Chairman’s Notes August 2015Summer finally arrived and with it a regular complaint about grass cutting around the village. Whenever the timing of the grass cutting leaves the grass long; the Parish Council receives complaints and residents ask why the Parish Council is not doing something about it.

The majority of the grass cutting around the village is the responsibility of the County Council, which mainly consists of the roadside verges and a small number of open spaces. The key point is that the number of cuts has been reduced from 6 to 5 to save money and that was based on a county wide public consultation they ran.

This year they were about 10 days behind plan and to quote their web site “A combination of high rainfall and warm conditions means the grass has been growing rapidly.”

Harborough District Council is responsible for the rest of the grass cutting and they make 12 cuts per year with exception of the Recreation Ground, Memorial Gardens and Cemetery which the Parish Council is responsible for. Whilst the Parish Council has the necessary equipment to cut playing fields, it is not suitable for roadside verges and the like.

As a result of the recent complaints and taking a view that there is a likelihood of further budget cuts, the Parish Council is looking at what actions it may take to maintain standards without taking over the responsibility from the other agencies, which it simply cannot afford to do. We will see what we can do and publicise the decisions once made.

Breaking NewsWe finally have some news on the Jelson development and particularly the super market. We have been informed that Aldi has purchased the site from Jelsons and will be building the new super market. There will not be a petrol station as previously planned.

Although the community facility is not formally dependant on the supermarket it does need housing to be built so there is a connection with the wider development on that site.

We have also had talks with both Thomas Estley and Harborough District Council about the most efficient way to getting this facility up and running. A good deal of the funding is in place through the developers contributions but there will be a need to raise some additional funds and I will be looking for Harborough District Council’s support with some of that fund raising.

We are also keeping in contact with the NHS and the medical practice about their new facility which would be on the same site. As I have said before the NHS has long timescales but things are beginning.

On a brighter note it is good to see that the Summer Carnival was a success with a huge turnout. There were lots of happy children on the floats, with plenty of people visiting the village hall and field. The Parish Council supports the event with the loan of the hall and grant funding to cover the cost of the ambulance and I hope this is the case for many years to come. I believe these events are critical in maintaining that unique village feeling which is still there despite the amount of growth we have had over recent years. On behalf of the Parish Council I would like to thank the team of volunteers for putting it all together.

PARISH ROUND-UP

Parish Manager Debbie Barber provides a brief overview of Parish Council news and current issues.

Recreation GroundPlease enjoy the Recreation Ground this summer, but do take your litter home. Damage is also caused to the grass by the use of portable BBQ’s – therefore, please do not use them at the Recreation Ground. Likewise, if you take you family dog to the Recreation Ground, please ensure that it is kept under control and on its lead. Dogs should not be taken onto the children’s play or skate-park area. You MUST also clean up any dog waste left by your dog. Dog waste bags are available free of charge from the Parish Council Office for Broughton Astley residents only.

CemeteryCan any visitors to the Frolesworth Road cemetery please ensure that they do not block the gate access with their vehicles? We have recently had an issue of a visitor being blocked in the cemetery by a car which was parked directly in front of the gateway. Visitors are very welcome to open the gates and park their car at the top of the cemetery during their visit, but are asked to ensure the gates are secured upon leaving. Parking is also permitted on the grass verge outside of the cemetery, but please avoid parking there in wet weather to prevent the lawn from being damaged.

Public Service InformationThe Parish Office often receives telephone calls from residents seeking advice on which organisation provides a particular public service. In order to help residents to get in touch directly with the relevant organisations, and save additional telephone calls; we have produced a full page guide to public services on page 18 of this edition of Broughton Matters. Why not cut out and keep this guide somewhere handy for future reference?

Village Hall AvailabilityDuring the summer holidays the Village Hall does not have many regular bookings during the daytime and is therefore available for hire for children’s parties, jumble sales, commercial events, funeral teas etc. For more information please contact the Parish Office on 01455 285655.

Harborough District Council’s Environmental Service Consultation Your Views Needed!

