David Lambert asked the committee members to review the minutes from the August 27, 2020 meeting for any corrections or comments. Hearing none, a motion was made to approve the minutes of the meeting.

Action Item 2 – Approval of Customized Training Policy

The Committee reviewed the Customized Training Policy which, along with other work-based training options, promotes growth in our economy as well as a well-trained workforce. The Committee approved the Customized Training Policy as presented.

Action Item 3 – Local Area Designation

Committee members reviewed the Local Workforce Development Area Subsequent Designation and the requirements defined by WIOA.

MOTION was made by Lex Smith.

MOTION was seconded by Mark Earl to approve the Local Workforce Development Area Subsequent Designation. Motion carried 3-0.

Action Item 4 – Review Nominees for Board Vacancies

Committee members reviewed applications for board membership for two candidates under the Business category and six candidates for the Education Category.

The Committee separated the Action Item, taking the applications for board membership under the Business category first. After reviewing candidate Turner Arbour, PEDC, a motion was made to recommend him for appointment to the board under the category of Economic Development.

MOTION was made by Lex Smith.

MOTION was seconded by Mark Earl to recommend Turner Arbour for appointment to the board. Motion carried 3-0.

The Committee then reviewed candidate Hope Kennedy, North Tampa Bay Chamber of Commerce. A motion was made to recommend her for appointment to the board under the Business category.

MOTION was made by Mark Earl.

MOTION was seconded by Lex Smith to recommend Hope Kennedy for appointment to the board. Motion carried 3-0.

The Committee reviewed the six candidates for board membership under the Education category. Given the timing of the solicitation of nominations around the Christmas and New Year’s holiday, it was decided to table the Education part of the Action Item to allow additional time for those interested to submit the required documentation.

ACTION ITEM 2 Summer Trades Program

BACKGROUND In 2019, CareerSource Pasco Hernando (CSPH), in partnership with the School Board of Pasco County, held the first Summer Trades Program. The program began on June 10, 2019 and ran for four weeks, ending on July 3, 2019. Staff met with students and parents of students under age 18 to determine eligibility. Classroom training was provided June 10-13, 2019 with another three weeks of onsite training following. Students who successfully completed week one received an OSHA 10 certification. Transportation was provided to and from designated schools for both classroom and onsite training for the full four weeks.

CSPH provided student incentives, instructor salaries, and drivers’ salaries, and paid for the gas used to transport the youth. In addition, CSPH paid for some safety equipment for youth and Pasco County Schools provided lunches. The program was very successful and CSPH would like to host another Trades Program this year adding Internet Technology and Construction. Classes will be held in both Pasco and Hernando counties this summer.

JUSTIFICATION The purpose of this hands-on training is to allow youth to gain real life work experience while earning a stipend and incentives. Each youth will be paid a $100 incentive for successful enrollment, $50 on day 8 and $11 an hour during the 4 weeks (28 hours per week) they are in training. The program will run from June 28 – July 22, 2021. The programs will be located at Pasco Hernando State College (east and west campuses) and at Nature Coast Technical High School. Many of the youth coming out of this program will have the opportunity to gain employment with local employers. In addition to using Welfare Transition (WT) funds, staff are also requesting to use Corporate funds for an additional 25 youth that may not meet the strict eligibility requirements of the WT program. Youth are eligible for the Trades program under purpose two (WT) if their family income does not exceed 200% of the Federal Poverty Level. The 2020 Federal Poverty guidelines can be found on the DEO website.

The anticipated expenditures to each partner involved in this program are listed below:

Pasco Hernando State College – not to exceed $47,316.19 School Board of Pasco County – not to exceed $2,560.00 Hernando County School Board – not to exceed $25,864.80 Youth stipends and incentives – not to exceed $172,750.00

The estimated budget for this program year is $248,490.99. The majority of the funds will come from the Welfare Transition Program. Staff is requesting the use of $39,693.75 in Corporate funds if enough ineligible students apply and would benefit from the program. In addition to paying stipends, instructors fees and other program related costs, staff have built in small scholarships for those students who excel in the program. Those scholarships will be for Automation (6), Pneumatics (4), and IT Administration (5). All 90 Construction students can earn their OSHA certification and 30 IT students will earn a Social Media certification.

RECOMMENDATION Staff recommends approval of the Summer Trades Program, including funding as outlined and applicable contracts.

