New Visa Rules:Confused? You will be!

4 What’s Up

On 1 June, 2011, the Cabinet of Ministers of Ukraine issued new laws regarding visas. They came into effect on Septem-ber 10 this year. As far as we could see, the authorities were still trying to work out the details only days before it came

into effect, so it seemed pointless writing about it. Since then, not much has changed, and most expats requiring visas remain in differing stages of confusion. Rest assured, we at What’s On, even after extensive inves-tigation, are at a highly advanced stage of confusions, but we’ll tell you what we know, and hope it helps. The new law introduces major changes in the Ukrainian visa rules and broadens the list of foreigners entitled to obtain Temporary Residency Permits. It aims to standardise visa and temporary residence rules and to bring them into line with European Union practices. Whether it has made it easier is a question for later, but early signs are good, because the number of visa types has been cut signifi cantly to only three. Those three are as follows:

Type B: Transit visa (up to 5 days)Type C: Short-term visa (up to 90 days within 180) granted for a period from six months Type D: Long-term (over 90 days)

There is still no requirement for visas for citizens of some countries (in-cluding EU states, USA, Canada and Japan) for stays of up to 90 days in any 180. This means you can come for 90 days in one trip and then re-main outside the country for 90 days, or you can make multiple shorter trips to Ukraine totalling no more than 90 days in a 180 day period start-ing with the date of your fi rst entry. Short-term visas will be issued for various purposes including tourism, business or religious trips. But of most interest will be long-term visas for stays of over 90 days, granted for a period of up to three years. Long-term visas will be issued for the purpose of entry for employment.Visas are issued by Ukrainian embassies and consulates abroad. There is no way to obtain a visa in Ukraine or at the border. The new long term visas are single-entry and are valid for 45 days (the validity dates deter-

mine when you can enter the country, not how long you can stay). This new type of visa replaces all previously existing visa types that allowed stays in Ukraine for more than 90 days. We are ominously warned that processing times vary, and have heard rumours of lengthy delays.During the 45 day validity period, you need to apply for a temporary residence permit at your local immigration offi ce (usually referred to by its old acronym, OVIR). The temporary residence permit gives you full legal status in Ukraine and lets you freely travel in and out of Ukraine for as long as it is valid. You will not need to apply for a new visa if you leave Ukraine and you will not need to re-register with OVIR during the permit’s validity period. The situation with regards to family members of residency permit holders is less clear. To apply for a residence permit once in Ukraine, you will need a letter from the inviting party verifi ed by the respective state body (you also need this to apply for a long term visa). If someone is applying on your behalf, you need to provide them with a letter of permission along with a power of attorney. The new visa rules are not retroactive and all previously-issued visas, extensions of stay, and temporary residency permits will be still valid until their expiration date. In the past, some travellers have used multiple-entry Ukrainian busi-ness or private stay visas to reside in Ukraine, getting extensions of stay (or “registering”) to remain in Ukraine for more than 90 days. Extensions of stay may still be possible under limited conditions. However, there is no guarantee they will be granted or that holders of “old” visas will be re-admitted to Ukraine if they have already been in the country for more than 90 days out of the preceding 180. If Ukrainian immigration au-thorities decide that you cannot extend your stay in Ukraine or that you cannot re-enter the country after a trip outside the country, embassies likely won’t be able to help you. You will have no choice but to apply for a new long stay visa abroad. Finally, foreigners who have been married to a Ukrainian for more than two years are eligible for permanent residency in Ukraine, and you’ll need to contact your local OVIR offi ce or your nearest Ukrainian embas-sy or consulate abroad for more information.

Have you ever been to Ukrainskiy Dim on European Square? Certainly you have! But I’m willing to bet you didn’t know that back in the 19th century it was the fi rst theatre in all of Kyiv. Made of wood, it contained benches that could seat 400 and

featured 3D plays in Polish! The building was horribly drafty, and rain would often drip onto the heads of spectators, but everyone loved it for the earthy experience!