The future of bin collections, recycling, street cleaning and grounds maintenance is being looked at by Harborough District Council and residents are being invited to share their views. With major challenges on public finances, Harborough District Council is reviewing the cost of its contract for waste and recycling collections within the district and seeking feedback on the way forward. The council says it wants to maintain a high quality service for residents, whilst reducing costs and running the service more efficiently. However, if this is going to be achieved, the way the service is run "will need to change". The environmental service contract is, by far, the council's biggest contract financially, and includes costs for the district's bin collections, recycling, street cleaning and grounds maintenance. In July, every home in the Harborough district will have received a copy of a questionnaire about the future of the service which can be filled in and returned to the council. The survey can also be completed online at www.harborough.gov.uk/ECconsultation The questionnaire can also be completed online on the computers provided in the foyer of The Symington Building in Adam and Eve Street, Market Harborough. Originally the consultation was due to end on 1 August 2015, but it has been extended to 15 August 2015 to allow more time for residents to share their views. Broughton Astley Parish Council encourages its residents to complete and return the survey, as these services have a direct impact on every household.

LOCAL PLANNING MATTERS The Parish Council’s Planning and Licensing Committee usually meets once a fortnight to consider its views on planning applications that have been submitted to the planning authority (Harborough District Council). The Parish Council is formally consulted during the planning application process, but any resident can now express their personal views at the touch of a button through a link on the Parish Councils website. All the applications currently being considered by Harborough District Council are available to view ‘on line’ though a link from the Parish Council’s website. Broughton Astley FC would like to say a massive thank you to everyone who has been involved with the club this season, in what has proved to be another fantastic season for the club. This has been a massive season for all 3 sides, which has seen –the First team winning the Chairman’s Cup Final and finishing 3rd in the league and therefore gaining promotion, literally in the last 5 minutes of the season. The Old Boys finishing mid table in the league, after being promoted this season, and the Reserve team continuing to grow and develop. A big thank you to all the players and to the 3 Management teams of Tony Richardson, John Richardson & Mick Wallace, Alan Minihane & Ian Sayers for all their hard work, and especially as the spirit has been fantastic this season, and next season will be even better! Baga Bill says: August National Allotments Week 10 to 16 August 2015, which is aiming to emphasise the benefits that allotments bring to everyone regardless of age or gender and to also highlight the fact that we need to value our remaining plots and preserve them for future generations to enjoy. Make arrangements for someone to look after the garden if you are on holiday – in return for watering allow them to pick fruit and veg that are ready while you are away. Summer CarnivalThe sun shone and the crowds turned out literally in their thousands. It was one of the biggest turnouts of recent years and although there are no official attendance figure the BBQ served over a 1000 burgers, sausages and pork cobs. The warm weather helped the bar sell out but don’t worry we will take care to order more next year.

The best dressed adult float was won by Sutton-In-The–Elms Nursing home while Old Mill Primary narrowly edged out the others to win the children’s competitions. The cup was presented by our very own Richard the Third. A big thank you to all the hauliers who make this possible every year.

The live music got a great reception with many people settling down in front of the stage to enjoy the experience. We will try to build on this for next year.

The Tug Of War was a great attraction once again. This year’s winners were the George and Dragon who beat last year’s winners, The Red Admiral with the Men from the Co-op coming a commendable third.

We would like more teams to take part next year and there has been a suggestion of a youth competition for next year with a number of age groups. If you would be interested in having a go please get in touch.

National Curriculum based

Here are a few comments from some of our parents and students.

Roadside verges and our wild flowers

On the 18th of June one of our eagle eyed Naturespot recorders found a Bee Orchid growing in a very narrow strip of grass between the footpath and the road in Speedwell Drive just past Coltsfoot way. It was the first Bee Orchid that we have had recorded in Broughton Astley and as you can imagine, created some excitement. Several people had the opportunity to see it, but by the following Tuesday the grass was mown and the Orchid destroyed well before it had time to form seeds. This is typical of what happens to most of our wild flowers growing in the roadside verges. The charity Plant life are trying to raise awareness of the potential of roadside grass verges as many plants once found in meadows, now only thrive beside roads, where they provide essential habitat for insects and wildlife. Plant life studies estimate almost half of the native flora of the British Isles - are found on road verges. If you Google Plant life, and have a look at the “Road Verges and Wildlife Management Guidelines” pages there is more information on their national campaign.

There is certainly a need to keep visibility at road sides and junctions clear for safety reasons, but in Broughton Astley we have in places, substantial verges which if added up in acreage, would cover a field or two. Clearly a potential “verge meadow”. Sympathetic mowing of grass verges after the flowers have seeded could go a long way to helping re-establish our flower populations in chosen areas. Parking Concerns

One area of public concern that continually recurs in Policing is parking. Parking at school times, parking on yellow lines, parking across driveways obstructing road access, parking across the pavement obstructing access for pedestrians. Some of the parking enforcement powers have been decriminalised in recent years and are now dealt with by the red coated traffic wardens of the District Councils, yet there is still a Police role in parking.