ACTION ITEM 3 New Training Providers

BACKGROUND The Pasco Hernando Workforce Board (PHWB) under the Workforce Innovation Opportunity Act (WIOA) must approve training providers where WIOA funds are used. Two new providers have submitted applications for consideration:

Interstate Commercial Driving School – Crystal River Tampa Bay Career Center, LLC – New Port Richey

Interstate Commercial Driving School is also an approved provider with CareerSource Citrus Levy and Marion and offers CDL training – an occupation on PHWB’s Targeted Occupation List.

Tampa Bay Career Center, LLC is brand new and is not a training provider for any other regional board. Its occupational offerings are in Bookkeeping, Accounting, and Microsoft Office. All are on our current Targeted Occupation List.

If approved both schools will have to resubmit with all other potential training providers for the 2021-2022 Program Year. JUSTIFICATION Both schools are licensed by Florida Department of Education, in good standing, and the programs offered are in line with the Regional Targeted Occupation List. RECOMMENDATION Staff recommends the approval of Interstate Commercial Driving School – Crystal River, and Tampa Bay Career Center, LLC – New Port Richey, to continue as providers for the remainder of the 2020-2021 program year, but limited to 5 enrollees through 6/30/2020. Summary: The 2021 Legislative Session began Tuesday, March 2, 2021, and will run for approx. 60 days with an estimated adjournment on April 30, 2021. This year the Florida Workforce System will face changes due to the economic distresses of the COVID-19 pandemic. Current Bills Introduced directly related to workforce Development: HB 1505: by Representative Lauren Melo, R-Dist. 80, which encompasses Hendry and part of Collier Counties.

SB 98: by Senator Ben Albritton, R-Dist. 26, which consists of DeSoto, Glades, Hardee, Highlands, Okeechobee counties and parts of Charlotte, Lee and Polk Counties.

HB 1507: by Representative Clay Yarborough, R-Dist. 12, which consists of Duval County.

SB 98: Workforce Related Programs and Services

(Reported Favorably by Senate Committee Commerce and

Tourism on 3/9/2021)

Overview: Workforce Related Programs and Services; Renaming the Workforce Estimating Conference as the Labor Market Estimating Conference; removing authority for a local board to review a decision by the department to deny a contract; requiring certain standards and policies established by the Department of Education to include a specified requirement for training providers; requiring that middle grades career and professional academies and career-themed courses lead to careers in occupations aligned with the CAPE Industry Certification Funding List, etc.

Effective Date: 7/1/2021

Concerns/Solutions: Letter Grades Pg. 9 (8) states,” Beginning July 1, 2022, the state board shall annually assign a letter grade for each local workforce development board. (10) The state board, in collaboration with the local workforce development boards and appropriate state agencies and local public and private service providers, shall establish uniform performance accountability measures that apply across the core programs to gauge the performance of the state and local workforce development boards in achieving the workforce development strategy. (b) The performance accountability measures for each local area consist of the primary indicators of performance, any additional indicators of performance, and a local level of performance for each indicator pursuant to Pub. L. No. 113-128. The local level of

performance is determined by the local board, the chief elected official, and the Governor pursuant to Pub. L. 254 No. 113-128, Title I, s. 116(c). Any local performance accountability measures that are established must be based on identified local area needs.” Concern: If the current method of performance measures are used, than areas that achieve 90% or higher with limited ability for improvement due to their already excellent performance rates could receive a false grade of C or lower. This is because regions who perform at a level of 70% have more room for improvement, allowing them to improve a potential 30% more over a region who only has room for 10% improvement. Solution: Assigning letter grades on actual performance rates, and not improvement rates. Board Members and Terms Pg. 12 (2) (a) states,” The local workforce development board shall elect a chair from among the representatives described in Pub. L. No. 113-128, Title I, s. 107(b)(2)(A) to serve for a term of no more than 2 years and may not serve more than two terms as chair. A member of a local workforce development board may not serve as a member of the board for more than 6 consecutive years, unless such member is a representative of a governmental entity. Concern: Language which states, “unless such member is a representative of a governmental entity.” This does not allow for mandatory partners, such as social service partners. Solution: Change language to state, “unless such member is a representative of a governmental entity mandatory partner.” HB 1507: Workforce Related Programs and Services

Overview: Creates Office of Reimagining Education and Career Help; creates & revises provisions relating to workforce services including the Labor Market Estimating Conference, workforce opportunity portal, state board composition, Credentials Review Committee, state plan requirements, waivers, local workforce development boards, Master Credentials List, CAPE Industry Certification Funding List, industry certifications, SEAS program, workforce development metrics, Florida Talent Development Council, Open Door Grant Program, pre-apprenticeship & apprenticeship program grants, & Money-back Guarantee Program.