First ActFor those of us who know what exists there now, this is an incredible morsel of history. But there are theatrical fi nds in this city that go back even fur-ther. In the 17th and 18th centuries, students of the Mohyla Academy staged their own plays, amazing people with their creativity. One such play startled spectators with a ladder hanging from the heavens and angels hovering above a hole in which a huge serpent breathed fi ery smoke. A boat fl oating upon a sea with thunder ringing from all directions also made it into this play, Freedom of Drama, about which local papers wrote great reviews. How did the actors and stagehands make it all look so real? It will remain a secret of the set-master for centuries to come. Back to the tour.

Did you know that the modern Ukraina movie theatre on Horodetskoho was once a horse circus, concert-hall and theatre all in one? The owner of the plot, a man by the name of Krutikov, hired a very talented architect by the name of Bratman to build the 2,500 capacity complex back in the 19th century. Interestingly, the building beside the theatre/circus/concert-hall, now the Kyiv Conservatory, was once a well-known, luxurious hotel called the Continental. When the famous Russian bass Fyodor Shaliapin came to Kyiv, he would stay at the Continental and give concerts at the theatre nearby. With the street full of enthusiastic citizens, all wanting a piece of him, Shaliapin would often have to walk across the roof in order to make it to his own concert in time!Horodetskoho is still considered one of Kyiv’s most exuberant streets even today. Full of restaurants and shops selling all manner of luxury goods, in the 19th century it was known as Little Nice. One of the reasons has to do with a fl ower shop called Flora of Nice not far from Krutikov’s theatre. Well-off citizens of the capital would frequent the fl ower shop in which fl owers were fl own in directly from France. Bouquets were bought and presented to renowned stars, such as Sara Bernhardt or Maria Zankovetska, tour-ing the country.

Second ActContinuing our tour, the next stop is Ivan Franko Theatre. It’s hard to be-lieve but the square on which the theatre sits used to be a lake with walk-ing paths around the large body of water. Various Kyivites would dress up in costume as their favourite heroes and create their own pantomimes while the rest of the city watched on attentively. Short write-ups would

“Kyiv is one huge theatre and all the people are its actors.” This is the famous quote I had in my head as I walked around some of the oldest theatres in town late one afternoon just last week. The weather was beautiful. The scenery, stunning. The information, very interesting!

Touch ItTouch ItThe Tactile Experience – an exhibition of paintings by Mykola Bilous, Zeh Gallery (Frunze 69)From 1 OctoberMykola Bilous is an interesting character in the world of Ukrainian post-modern art. Deriving inspiration from cinematographic art, magazines and documentaries, he takes them, re-evaluates them and then presents them as his own. Looking more like posters or big-boards, his work remains both acces-sible and meaningful to mass audiences. This latest exhibition of his has an intrigu-ing name and an even more intriguing im-plementation. Close shots of suggestive po-sitions only hint at the tawdry – this is the interpretation of tactility by one of Ukraine’s most interesting artists. For more information call 591-1369.

T here are, of course, the top reality/talent shows which mass pro-duce the country’s latest stars; soliciting resumes, interviews and auditions in the hope they might be able to make a buck. But there are also a few individuals out there who continue to

climb the slippery ladder of stardom with little help from the industry. In-cluding both in the mix, watch out! They may just be the next big thing!

KAZAKY – Dancing Boys in HeelsLast year, some were shocked, some were amazed and some just didn’t un-derstand the four rather good-looking dudes dressed up in heels and sing-ing their hearts out. Getting together to create something the country, and quite possibly the world, had never seen before, they have been a mainstay in a number of clubs around the globe. With big backgrounds in dance, none of them had ever been trained vocally which meant they’ve had their work cut out for them. But featuring their moves as opposed to their music, they seem to have got by; especially since they’ve included another aspect into their gig blowing audiences away in the process. Adorning themselves in little more than skin-tight leggings, crop tops and the most stylish of all, high heels, they’ve been busy in the studio, in front of video cameras and have since found they’ve got a whole whack of fans. Winning Breakthrough of the Year at the MyWay Dance Awards in 2010, they have achieved so much more than anything they could have ever imagined.

