Preamble

Following the success of the 2014, 2015 and 2016 editions of the European Mobility Week and the respective activities, Transport Malta is now looking at the organisation of the activities to be held during the Mobility Week and the Car Free Day of 2017. This year’s Theme has been set as: "Sharing gets you further."

Similarly to the events held during the EMW of 2016, activities to be held under the European Mobility Week label must be registered accordingly on the European Mobility Week website before they are carried out.

Like in previous editions, and in parallel with what takes place in other EU Member States, this year Malta will be organizing activities under both the European Mobility Week brand name as well as a number of activities under the European Mobility Actions Label.

As of this year, we have agreed that the Association of Local Councils gives the centre stage to Local Councils, thus encouraging the same Councils to be the real protagonists in the country’s promotion of a cleaner and more economically viable transport practice. This idea stems from the fact that as we have now entered into the fourth consecutive year of celebrating this event, we have noticed that the Local Councils - with their ideas and initiatives - can be the real successful implementers of cleaner and more sustainable local transport measures. Transport Malta this year will implement these initiatives in order to continue to:

a) address our EU Level commitmentsb) involve wider population participation;c) improve on the quality which was established in the previous years.

EUROPEANMOBILITYWEEK 2017 will be celebrated under the theme of "Clean, shared and intelligent mobility" using the call-to-action "Sharing gets you further."

By using shared forms of transport we can reduce our expenses and lower our carbon footprint. Best of all, we can meet new people and make our journey more sociable. In 2017, EUROPEANMOBILITYWEEK invites local politicians and the public to experience the benefits of shared mobility.

Smart technology, such as apps and online platforms are already helping to make mobility more efficient, saving us money and helping the environment. New applications have made it easier than ever before to manage our mobility together. Studies show that embracing shared mobility can have a positive impact on our towns and cities: each shared car, for example, takes approximately 15 private cars off the road.

Sharing also enables us to mix transport types more easily. Driving, cycling and public transport - it's all possible when we share.

Competition and Grant: ORGANISATION OF NATIONAL CAR FREE DAY AND ANCILLARY ACTIVITIES

BACKGROUND:

Different from previous years, where the National Car Free Day was organised by Transport Malta on St. Anne Street in Floriana, for the 2017 edition Transport Malta is inviting a Local Council or Group of Local Councils to organise the National Car Free Day.

The National Car Free Day this year will be celebrated on the 17th September 2017. For this purpose, Transport Malta with the assistance and collaboration of the Local Council Association, is putting at the disposal of the organiser €15,000 to organise all day events and preferably also engaging the commercial community/ communities of the respective locality/ localities.

The proposal will also have to include other activities which will be held throughout the entire European Mobility Week which will come to an end with the National Car Free Day. Activities will be permitted to go on even through to the night.

This competition is open to all Local Councils interested in organising the 2017 European Car Free Day National Activities which will be celebrated in Malta on the 17th September. The theme selected for 2017 is ‘Sharing gets you further.’

One submission will be selected for the grant. Applicants may be any combination of Local Councils, as long as the Events and the eventual Road Closure for the day takes place in a main street within any of the Local Councils involved.

The Executive Committee reserves the right not to award any grants if the quality of the proposals is not of the expected level or if the indicated themes are not well addressed.

It is important to note that the corporate image of the EMW is as featured in this document. All promotion in relation to this grant must follow the approved corporate image.

WHAT IS REQUIRED TO BE ELIGIBLE FOR THE GRANT?

The European Commission considers eligible participants who organise events in line with the following:

A. Car-Free Day: “Car-Free Day” takes place on 17th September, in which street(s) are closed to cars and open to people. There is no set street length that must be closed, but it should be substantial enough to show residents/visitors the benefits of having the area as a safe public space. The action will only be eligible if Car Free Day is organised on 17 th September.

Participants need to implement a number of Activity Types, in order to be eligible for the €15,000 grant.

