and BMSD Parks End-of-Summer Barbecue. Community partners included the School Board of Broward County, Urban League of Broward, the Hanley Center, Memorial Healthcare, Office of Family and Community Engagement of Broward County Public Schools and Broward County Parks and Recreation Division Extension Education section.

Summer camp programming was replicated on a smaller scale for the school winter break, providing a safe haven for students when school is out. Kids enrolled in BMSD Parks Winter Break Camp

participated in sports clinics and field trips, such as the Netball Clinic at the Central Regional Park, and educational tours at attractions including the Sawgrass Nature Center & Wildlife Hospital.

Parks Take the Charge Out of BullyingOn October 3rd, County Parks and Recreation Division’s neighborhood parks hosted the fifth annual Take the Charge Out of Bullying event. Residents joined After-School Program participants from BMSD parks, Mt. Olivet Junior Academy and the YMCA of South Florida for a community march through the Roosevelt Gardens neighborhood. The march raised awareness about the effects of bullying and encouraged students and parents to support anti-bullying campaign. Broward Sheriff’s Office and Dillard High School marching band led a parade. The estimated investment is $1,500.

Parks Provide Essential Wellness and Career ProgramsNeighborhood Parks continue to provide access to tools for employment, health and wellness, life management and positive social development for students of all ages, including young adults and seniors. BMSD residents receive free training ranging from soft skills needed for career advancement to self-diabetes management. Broward County Parks and Recreation is committed to programming and community events that bring awareness to the unique needs of the community.

Lights on After-School

Events like Lights on After-School draw more than 700 participants and advocates for after-school programs. In partnership with the Children’s Services Council of Broward County and several other affiliates, this event was one of more than 8,000 nationwide advocating for keeping the lights on and doors open after school. Val Wolberg, BMSD Neighborhood Parks Area Supervisor, was among the 2016 Champions of Afterschool recognized for her dedication, commitment and innovation to providing community students with exceptional after-school programing.

Rose STEM ProgramPrograms offered at BMSD neighborhood parks include the Rose STEM Program funded by the Google IgniteCS grant and supported by Broward College and the Dennis Project. Minority girls, ages 12 and up, residing in low-income communities, are mentored by STEM professionals and college mentors who happen to be women. They are introduced to careers in the computer science and engineering industries with the opportunity to build and code robots using Lego® Mindstorm Kits.

Hoop it Up at Franklin ParkNeighborhood parks facilitated community building with events like Hoop It Up, that united teens, young adults, Broward Sheriff’s Office, and County staff in a friendly 3-on-3 basketball game. In response to a request from the Central County Community Advisory Board to improve the relationship between the community and law enforcement, Broward County Parks and Recreation collaborated with Broward Sheriff’s Office and community leaders to create

an event to foster community building. Broward Sheriff’s Office Police and Fire Rescue were joined by Citizens on Patrol, fire cadets and Sparky for an evening of family fun. Free food, music and bounce house were provided by the Broward Sheriff’s Office. Approximately 100 residents attended.

Employment and Career Development OpportunitiesBroward County Human Services Department partnered with multiple community partners to educate, empower and employ BMSD residents. Participants of the Employability Connect Program received guidance on developing a career path in law enforcement, corrections, fire rescue, carpentry and construction. Soft skills training and the opportunity to earn while learning were additional benefits of the program.

Job Fairs Create Employment OpportunitiesMore employment opportunities resulted from a partnership with the Atlantic Technical College for the “Opening Doors In Broward” Job Fair held on November 5th, as well as the Urban League of Broward County’s Employment and Career Fair on November 15th.

Community Forum on HIV Prevention and CareA community forum soliciting feedback on the Comprehensive Integrated Plan for HIV prevention, care, and treatment in Broward County was hosted by Human Services at the African-American Research Library and Cultural Center on June 22nd.

Mental Health and Law Enforcement Luncheon and DialogueBroward County Cultural Division partnered with BMSD Healthy Community Zone (HCZ) to increase awareness of the dynamics associated with interactions between law enforcement and residents suffering from mental illnesses. The Mental Health and Law Enforcement Luncheon & Dialogue was held in Delevoe Park on November 2nd. Residents, community leaders, stakeholders, mental health professionals, law enforcement professionals and community partners filled the room to capacity and discussed the importance of building relationships and addressing issues at the intersection of mental health and law enforcement. A measurable outcome was the overwhelming response and participants’ commitment to stay engaged and collaborate to strengthen clinic to community linkages, get mental health services to persons who need it and support law enforcement. Networking connected service providers with others capable of filling their organization’s gaps in service.