Rookies of the Industry“Growing like mushrooms after the rain” is a saying we use in Ukraine that pertains to anything growing in size at astronomical rates. Here in Kyiv specifi cally, this can be said about our show biz. Because from music to fashion to art we’ve got an inordinate amount of new faces appearing each and every day.

STAS SHURINS – Serene Singer Stas Shurins is of Latvian decent and is the perfect example of a hard-working man. Taking part in dozens of contests and competitions, and winning a number of awards in the process, he was never what you would call “a star”. What he needed was a push, an impetus, something or some-one who had the ability to make an artist out of a young man with a good voice. Taking part in the Ukrainian Fabryka Zirok 3 in 2009, he left his home country in search of a better life. Not only making it to the fi nals but winning the whole shebang, two years later Stas has improved his singing and his performance as well, and is quickly becoming an idol for young Ukrainian music lovers. At the tender age of 23, Stas Shurins might just be our country’s next big heartthrob!

ALLA KUSHNIR – Belly-Dancing Beauty Belly-dancer, chore-ographer, festival and performance organiser, this girl has got a whole lot going for her, which includes a heck of a lot more than just her mid-section. Appear-ing on the fi rst season of Ukraine’s Got Talent just two years ago, and astonishing everyone with what she could do with her belly, Kush-nir lost out in the fi nal rounds, but found that everyone soon wanted a piece of her. Winning awards for her hip-hit-ting talents the world over, the St Petersburg

Open Championship and the World Championship in Moscow are but two. She’s also gone on to win bronze from the Lebanese television proj-ect Hezzi Ya Nawaim in 2008, and was a true hit at the Oriental Bazaar Eastern Dance Festival in Berlin. With her own studio and her own TV programme, Eastern Dances with Alla Kushnir, right here in Kyiv, she is at the top of the guest list among many exclusive parties. And we think we know why!

Georgian Legends Georgian Legends Erisioni Ensemble (Georgia), Palace Ukraine (V Vasylkivska 103)23 October at 19.00To get to know the true Georgian culture one has to hear their songs and see their dances, which is where the legendary Erisioni ensemble comes in. Reaching back as far as 1885, the group became a professional state ensemble at the turn of the century and has been collecting, reviving, and promoting the unique folk culture of Georgia ever since. Performing for charmed audiences all over the world, Kyiv often plays host to this incredible ensemble, and this autumn will be no different. Tickets are 60 – 650hrv. For more information call 247-2316.

It Won’t Hurt a Bit It Won’t Hurt a Bit Hurts (UK, electro pop, new wave), Palace Sport (Sportyvna Pl 1)20 October at 19.00Theo Hutchcraft and Adam Ander-son met in 2005 standing outside of a bar watching a bunch of guys beat the crap out of each other. Too drunk to join in, they started talking about music instead. Four years after that was when they put their group Hurts together, and with their song and fi rst homemade video Wonderful Life, which cost a cool £20, they were on their way. With songs that do tend to have a slightly melancholic undertone, it’s interesting how these two modest chaps from Manchester can keep their audiences jamming for hours at a time. The point is that they can and will this October.Tickets TBA. For more informa-tion call 246-7406.

Gen X Music Gen X Music MakerMakerIAMX (UK, electronic), Crystal Hall (Dniprovskiy Spusk 1)22 October at 19.00IAMX is the solo music project of Chris Corner, formerly of the Sneaker Pimps. Whether you were a fan of the band or not, Corner is his own man playing electronic and indie to lyrics that are often highly controversial. Performing, produc-ing, mixing and mastering all of his albums himself, this guy is more than just a one man band accom-panied by a live line-up wherever he happens to be performing. His fourth studio album has come out just this year and has held onto that cabaret-esque and dark elec-tronic sound Corner is known for. Tickets are 450hrv. For more in-formation call 288-5069.