The traditional approach to vehicle offences of all kinds has been to issue tickets. Yet this is always a divisive way to tackle the issue, since we find that half the public approve of such measures, and half are against. In recent years more emphasis has been placed on a mixed approach to enforcement, which includes advice and education. This has been based upon research that has shown out of court driver speed awareness programmes have comparable re-offending rates to the traditional system of a fine plus 3 penalty points on your licence.

School parking campaigns now feature a significant element of education. This is why you will often see banners outside schools, giving a clear visual reminder of good parking practise. This will often be re-enforced by hand-outs and verbal advice from Officers, as well as articles in school newsletters. The Police emphasize the importance of not parking on the zig zig lines which exist for pedestrian safety, and of parking your vehicle in a manner that enables local residents to continue to use their driveway without unnecessary obstruction.

Many tradesmen work for themselves and have trade vans. I’ve written about them before because trade vans parked overnight in residential areas often get targeted for theft of tools. The longer wheel base vans can be tricky to park, and sometimes exceed the length of driveways. If they are parked elsewhere than the driveway, this again tends to cause nuisance and annoyance to other residents.

Rather than reading the rule book to people, I would ask that residents of Broughton Astley think about how they use their vehicles at all times, but especially including at school time, and on the way to and from work, and use their vehicles at all times in a manner that shows thoughtfulness and consideration to the people around them.

VILLAGE HALL CAR PARKING

With the schools starting back on 1 September 2015, the Parish Council would like to remind parents and carers that they should drive slowly and with great care when using the Village Hall car park to drop their children off at the Pre-School Playstation or for the local schools. Unfortunately some drivers continue to drive or park inconsiderately in the car park, entering and exiting at speed and on occasions parking on the driveway. These actions are not only inconsiderate to others, but more importantly are putting small children at risk of injury. A small number of drivers continue to use parking spaces reserved for disabled drivers as drop off zones and some are also leaving their cars parked in the village hall car park all day. Please remember that a disabled parking space is for a Blue Badge holder only and that the Village Hall car park is for bona-fide users only. Please parents, carers and all village hall users – remember to park and drive with consideration for others using the Village Hall car park at all times.

B e s t L i f e Wellbeing support for people with long term health conditions

BestLife is now up and running and our volunteers are now providing support for members of our community who have long term health conditions which significantly affect their quality of life, such as heart conditions, MS, MD, arthritis, stroke, diabetes etc.

We are really grateful for grant support received from Broughton Astley Parish Council and Broughton Alive. Our visitors generally come along for the drop-in opportunity initially, but then discover that receiving a free complementary therapy brings much needed relaxation and a lift to their spirits. We have had some fantastic feedback from the sessions so far:

“It was lovely to relax and chill out. I feel so much better” “I have never had a reflexology treatment before; it was very

pleasant and relaxing” “The BestLife volunteers were so friendly and welcoming and the

neck and shoulder massage helped give me much needed relief.

News from St Mary’s Church

Hello everyone! May I introduce myself? My name is Sharon Constable and I am the latest Rector at St Mary’, Broughton Astley. By the time you read this I will have been in post a whole month! In that time I have met so many lovely people in the village and even got to enjoy the Annual Duck Race at St Mary’s and the village Carnival. You will see me out and about I’m sure as I like to walk up to the shops pretty regularly and I enjoy dropping into the brilliant Teddy Bear Brunch group to share a coffee and enjoy the stories and songs on a Wednesday morning. I will also be getting to know all the schools in the village over the next few months I hope! I would very much like to encourage the understanding that St Mary’s Church is a welcoming hospitable church for adults and children alike, and over the next year we are going to be thinking how we can be even more welcoming. We already have a great family service on the 2nd Sunday of the month and on other Sundays we hold a Rainbow followers group for children to learn more about God. I hope that we may also offer one or two different services that will inspire those of you who might be thinking about a journey of faith or indeed might just like to dip their toe into a different gentle spirituality of beautiful music, light and peace. Do visit our website or Facebook page for upcoming events and services. I am here to serve you and please do not hesitate to contact me if you would like a visit or chat. Our doors are open wide and we would be delighted to welcome you and your family to a service or to discuss a special occasion such as a wedding or christening. We are also here for the sad times too, and if you need someone to talk to please do get in touch. I’ll leave you with a thought that carries me through the bad times as well as the good, and we all have those times don’t we?
