The draft Education Bill 2016 proposes to extend the compulsory years of education by lowering the school starting age from 5 years to 4 years and 6 months and increasing the minimum education and training leaving requirement to the completion of year 12 or equivalent, certificate III or 18 years, whichever occurs first.

A Regulatory Impact Statement (RIS) has been prepared by the Department of Education to assess the impact of reforms on the education and care sector and other businesses. The Government is seeking feedback from the education and care sector and businesses that employ young people regarding the issues raised in this document.

The Regulatory Impact Statement and a full version of the draft Bill are available on the Department’s website at www.education.tas.gov.au.

Pursuant to the powers under the Fisheries (Rock Lobster) Rules 2011 ("the Rules") that were delegated to me on 19 August 2015 by the Minister acting pursuant to section 20(1) of the Living Marine Resources Management Act 1995 ("the Act"), in accordance with rule 11 of the Rules, I hereby determine that the public notice- dates of opening and closing of the commercial rock lobster fishery dated 30 March 2015 and published in Gazette No. 21 511 of 15 April 2015, is rescinded with effect on and from the date of publishing of this notice and that:

1.the dates of the open and closed seasons for the commercial rock lobster fishery for male rock lobster are as follows:

• closed season from 1 September 2016 for the “September closed region”;

• closed season from 1 October 2016 for all State waters;• open season from 15 November 2016 for the “western

region”;• open season from 28 November 2016 for the “eastern

region”;• closed season from 23 April 2017 to 14 June 2017 inclusive

for the “Winter closed region”;• closed season from 1 September 2017 for the “September

closed region”;• closed season from 1 October 2017 for all State waters;• open season from 15 November 2017 for the “western

region”; and,• open season from 27 November 2017 for the “eastern

region”;

2.the dates of the open seasons for the commercial rock lobster fishery for female rock lobster are as follows:

• closed season from 1 May 2016 for all State waters;• open season from 15 November 2016 for the “western

region”;• open season from 28 November 2016 for the “eastern

region”;• closed season from 23 April 2017 to 26 November 2017

inclusive for the “Winter closed region”;• closed season from 1 May 2017 for all State waters;• open season from 15 November 2017 for the “western

region”; and,• open season from 27 November 2017 for the “eastern

region”;

where:

“Winter closed region” is defined to mean State waters adjacent to the north, north east and east coasts of Tasmania east of line of longitude 146º 31’ 48” East and north of the line of latitude 43º 20’ 00” South; and,

“September closed region” is defined to mean State waters adjacent to the north, north east, east, south and west coasts of Tasmania enclosed by an imaginary line starting at the high water mark on the north coast of the mainland of Tasmania at longitude 147º 40’ 0” East, then running due north to the limit

“eastern region” is as defined in the Fisheries (Rock Lobster) Rules 2011; and,

“western region” is as defined in the Fisheries (Rock Lobster) Rules 2011.

GENERAL PURPORT OR EFFECT OF THE ABOVEMENTIONED STATUTORY RULES

(1) Residential Tenancy Amendment Regulations 2016

These regulations amend the Residential Tenancy Regulations 2015 by –

(a) prescribing income sources, income amounts, asset types and asset value amounts for section 42(1)(da) of the Residential Tenancy Act 1997; and

(b) prescribing the circumstances applicable to reasonable bedroom requirements for section 42(1)(db)(i) of that Act; and

(c) prescribing offences under Part 3B of that Act as offences in respect of which infringement notices may be issued and the amount of the penalties payable under those infringement notices.

(2) Proclamation under section 7 of the Roads and Jetties Act 1935

This proclamation –

(a) declares that a portion of the Lyell Highway ceases to be a State highway; and

(b) declares that a portion of the Henty Main Road ceases to be a subsidiary road; and

(c) declares a new subsidiary road, classified as a developmental road (Macquarie Heads Developmental Road); and

(d) revokes all, or part, of certain amending proclamations.

(3) Proclamation under section 2 of the Unclaimed Money Act 2015

This proclamation fixes 1 July 2016 as the day on which the Unclaimed Money Act 2015 commences.

(4) Urban Drainage (General) Regulations 2016

These regulations specify structures as prescribed structures for the purpose of protecting stormwater assets in accordance with section 13(1) of the Urban Drainage Act 2013.