Blue Notes and Blue Notes and DixielandDixielandJazz in Kyiv 2011 (jazz), October Palace (Instytutska 1)28 – 30 October at 19.00For three whole days, jazz fans will be given the supreme opportunity to get in on the jam sessions of some of the world’s best jazzmen. The Marcin Wasilewski Trio, Da-

vid Krakauer, Antonio Sanchez & Migration, Tania Maria Viva Bra-zil Quartet, The Swallow Quintet and Fourplay are all going to be here at the end of this month. Founded in 2008 and only getting better with age, Jazz in Kyiv is a fabulous weekend of world jazz music. Don’t miss out!Tickets are 120 – 700hrv. For more information call 279-1582.

The Collaboration The Collaboration KingKingSchiller (Germany, electronic pop, ambient), Crystal Hall (Dniprovskiy Spusk 1)20 November at 22.00Known and known well not for his vocals but for his compositions, Schiller is a project that keeps Christopher von Deylen’s days and nights very busy. Having won an ECHO in 2002 for Best Dance Single, this boy has collaborated

From Tbilisi From Tbilisi with Lovewith LoveTbilisi Big-Band, Palace Ukraine (V Vasylkivska 103)20 November at 19.00The Tbilisi Big-Band is often considered one of Europe’s best orchestras. Having mastered al-most any genre of music there is, from beloved popular hits to sophisticated instrumental com-positions, they have brightened concert halls the world over. As-sisting them this evening will be the lovely Olha Kryukova, a wom-an who sings in 13 languages, as well as one of Georgia’s best ballets. The show here in Kyiv is going to be something special – don’t miss it!Tickets are 100 – 1000hrv. For more information call 247-2316

Better than MozartBetter than MozartWolfgang Flur (Germany, old school electronic), Sullivan Room (Prorizna 8) 21 October at 22.00Ex-Kraftwerk member Wolfgang Flur is making his way to Kyiv, where those in the city will most certainly be treated to an excel-lent dose of a little electronic. Demonstrating the capabilities of synthesizers way back in 1974, the album Autobahn is a classic example of the fi rst dabblings of electro. Taking a step away from music in 1986, today the 64-year old is touring the continent. It’s going to be a great night, espe-cially with one of the world’s fi rst and foremost E-DJs in town. The fi rst 50 tickets sold are 150hrv. After that, call 066-485-5555 for more information.

with top music-makers such as Sarah Brightman, Enya, Tarja Tu-runen, Kim Sanders and many many more, bringing him recogni-tion not just in his home country but far beyond. As a beloved guest of the Kyiv nightlife scene, everyone should know who he is. Those who may have a bit more trouble placing him can check out one of his most recognised tunes, I Feel You. Tickets are 380 – 1560hrv. For more information call 288-5069 or visit www.crystalhall.com.ua

All Over the World Contemporary All Over the World Contemporary Art-Kyiv Contemporary, Mystetsky Arsenal (Lavrska 12)1 – 13 NovemberThis is the sixth time the country’s biggest art forum will be staged, the programme of which is look-ing to be really exciting. Aside from the more than 40 galleries that are going to be taking part, the exposition will also have several special projects. Made possible by some of the world’s top art cura-tors, they include a Japanese platform featuring six artists; Eastern European Resonance where Armenian, Belorussian, Ukrainian and Azerbaijani artists explore the phenomenon of love as some-thing that unites all people regardless of nationality; an American pop-art project presenting works by Andy Warhol and Steve Kaufman; and more! A Woman A Woman and a Manand a ManMichel Legrand (France) w/the National Symphony Orchestra, Palace Ukraine (V Vasylkivska 103)23 December at 19.00Michel Legrand is a legendary French pianist and composer who became an even bigger name once he started writing scores for Hol-lywood. Dancing Atop Dancing Atop Mountains Mountains Dance on Lysa Mountain by the Igor Moiseyev Ballet, Palace Ukraine (V Vasylkivska 103)1 November at 19.00Igor Moiseyev was a legendary dancer and director, as is the bal-let that carries his name. Surpris-ing audiences at every chance, you too won’t believe the dance mastery, vibrant energy and ethnic charm coming from this troupe. Moiseyev himself passed away in November of 2007 at the age of 101, however, his memory lives on, and celebrating what would be his 105th birthday, the ballet brings the magic and mys-tery of tales from Gogol. Taking you right to the top of Lysa Moun-tain, you’re not going to want to come down.Tickets are 200 – 1200hrv. For more information call 247-2316.