In order for the event to be recognised by the European Commission as a EUROPEANMOBILITYWEEK event, the participant must be:

i) A Local Councilii) Meeting one the category as indicated aboveiii) The event MUST be registered on the http://www.mobilityweek.eu/

ACTIVITIES CRITERIA:

The Activities proposed must conform to the overall theme Sharing gets you further as well as the sub-themes as listed hereunder. As such the Evaluation Committee will evaluate the proposals with respect to the following criteria. Proposals which do not follow the themes below shall be considered ineligible for the grant.

Environmental and Energy related criteria:

i. contribution to the improvement of local air quality levels, ii. contribution towards Malta’s National Climate Change and energy efficiency targets, iii. noise pollution abatement measures, iv. use of Renewable Energy Sources,

Planning Criteria:

i. better use of public spaces.

Transport Related Criteria:

i. better use of road space, ii. promotion of the road space as a shared spaceiii. measures and activities promoting modal shift, iii. use of non-car modes, iv. pedestrianisation , v. improved road safety, vi. promotion of cycling, iv. temporary local cycling lanes and routes.

The proposed activities which shall be eligible for funding need to address one, or a number of, the themes indicated in the list above. Activities that do not address any of these themes will be disqualified.

Simultaneous activities running in parallel to the above may be of a cultural, artistic or commercial nature, as well as recreational activities for the family within the areas reclaimed from traffic. It is important to note, however, the funding for the organisation of these parallel activities shall not be eligible for the grant. This means that eligible activities for funding under this grant are strictly those relating to promote sustainable mobility and better use of street space as indicted above. More specifically, proposals suggesting activities similar to the village ‘festa’ are not to be included as part of the official event.

Important note: Closure of public roads and any proposed diversions of traffic must be approved by Transport Malta and the Police where appropriate. Local Councils planning such road closures are required to apply to Transport Malta (Arch. Audrey Testaferrata De Noto email: [email protected]; tel: 2555 5053) with a notification of which roads will be closed and how the traffic will be diverted. In implementing road closures and

traffic diversions, the Local Councils are responsible for observing the relevant regulations and ensuring public safety at all times.

In case of street/road closures, the streets chosen for the hosting of activities would still have to leave ample and clear spaces for other modes of transport including cycling and other forms of mobility except conventional cars.

Should proposals include road closures, the permit for closing suggested areas must already be in hand by the time of proposal submission, and proof of said permit is to be included within the Application Form.

Local Councils are invited to submit a brief description of the proposed activities using the forms enclosed in Annex 1 to this Call for Proposals. This grant shall finance proposals falling under category A, as listed above.

Local Councils are to submit proposals in digital format (Word document) via email to: [email protected]

Applications should be submitted by noon on Wednesday 16th August 2017. Proposals received after this deadline will not be considered for this sponsorship.

Following acceptance of the proposals the entities selected must register their events on http://www.mobilityweek.eu/ under the section “European Mobility Week 2017”. Only after the event has been registered and accepted by the EU Commission can the European Mobility Week corporate logo be used in the promotion of the event and therefore qualify as a European Mobility Week activity.

GRANT PAYMENT:

Selected proposers will be notified by email of their selection by the 18th August 2017. This should give the organisers ample time to organise and market the events.

The € 15,000 shall be reimbursed by Transport Malta upon receipt of an Invoice/Request for Payment supported by:

- proof that the activity has been registered on the European Mobility Week website by the respective Local Councils ( or Patron Council in case of NGO grants);

- a detailed budget break down of expenditures made- submission of invoices paid by the Applicant for the event- a written report of the events including information on activities held, public

participation, marketing held by the organisers etc- Any data gathered during the activity- Photographs of the event

It is to be noted that only costs spent on the event will be reimbursed and only up to a maximum of € 15,000. Budget overruns will have to be covered by the applicant. In cases where the invoices sent amount to less than €15,000 the remaining (unused) grant will not be reimbursed.
