West Basin’s Recycled Water Program History
1986-1992: 7-year severe drought in California, one of the longest in its history
1989: 10 million people under drought-induced water rationing or conservation programs
Created need for a new, local, drought-proof water supply
What was West Basin’s response?
19www.westbasin.org
Answer: Recycled Water
West Basin had a large potential recycled water customer base, but nothing to recycle…
• 1991: West Basin Board policy decision to develop a fit for purpose recycled water program
– Agreement with City of Los Angeles to purchase secondary effluent
• 1992-1994: West Basin buys land and constructs recycled water infrastructure
• 1995: West Basin water recycling facilities complete
– 5 recycling facilities and dedicated distribution system
20www.westbasin.org
Multiple Stakeholders Involved
Why are partnerships important?• West Basin is a wholesaler of
Potable water• West Basin does not collect or
treat sewage• Source water for recycled water
program needed to be secured
How did we begin?• Agreement to purchase treated
sewage from City of Los Angeles Hyperion Plant – finalized in 1991
• Secured real estate for infrastructure
• Evaluated funding sources• Secured operations expertise –
public/private/partnerships• Secured agreements with recycled
water customers• Engaged regulators/
environmental community• Public outreach to community

Recycled Water Program Key Statistics
• 40 million gallons per day produced
• More than 100 miles of distribution pipeline
• More than 400 connections
• Conserves enough drinking water for 135,000 households for a year

Recycled Water Uses
Irrigation WaterTertiary treated water filtered and disinfected for industrial and irrigation use.
Cooling Tower WaterAmmonia removed for industrial cooling tower use.
Low-Pressure Boiler Feed WaterMembrane filtration and reverse osmosis treatment.
High-Pressure Boiler Feed WaterMembrane filtration and two passes through reverse osmosis membranes.
Groundwater Replenishment WaterMembrane filtration, reverse osmosis membrane treatment, and disinfection for use in a barrier against seawater intrusion.