The Smoke ClearsThe Smoke ClearsSmokie (UK, rock), Palace Ukraine (V Vasylkivska 103)29 October at 19.00Having gone through a number of rather interesting monikers, this British band from Yorkshire found that they had something to offer Europe back in the 70s. Threat-ened with a lawsuit from Smokey Robinson, who worried that their previous name, Smokey, was too similar to his own, they changed the “y” for an “i” and went on to headline, producing 25 albums. One of their best songs is one you must have heard of and won-ders who the (expletive) is Alice... Check them out for their fi rst concert here in Kyiv. Tickets are 100 – 1200hrv. For more information call 247−2444.

because of the rockin’ music the entire group turns out. Full to the brim of folk rhythms and ethnic melodies, their next show in Kyiv will be slightly more acoustic. Raising Awareness MYKHAILIVSKA PLOSCHA On 24 September, the women of Kyiv gathered for the 7th Annual Charity Walk aimed at raising awareness of breast cancer research in Ukraine. Beginning with a walk in the city centre, which gathered more than a thousand people, a concert of Ukrainian stars was held on Mykhailivska Square where pink was absolutely everywhere! One of the problems concerning this illness is that women themselves are not taking the necessary precautions needed to ensure prevention and early detection, and as a result, an incredible 8,000 die each year. Hoping to ensure all future diagnoses have a positive result, all funds raised will go to our young doctors in search of a cure.

Partnering for Successful Competition PREMIER PALACE On 22 September, ACC gathered to present an interesting-for-Ukraine project called Partnership for Successfully Competing in the Global Economy 2011-2012. In conjunction with the government, the Chamber invited members, diplomats and businessmen to take part in discussing the concept of increasing the competitiveness of the Ukrainian economy, while focusing on necessary legislative and regulatory reforms within the framework of new challenges and opportunities.

Singing with CelebsAMBER Ever think you could sing better than some of the wannabes you see on TV? Well, on 14 September the upper classes of Kyiv had the distinct pleasure of showing off their singing skills with a star jury to boot. Picking up the mic to belt out a little karaoke has always been one of our favourite pastimes, and while we weren’t invited to sing, there were many others that were! Becoming a star if only for a night, the distinguished Amber Voice contest was only for those with voices like pure honey.

A Cracking Good Time KYIV FORTRESS On 24 September, the Nordic Club invited everyone out to their annual Crayfi sh Party. Swedish folk traditionally get together for such parties to celebrate the beginning of the crayfi sh season, and, of course, to have a good time. Adopting this tradition here in Ukraine, the Nordic Business Club got its members and friends together for an unoffi cial networking event complete with tutorials in the Scandinavian ethos.

OctoberFest Gets a Head Start EUROBAZAR For eight years in a row, the local Love and Hunger chain of restaurants has organised the beloved OctoberFest in Kyiv. Calling all beer fans to gather on 23 September, there were exclusive hops brought straight from Germany as well as both Ukrainian and Russian music-makers helping to make the event that much more festive. Drinking from huge one-litre beer mugs and dancing traditional German dances (well, sort of), if you were there you were having fun.

Freedom of the Press? RADISSON BLU HOTEL On 20 September, the German Business Club (DWK) held a round-table meeting dedicated to the freedom of speech in Ukraine. Among the speakers there were representatives of STB, TVi and ICTV television channels, while Kyiv Post and What’s On covered printed media. The discussion covered many interesting issues concerning most specifi cally the news, and as everyone had their own points of view where press freedoms in Ukraine are concerned, it was an interesting night indeed.

Ecclesiastic CoverAddressing crowds for St. Sophia’s 1,000th birthday, the President said the cathedral would provide a “blessed cover” for joining the Eu-ropean Union. That’s some dis-guise we’ve got.

Tank TopsThis surprising entry makes it into the list for two reasons: slightly cold weather and the ease with which you can look cool in them. Unfortunately, it is also quite easy to look extremely geeky too.