Effective Date: July 1, 2021

Concerns/Solutions:

Criteria for Assigning Letter Grades

Pg. 11 states, “(h) Develop the criteria for assigning a letter grade for each local workforce development board under s. 445.004. The criteria shall, in part, be based on local workforce development board performance accountability measures and return on investment. The majority of the grade shall be based on the improvement by each local workforce development board in the long-term self-sufficiency of participants through outcome measures such as reduction in long-term public assistance and the percentage of participants whose wages were higher after program completion compared to wages before participation in a program.”

Concern: SB 98 and HB 1507 do not align with language on how to measure letter grades.

Solution: Include language from HB 1507 to SB 98 on how letter grades are assigned to local workforce development boards.

Reducing Number of Local Workforce Boards

Pg. 40, states,” (a) Allows the state board to fulfill the roles and responsibilities of local workforce development boards or that reduces the number of local workforce development boards based on population size and commuting patterns in order to:

1. Eliminate multiple layers of administrative entities to improve coordination of the workforce development system.”

Concern: By reducing the number of workforce development boards based on population size and commuting patterns greatly jeopardizes the efficient outcome and services provided to local businesses and job seekers, creating a disadvantage and hiccup in collaboration with partners, such as the college and university systems. For example, region 16 focuses on an area that collaborates with the local college system through Pasco and Hernando Counties. This allows fluidity in information and collaboration throughout the region. Pasco County is considered a bedroom community with job seekers commuting to Hillsborough, Pinellas and other areas within Tampa Bay. By absorbing region 16 into Hillsborough or Pinellas based on population size and commuting patterns would provide a great disadvantage for businesses and job seekers within the current region. Ultimately causing the more rural areas to fall between the cracks, and not receive equitable services and resources that are currently readily available to them.

Solution: Change language to state, “(a) Allows the state board to fulfill the roles and responsibilities of local workforce development boards or that reduces the number of local workforce development boards based on population size and commuting patterns improved coordination among specified partners and local performance accountability measures based on identified local area needs in order to:”

Turner Arbour Workforce Development Manager Turner is responsible for the development and implementation of the Pasco Pipeline program and all workforce-related activities. His responsibilities include coordinating strategies to support collaborative county-wide workforce initiatives, including working with businesses, educational institutions and workforce providers to identify opportunities that align the demand and supply of talent in Pasco County. He is also responsible for the development of the Pasco Pipeline website (a resource for employers, job seekers and workforce providers). Turner has been working with Pasco’s small businesses since 2010 in website development and consumer sentiment analysis. He holds a B.S. in Global Business from the University of South Florida Saint Petersburg.

Turner is also involved in the following local groups and organizations:

Hope Kennedy, FCCP President/CEO North Tampa Bay Chamber

Hope Kennedy assumed the role of President/CEO in July 2013 and is a Florida Certified Chamber Professional. Since this time, she has led the organization through two chamber acquisitions, a name and brand change and a stringent certification process.

In 2019 The North Tampa Bay Chamber was recognized as Chamber of the Year, by the Florida Association of Chamber Professionals.

Kennedy’s work to support businesses of all sizes spans her entire career. Before joining the Wesley Chapel Chamber in 2012, she served Pensacola Chamber members as the organization’s Vice President of Membership. During her tenure, Kennedy was instrumental in the recovery efforts, post hurricane Ivan, and the BP Oil Spill. In this role, Kennedy also successfully designed and implemented strategies resulting in the engagement of more than 200 of Pensacola’s business leaders in a campaign to attract Southwest Airlines. Kennedy has also led membership and business development for United Way of The Capital Area as well as the Greater Jackson Chamber Partnership, both in Jackson, MS.

The Tampa Bay Business Journal recently recognized her as one of Tampa Bay’s most 100 influential business people for 2017. Kennedy currently sits on the Board of Directors for The Florida Association of Chamber Professionals, and is active with the Florida Chamber, and American Chamber of Commerce Executives. In 2005, the Mississippi Business Journal recognized Hope as a “Top 40 under 40” for the State of Mississippi. The American Chamber of Commerce Executives in 2008 awarded her for “Outstanding Membership”, and in 2010 the Independent News in Pensacola named Hope a “Rising Star”.

Hope graduated from Belhaven University in Jackson, Mississippi with a Bachelor of Science degree in business management and resides in North Tampa with her 14 year old daughter.
