Metro as a mass transportation.

- Implications for Security and Civil Protection:

1. Open systems that facilitate an easy access and a fast exit.

2. Anonymity helps pass unnoticed and affects all uncivic/criminal investigations.

3. The high number of passengers traveling in confined/closed spaces makes them specially vulnerable and any risk can generate a large number of victims.

4. In the case of suburban, due to the underground

environment, all risks increseas easily making any evacuation much slower and affecting the accessibility of the emergency assistance.

Educa TMB is our own educational project (TMB) through which we want to influence the understanding of mobility and citizenship by promoting values of respect and coexistence to move to a city that need to be more human and with a higher life quality.

Theis plan defines three different scenarios:

1st - Promotion of values:

- 10 educational activities are conducted covering all levels of education: Child Cycle, Primary, Secondary School, Professional education and university. (specific Dept. to do that plan)

  Operation Xarxa: The whole year. Prevention and detection of crime. (Mossos d'Esquadra and Guardia Urbana de Barcelona)  Grèvol Operation: Christmas Campaign. Prevention and detection of crime. (Mossos d'Esquadra)  Pickpocketing Operation: All year (Division Tranposrte and multiple offenders unit of Mossos d'Esquadra)  Antigraffiti Operation: Mossos Transport Division and Reoffending investigation Dept.

  Trails/routes in key locations and hot hours for Security Guards.  Presence of Metro employees at stations and trains.  Presence of videocameras in all stations and trains.  Metro Radio media and awareness campaigns about theft and anti-social behavior on television screens in stations and trains.

Situational Crime Prevention (continued)

- Collaboration of TBC staff (alternatives punish mesures) located at key points to receive relevant information.- Collaboration of concessionaires and Metro stores.- Collaboration of musicians located in key links.- Cleaning and immediate repair of vandalized items. (Broken Windows Theory)- SOS Interphones in all stations, platforms and lobbies. (making easy and permanent the communication with all citizens)

TMB Educa through two programs:

2nd: Social integration. A. Consortium Agreement with BCN Education Dept. to address school failure cases with students at the end of high school (15/16 years) B. 10 sessions are conducted in living with company employees who promote educational interests.

3st: Prevention of crime. A. 3 sessions are conducted with Guard and Education Consortium, who selected BCN educational centers in a strategic way. B. Promoting respect for people and furniture.

1. Mediation with Youth Justice Dept. at the request of Children Prosecutor Office.

- Mediations with children who have committed a misdemeanor and crimes against Barcelona Metro: a. Awareness through meetings with Security Dept. of the company. b. Opportunity to repair damage without going to a legal trial.

2. Department of Justice - Alternative Measures (TBC)

- Agreement for alternative punishment through Benefit Work for the Community. Punished person can come to Metro to carry out customer service tasks to helps the passage, inform them, etc..