Destination Sistrunk Cultural Marketplace The Cultural Marketplace held on December 3rd in Delevoe Park was an economic driver leveraging the artistic, creative, cultural and community assets of the BMSD and Fort Lauderdale’s historic Sistrunk Neighborhood. Local artists and vendors benefited from networking and exposure. BMSD residents and visitors enjoyed the free community gathering with interactive African–American inspired Artmaking Workshops led by professional teaching artists. Event highlights included the History and Culture Attraction presented by Old Dillard Museum and the Children’s Services Council of Broward County,

arts and creative retail tents, Healthy Cuisine presented by BMSD Healthy Community Zone Partners including TOUCH Broward, and Public Art & Design signal box project mural-making by artists and marketplace attendees. The Broward Cultural Division hosted the event, investing approximately $12,000.

Community Cleanups Beautify the DistrictThe goal of the Community Cleanup program is to enlist the community and volunteers to reduce blight in BMSD neighborhoods by removing litter, debris and bulk trash. Regular waste removal aesthetically improves the environment by creating cleaner parks, streetscapes and public spaces, and improves property values. Between June and December 2016, community cleanups yielded over 135,000 pounds of litter, debris and bulk trash collected by volunteers throughout the community.

BMSD Healthy Community Zone (HCZ)Initiatives to reduce health disparities in the BMSD HCZ moved forward through BMSD neighborhood parks programming and continued education for staff. In September, neighborhood parks staff participated in SPARK Certification classes held at Franklin Park run by Robert Hill, Director of Youth Wellness, YMCA of South Florida. Staff acquired engaging skills, management techniques and improved fundamental sports skills, and pledged to promote health and wellness. Staff is better equipped to assist students with life management skills and conflict resolution. Training was made available at no cost to participants via funding by the Broward Regional Health Planning Council and TOUCH Broward.

Second Annual Healthy Community Zone Celebration and Resource FairThe BMSD HCZ held its Second Annual Celebration and Resource Fair at the Urban League on October 15. Dozens of community partners and stakeholders joined the BMSD community in celebration of healthy lifestyle choices. County agencies, the Urban League of Broward, School Board of Broward County Early Childhood Education, Boys and Girls Club of Broward, YMCA of South Florida, FLIPANY, Broward Sheriff’s Office and Walgreens were among the many community partners who provided attendees with valuable resource information, healthy self-care tips, flu shots, giveaways, live entertainment and a complimentary lunch. Broward County

Transit provided free transportation from all Central County parks allowing residents from nearly all of the BMSD neighborhoods to learn more about health and wellness and network with community service providers. The event was promoted online, through news releases and social media messaging including a video spot on Facebook and YouTube.

New Fitness Zone Comes to Delevoe ParkThe Broward Regional Health Planning Council received a $60,000 grant from Health Foundation of South Florida to fund a 12-piece outdoor exercise “fitness zone” at Reverend Samuel Delevoe Memorial Park in the BMSD Healthy Community Zone. Equipment will create a free, accessible and social outdoor environment for fitness activities. Goals of this new amenity - modeled after Memorial Fitness Zones installed in some Broward County regional parks - are to attract fitness enthusiasts and encourage current patrons and families to engage in frequent physical exercise. Broward Regional Health Planning Council will work with community partners to market the new fitness zone, designed by Greenfields Outdoor Equipment, and develop programming for its use. The County Commission accepted the grant funding in December.

Wayfinding Signage for Central CountyIn support of the BMSD Healthy Community Zone Community Action Plan, that includes implementing Complete Streets designs making neighborhoods more walkable, bikeable and safer for all modes of transportation, the County approved an investment of nearly $63,000 for wayfinding signage in Central County. The signage will enhance the pedestrian environment and bring attention to community assets where there is access to physical fitness equipment, bike fix-it stations and tools for economic stability.

Community Emergency Response Team TrainingEmergency Management collaborated with City of Fort Lauderdale Fire Rescue and Broward Sheriff Office Fire Rescue to host a BMSD Community Emergency Response Team (CERT) Workshop on December 10th. Attendees received an introduction to the CERT program from local and State emergency management

professionals, tour of County Emergency Command Vehicle and hands-on demonstrations for basic CPR techniques. Participating community partners included the Urban League of Broward County, area CERT members and Volunteer Florida. Neighborhood association presidents, community leaders, students and adult residents, along with residents from neighboring cities participated and gained knowledge on how to assist with saving lives and protecting property before and after a disaster.

Code Enforcement Beautifies the Neighborhood

From June through December 2016, the Code Enforcement Section prepared 194 non-complied cases for adjudication before a Broward County Special Magistrate with 80 percent of violations brought into compliance prior to the hearing. More than 2,100 field inspections produced compliance in nearly 1,200 cases. The Code Enforcement Section engages with property owners, residents, other County agencies, and community stakeholders to process hundreds of violations annually. The code compliance process requires the creation of legal notices and administration of multiple programs including the Rental Property Registration Program. A newly constructed duplex that was once a heavily blighted, dilapidated structure with extensive fire damage is an example of the significant contributions Code Enforcement makes towards enhancing safety and improving the community (see photos above).
