CURRENT CONTEXT – CBO TRENDS AND RATIONALE FOR USING SBA

• Great number of CBOs/SHGs are emerging

•Internal systems and structures of CBOs/SHGs – generally not yet in place need to focus on organisational development (OD)

• Some CBOs are becoming stronger in recognising their needs and priorities need for tools to help them to identify their needs and long term vision.

• Diversity of CBOs/SHGs - diversity in focus, capacity, interests need for tailor made OCA tools and OD

• High turnover of CBO/SHGs members need to target on individuals but also systems, organisations, networks

• Existing community stigma and discrimination towards PLHIV need to use appreciative/empowering approaches

• Asks: What has worked? What makes success?

• Looks at present strengths and potential

• Builds on existing capacities

• Promotes self mobilisation

• Helps groups achieve what they want to achieve by including a focus on the context for a particular group

• Capacity assessment is group focused, on what the group wants to achieve, its priorities, and relationships

• Capacity assessment is tailor made; based on where the group is up to & where the group wants to be

CBO CAPACITY DEVELOPMENT NEXT STEPS

Research & design CBO capacity assessment tools – SBA following an Appreciative Inquiry model;

Pilot the assessment tools with three strong CBOs: BF in Hanoi, EC in Quang Ninh and Xuan Vinh in HCMC.

Research and develop Organisational and Institutional Development capacity building training toolkit with training materials for implementation by CARE staff, mentors and other interested stakeholders;

CBO CAPACITY DEVELOPMENT NEXT STEPS

Hold consultation workshops with CBOs to request feedback on assessment tools and training materials developed for contextual relevance and to discuss/gather ideas for development of a mentorship program; Develop mentors’ training program with tools, guidance and support for mentors, based on feedback from consultation workshop and research;

Roll out the capacity building model through a cluster approach with 4 clusters who will be leaders in delivering the capacity building program to newly developed groups through training, coaching and mentoring.

Capacity development areas: Technical and organizational development (HR management, Financial

OPPORTUNITIES

Growing role of CSOs in the development sector in Vietnam in the last 4 years

Growing interest from donors in the field of CSOs capacity development in VN for sustainability reasons and direct or sub-grant mechanisms encouraged

Emerging national level networks offering a platform for national advocacy

CHALLENGES

Contextual: Some program funding working on one year grant cycle making

difficult to engage in long term capacity development work with CBOs

Challenges to develop capacity of new CBOs and be compliant with high donor requirements at the same time

High turnover of CBO/SHG leaders and members Challenging criteria and mechanisms for CBOs/SHGs to access to

legal registration Existing competition between CBOs and diversity in CBOs capacity

and motivation factors Technical: Limited existing tools and resources as well as technical expertise

available in some innovative approaches appropriate to CBOs Challenges in using of non traditional tools/approaches (e.g. SBA

not applying a measurement system of indicators) in the current donor environment

These approaches are time and resource intensive within an environment driven by time and budget constraints