Big WavesNot the wet type. We’re talking hair, and hot women’s hair is big curly waves. More Kyiv girls are choosing not to straighten the life out of their head coverings. Good! It’s like de-facing a Picasso. Wom-

en of Kyiv: go natural!

Official communiques Our Dear Leaders have been in Russia recently trying to get cheaper gas, and offi cial commu-niqués coming out of these meet-ings couldn’t have been more cli-chéd and non-substantive if they’d

tried. If there’s nothing to say, don’t say anything.

Ukrainian Nationalists

We don’t mind people expressing a political opinion, but when Svobo-da targets Jewish pilgrims heading to Uman as the country remem-bers the horrors of Babi Yar, it be-comes depressing. Grow up.

VarenykyA 77-year-old Ukrainian man re-cently won a jar full of sour cream for coming fi rst in a varenyky-eat-ing contest. He then promptly died. If eating 10 dumplings in half a minute kills you, they

should carry a health warning.

On a recent evening excursion to Feofania Park, I stepped onto a busy marshrutka and

found a little space to stand, among numerous others. Having done this a few times now, it seemed perfectly nor-mal that my arm-pit should be in some lady’s face. More people got on. Then a couple with a pram (‘buggy’ to the un-educated) made their way in. After yet more arrivals, no-one could breathe without affecting three others. Finally the bus took off.Money came through and I nudged the lady in front of me, holding out the fare. She looked down at it for a few seconds but did nothing. I nudged her again and waved it around a little, to help her with her decision-making. Finally, after what must have been about ten seconds, she took the money with a heavy sigh. As the bus approached a stop, the lady seated by the window got up, caus-ing a small panic among the standers. The lady seated next to her got up and heaved her way into my ribs. The bus was stopping, and the window woman needed to get past a solid wall of peo-ple. Everyone jostled, like a net full of

fi sh, wriggling around with nowhere to go. Someone even pushed her forward. The bus pulled in and the pram couple backed out of the opening door to let her through. The window woman said something and stayed near the exit, apparently wanting the next stop. Ev-eryone groaned and the pram couple hopped back in.A tall young lad got on. He was wearing a stylish grey hat, grey jacket, skin-tight jeans and trainers (‘sneakers’ to the un-educated). He had to stand on the raised front near the driver, and immediately knocked his hat off on the handrail. He looked embarrassed (not a good look when you’re wearing an outfi t like that), and slumped to reduce his height. It didn’t work, and moments later he did it again. He then leant into the driver, who wondered why a man with a hat was taking such a keen interest.Slowly, the bus emptied. Everyone be-gan to breathe. More money came down from the rear, and when the change came back, I passed it behind me with-out looking. Nobody took it. When I looked behind, I realised there was no-body there. There was only one guy at the back with one of those awful shiny suits. I offered it to him. He looked at the money for a moment or two, furrowed his brow slightly, gave two long blinks, took it and put it in his pocket, with an almost imperceptible shrug of the shoulders. It clearly wasn’t his, but he’d been offered it. A to B is always eventful in Ukraine.

Dear Stephen,I have a problem at work and want to know what you think. I’m single and I like a guy in the offi ce who is also single. About three weeks ago he had to use my computer while I was out of the offi ce, and when I came back I realised that he would have seen my email inbox, which is full of emails from introduction agencies. I was horrifi ed, and have avoided speak-ing to him since. However, I recently walked past his desk and saw many agencies on his computer screen. They were not respectable agencies and now I don’t know what to think. What should I do? – Tatyana, 29

Dear Tatyana,I wish I could say don’t read into it, but having read that you’ve read it already, but I can’t. This is indeed troublesome: the respectability of the agency refl ects on the respectability of the user. Or does it? Given that e-dating is becoming perfectly acceptable, the only problem here seems to be that the agencies he’s using are bad ones. Aren’t they all bad in Ukraine? Seriously, isn’t this the world capital of awful dating agencies? Relax. Unless you’re con-cerned that he has been laid bare as a single person unable to meet people through other means, he can’t immediately be labelled a sex pervert. Not immediately, anyway. Yours sincerely,Stephen
